PAU BOARD APPROVES VARSITY BUDGET ESTIMATES FOR 2011-12

LUDHIANA, MARCH 31:



The budget estimates of Punjab Agricultural University (PAU) for the year 2011-12 were approved at rupees 392.11 crore during the 247th meeting of the Board of Management, held yesterday in Chandigarh. Of this 62.34%, 18.28%, 11.26% and 8.12% budget was allocated for research, teaching and extension, and general administration, respectively. The provision of 88.25%, 0.44% and 11.31% is for salaries and allowances, traveling allowances, and contingencies & wages, respectively. The PAU Registrar, Dr. Raj Kumar Mahey said that the last year\'s allocation break up of the budget for research, teaching, extension and general administration was 63.41, 18.47, 10.12 and 8.00%, respectively.



The PAU Comptroller A.C.Rana informed that the previous budget (2010-11) was approved for 390 schemes while the present budget (2011-12) has been approved for 392 schemes including 123 non-plan agriculture schemes/plan agricultural schemes, 87 ICAR/NAIP projects and central assistance, 37 revolving fund schemes, 43 centrally sponsored schemes, 56 miscellaneous schemes, and 1 UGC schemes. 45.15% of the total budget is for state non-plan agriculture schemes, said he and added that the budget has 14.80% from ICAR/NAIP projects and central assistance, 2.79 % from Government of India (centrally sponsored), 0.01% from UGC projects and 0.93% from miscellaneous schemes.

उन्होंने संवाददाताओं को बताया कि वह तंत्र को स्वच्छ करना चाहते हैं और यदि किसी राजनीतिक दल का गठन होता है, तब वह आगामी आम चुनाव में सभी 534 लोकसभा सीटों पर उम्मीदवार उतारेंगे।



उन्होंने कहा कि वे विभिन्न राजनीतिक दलों या क्षेत्र से हो सकते हैं, जो बेदाग होंगे और भ्रष्टाचार दूर करने के लिए काम करेंगे। वह सामाजिक एवं आध्यात्मिक आंदोलन भारत स्वाभिमान के भी प्रमुख हैं।

A delegation from Malawi led by Prof. George Kanyama Phiri, Coordinator Green Revolution Programme, Government of Malawi visited Punjab Agricultural University (PAU), today. The other members of the delegation included Mr. K.S.A. Moyo, Deputy High Commissioner, Malawi High Commission, Mr. Bartholomew W. Ngauma, Deputy Director of Crop Development, Department of Crop Development, Ministry of Agriculture and Food Security, Government of Malawi, Mr. N.K.Manshani and Mr. Raghav Nevatia, respectively General Manager and Incharge International Trade Division, Cosmos International Ltd., and Mr. Lovemore Ndege, Investment Promotion Executive. The delegation held a meeting with Dr. Manjit Singh Kang, Vice-Chancellor, PAU in which the Director of Research, Dr. S.S.Gosal, Director of Extension Education, Dr. M.S.Gill and Deans of the constituent Colleges of PAU participated.



Prof. Phiri highlighted the green belt project to augment the input subsidies programmes which has assisted Malawi to achieve food security over a short period of time. He conveyed the interest of Her Excellency, Dr. Chrissie Chawanje Mughogho, who paid a visit to PAU in August last, to link Malawi agricultural institutions to PAU. He said that the present visit was a follow up. PAU has been known as an epicenter of green revolution, said Prof. Phiri, adding that the success story of PAU has much to offer to the rest of the world, especially to Malawi. He drew a comparison of the agrarian issues between Malawi and Punjab. Prof. Phiri said that the GDP from agriculture in Malawi is around 30% and the challenges to food security included soil related issues and water use efficiency. He said that the efforts required to sustain agriculture in Malawi included reduction in the fertilizer use, handling of food surplus, climate change and the involvement of private sector in agriculture.



Dr. Kang welcomed the delegates to PAU. Apprising the delegation members about how the green revolution took roots in Punjab, he said that Dr. Norman E. Borlaug, who visited India in 1963, some 18000 tons of seeds of a few good varieties of wheat were imported in 1966 from Mexico. This was the beginning of green revolution in India, said Dr. Kang adding that it geared up with improvements in technology, service sector, public policies related to the price of inputs and output. PAU was one of the institutes to receive seed of Mexican wheat variety and to begin development of new varieties. The new seeds required larger inputs-irrigation, fertilizers and pesticides than local varieties to yield the desired productivity output. The government had pro-farmer policies and made available the required inputs to give a boost to agriculture, said Dr. Kang. He said that self-sufficiency in wheat and all cereals was achieved in 1972 and 1974, respectively. Dr. Kang said that since its inception in 1962, PAU has developed nearly 700 varieties of 95 crops and has always kept diversification in focus. The green revolution, paying dividends on many accounts, also had some ecological and economic fall outs such as depletion of water, deterioration of soil, problems of straw management resulting into a fatigue. The PAU has tuned its programmes of technology generation and dissemination from time to time to suit the emerging needs, he said. Dr. Kang highlighted the collaborative programmes that PAU has developed with various foreign Universities in agricultural education, research and technology transfer. He offered support to the Malawi universities in any area that will be identified as mutually beneficial in collaboration mode.



The Director of Research, Dr. S.S.Gosal discussed the technologies generated by PAU for natural resource conservation, environment protection and enhancing productivity. The Director of Extension Education, Dr. M.S.Gill shared the technology outreach mechanism of PAU and highlighted that the PAU research stations, Krishi Vigyan Kendras and Farm Advisory Service Scheme were catering to the needs of farmers through advisement, demonstrations, training camps, etc. Dr. Gill told about the technologies such as laser land leveler, tensio meter to save water in paddy, leaf colour chart to save nitrogen use in paddy and maize while explaining the working of these technologies to the delegates. He said that farmers repose full confidence in PAU as was evident from the huge participation of farmers and farm women in PAU programmes and Kisan Melas.



Dr. Neelam Grewal, Dean, College of Home Science explained about the rural agriculture work experience (RAWE) under which suitable interventions are carried out based on the appraisal studies of the area. She highlighted various capacity building measures of benefit to farmers and farm women.



Dr. P.P.S.Lubana, highlighted the studies being carried out to popularize water saving technologies among farmers. Dr. P.K.Khanna shared that the programmes in Basic Sciences render support to agricultural technology generation. He also spoke about the mushroom cultivation technology that PAU has developed for the year round mushroom growing. The current focus was on medicinal mushrooms, he said. Punjab currently produces nearly half of the total national mushroom production in India.



Dr. D.S.Cheema, Dean, College of Agriculture shared about the educational programmes in agriculture including B. Sc. Agriculture (four years) and B. Sc. Agriculture (six year programme). Dr. Gursharan Singh, Dean, Postgraduate Studies said that 35 departments including three schools were catering to different teaching programmes. He added that the B. Sc. Programmes in Food Technology and Bio-technology were very popular.



Mr. Moyo and Mr. Ngauma discussed about the subsidy structure prevailing in Punjab and the mechanism of its availability. The delegation members evinced keen interest in pursuing programmes with PAU in the area of capacity building in agricultural research and extension education. Dr. Kang said that those countries who excel in agriculture have strong extension system.



The Additional Director of Communication, Dr. Jagtar Singh Dhiman, coordinated the visit and presented an overview of the organizational set up of PAU. The delegation members were presented with dockets of information about PAU and a University souvenir.

They warned that if proper steps are not taken now to conserve ecology and save biodiversity then the life of human race will land up in great difficulties in future. The students must take initiative to change their life style to environmental friendly style. We must reduce the use of plastics, plant more and more trees and do not soil our surroundings. They also warned about the danger of nuclear radiations as has occurred in Japan and demanded review of India's nuclear programme, instead use environmental friendly renewable energy resources. PAU HOLDING MEETS ON FOOD PROCESSING, PEST MANAGEMENT FOR FOOD SECURITY

LUDHIANA, MARCH 30:



India has an urgent need to usher another green revolution with emphasis on value addition of agricultural commodities through food processing. The ambitious 'Vision 2015' plan of the Government of India (GOI) envisions doubling food processing levels from its current level of 10 -20 %, and increasing value addition from 26 -35 %. It will also bid to see India\'s share of global trade rise from 1.5 - 3 % over the period. A workshop on 'Extrusion Processing" is being organized on April 7-8 at Punjab Agricultural University (PAU) in collaboration with Kansas State University (KSU), USA and the Central Institute of Post Harvest Engineering and Technology (CIPHET), informed Dr K.S. Minhas, Head, Department of Food Science and Technology. Dr Manjit Singh Kang, Vice Chancellor, PAU and Dr. R. T. Patil, Director, CIPHET, will be the chief guest and Guest of Honour, respectively on this occasion and the event will be coordinated by ASSOCOM India.



Giving the programme contours, Dr Minhas said that the workshop will focus on the role of advanced food processing technologies and also simple but elegant innovations developed by research institutions that would aid business, ranging from small and medium scale enterprises to large companies, to participate in this national effort. Speakers from KSU, Indian research institutions and processing industry will provide their perspectives. He added that the seminar will see the participation of scientists, teachers and researchers of interdisciplines (food science, nutrition, human ecology, home science and engineering) and industry (animal nutrition specialists, pet food producers, aquaculture, poultry and cattle feed producers and farmers, quality assurance managers, quality controllers, packaging and machinery suppliers, retailers, food regulators, food distributors, food and feed ingredients manufacturer/ suppliers).



Meanwhile, the Department of Entomology, PAU in association with Indian Society for the Advancement of Insect Science (INSAIS) is organizing the 3rd Congress on Insect Science from April 18-20 at university premises. Dr Kang will be chair the event. Giving an overview, Dr A.K. Dhawan, Head, Department of Entomology said that with the theme 'Pest Management for Food Security and Environment Health,' the Congress will witness the different technical sessions - insect biodiversity, novel approaches in pest management, ecological bases of pest management, information technology in pest management, pest management and environment health and management of useful insects. He further added that the technical sessions will lay thrust on the documentation of diversity, developments in taxonomy, insect biosystematics, host plant resistance, bio-rational methods, pest management in crop ecosystems, role of abiotic and biotic factors, judicious use of pesticides, pest forecasting, IT based decision support systems, pesticide residues, insecticide resistance, bio-safety, spray technology, pesticide pollution in environment and bees, silkworms, lac insects and pollinators.

नीदरलैंड में 12 साल की एक लड़की ने स्कूल की ओर से गई पिकनिक के दौरान एक बच्ची को जन्म दे दिया। लड़की को अपनी गर्भावस्था के बारे में जानकारी ही नहीं थी।



द टेलीग्राफ की खबर के मुताबिक, नीदरलैंड के ग्रोनिनगेन की रहने वाली यह लड़की पिछले सप्ताह अपने स्कूल के साथियों के साथ घूमने गई, तभी उसके पेट में भयानक दर्द होने लगा।



खबर में स्थानीय स्वास्थ्य सेवाओं के प्रवक्ता के हवाले से कहा गया है, न तो उस लड़की और न ही उसके परिवार वालों को इस बारे में जानकारी थी। बाहरी तौर पर देखने से भी ऐसा कुछ पता नहीं चल रहा था। प्रवक्ता के मुताबिक, मां और बच्ची दोनों अब स्वस्थ हैं।

ED gets court permission to quiz Hasan Ali at its office

Mumbai, March 30, 2011



A sessions Court on Wednesday granted the Enforcement Directorate (ED) permission to take Pune-based stud farm owner Hasan Ali -- arrested for alleged money-laundering and lodged in Arthur Road jail here -- to its office till April 1 for interrogation.



On March 25, sessions court had remanded Mr. Ali to judicial custody till April 8. Mr. Ali, who has allegedly stashed away billions of dollars in Swiss bank accounts, was arrested in the first week of this month.



The ED had sought permission from the court to take Mr. Hasan Ali to its office for questioning.



Judge K P Purohit granted the plea on Wednesday. Mr. Ali would be brought to ED office in south Mumbai every day between 10.30 am to 5.30 pm till April 1.



The interrogation would be video-recorded as per the Supreme Court's order.

Chandigarh gears up for influx of VVIPs, fans

CHANDIGARH, March 30, 2011



The quiet airport of Chandigarh will soon welcome an array of politicians, leaders, movie stars, industrialists and of course cricket fans causing air traffic jam, with 50 chartered flights expected to land here on Tuesday night and Wednesday morning ahead of the high-voltage cricket World Cup India-Pakistan semi-final match at Mohali.



The number of VVIPs coming to witness the match is a reminder of the importance the sport holds in India, but the lack of infrastructure in the city is a cause for concern. Officials are expecting 60 flights to land in Chandigarh from all parts of the country on Wednesday between 8 a.m. and 1 p.m., in addition to the 14 scheduled flights.



"The airport director will give permission for take-offs during late hours. We have no problem with it and we can operate till late night," an Air Traffic Control (ATC) official said. The ATC will be managed by the Indian Air Force, which controls the airport.



Prime Minister Manmohan Singh and his wife Gursharan Kaur, Pakistan Prime Minister Yousuf Raza Gilani, a number of Central Ministers, Reliance Industries chairman Mukesh Ambani, Bollywood stars and celebrities are expected here for the big match.



Authorities expect at least two planes in Mr. Gilani\'s entourage, as an advance party always arrives before the foreign heads of state. Also, no aircraft movement will be allowed for about half-an-hour before the two Prime Ministers land.



Plane-pooling is clearly not on the list of leaders, industrialists, Bollywood celebrities and politicians — from the Ambani family to actor Aamir Khan and the former aviation Minister, Praful Patel, they all will come in their private planes. Many planes will make trips to Amritsar, Dehradun and Delhi to pick other VIPs and will later be parked at Chandigarh\'s spacious defence area, used by the IAF as a transport base.



Airlines operating direct flights on the Mumbai-Chandigarh route are busy trying to add more flights to Wednesday\'s schedules to cash in on the demand for seats. GoAir (8.45 a.m.), Jet Airways (9.40 a.m.) and Kingfisher (1 p.m.) are offering direct flights to Chandigarh. GoAir has begun accepting bookings for two extra flights, departing at 2 a.m. and 6.30 a.m., while Jet has asked for permission to operate an extra flight on the day of the match. One chartered company, Airnetz, has booked two six-seaters from Mumbai for around Rs. 7 lakh each and a nine-seater for Rs. 14 lakh.



Lack of parking space at the airport is a major cause for concern.



The technical airport area, which is under the command and control of the IAF, has enough parking space, but authorities are not willing to share it because of the arrival of the two Prime Ministers.



Traffic restrictions

Vehicular traffic restrictions have also been put in place in Chandigarh. The police on Tuesday issued an advisory to the public on the routes to be avoided. "



We have advised the public to avoid various roads, like the one connecting the airport with Tribune roundabout, PCA (Punjab Cricket Association) Stadium and Hotel Taj. These roads will be kept free as many VIPs will be using them from 8 a.m. to 11p.m. on Wednesday," a Chandigarh police official said.



Spectators are expected to start arriving at the stadium by 6 a.m. though the match will start only at 2.30 p.m.

Govt may roll back excise duty on branded garments

New Delhi, March 30, 2011





The government is considering rolling back 10 per cent excise duty on branded garments, due to large scale protest by industry bodies in many parts of the country, including West Bengal, which goes to polls next month.



"The excise duty on readymade garments is being opposed heavily, especially in West Bengal. It might be rolled back," a Finance Ministry official told PTI.



Although Finance Minister Pranab Mukherjee had diluted his proposal to tax readymade garments, the decision failed to satisfy the garment manufacturers who have continued the protest demanding complete roll back of the proposal.



In the Budget 2011-12, the government has levied 10 per cent excise duty on branded ready-made textiles garments.



However, while replying to debate on Finance Bill, Mr. Mukherjee had proposed to enhance the abatement from 40 per cent to 55 per cent of the retail sale price.



With this relief, a unit will continue to be eligible for SSI exemption in 2011-12 even if it had a turnover based on retail sale price of Rs 8.9 crore in the current year, the Minister had said.



The garment traders had criticised the proposed 10 per cent excise duty on ready made garments, saying it would hurt the small business.



However, the garment traders are not satisfied with the abatement and they want the tax to be full exempted.



Nearly 3,000 members of different garment and hosiery manufacturers' associations marched in a procession in Kolkata. Hundreds of protesters were lathicharged and few of them were also arrested as they scuffled with the cops.



The imposition of excise duty on branded garments has emerged as a major election issue at Metiabruz in South 24 Parganas district of West Bengal, which houses more than 50,000 small garment manufacturing units employing lakhs of people.



West Bengal will have elections in six phases from April 18 to May 10. Mr. Mukherjee is also a Member of Parliament from the State.



Moreover, garment manufacturers in the national capital, Ludhiana and Kolkata have also gone on a strike against the proposal, said an industry association.



Clothing Manufacturers Association of India claimed that approximately 50,000 units are on strike and will affect livelihood of 25 lakh workers engaged in the garment industry.

Satya Sai Baba’s health condition stable: doctors

The health condition of Sri Satya Sai Baba, who was admitted to a hospital on Monday for lung and chest congestion, is stable, doctors attending on him said today.



85-year-old Sai Baba was admitted to the Prashanthigram Super Speciality hospital in Puttaparti near here after he complained of slowing heart beat and giddiness.



"He had a restful night yesterday and he is under constant care of a panel of experts. Baba's health condition is progressing," according to a health bulletin issued by the hospital.



A permanent pacemaker has been implanted and his clinical parameters are satisfactory and his condition is stable, the bulletin said.

SBI alone to manage EPFO’s Rs 3 lakh cr fund till June 30

Retirement fund body EPFO today said its corpus of about Rs 3.5 lakh crore will now be managed only by one of the existing fund manger, SBI, for a three month period ending June 30 as an interim arrangement.



In its trustees meet here, the body turned down the proposal to give three month extension to its other existing fund managers - ICICI Pru, HSBC and Reliance Capital.



These three private players were earlier managing bulk of the fund- close to Rs 3 lakh crore-of the total corpus.



"The EPFO's apex decision making body Central Board of Trustees has decided that SBI alone will manage the entire retirement fund for the interim period of three months beginning April 1," Labour Minister Mallikarjun Kharge said.



The term of the four fund mangers was to expire on March 31. The EPFO had planned to appoint new fund managers for next three financial years beginning April 1.



The CBT headed by the Union Labour Minister came to this interim arrangement as EPFO is yet to complete the process of appointing new fund managers.



EPFO had started the process last year after it engaged credit rating agency CRISIL for appointing and later monitoring the performance of new fund managers.



As many as 11 Asset Management Companies (AMCs) have evinced interest to manage EPFO's huge corpus which receives incremental deposits of about Rs 30,000 crore every year.



Besides existing AMCs managing EPFO corpus, seven new firms, including Kotak Securities, Securities Trading Corporation of India, UTI Securities and ICICI Securities have expressed interest to manage the retirement fund.



In order to avoid any controversy amidst the recent outbreak of scams, EPFO had sent its tender document to Central Vigilance Commission (CVC) for vetting.



EPFO had engaged private fund mangers for the first time in July 2008. Prior to that SBI alone used to manage the fund.

Andhra minister Y S Vivekananda Reddy resigns

Hyderabad, March 30, 2011



Andhra Pradesh agriculture minister Y S Vivekananda Reddy has submitted his resignation to the Chief Minister N Kirankumar Reddy, as his term as an MLC has ended.



"He (Vivekananda Reddy) has submitted resignation as his term ended yesterday and I have asked him to continue," Chief Minister N Kirankumar Reddy told reporters here.



Mr. Vivekananda Reddy is a brother of late Y S Rajasekhara Reddy. Though he has cited end of term as MLC as the reason for quitting, there is speculation that he may contest bye-elections to Kadapa Lok Sabha constituency or the Pulivendula Assembly constituency, as a Congress candidate.



The bye-elections were necessitated after Y S Jaganmohan Reddy and his mother Vijayalakshmi resigned as MP and MLA from Kadapa and Pulivendula respectively.

भारत है चौथा सबसे भ्रष्ट देश

हांगकांग स्थित प्रमुख बिजनेस कंसल्टेंसी फर्म पीईआरसी के ताजा सर्वे में भारत को एशिया प्रशांत क्षेत्र के 16 देशों की सूची में चौथा सबसे भ्रष्ट देश बताया गया है।



पॉलिटिकल एंड इकोनॉमिक रिस्क कंसल्टेंसी लि. (पीईआरसी) ने भारत को 0 से 10 के स्केल पर 8.67 पर रखा है। इस हिसाब से यह फिलीपींस (8.9), इंडोनेशिया (9.25) और कंबोडिया (9.27) के बाद इस क्षेत्र का सबसे भ्रष्ट देश है।



इस नवीनतम रिपोर्ट में 16 देशों की सूची में थाईलैंड 7.55 के स्केल के साथ 11वें नंबर पर है। उसके बाद चीन (7.93) तथा वियतनाम (8.3) को रखा गया है।

SOUTH AFRICAN DELEGATION VISITS PAU TO EXPLORE COLLABORATIVE FIELDS

A five-member delegation from South Africa led by the Hon\'ble Member Executive Council (State Minister) of Agriculture of the Province of Limpopo, Mrs. Dipuo Letsatsi-Duba, visited Punjab Agricultural University, today. The other members of the delegation included Prof. (Dr.) Xikombiso Mbhenyane, Deputy Vice-Chancellor of the University of Venda in Limpopo, Mr. Mortimer Mannya, General Manager, Department of Agriculture, Limpopo Province, Mr. Morwamoche, Ntwampe, International Relations, University of Limpopo and Dr. Monicca Moc-Hadi, Manager, Department of Agriculture, Limpopo Province. They met Dr. Manjit Singh Kang, Vice-Chancellor, PAU and discussed various agricultural issues. She said that the aim of the visit was to establish direct contact with PAU and to investigate possible areas of closure club cooperation as there exists vast potential for cooperation and exchange of know how.



In the Sutton House of PAU, the group interacted with Hon\'ble Minister of Agriculture, Punjab, S. Sucha Singh Langah. During a brief meeting the South African and Punjab Ministers of Agriculture discussed about concerns of contemporary agriculture. S. Langah said that University to University linkages help address problems and wished that both South African Universities and PAU would move ahead through a memorandum of understanding. He conveyed his best wishes to the African visitors from the people of Punjab. A renowned agricultural scientist from Vienna, Austria, Dr. B.S.Ahloowalia also interacted with the delegates.





Dr. Kang welcomed the group and said that world has turned into a small village and the emerging agricultural issues can be better addressed through joint efforts. He said that farmers of Punjab are progressive and are maintaining contact with the experts. He shared his experiences of his visit to Walter Sisulu University in South Africa. Dr. Kang highlighted that there is indebtedness among Punjab farmers due to easy availability of loans unlike in South Africa where it is not so. Dr. Kang while sharing the collaborations that PAU has developed with other foreign Universities said that PAU would welcome any collaboration with American Universities. S. Langah and Dr. Kang presented mementos and dockets of information about PAU to the visiting delegates.



Ms Letsatsi Duba highlighted PAU for its well integrated teaching, research and extension education programmes and said that there is possibility of inviting PAU scientists in South Africa to help with their expertise in the area of irrigated agriculture and capacity building in research, technology transfer and rural development. She said that PAU has endeavoured a great deal for the cause of national food security and through the cooperation model and regular follow up of the issues, a worth while tie-up between PAU and South African Universities could be developed. The MoUs can cement relationships, she said.



Mr. Mortimer Mannya highlighted that the group was interested to know about issues in the face of drought prone agriculture, engineering education, capacity building, biotechnology, pest and disease management, issues of small farming, etc. He said that the crops such as maize, sorghum, wheat, sunflower and horticultural crops including avocado, litchi, banana, mango and nuts are being grown in their area. He shared that there is site specific variation in land, besides issues concerning animal science and veterinary.



Mr. Ntwampe, said that there existed several possibilities of cooperation with PAU and the identified areas can lead to mutually beneficial results. He emphasized on the proper implementation and time frame monitoring of agreed programmes.



Prof. Mbhenyane said that the scientists of University of Venda in Limpopo consider PAU in high esteem and both the Universities had signed an MoU in 2002. He said that the envisaged programmes need to be carried forward through extrapolation of the pact.



Dr. Monicca Moc-Hadi shared her views about the South Africa-India friendship that has a history.



The Additional Director of Communication, Dr. Jagtar Singh Dhiman Coordinated the visit and apprised the delegates about the orientation and ongoing research, teaching and transfer of technology programmes of PAU.



The Registrar, Deans, Directors, Officers and Heads of Departments of PAU interacted with the delegates on various issues. The delegates were shown around landmark facilities at PAU. They showed keen interest in the crop improvement museum of PAU. Later they were shown Ludhiana Milk Plant where the former Chairman, Mr. Ajmer Singh Bhagpur and the Managing Director, Mr. S.S.Saini discussed about cooperative milk procurement model and the services available at the Milk Plant.

PAU PLANT PATHOLOGIST APPOINTED PROJECT DIRECTOR WHEAT

LUDHIANA, MARCH 29:



Dr Indu Sharma, Senior Plant Pathologist (Wheat), at Punjab Agricultural University (PAU), has been appointed as Project Director, Directorate of Wheat Research (DWR), Karnal, by the Indian Council of Agricultural Research (ICAR). Having an experience of 33 years in research on wheat, she has played a pivotal role in monitoring wheat crop health, conducting demonstrations, organization of exhibitions in Kisan Melas, imparting training to Agricultural Development Officers (ADOs) /scientists/farmers on wheat disease management and as a resource person in workshops. She has worked extensively on resistance incorporation in high yielding wheat varieties to Karnal Bunt (KB), rusts and loose smut. Monitoring wheat yield trials in North Western Plains Zone since 2004, Dr Sharma has been associated with the recommendation for managing KB in seed production and for pink stem borer. She is a Fellow of Indian Phytopathological Society and Indian Society of Plant Pathologists. Dr. Manjit Singh Kang, Vice-Chancellor, PAU and Dr. S.S.Gosal, Director of Research and Dr. M.S.Gill, Head, Department of Plant Breeding and Genetics have congratulated her for this achievement.

PAU TRAININGS FOR TREE GROWERS AND SCHEDULED CASTE FARMERS

LUDHIANA, MARCH 29:



A training camp for the members of PAU Tree Growers Association is being organized on March 30 at Kairon Kisan Ghar. Dr M.S.Gill, Director of Extension Education, PAU – cum – Programme Director, informed that apart from the scientific lectures and demonstrations, the university scientists from various departments would whet the skills of the trainees by educating them about the package of practices for control on insect pests of agro-forestry trees. The camp will also witness the review of the last month meeting activities and discussion about the activities of the association, added Dr Gill, and stated that all the agri queries of the participants will be responded by PAU experts. He further informed that the programme will be coordinated by Dr V.K. Bhambota and the registration of the members for the same will take place at 10 a.m. on the scheduled day at the venue of the programme.



Meanwhile another training course on 'Healthy nursery raising of vegetable crops and protected cultivation\' organized by the Department of Vegetable Crops, PAU, for the trainees belonging to the scheduled castes, concluded here. In his presidential remarks, Dr P.S.Brar, Head, Department of Vegetable Crops, highlighted the importance of nursery raising and protected cultivation of vegetable crops as a subsidiary occupation to increase per capita income per unit area. He distributed the certificates to the trainees.



Dr T.S.Dhillon, Associate Professor of the course, delivered tips on cultivation of capsicum in low tunnel in net-house and poly house. Experts of concerned departments of PAU equipped the trainees with the agricultural knowledge of the cultivation of vegetables in low tunnels in net-house/poly house and healthy nursery raising. In addition to theoretical lectures, practical knowledge through demonstrations was also imparted to the participants.

PAU EXPERTS PREDICT PRICE AND MARKET TRENDS IN MUSTARD

Harvesting of mustard in Punjab starts from last week of March and market arrivals starts in April. It is important for the farmers to know the expected prices and other relevant production and marketing information in order to make decision whether to sell the out put immediately on harvesting or to store it for some time to fetch higher prices in lean season. Dr. Jagroop Singh Sidhu, Incharge, Agricultural Market Intelligence Centre (AMIC) of PAU, disclosed that AMIC has gathered and analyzed this information to help the farmers and other stakeholders to take adequate decisions.





Mustard oil is the third largest edible oil produced in the world after soy oil and palm oil, said he. The production and consumption of oil has been growing at the rate of 4.65 % and 5 % respectively during the last decade. The estimated world production for canola-rapeseed stands at 60 million tons (mt) contributing 12-13% of the total world oilseeds production while for oil its world production is estimated at 20-22 mt. Canada (31 %), Nepal (26 %), Ukraine (7 %), Russian Federation and Czech Republic (5% each) are the leading producers of mustard seed.





Dr. Sidhu elaborated that mustard contributes about 40% of total edible oil production in the country. Almost all the mustard production is consumed within the country for cooking; making hydrogenated fats (vanaspati) and the residue (oil meal) is used as livestock feed. According to the latest sowing data available, area under mustard in India is about 71 lakh hectares against 64 lakh hectares last year, said he adding that due to higher acreage and favorable weather conditions mustard production in country is expected to increase by 10 to 15 % compared to last year. Rajasthan is the leading mustard producing state in India contributing about 45 % of total production followed by UP (15 %), Madhya Pradesh (9 %), Haryana, Gujarat and West Bengal (6-7 % each). Hapur, Jaipur, Delhi, Kolkata, Mumbai, Indore, Alwar, Bharatpur, Jaipur, Sri Ganganagar in Rajasthan and Delhi are the major trading centres for this.







In Punjab the area under rapeseed and mustard crop is expected to increase from 30 thousand hectares in 2009-10 to about 36 thousands hectares during 2010-11. The total production of rapeseed and mustard in the state may increase from 39 to 43 thousand tons during the same period. The major mustard producing districts are Ferozepur, Bathinda, Gurdaspur, Hoshiarpur and Mansa. The state production is not sufficient to meet the demand of small scale unorganized and organized oil industry/solvent extraction plants of the state. Peak marketing season for this crop is April - May and most of the crop is marketed through the regulated markets.



Overall the price of the mustard is affected by the supply and demand of its oil, international prices of edible oils and the government trade policy in respect of edible oils. Dr. Sidhu informed that price of other domestic and global oil seeds also have significant bearing on mustard seed prices. Government of India had raised the Minimum Support Price of mustard by Rs 20 per quintal from Rs 1830 per quintal to Rs 1850 per quintal. However, in Punjab state the mustard prices usually remain above the MSP. The mustard prices which peaked to around Rs 2600 per quintal during marketing season of 2008 had been ruling in the range of Rs 2000 to 2400 per quintal for the last two years due to the government duty free edible oils import policy, said he.



Projection of record kharif oilseeds production is likely to put downward pressure on mustard prices, observed Dr. Sidhu. Based on analysis of monthly prices of mustard for past twelve years, traders' opinion, price futures and existing import policy of government, the AMIC is of the view that mustard prices are expected to prevail in the range of Rs 2200 to 2400 per quintal during April - May, 2011 and may further increase by about Rs 100 to 200 per quintal in subsequent months. Farmers should keep this information in mind while taking their mustard selling and storage decisions.

CIPHET transfers EC Room & Structure technology

Central Institute of Post Harvest Engineering and Techn1ology (CIPHET) today signed a memorandum of understanding to transfer technology of Evaporative Cooled (EC) room & structure to a Gurdaspur based entrepreneur. The institute's innovative technologies provide low cost and effective storage to farmers and entrepreneurs.

After getting technology, Dr Jatinder Singh, General Manager, Krishan Food& Seed Processing, said that they were growing mushroom at very large scale. "Recently, we have started constructing green house in the area of nine thousand square yard for growing vegetables and flowers. EC Room &structure would help to increase shelf life of fruits and flowers and also we will use them as growing chamber for mushroom cultivation during off season," he added.

Storage of fruits and vegetables, being a pershiable commodity is of paramount concern to reduce losses after their harvest. There increase in shelf life could avoid disadvantage of price fall during the glut seasons. In order to solve farmers problem, the CIPHET has come out with innovative solution.

While EC room, which is a double walled structure with wet sand in between, could store two tonnes of fruits and vegetables, the cooling padded EC structure has capacity of 5 to 7 tonnes and ideal for bigger storage requirements.EC room developed at cost of around Rs 70 thousand could store fruits and vegetables upto 2 tonnes. Dr Sangeeta Chopra, Senior Scientist, who has developed this room, said that it could maintain humidity as high as 85 percent and temperature remains 12 to 15 degree Celsius lower than the outside. "Thus increasing shelf life of fruits and vegetables and saving the farmers from distress selling."



The higher capacity storage structure has been developed by Dr S.N Jha, Head Agricultural Structures and Environmental Control (AS&EC) and is suitable to maintain moderate low temperatures and sufficiently high relative humidity for short term storage of fresh fruits and vegetables. It has special design of roof, uses wetted pad to maintain lower temperature. "EC structure may cost about 1.5 to 2.0 lakh and has 5 to 7 tonn capacity," said Dr Jha. ITMU Incharge Dr D.M Kadam was also present on the occasion.



Director CIPHET Dr R.T Patil and Head of Transfer of Technology (TOT) Division Dr Deepak Raj Rai said that CIPHET also provides technical support after transferring technology. He said that interested farmers/entrepreneurs could contact TOT division in this regard.

Faculty of Business Management PU approves Industry and skills oriented programmes

Faculty of Business Management and Commerce Panjab University Chandigarh which metyesterday under the chairmanship of the Dean Faculty of Business Management and Commerce Dr. Deepak Kapur has approved curriculum of many programmes to started in the colleges from the next academic year which are not only industry oriented but will also sharpen the skill of the Students to make them employable. Secretary of the Faculty Dr. Ashwani Bhalla told that faculty has approved three new programmes under the stream of Hospitality and Hotel administration which will initially be started at SCD Government College Ludhiana under the guidance of National Council of Hotel Management and Catering Technology. These programmes include: Diploma in Food Production (DFP), Diploma in Bakery and Confectionary (DBC) and Diploma in Food and Beverages (DFB). Apart from the Faculty also approved the course structure of new industry oriented Programme M.Com Business Innovations to be started at SCD Government College Ludhiana with the intake of 40 seats and gave its nod for the outlines of tests, syllabi and courses of reading along with the rules/regulations for the above said course to be effective from the admission of 2011. The admission to M.Com Business Innovations will be made through an entrance test to be conducted by Panjab University Chandigarh. The dean of the faculty was authorized to take necessary action with regard to Modalities of the Entrance test. . Senior Member of the Faculty and Senator/Syndic of Panjab University Chandigarh and Dean Faculty of Law Advocate G.K. Chatrath informed the house that from the next academic session Panjab University will be starting integrated programme of B.Com LL.B for which he sought the help of Faculty of Business Management and Commerce in carving out the new syllabus and structure.

The Faculty also decided that from the next academic session the Programmes of MFC/M.Com run by University School of Open learning under distance education programme will be operative under semester system for which rules/regulations and syllabus were also approved . The faculty members reiterated that in wake of the change in the syllabus of the undergraduate and post graduate classes training programmes for the commerce and management teachers be organized at the university level. For this purpose faculty approved to organize two faculty Development Programmes (FDP) of seven days duration each one for Ludhiana Zone teachers and one for Chandigarh Zone teachers. Faculty members also authorize the dean of Faculty of Business Management and Commerce to expedite the process of implementing the Semester system in Bachelor of Commerce (General), Bachelor of Commerce (Honors) and Bachelor of Business Administration with effect from 2011 for which the faculty has already approved the syllabus in its previous meeting . The Faculty also elected its new members of the Post Graduate and Under graduate Board of Studies in commerce for the term April 1st 2011 to March 31st 2013. TRAINING ON IPM OF COTTON FOR FIELD SCOUTS AT PAU

To impart training to 300 scouts working in different adopted villages of Punjab, the Department of Entomology and the Directorate of Extension Education, PAU, organized a training programme on 'Integrated Pest Management (IPM) of cotton' from March 21 -30, under the aegis of Sir Ratan Tata Trust (SRTT). The training for the second batch, involving the participation of scouts from Bathinda, Mansa, Sangrur and Barnala, culminated here today.



Speaking on this occasion, the chief guest Dr Manjit Singh Kang, Vice-Chancellor, PAU, said that the introduction of IPM has helped in raising yield of cotton crop in the state. He disclosed in 1964-65 the average yield of cotton was about 300 kg/ ha and fell to 151 kg/ha in 1999 because of various pests and diseases. Launched by PAU in 2000, IPM has benefited the farmers in raising the average yield of cotton. At present, the yield of cotton is 900 kg/ha against 752kg/ha in 2007. The farmers income increased as a result of enhanced yield of cotton which is a 'cash crop'. Referring to SRTT programme, he said that it is beneficial to the farmers and the concept of introducing scouts to train the cotton growers has proved useful. Scouts can be the role model for the farmers, said he, while divulging that 922 scouts have received training till date from PAU. As many farmers are keen to embrace organic agriculture, Dr Kang said that Bt cotton has led to reduced use of chemical pesticides which pollute the environment.



Dr S.S.Gosal, Director of Research, PAU, said that the major focus of the scout's training is on reducing the excessive use of insecticides on cotton crops. He advised the farmers to read the farm literature 'Progressive Farming (English)' and 'Changi Kheti (Punjabi)', brought out by PAU Communication Centre, regularly, as the recommendations, latest techniques and technologies conveyed through these publications can prove beneficial for the farming community. He also shed light on the cotton varieties such as 'Bollguard-I (resistant to American bollworm) and Bollguard-II (resistant to American bollworm and tobacco caterpillar)'. Dr. Gosal said that the University is laying focus on problems such as mealy bug, cotton leafcurl virus, jassids, etc. through developing research based management technologies.



Dr G.S.Chahal, Executive Director, SRTT, advised the farmers to reduce the use of insecticides for it was harmful to crops, humans, pets and environment. He impressed upon the scouts to help the cotton growers by transferring technology imparted to them during the training and provide feedback to PAU by acting as University\'s message carriers. Highlighting that the university forms programmes and carries out research for the farmers' advantage, Dr Chahal revealed that scouts from each 300 rural areas were being trained in order to stop the growers from the excessive use of pesticides and to apprise them of the need based technologies.



Dr A.K.Dhawan, Head, Department of Entomology, PAU, stressed the scouts to transfer the pertinent technology to the cotton growers in all the areas emphasizing to give proper feedback to the university. Dr Dhawan added that the farmers were facing problems of cotton diseases such as leaf curl disease and laid stress on the timely management of these disease. He disclosed that a knowledge group of 20-25 farmers, will be formed that will remain in touch with the scouts, who will be the motivating factor for them. He said that the trained field scouts will help reach the technology to the unreached farmers that are still to the tune of 40%.



Dr Kang and others released a book entitled' IPM modules for pest management in Bt cotton' which serves as a resource material for field scouts. The book has been brought out jointly by the Department of Entomology, PAU and SRTT. Mr. Amit Sandhu, Field Coordinator said that the training programme was of immense importance for the scouts as it prepares them not only for improving their own farming but also for others. He expressed that the scouts will utilize their learning to generate the desired impact in the cotton villages. Present on the occasion were Dr Jagtar Singh Dhiman, Additional Director of Communication, Dr A.S.Sohi, consultant SRTT, field scouts trainees, and members of faculty of entomology department. Dr. Sohi, proposed his vote of thanks to the Chief Guest, experts, trainees and faculty members. Dr T.S.Riar conducted the proceedings.

(PAU)CONSERVATION TECHNOLOGIES AND RATIONAL USE OF RESOURCES A MUST FOR SUSTAINABLE AGRICULTURE: DR. KANG

Development of resource conservation technologies to rationalize the use of inputs in a need based and efficient manner is a priority area of research at Punjab Agricultural University. The University has developed several technologies for the conservation of soil fertility and water use efficiency. These views were expressed by Dr. Manjit Singh Kang, Vice-Chancellor, PAU while addressing farmers in a training camp organized by PAU, CSISA (Cereal System Initiative for South Asia), NBARD (National Bank for Agriculture and Rural Development) in collaboration with Nathu Ram Jawala Bai Trust at Karni Khera village near Fazilka. Dr. Kang said that farmers should not burn paddy straw as this practice leads to loss of soil nutrients, environmental pollution and eradication of soil microbiota. He highlighted that the use of Happy Seeder machine helps in the residue management that chops the straw and sows wheat. Dr. Kang said that PAU organizes Kisan Mela with themes of environment protection and resources conservation. He honoured the local farmers namely Harpreet Grewal, Amit Sawan Sukha, Rachhpal Singh, Baldev Singh, Sultan Singh, Surjit Jain, Shankar Singh, Santokh Singh, Avtar Singh and Shinder Pal Singh for their efforts in water saving and environment protection.



The PAU experts including Dr. Yadwinder Singh, Dr. H.S.Sidhu, Dr. S.S.Thind, provided useful tips to farmers about resource conservation technologies and farm machinery. The Chief General Manager of NBARD, Mr. S.C.Kaushik, General Manager, Mr. D.C.Sharma and Dr. B.K.Ahuja from IIT, Delhi also addressed the farmers gathering. Dr. Yadwinder Singh proposed vote of thanks and highlighted the activities being undertaken under CSISA Project that he said has several hubs in different countries.

PAU DEAN DR. SIDHU IS ON PLANNING COMMISSION WORKING GROUP

The Planning Commission (Agriculture Division), Government of India, has nominated Dr Rajinder Singh Sidhu, Dean, College of Basic Sciences and Humanities, PAU, as a member of its \'working group on outreach of institutional finance, cooperatives and risk management for the 12th Five Year Plan (2012-2017).' Dr Sidhu is the only member from northern India. The working group has high stature experts from national bodies concerned with financial service, administration, banks, etc. Dr. Sidhu has more than 25 years research experience in farm economics and he specializes in agricultural finance and policy analysis.



Giving details, he said that for the formulation of 12th Five Year Plan, the working group would review the flow of credit to agriculture and allied sectors, perform sub-sectoral analysis and recommend measures to ease the flow of credit at reasonable rates of interest through out the country with special consideration of disadvantaged sections such as small and marginal farmers, women farmers, tenant farmers, oral lessees and landless labourers. Besides assessing the short term and long term requirement of agricultural credit during the 12th Plan, the thrust would be on to review the contribution and performance of cooperatives towards outreach of credit to agriculture and allied activities and recommend measures, said Dr. Sidhu informing that the working group would study the performance, efficacy and adequacy of risk management policies, strategies and programmes being implemented for the agriculture and allied sectors and recommend the course to be followed for risk management during the 12th Plan as well as how to increase uptake and service levels of micro insurance products. Focus would also be on the issues concerning micro-financing such as their costs and rates of lending, their contribution in credit outreach, and recommendation of future course of actions, said he. The association with the Planning Commission will provide an opportunity to vouchsafe the interest of farmers through technical inputs, said Dr. Sidhu adding that currently 48% farmers indebtedness is from non-institutional sources of finance.



Dr Manjit Singh Kang, Vice-Chancellor, PAU, congratulated Dr Sidhu for his induction in the working group. He added that it was a matter of great honour for PAU as he has been engaged in studying the role and contribution of institutional agricultural credit to growth as well as its adequacy to different farming groups.

एक दिन पेरिजियन एरीका को विचार आया कि उनकी न्यूड फोटो होनी चाहिए. बस फिर क्या था अपने विचार को रंग देने वह निकल पड़ी.



अपने कपड़े उतारे और कैमरे के सामने आ गईं.



पेरिजियन एरीका ने अपने कारनामे को कैमरे में कैद भी किया.



पेरिजियन एरीका का इस बारे में कहना है जब ये विचार पहली बार मेरे मन में आया तो मुझे शक था कि मैं ये कर भी सकती हूं या नहीं. लेकिन जब पहले दिन मैं सड़क पर निकली तो थोड़ी झिझक लगी फिर वह झिझक फुर्र हो गई.



उन्होंने बताया कि चौंकाने वाली बात की मैं गिरफ्तार भी नही हुई. ऐसा नही था कि मैं पूरे दिन बिना कपड़ों के घूमती रही. ऐसा मैंने तभी किया जब शॉट लेने के लिए मेरा कैमरा बिल्कुल तैयार था.

27 साल बाद मिलेगी आजादी

गोपाल दास की रिहाई की ख़बर आते ही पंजाब के गुरदासपुर में खुशी की लहर दौड़ गई. गांव का हर व्यक्ति खुशी से नाच झूल रहा है. भारत- पाकिस्तान के बीच क्रिकेट का मैच क्या हुआ दोनों देश एक- दूसरे के और करीब आ गए.



गोपाल दास के घर- परिवार में मिठाइयां बांटी जा रही हैं. आखिर 27 साल बाद घर का एक सदस्य लौट रहा है. उसके घर में तो दीवाली का सा माहौल बन गया है. गोपल की बहन की आंखों में खुशी के आंसू हैं जो रुक नहीं रहे हैं. कृष्णा देवी 27 साल बाद अपने बिछड़े भाई से मिलेंगी.



गोपाल गुरदासपुर के भैणी गांव का रहने वाला है और 27 साल पहले 1984 में अपने नौनेहाल जम्मू गया था. लेकिन वहां से कभी लौटा नहीं. परिवार वाले कई महीनों तक उसे खोजते रहे पर गोपाल का कुछ पता नहीं चल सका. बाद में घरवालों के पास ख़बर आई कि गोपाल दास पाकिस्तान की जेल में बंद है और उसे 25 साल की सज़ा हुई है. अब परिवार के पास गोपाल के इंतज़ार के सिवाय कोई चारा नहीं था.



अब जब भारत- पाकिस्तान की टीमें वर्ल्ड कप 2011 के सेमी फाइनल मुकाबले में भिड़ने की तैयारी में जुटी हैं दोनों देशों की सरकारें कूटनीति के ज़रिये संबंधों को सुधारने का प्रयास कर ही हैं. इसी का नतीजा है कि 27 साल पाकिस्तानी कैद में रहने के बाद पाक सरकार ने गोपाल दास की सजा माफ कर दी है.

Qadhafi hometown a major obstacle in the rebels’ advance

Cairo, March 28, 2011



It will not be easy for rebels to take the Mediterranean coastal city. Col. Qadhafi's tribe is the most powerful in the city of some 150,000, which is guarded by an elite unit led by one of his sons.



Its entrances are reportedly mined, the streets and alleys bristle with armed fighters from Muammar Qadhafi's tribe. This is Sirte, Col. Qadhafi's hometown - the halfway point between the rebel capital and Tripoli and a major obstacle on the opposition's march west.



It will not be easy for rebels to take the Mediterranean coastal city. Col. Qadhafi's tribe is the most powerful in the city of some 150,000, which is guarded by an elite unit led by one of his sons.



But with swift battlefield successes made possible by U.S. and European airstrikes and the enforcement of a no—fly zone, the rebels' chances look better than at any time since the uprising began in mid—February to demand an end to Col. Qadhafi's 41—year rule. Opposition commanders are hoping that dissident tribes within Sirte will rise up to help them as their forces move in on the city.



On Monday, Libya's rebel forces closed in on Sirte, storming to a point about 80 miles (120 kilometers) to the east, after the city was targeted for the first time by international airstrikes. Blasts from strikes were heard late Sunday and around 6-30 a.m. local time Monday, witnesses said but they did know what was hit.



Armed Qadhafi supporters were roaming Sirte's streets, the witnesses said. The men were mostly in civilian clothes and many wore green bandanas to show their loyalty to Col. Qadhafi.



Allied strikes hitting regime forces' armour and shutting down their air force evened the odds in terms of firepower, said Gen. Hamdi Hassi, a commander of army units that joined the rebellion. "Because of NATO strikes on the heavy weapons, we're almost fighting with the same weapons, only we have Grads (rockets) now and they don't," Gen. Hassi told The Associated Press at a town just east of the front line.



He said the opposition was trying to get in contact with potentially anti—Qadhafi tribes inside Sirte. Members of the powerful Firjan tribe are believed to have long resented the domination of the Libyan leader's Gadhadhfa tribe. Other tribes in the city are thought to be on the fence, waiting to see who has the upper hand. "If they rise up it would make our job easier," Gen. Hassi said.



Sirte is roughly halfway along the 625—mile (1,000—kilometer) road between Tripoli and the opposition stronghold of Benghazi in the rebel—held east of the country.



"Sirte is the key to Tripoli and it will be a big and difficult battle to seize it," said Ahmed al—Muqassabi, a 20—year veteran of Libya's state radio who defected to the rebels' cause after the uprising began.



Over the years, Col. Qadhafi has effectively turned Sirte into a second capital, spending millions of dollars to build conference halls and hotels to use it as a venue for Arab and African summit meetings.



A sleepy town, Sirte has traditionally been a trading and agricultural community, surrounded by farmlands, though under Col. Qadhafi it has been filled out by large numbers of government employees. It comes alive only when Col. Qadhafi hosts summit meetings in its luxurious convention centre, with limos and police cars and motorcycles dashing down the tidy road from the airport to the centre, their sirens wailing.



Libyans familiar with Sirte say its first line of defence is a heavily fortified area called the al—Wadi al—Ahmar, 55 miles (90 kilometers) east of the city.



"I think the next fight will be in al—Wadi al—Ahmar because it's the entry to Sirte," 31—year—old Suleiman Ibrahim, a volunteer for the rebels, said on Sunday.



"We expect a big fight in Sirte, but we will win, God willing. This couldn't have happened without NATO, they gave us big support," he said as he sat in the back of a pickup truck next to a friend carrying an RPG. Opposition fighters on Sunday took back two key oil complexes east of Sirte.



The rebels have been hampered by their own lack of a command structure and the poor discipline of their volunteer fighters, mostly young men in their late teens and early 20s who routinely rush towards enemy lines only to retreat under the first shells.



Whether they can capture Sirte depends on how Col. Qadhafi organizes its defences. Deploying his troops out in the open outside the city would make them easy targets for Western warplanes. Keeping them in built—in areas inside the city would mean prolonged and bloody fighting, with the international force barely influencing the outcome.



Col. Qadhafi's tribesmen have a vested interest in the regime's survival - and the continuation of the largesse he has shown them over the years, said Libyans contacted by phone from Cairo. The Gadhadhfa are heavily armed and use the city's air base as the headquarters of a militia drawn from their ranks.



Other tribes, including the Firjan, may be the key to the city's fate.



The handcuffed bodies of 20 Firjani army officers were found by rebel forces when they captured the oil port of Brega early this month. They presumed that the 20 refused to fire on the rebels, and they expect that the execution—style killings may have angered many members of the tribe enough that they would welcome the arrival of the rebels to rid them of the pro—Qadhafi forces. It was impossible to independently confirm the executions.



A failed coup against Col. Qdhafi in the 1990s was led by a member of the Firjan. The attempt brought harsh reprisals from Col. Qdhafi's regime - some Firjan were executed, and jobs and perks were taken away from others.



The other major tribes in Sirte - Zayaynah, Hamamlah, Hassoun and Meaadan - have been neutral and would probably just stay home in any fighting, according to the Libyans, all of whom spoke on condition of anonymity because they feared reprisals.



"We know it will be difficult to get Sirte," said Moataz Tajouri, a 24—year—old rebel fighter from Benghazi who was pushing west on Sunday. "But we are willing to die to liberate it."

Russia: Anti-Qadhafi raids not sanctioned by U.N.

Moscow, March 28, 2011



Sergey Lavrov said on Monday that strikes on forces loyal to Col. Qadhafi would amount to interference in what he called Libya's civil war, and thus would breach the U.N. Security Council resolution that envisaged a no-fly zone only to protect civilians.



Russia's foreign minister says that Western air raids against Libyan leader Muammar Qadhafi's forces would go beyond the United Nation's resolution.

Mr. Lavrov said NATO's decision on Sunday to assume command of all aerial operations in Libya from the U.S.—led force was in line with the U.N. resolution. But he emphasized that NATO should limit itself to protecting civilians.



Russia, China and other nations abstained in the U.N. vote that sanctioned the military operation. Moscow has been voicing concern about civilian casualties and excessive use of force since the operation began.

Continuous leak at Japanese plant

SINGAPORE, March 28, 2011





The radiation crisis at the quake-and-tsunami-hit Fukushima Daiichi atomic energy plant in Japan deepened on Sunday, prompting a protest march in Tokyo by several hundred activists opposed to the generation of electricity by nuclear means.



Japan\'s nuclear safety regulators expressed the view that "there is a continuous leakage" of radioactive substances.



And, the Tokyo Electric Power Company (TEPCO), which runs the plant and is responsible for managing the crisis, indicated that "there is a breach in the reactor" at Unit 2.



Japan\'s Chief Cabinet Secretary Yukio Edano said, in a televised press conference in Tokyo, "a certain amount of radioactive materials has melted" at Unit 2 in the multi-reactor plant.



"I believe that fuel rods inside the reactor [at Unit 2] were exposed above water for some time," causing a high degree of radioactivity at the site, said Mr. Edano, without referring to the alarming figure that the plant officials had first put out.



By nightfall on Sunday, TEPCO withdrew its earlier estimate that extreme level of radiation, as detected in stagnant water inside the turbine room of Unit 2, was caused by radioactive substances which exceeded their normal density at the site by 10-million times.



But such a dangerous degree of radiation was said to have been fully contained within the reactor site itself. However, the workers engaged in a variety of tasks aimed at bringing the plant under control were promptly withdrawn.



Mr. Edano later said "it would take some time" for these workers to return to the plant site.



At the same time, it was "a welcome sign" that the workers, who were hospitalised for exposure to intense radiation at Unit 3, would now be discharged soon, he said.



Until Sunday, officials were describing the situation at Unit 3, designed for using mixed fuel, as very "precarious" and "unpredictable" because of the extensive damage caused there by the March 11 temblor and tsunami.



Following the unabated alarm since then about the radioactive pollution of air, water, food and dairy produce, and seawater, the government had now advised a careful analysis of the soil at the power plant premises.



The investigation would focus on the possibility of plutonium leakage as well, said Mr. Edano.



The concerns, articulated by the Tokyo protesters, were less specific but no less intense.



One protester said he was always opposed to nuclear power but he could raise his voice louder now.

Turkey will run Benghazi airport: Erdogan

Ankara, March 28, 2011





Mr. Erdogan said Turkey would also participate in the enforcement of the no—fly zone but would not take part in ground attacks.



Turkey's prime minister says his country will take over the running of the airport in Benghazi to facilitate the transport of humanitarian aid to Libya.



Recep Tayyip Erdogan, speaking to reporters on Monday, did not say when NATO's only Muslim member would assume control.



Turkey has contributed four frigates and a submarine to the enforcement of the U.N. arms embargo on Libya.



Mr. Erdogan said Turkey would also participate in the enforcement of the no—fly zone but would not take part in ground attacks.



He said Turkey would never use "guns or bullets" against Libyans.

Reveal names of persons having links with Hasan Ali: TDP

Telugu Desam Party president N. Chandrababu Naidu has demanded that the Union Government immediately reveal names of persons and politicians, who allegedly have links with hawala dealer Hasan Ali, currently facing a probe by the Enforcement Directorate.



Reacting to reports that Hasan Ali, who allegedly amassed thousands of crores of illegal wealth, had links with some top politicians of Andhra Pradesh, including a former Chief Minister, he said the Centre should publicise the names.



There were reports in some national television channels this morning that the ED probing Hasan Ali's case filed a report in the Supreme Court claiming he had links with a former AP Chief Minister and a film star-turned-politician.



Mr. Naidu pointed out that Ali had feared a threat to his life after he revealed names of persons he had links with.



"How could a mere horse racer amass thousands of crores of rupees? All this happened during the UPA tenure only. It needs to be thoroughly probed," the TDP chief said.



What was preventing the Congress, which was in power both at the Centre and in the state for the past seven years, from taking action against Ali and revealing his illicit links, Mr. Naidu questioned.

Protesters clash with police in Mohali

The agitating pharmacists, working on contract, were demanding regularisation of their jobs and had gathered here from various parts of Punjab, police sources said.



The Police used tear gas shells and water canons to control the protesters. One media—person, who was caught in the melee, was hurt.



Dozens of OB vans and camera crew are currently stationed outside the stadium. Prime Ministers of both India and Pakistan and a host of VVIPs are scheduled to come here on Wednesday to watch the match between the traditional rivals.



Police said protesters pelted stones at the cops and damaged some private vehicles.



However, the agitators alleged police high handedness, saying they were holding a peaceful protest in support of their demands

Tiger population rises on the back of conservation efforts

New Delhi, March 28, 2011





The tiger population in the country has risen to 1706 compared to 1411 in 2006 — a 12 per cent increase that excludes the big cats of Sundarbans, the latest Tiger Census said today, thanks to sustained conservation efforts.



Environment Minister Jairam Ramesh, who released the All India Tiger Estimation Exercise for 2010, said that "the mid-point range" of tigers in the country is 1706.



The previous census in 2006 did not cover Sundarbans.



"...That is why I am comparing 2006 and 2010.... When you compare the like with the like, 1411 in 2006 increases to 1636 in 2010. But if you include 70 estimated population in Sundarban, the total estimated population — there is a lower limit and there is an upper limit — the mid-point range is 1706 tigers," the Minister said.



Ramesh said when the Sundarban figure is excluded, the total estimated tiger population figure stands at 1636.



"This figure at 1636 is a 12 per cent increase of 1411 and is welcome news," Ramesh said.



Admitting that there have been higher than normal tiger mortality figures in 2009 and 2010, he said, "But we don't report tiger fertility.



"Tiger mortality is headlines. But when it comes to tiger fertility nobody bothers about it. And remember, this camera trap method has captured 615 photographs of tigers which are more than one—and—a—half years old," Ramesh said.



He said tiger occupancy has fallen in tiger reserves in Central India especially in northern Andhra Pradesh and in part of Madhya Pradesh corridor.



"The most positive news has been reported from Naxal-affected Nagarjuna Sagar Tiger Reserve in Andhra Pradesh. We have estimated the number of tigers there to be 60," the Minister said.



He also said there is positive news from other Naxal-affected reserves including Indravati (Chattisgarh), Simlipal (Orissa), Valmiki (Bihar), Palamau (Jharkhand).



The census, which was the most comprehensive and scientifically conducted exercise so far, used cameras installed at strategic points like water bodies in forests, as also in respective territories of big cats.



Computers were used to analyse and collate the data.



The 2006 Census had shown a sharp fall in the number of tigers in 'protected areas' — reserves, national parks and wildlife sanctuaries — in 19 states across the country.



Earlier, addressing the gathering, Ramesh said, "Close to 30 per cent of the estimated tiger population is outside the 39 tiger reserves...We spend all our time and energy on the 39 tiger reserves. We don't yet have a complete strategy to deal with that."



The Minister also said the tiger corridors in the country are under threat.



"There is a decrease in the tiger occupancy area, which means the tiger corridors are under severe threat. That is the single biggest negative headline from this exercise," Ramesh said.



Later, talking to reporters, Ramesh said the Terai belt between the Himalayan foothills and the Indo-Gangetic Plain of the Ganga, Brahmaputra and their tributaries and South India have shown very good results last year in tiger conservation.



He, however, said the numbers in northeast and Central India are worrisome.



"The tiger occupancy in northern Andhra Pradesh and Central India has gone down. Maharashtra has done well. Today, the single largest concentration of tigers in the world you will find in the triangle of Kerala, Tamil Nadu and Karnataka," he said.



On the first census exercise done in Sundarbans, the Minister said the Environment Ministry's estimate on tiger population in the area is far more realistic than the West Bengal government's.



"The state government's estimate is 200. Our estimate is far more realistic. It is based on scientific methods. I think the single biggest challenge in 2010 has been Sundarbans," Ramesh said.



He said some tiger reserves like Corbett (Uttarakhand) and Ranthambore (Rajasthan) have reached the top end of their capacity for tigers.



"In some tiger reserves like Corbett and Ranthambore, we are hitting the limit of the carrying capacity. In the tiger reserves of northeast, we are infact much below the carrying capacity," the Minister said.



The census was released at the inaugural session of the three-day International Tiger Conference here. The event was also attended by Water Resource Development Minister Salman Khurshid and Planning Commission Deputy Chairman Montek Singh Ahluwalia.

We have ample powers to order search and seizure: EC

The Election Commission on Monday asserted in the Madras High Court that it has ample powers under the Constitution, CrPC and Income Tax Act to order search and seizure of vehicles and houses to prevent distribution of money in the run up to the April 13 assembly polls.



The EC stated its position in a counter affidavit to the court's order last week, directing it not to conduct searches or seizures without the authority concerned arriving at the 'subjective satisfaction' on the nature and source of information.



A Division Bench, comprising Justices Elipe Dharma Rao and M. Venugopal had passed the interim order on a Public Interest Litigation by a retired school teacher, seeking a direction to restrain authorities from conducting "illegal" and "arbitrary searches" and seizing property from vehicles on important highways.



When the matter came up today before the First Bench, comprising Chief Justice M.Y. Eqbal and Justice T. S. Sivagnanam, EC counsel G. Rajagopalan sought a stay on the order, which he said had resulted in EC being flooded with reports of money distribution, but not being able to take action.



The EC submitted various political parties in meetings with the Commission had complained of money distribution to voters.



"It is the Commission's duty to ensure proper law and order is maintained for free and fair polls and that money power did not affect the operation of democracy." EC's instructions had resulted in seizure of cash and property running into crores of Rupees, the affidavit said.



During searches, about 9000 detonators were seized from vehicles proceeding from Salem without any documents. Also, in separate incidents, large quantities of sarees, dhotis and silver had been seized. Further over 3623 litres of liquor had been seized and 244 persons arrested, it said.



The bench posted further hearing for Tuesday.



The EC's tough action had received flak from Tamil Nadu Chief Minister and DMK President M. Karunanidhi, who had questioned the rationale behind it, saying vehicle checks by flying squads had totally crippled trade as the cash was seized on the plea that no proper documents were produced.



Opposition parties however welcomed the EC's action and accused Mr. Karunanidhi of trying to 'intimidate' the Commission.



Shifting of police officials



Election Commission today told Madras High Court there was no bias in its decision to shift state DGP and top officials and justified search and seizure of vehicles to curb use of money power in the April 13 Assembly polls.



EC had filed a counter affidavit, defending its order appointing Bhola Nath, Director, Directorate of Vigilance and Anti-Corruption as DGP, replacing Ms. Letika Saran, an action which had drawn the ire of Chief Minister M Karunanidhi.



A Division Bench, comprising Justices Elipe Dharma Rao and M Venugopal had last week taken suo motu cognisance of a news report on Mr. Karunanidhi's criticism of the EC's action following which the commission filed a comprehensive affidavit today.



"It is open to the EC to nominate any officer as DGP for conducting elections for avoidance of any controversy.



This could never be treated as bias and any such interference is totally unwarranted", the EC said.



The Court had said Mr. Karunanidhi's statement raised questions whether EC could unilaterally announce and fix poll schedule with long gaps between voting and counting dates without following principles of deliberations and consultations.



It had also raised questions whether EC could unilaterally order transfer of officials in general and DGP in particular, without consulting the State government.



In reply, the EC said it is within its powers to nominate any DGP for conducting the polls, which cannot be questioned.



EC also noted Ms. Saran has not questioned its decision on the ground of bias and the court cannot take notice of the Chief Minister's statement in an election meeting.



Maintaining it was open to the EC to nominate any officer as DGP to conduct the elections to avoid any controversy, it said "This could never be treated as bias and such interference is totally unwarranted."



"It is within the powers of the EC to decide who shall be district Election Officer or who shall be the Superintendent of Police of a concerned district", the counsel said.

Govt. not likely to hike petrol, diesel prices now

New Delhi, March 28, 2011





The government today hinted that petrol and diesel prices are unlikely to be hiked in haste, even though global crude oil prices continue to rule at the uncomfortable level of $ 110 a barrel.



State-run Indian Oil Corp, Hindustan Petroleum and Bharat Petroleum currently sell petrol, a commodity which the government freed from its control in June last year, at a discount of about Rs 4.50 a litre to its imported cost.



Diesel, whose price is still controlled by the government, is sold at a loss of Rs 15.79 a litre or Rs 283 crore per day.



"I think oil companies must be watching global markets, which is today characterised by unusual volatility. They will in good time take a view," Oil Minister S Jaipal Reddy told reporters in New Delhi.



He was asked why the deregulated price of petrol has not moved in tandem with the international cost.



"As far as petrol is concerned, there is no doubt it is decontrolled... Oil companies must be watching global markets and will take studied decision (on raising prices)," he said.



On diesel, he said "it is too early" to call a meeting of the Empowered Group of Ministers (EGoM) headed by Finance Minister Pranab Mukherjee to decide on raising rates.



"Everybody is busy (with electioneering)... let us wait for some time," he said.



The basket of crude oil that India buys has averaged $ 110.61 per barrel this month as against $ 72—73 a barrel at the time of the last revision in diesel prices in June, 2010.



In all probability, petrol and diesel prices may not be hiked till Assembly elections in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal are completed in May.



"Since June, the oil companies have chewed up about Rs 2,000 crore losses on selling petrol below cost. Rs 400 crore is what these companies will lose in March alone," an industry official said.



The three firms had last hiked petrol price by Rs 2.50 on January 15. Since deregulation of rates in June, the rates have gone up about Rs 7 per litre in five instalments to Rs 58.37 per litre.



Besides petrol, the three retailers are losing a record Rs 15.79 a litre on diesel, Rs 24.74 per litre on kerosene and Rs 297.80 per 14.2-kg LPG cylinder.



The three firms are losing a cumulative Rs 432 crore in revenue every day on selling diesel, domestic LPG and kerosene below cost, the official said.



"For the full fiscal, the three are projected to lose Rs 78,061 crore in revenues at current prices," he said.

Take cash-for-vote scam seriously: Jaitley

Stating that phraseology like 'opportunistic' was inconsistent with Bharatiya Janata Party's views, senior BJP leader Arun Jaitley on Monday hoped the Congress would take WikiLeaks disclosures seriously on the 'cash for vote' issue.



"Any comment or use of phrase used by a US diplomat such as 'opportunistic' is completely inconsistent to views expressed by us. It is inconsistent to our phraseology or ideology. It is neither our view nor our ideology," Mr. Jaitley told reporters here.



"In response to our Congress friends (accusation)...now that they are taking WikiLeaks so seriously, I hope that they take it equally seriously on the cash for vote," he said.



Asked about his reaction to Telecom Minister Kapil Sibal slamming him for his remarks on Hindutva, he replied cryptically "Then they will probably have a lot more to answer."



"I clarified two days ago that some of the views in reference to me, particularly in relation to denial of visa to Gujarat chief minister Narendra Modi by the U.S. government is our strong position against terrorism and infiltration in the Northeast. We are strongly expressing nationalistic views and this has been our course of ideology from the beginning", the leader of the opposition in Rajya Sabha said.

ਮਾਣਯੋਗ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਦੇ ਮਿਸਟਰ ਜਸਟਿਸ ਸਤੀਸ਼ ਕੁਮਾਰ ਮਿੱਤਲ ਰਾਜਪੁਰਾ ਕੋਰਟ ਕੰਪਲੈਕਸ ਵਿਖੇ ਤਸਰੀਫ ਲਿਆਏ ਜਿਨਾਂ ਨੇ ਵੱਖ-ਵੱਖ ਅਦਾਲਤਾਂ ਦੇ ਕੰਮਕਾਜ਼ ਅਤੇ ਉਹਨਾਂ ਵਿੱਚ ਪਏ ਪੈਂਡਿੰਗ ਕੇਸਾਂ ਸਬੰਧੀ ਸਲਾਨਾ ਨਿੱਰੀਖਣ ਕੀਤਾ। ਇਸ ਮੌਕੇ ਉਨਾਂ ਨੇ ਸਮੂਹ ਜੱਜ ਸਾਹਿਬਾਨਾਂ ਨੂੰ ਆਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਅਦਾਲਤਾਂ ਵਿੱਚ ¦ਮੇ ਸਮੇਂ ਤੋਂ ਪੈਂਡਿੰਗ ਪਏ ਕੇਸਾਂ ਦਾ ਪਹਿਲ ਦੇ ਅਧਾਰ 'ਤੇ ਨਿਪਟਾਰਾ ਕੀਤਾ ਜਾਵੇ। ਜਸਟਿਸ ਸ਼੍ਰੀ ਮਿੱਤਲ ਨੇ ਇਹ ਵੀ ਆਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਸੀਨੀਅਰ ਸਿਟੀਜਨਾਂ ਦੇ ਪੈਂਡਿੰਗ ਪਏ ਕੇਸਾਂ ਦੇ ਛੇਤੀ ਨਿਪਟਾਰੇ ਵੱਲ ਵੀ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ ਦਿੱਤਾ ਜਾਵੇ ਅਤੇ ਸਬੰਧਤ ਲੋਕਾਂ ਨੂੰ ਸਮੇਂ ਸਿਰ ਨਿਆਂ ਦੇਣ ਨੂੰ ਵੀ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ।

ਇਸ ਮੌਕੇ ਮਿਸਟਰ ਜਸਟਿਸ ਸ਼੍ਰੀ ਸਤੀਸ਼ ਕੁਮਾਰ ਮਿੱਤਲ ਦੇ ਰਾਜਪੁਰਾ ਵਿਖੇ ਪੁੱਜਣ 'ਤੇ ਸੀਨੀਅਰ ਡਵੀਜ਼ਨਲ ਮੈਜਿਸਟ੍ਰੇਟ ਰਾਜਪੁਰਾ ਸ਼੍ਰੀ ਗੋਪਾਲ ਅਰੋੜਾ, ਜੂਡੀਸ਼ੀਅਲ ਮੈਜਿਸਟ੍ਰੇਟ ਸ਼੍ਰੀਮਤੀ ਪੂਨਮ ਬਾਂਸਲ ਅਤੇ ਜੂਡੀਸੀਅਲ ਮੈਜਿਸਟ੍ਰੇਟ ਸ਼੍ਰੀ ਅਮਿਤ ਕੁਮਾਰ ਗਰਗ ਵੱਲੋਂ ਉਨਾਂ ਦਾ ਨਿੱਘਾ ਸਵਾਗਤ ਕੀਤਾ ਗਿਆ ਅਤੇ ਉਨਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ਼ ਦਿਵਾਇਆ ਕਿ ਉਹ ਆਮ ਲੋਕਾਂ ਨੂੰ ਇਨਸਾਫ ਦੇਣ ਲਈ ਅਤੇ ਪੈਡਿੰਗ ਕੇਸਾਂ ਜਲਦੀ ਨਿਪਟਾਰੇ ਲਈ ਉਨਾਂ ਵੱਲੋਂ ਦਿੱਤੇ ਆਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾਂ ਕਰਨਗੇ। ਇਸ ਮੌਕੇ ਪ੍ਰਸਾਸ਼ਨ ਵੱਲੋਂ ਰਾਜਪੁਰਾ ਦੇ ਐਸ.ਡੀ.ਐਮ. ਸ. ਗੁਰਤੇਜ ਸਿੰਘ ਵੀ ਹਾਜ਼ਰ ਸਨ।

Two days athletics meet, 2011 were held at Amritsar College of Engineering & Technology at Manawala (Amritsar) in which 100 mtr., 200 mtr., 400 mtr., long jump, high jump and athletics related games were held. In which Dr. Kamaljit Singh, Director of Sports Department, Guru Nanak Dev University, Amritsar as a Chief Guest was present in this function. In this function, Chairman of college Sh. Hira Lal Sharma, Management Director Sh. Amit Sharma, Director of college Dr. R.S.Bawa, Dean Academic Dr. S.K. Aggarwal, Dean students (Retd.) Gurmukh Singh, Dr. Vijay Banga, Dr. H.S. Gill, Dr. Mahindru were present. In this function, Dr. Kamaljeet addressed to the students and encourage them to participate in games. Overall trophy was given to Information Technology deptt. Addressing to the student, college MD Amit Sharma asked that student should also participate in games with education. In 1500 race, Jaswinder Singh won gold medal, in long jump Sukhmanpreet -Gold medal and in 400 mtr. race Sanam pal won the first prizes. In this function, Dr. R.S. Bawa distributed prizes to the students of Engg. college.

Tewari laid down the foundation stone of roads in Sarabha Nagar area

LUDHIANA, 27th March :



Ludhiana MP and the national spokesperson of the Indian National Congress Manish Tewari today laid down the foundation stone of roads in Sarabha Nagar area is Ward 56 being constructed at a cost of about Rs. 50 lakh.



Speaking on the occasion Tewari said, the congress was committed to provide good facilities to the people. He said despite the hostile attitude of the SAD-BJP government the Congress councillors were trying their best to ensure that people had good roads and proper drinking water.



He congratulated the local councillor Amrit Varsha Rampal for doing her best for the people of the area.

पाक के अस्तित्व के लिए खतरा है भारत

पाकिस्तान के पूर्व राष्ट्रपति परवेज मुशर्रफ ने कहा कि भारत उनके देश के अस्तित्व के लिए खतरा है व नई दिल्ली को उसके परमाणु हथियारों के कार्यक्रम के लिए जिम्मेदार बताया है। टाइम मैगजीन के साक्षात्कार में जब मुर्शरफ से पूछा गया कि पाकिस्तान को किससे अधिक खतरा है- चरमपंथ से या भारत से और उनका जवाब चरमपंथ था।

उन्होंने कहा कि फिलहाल चरमपंथ और आतंकवाद से लेकिन आप तुलना नहीं कर सकते। यह स्थायी स्थिति नहीं है। उन्होंने कहा कि भारत की 90 प्रतिशत सेना का रूख पाकिस्तान विरोधी है। हम इसकी अनदेखी नहीं कर सकते। परमाणु हथियारों के मुद्दे पर मुशर्रफ ने कहा कि हमें अपने परमाणु हथियारों पर गर्व है। हम परमाणु हथियार संपन्न क्यों हैक् भारत के कारण।

ਹੁਣ ਅਭਿਨੈ ਕਰੇਗੀ ਆਸ਼ਾ ਭ੍ਯੌਂਸਲੇ



ਵੱਡੀ ਭੈਣ ਲਤਾ ਮੰਗੇਸ਼ਕਰ ਨੇ ਆਪਣੇ ਕੈਰੀਅਰ ਦੀ ਸ਼ੁਰੂਆਤ ਵਿਚ ਫ਼ਿਲਮਾਂ ਵਿਚ ਅਭਿਨੈ ਕੀਤਾ ਸੀ। ਫਿਰ ਅਨਿਲ ਕਪੂਰ ਦੀ ਫ਼ਿਲਮ 'ਪੁਕਾਰ' ਵਿਚ ਵੀ ਉਹ ਪਰਦੇ 'ਤੇ ਪੇਸ਼ ਹੋਈ ਸੀ। ਹੁਣ ਛੋਟੀ ਭੈਣ ਆਸ਼ਾ ਭੌਂਸਲੇ ਵੀ ਵੱਡੇ ਪਰਦੇ 'ਤੇ ਆ ਰਹੀ ਹੈ। ਆਸ਼ਾ ਨੂੰ ਇਕ ਮਰਾਠੀ ਫ਼ਿਲਮ 'ਭਾਈ' ਲਈ ਇਕਰਾਰਬੱਧ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸ ਫ਼ਿਲਮ ਵਿਚ ਮਾਂ-ਬੇਟੀ ਦੀ ਕਹਾਣੀ ਪੇਸ਼ ਕੀਤੀ ਜਾਵੇਗੀ। ਮਾਂ ਦੀ ਭੂਮਿਕਾ ਆਸ਼ਾ ਭੌਂਸਲੇ ਵੱਲੋਂ ਨਿਭਾਈ ਜਾਵੇਗੀ ਜਦੋਂ ਕਿ ਪਦਮਿਨੀ ਕੋਹਲਾਪੁਰੀ ਬੇਟੀ ਦੀ ਭੂਮਿਕਾ ਵਿਚ ਹੋਵੇਗੀ। ਉਮਰ ਦੇ 71ਵੇਂ ਸਾਲ ਵਿਚ ਅਭਿਨੈ ਵਲ ਰੁਖ਼ ਕਰਨ ਬਾਰੇ ਉਹ ਕਹਿੰਦੀ ਹੈ, 'ਕੁਝ ਵੀਡੀਓ ਐਲਬਮਾਂ ਵਿਚ ਕੰਮ ਕਰਨ ਤੋਂ ਬਾਅਦ ਮੇਰੇ ਵਿਚ ਇਹ ਆਤਮ-ਵਿਸ਼ਵਾਸ ਆ ਹੀ ਗਿਆ ਸੀ ਕਿ ਮੈਂ ਅਭਿਨੈ ਵੀ ਕਰ ਸਕਦੀ ਹਾਂ। ਇਸ ਫ਼ਿਲਮ ਦੇ ਨਿਰਦੇਸ਼ਕ ਮਹੇਸ਼ ਕੋਡਿਆਲ ਨੇ ਜਦੋਂ ਮੈਨੂੰ ਇਹ ਰੋਲ ਪੇਸ਼ਕਸ਼ ਕੀਤਾ ਤਾਂ ਲੱਗਿਆ ਕਿ ਅਭਿਨੈ ਕਰਨ ਦੀ ਇੱਛਾ ਇਸ ਫ਼ਿਲਮ ਦੀ ਬਦੌਲਤ ਪੂਰੀ ਹੋ ਸਕਦੀ ਹੈ। ਮੇਰੇ ਪਰਿਵਾਰ ਵਾਲਿਆਂ ਨੇ ਵੀ ਫ਼ਿਲਮ ਵਿਚ ਕੰਮ ਕਰਨ ਲਈ ਮੈਨੂੰ ਪ੍ਰੇਰਿਤ ਕੀਤਾ। ਇਸ ਵਿਚ ਮੈਂ ਮੱਧ ਵਰਗੀ ਆਮ ਮਹਾਰਾਸ਼ਟਰੀਅਨ ਔਰਤ ਬਣੀ ਹਾਂ ਅਤੇ ਹਾਂ, ਮੈਂ ਇਹ ਸਫਾਈ ਦੇਣਾ ਵੀ ਚਾਹਾਂਗੀ ਕਿ ਇਸ ਫ਼ਿਲਮ ਦੀ ਕਹਾਣੀ ਮੇਰੀ ਜ਼ਿੰਦਗੀ 'ਤੇ ਆਧਾਰਿਤ ਨਹੀਂ ਹੈ।' ਫਿਲਹਾਲ, ਗਾਇਕਾ ਦੇ ਤੌਰ 'ਤੇ ਤਾਂ ਆਸ਼ਾ ਭੌਂਸਲੇ ਨੇ ਕਈ ਐਵਾਰਡ ਜਿੱਤੇ ਹਨ, ਦੇਖੋ ਅਭਿਨੇਤਰੀ ਬਣ ਕੇ ਉਹ ਕੀ ਤੀਰ ਮਾਰ ਪਾਉਂਦੀ ਹੈ। -

ਗੋਦ ਲਈ ਬੇਟੀ ਨੂੰ ਦੇਖ ਕੇ ਹੀ ਪਿਆਰ ਦਾ ਸੱਚਾ ਅਹਿਸਾਸ ਸੁਸ਼ਮਿਤਾ ਸੇਨ ਨੂੰ ਹੋਇਆ। ਮਿਸ ਯੂਨੀਵਰਸ ਕਹਿ ਰਹੀ ਹੈ ਕਿ ਉਸ ਨੂੰ ਨਹੀਂ ਪਤਾ ਕਿ ਉਸ ਦੇ ਪਿਆਰ ਦੀ ਕੀ ਮੰਜ਼ਿਲ ਹੋਵੇਗੀ ਪਰ ਰਣਦੀਪ ਹੁੱਡਾ ਤੱਕ ਚਰਚਿਤ ਰਹੀ ਸੁਸ਼ਮਿਤਾ ਦੀ ਜ਼ਿੰਦਗੀ ਦੇ ਸੁਨਹਿਰੇ ਪਲ ਉਸ ਦੀ ਗੋਦ ਲਈ ਬੇਟੀ ਹੀ ਹੈ। ਇਸੇ ਲਾਡਲੀ ਨੇ ਸੁਸ਼ ਨੂੰ ਜ਼ਿੰਦਗੀ, ਪਿਆਰ ਤੇ ਖੁਸ਼ੀ ਦੇ ਅਰਥ ਸਮਝਾਏ ਹਨ। ਸੁਸ਼ ਦਾ ਖਿਆਲ ਹੈ ਕਿ ਪਿਆਰ ਤੋਂ ਕੋਈ ਇਨਕਾਰ ਨਹੀਂ ਕਰ ਸਕਦਾ ਪਰ ਪਿਆਰ 'ਚ ਮਰਯਾਦਾ ਜ਼ਰੂਰੀ ਹੈ। ਇਹੀ ਪਿਆਰ ਦੀ ਮਿਠਾਸ ਹੈ। ਸੁਸ਼ ਲਈ ਰੇਨੀ ਦਾ ਪਿਆਰ ਇਕ ਅਹਿਸਾਸ ਹੈ ਜੋ ਮਹਿਸੂਸ ਵੀ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਦੂਸਰੇ ਪਿਆਰ 'ਚ ਚੰਗੇ-ਬੁਰੇ ਅਨੁਭਵ ਸੁਸ਼ਮਿਤਾ ਨੂੰ ਪ੍ਰਾਪਤ ਹੋਏ ਹਨ। ਗੱਲ ਸ਼ਾਦੀ ਦੀ ਤੇ ਅਜੇ ਤੱਕ ਕੁੰਡਲੀ 'ਚ ਯੋਗ ਨਹੀਂ ਕਹਿ ਕੇ ਸੁਸ਼ ਗੱਲ ਟਾਲਦੀ ਹੈ।

ਕੰਗਨਾ ਰਾਣਾਵਤ ਨਾਲ ਅਭਿਸ਼ੇਕ ਬਚਨ ਦੀ ਜੋੜੀ ਨਿਰਾਲੇ ਰੂਪ 'ਚ ਫ਼ਿਲਮ 'ਗੇਮ' ਨਾਲ ਦਰਸ਼ਕਾਂ ਨੂੰ ਅਗਲੇ ਮਹੀਨੇ ਨਜ਼ਰ ਆਉਣੀ ਹੈ। ਅਭਿਸ਼ੇਕ ਨਿੱਜੀ ਤੌਰ 'ਤੇ ਇਸ ਫ਼ਿਲਮ ਲਈ ਕਾਫ਼ੀ ਦਿਲਚਸਪੀ ਦਿਖਾ ਰਿਹਾ ਹੈ। ਅਭਿਸ਼ੇਕ ਨੂੰ ਪਤਾ ਹੈ ਕਿ ਨਿਰਦੇਸ਼ਕ ਅਭਿਨਵ ਨੇ ਇਸ ਫ਼ਿਲਮ 'ਤੇ ਬਹੁਤ ਮਿਹਨਤ ਕੀਤੀ ਹੈ। ਥਾਈਲੈਂਡ ਤੇ ਬੈਂਕਾਕ ਵਿਖੇ ਫ਼ਿਲਮਾਈ 'ਗੇਮ' ਦੀ ਇਕ-ਇਕ ਲੋਕੇਸ਼ਨ ਹੱਦੋਂ ਵੱਧ ਖੂਬਸੂਰਤ ਹੈ। ਅਭਿਸ਼ੇਕ ਨੂੰ 'ਗੇਮ' ਦੇ ਗਾਣੇ ਵੀ ਚੰਗੇ ਲੱਗੇ ਹਨ ਤੇ ਉਸ ਨੂੰ ਪੱਕਾ ਯਕੀਨ ਹੈ ਕਿ ਵਿਸਾਖੀ ਦੇ ਨੇੜੇ-ਤੇੜੇ ਆ ਰਹੀ ਉਸ ਦੀ ਇਹ ਫ਼ਿਲਮ ਪੱਕੀ ਕਾਮਯਾਬ ਹੋਵੇਗੀ। ਇਧਰ ਸੰਜੇ ਲੀਲਾ ਭੰਸਾਲੀ ਦੀ ਆਪਣੀ ਨਵੀਂ ਫ਼ਿਲਮੀ ਗੇਮ ਅਭਿਸ਼ੇਕ ਨਾਲ ਹੀ ਖੇਡਣ ਜਾ ਰਿਹਾ ਹੈ। ਅਭਿਸ਼ੇਕ ਦੀ ਇਹ ਫ਼ਿਲਮ ਅੱਜ ਦੇ ਦੌਰ ਦੀ ਇਕ ਕਹਾਣੀ ਹੋਵੇਗੀ।

ਐਸ਼ਵਰਿਆ ਦੇ ਆਪਣੇ ਸਿਧਾਂਤ ਬੱਚਨ ਪਰਿਵਾਰ ਦੀ ਨੂੰਹ ਐਸ਼ਵਰਿਆ ਰਾਏ ਬੱਚਨ ਦੇ ਆਪਣੇ ਸਿਧਾਂਤ ਹਨ। ਉਸ ਨੂੰ ਸਿਧਾਂਤਾਂ ਦੇ ਮੂਹਰੇ ਸ਼ਾਹਰੁਖ ਖਾਨ ਦੀ ਵੀ ਪ੍ਰਵਾਹ ਨਹੀਂ ਹੈ, ਤਾਂ ਹੀ ਉਸ ਨੇ ਇਕ ਫ਼ਿਲਮੀ ਸਮਾਰੋਹ 'ਚ 'ਕਜ਼ਰਾ ਰੇ' ਗੀਤ 'ਤੇ ਸ਼ਾਹਰੁਖ ਨਾਲ ਨੱਚਣ ਤੋਂ ਨਾਂਹ ਕਰ ਦਿੱਤੀ ਸੀ। ਐਸ਼ਵਰਿਆ ਸਾਫ਼ ਕਹਿੰਦੀ ਹੈ ਕਿ ਉਹ ਸਮਾਰੋਹਾਂ ਤੇ ਸਿਰਫ਼ ਤੇ ਸਿਰਫ਼ ਅਭਿਸ਼ੇਕ ਜਾਂ ਅਮਿਤਾਭ ਨਾਲ ਹੀ ਡਾਂਸ ਕਰ ਸਕਦੀ ਹੈ। ਐਸ਼ਵਰਿਆ ਦਾ ਇਕ ਹੋਰ ਨਿਯਮ ਹੈ ਕਿ ਉਹ ਹੁਣ ਸਟੇਜ 'ਤੇ ਆਪਣੀ ਅਦਾਇਗੀ ਤੇ ਪੇਸ਼ਕਾਰੀ ਲਈ ਖੁਦ ਕੋਰਿਓਗ੍ਰਾਫ਼ੀ ਕਰਨ ਲੱਗ ਪਈ ਹੈ। ਐਸ਼ ਦਾ ਇਹ ਫ਼ੈਸਲਾ ਉਸ ਦੇ ਚਹੇਤਿਆਂ ਲਈ ਵਧੀਆ ਹੈ ਕਿਉਂਕਿ ਇਸ ਤਰ੍ਹਾਂ ਕਰਨ ਨਾਲ ਐਸ਼ਵਰਿਆ ਦੇ ਉਹ ਜਲਵੇ ਦੇਖ ਸਕਣਗੇ ਜਿਹੜੇ ਅਜੇ ਤੱਕ ਉਹ ਫ਼ਿਲਮਾਂ 'ਚ ਨਹੀਂ ਦੇਖ ਸਕੇ। ਡਰਾਮਾ ਲਈ ਫ਼ਿਲਮ 'ਗੁਜਾਰਿਸ਼' ਵਾਸਤੇ ਐਵਾਰਡ ਹਾਸਲ ਕਰਕੇ ਐਸ਼ਵਰਿਆ ਰਾਏ ਖੁਸ਼ ਹੈ ਕਿਉਂਕਿ ਖਾਸ ਫ਼ਿਲਮ 'ਚ ਖਾਸ ਭੂਮਿਕਾ ਲਈ ਐਵਾਰਡ ਜਿੱਤਣਾ ਉਸ ਅਨੁਸਾਰ ਵਾਕਿਆ ਹੀ ਇਕ ਪਿਆਰਾ ਅਹਿਸਾਸ ਹੈ। ਕੁਝ ਅਲੱਗ ਕਰਨ ਦਾ ਅਹਿਸਾਸ ਉਸ ਨੂੰ ਐਨਾ ਚੰਗਾ ਲੱਗਿਆ, ਜਿਹੜਾ ਕਦੇ ਪਹਿਲਾਂ ਕਦੇ ਵੀ ਨਹੀਂ ਸੀ ਲੱਗਿਆ। ਸ਼ੁਰੂ ਤੋਂ ਐਸ਼ ਹਿੰਦੀ ਫ਼ਿਲਮਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਦੱਖਣ ਦੀਆਂ ਫ਼ਿਲਮਾਂ ਵੀ ਕਰਦੀ ਰਹੀ ਹੈ। ਤਾਮਿਲ ਫ਼ਿਲਮ ਤੋਂ ਮਣੀਰਤਨਮ ਉਸਦਾ ਮਰੀਦ ਬਣਿਆ ਸੀ। ਐਸ਼ਵਰਿਆ 'ਗੁਰੂ' ਤੇ 'ਰਾਵਣ' ਫ਼ਿਲਮਾਂ ਮਣੀਰਤਨਮ ਨਾਲ ਕਰ ਚੁੱਕੀ ਹੈ। ਫ਼ਿਲਮਾਂ ਦੇ ਨਾਲ-ਨਾਲ ਉਸ ਦੀ ਖਾਹਿਸ਼ ਹੈ ਕਿ ਵਿਦੇਸ਼ਾਂ 'ਚ ਭਾਰਤੀ ਖਾਣਿਆਂ ਵਾਲਾ ਇਕ ਰੈਸਟੋਰੈਂਟ ਖੋਲ੍ਹਿਆ ਜਾਵੇ।

ਬਾਲੀਵੁੱਡ ਦੇਖੂ ਹੋਲੀ ਦਾ ਕਮਾਲ-ਆਮਿਰ 'ਧੂਮ-3' 'ਚ ਜ਼ਬਰਦਸਤ ਕਿਰਦਾਰ ਮਿਲ ਗਿਆ ਹੈ। ਛੱਡੋ ਜੀ ਛੱਡੋ ਸਭ ਕੁਝ, ਮੈਂ ਕਿਰਨ ਰਾਓ ਲਈ ਗੁਲਾਲ ਦੇ ਪੈਕੇਟ ਖਰੀਦਣ ਜਾ ਰਿਹਾ ਹਾਂ। ਕਿਰਨ ਕਹਿੰਦੀ ਹੈ ਕਿ 'ਧੋਬੀ ਘਾਟ' 'ਤੇ ਜਾ ਕੇ ਰੰਗਾਂ ਨਾਲ ਲੱਦੇ ਜਾਈਏ। ਪੂਰੀ ਬਾਲੀਵੁੱਡ ਦੇਖੇ ਕਿ ਇਸ ਨੂੰ ਕਹਿਦੇ ਨੇ ਹੋਲੀ ਦਾ ਖੁਮਾਰ।

ਕੈਟਰੀਨਾ ਕੈਫ਼ : ਇਹ ਹੋਲੀ ਮੇਰੇ ਲਈ ਖੁਸ਼ੀਆਂ ਦਾ ਆਲਮ ਲੈ ਕੇ ਆ ਰਹੀ ਹੈ। ਫ਼ਿਲਮਾਂ ਹੀ ਫ਼ਿਲਮਾਂ ਹਨ ਤੇ ਸਲਮਾਨ ਖਾਨ ਨਾਲ ਮੁੜ ਗੂੜ੍ਹੇ ਰਿਸ਼ਤੇ ਬਣ ਰਹੇ ਹਨ। ਇਸ ਲਈ ਹੋਲੀ 'ਤੇ ਸਾਥੀਆਂ ਨੂੰ ਸ਼ਾਨਦਾਰ ਪਾਰਟੀ ਦੇਣੀ ਹੈ ਤੇ ਸਲਮਾਨ ਰੰਗਾਂ ਨਾਲ ਐਨਾ ਭਰ ਦੇਣਾ ਹੈ ਕਿ ਪਛਾਣਿਆ ਹੀ ਨਾ ਜਾਵੇ।

ਭਾਰਤ ਦੀ ਆਜ਼ਾਦੀ ਦੀ ਲੜਾਈ ਦਾ ਨੌਜਵਾਨ ਨਾਇਕ ਭਗਤ ਸਿੰਘ ਪਿਛ਼ਲੇ ਕੁਝ ਵਰ੍ਹਿਆਂ ਤੋਂ ਸਿਰਫ਼ ਪੰਜਾਬ ਹੀ ਨਹੀਂ ਬਲਕਿ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਮੁੜ ਉਭਰ ਰਿਹਾ ਹੈ। ਵੱਖ ਵੱਖ ਰਾਜਸੀ, ਸਮਾਜਿਕ ਅਤੇ ਵਿਦਿਅਕ ਖੇਤਰਾਂ ਵਿੱਚ ਬੜੀ ਸਰਗਰਮੀ ਨਾਲ ਅਤੇ ਕਈ ਥਾਈਂ ਲੋਵੋਂ ਵੱਧ ਉਚੀ ਸੁਰ ਵਿੱਚ ਉਸਦੀਆਂ ਗੱਲਾਂ ਹੋਣ ਲੱਗੀਆਂ ਹਨ। ਦੇਰ ਨਾਲ ਹੀ ਸਹੀ , ਦੇਸ਼ ਦੀ ਪਾਰਲੀਮੈਂਟ ਵਿੱਚ ਉਹ ਹੋਰਨਾਂ ਨੇਤਾਵਾਂ ਵਾਂਗ ਬੁੱਤ ਦੇ ਰੂਪ ਵਿੱਚ ਸ਼ੁਸ਼ੋਭਿਤ ਹੋਣ ਦਾ ਹੱਕਦਾਰ ਬਣ ਚੁੱਕਾ ਹੈ। ਨੌਜਵਾਨ ਇਨਕਲਾਬੀ ਵਜੋਂ ਪੰਜਾਬ ਦੇ ਇਸ ਉਤਸ਼ਾਹੀ ਨੌਜਵਾਨ ਨੇ ਜੋ ਕੁਝ ਪੜ੍ਹਿਆ ਅਤੇ ਲਿਖਿਆ ਉਸਦੀ ਸਾਂਭ ਸੰਭਾਲ ਦਾ ਕੰਮ ਕੁਝ ਸੰਸਥਾਵਾਂ ਅਤੇ ਵਿਅਕਤੀਆਂ ਵਲੋਂ ਬਹੁਤ ਹੀ ਸ਼ਰਧਾਮਈ ਢੰਗ ਨਾਲ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਲਗਦੇ ਦਾਅ ਭਗਤ ਸਿੰਘ ਦੇ ਨਾਂਅ ਉੱਤੇ ਰਾਜਸੀ ਅਤੇ ਅਕਾਦਮਿਕ ਦੁਕਾਨਦਾਰੀ ਵੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਕਿਸੇ ਇੱਕ ਰਾਜਸੀ ਪਾਰਟੀ, ਸੰਸਥਾ, ਜਥੇਬੰਦੀ , ਵਿਅਕਤੀ ਜਾਂ ਵਿਦਵਾਨ ਦੀ ਗੱਲ ਨਹੀਂ, ਜਿਸਦਾ ਵੀ ਦਾਅ ਲਗਦਾ ਹੈ, ਹਰ ਕੋਈ 'ਸਾਡਾ ਭਗਤ ਸਿੰਘ, ਸਾਡਾ ਭਗਤ ਸਿੰਘ' ਕੂਕਦਾ ਅਪਣਾ ਘੋੜਾ ਭਜਾਉਣ ਵਿੱਚ ਮਸਰੂਫ਼ ਦਿਸਦਾ ਹੈ। ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਲੱਖਣ ਸ਼ਹੀਦੀ ਨੂੰ ਸਿਆਸਤਦਾਨਾਂ ਖ਼ਾਸ ਕਰ ਪੰਜਾਬ ਵਿੱਚ ਸੱਤਾਧਾਰੀ ਧਿਰਾਂ ਵਲੋਂ ਜਿਸ ਕਦਰ ਸਰਕਾਰੀ ਜਸ਼ਨਾਂ ਵਜੋਂ ਮਨਾਉਂਦਿਆਂ ਰਾਜਸੀ ਰਾਮ ਰੌਲਾ ਪਾਇਆ ਜਾਂਦਾ ਹੈ, ਉਸ ਵਿੱਚ ਅਕਾਲੀ, ਭਾਜਪਾਈ ਅਤੇ ਕਾਂਗਰਸੀ ਬਰਾਬਰ ਦੇ ਭਾਈਵਾਲ ਹਨ। ਵੈਸੇ ਇਸ ਰਾਜਸੀ ਕਵਾਇਦ ਵਿੱਚ ਕਮਿਉਨਿਸਟ ਵੀ ਹੋਰਨਾਂ ਤੋਂ ਪਿੱਛੇ ਨਹੀਂ। ਵੇਖਣ ਸੋਚਣ ਵਾਲੀ ਗੱਲ ਇਹ ਹੈ ਕਿ ਇਸ ਸਭ ਕੁਝ ਦੌਰਾਨ ਭਗਤ ਸਿੰਘ ਨੂੰ ਸ਼ਹੀਦ ਹੋਣ ਵਲ ਤੋਰਨ/ਪ੍ਰੇਰਨ ਵਾਲੇ ਅਸਲ ਮੁੱਦੇ ਪਹਿਲਾਂ ਨਾਲੋਂ ਵੀ ਵੱਧ ਤੇਜੀ ਨਾਲ ਭੁਲਾਏ ਜਾਣ ਲੱਗੇ ਹਨ। ਭਗਤ ਸਿੰਘ ਕੌਣ ਸੀ, ਕਿੱਥੋਂ ਤੁਰਿਆ ਅਤੇ ਕਿੱਥੇ ਪੁਜਾ, ਮਾਸੂਮ ਬੱਚੇ ਵਜੋਂ ਅਪਣੇ ਖੇਤਾਂ ਵਿੱਚ ਦਮੂੰਖਾਂ ਬੀਜਣ ਤੋਂ ਲੈ ਕੇ ਬੰਦੂਕ ਹੱਥਾਂ ਵਿੱਚ ਉਠਾਉਣ ਅਤੇ ਅਸੈਂਬਲੀ ਵਿੱਚ ਬੰਬ ਸੁੱਟ ਕੇ ਅੰਗਰੇਜੀ ਹਕੂਮਤ ਦੀਆਂ ਜੜ੍ਹਾਂ ਹਿਲਾਉਣ ਦੀ ਪ੍ਰਤੀਕਾਤਮਕ ਕਾਰਵਾਈ ਕਰਨ ਵਾਲੇ ਨੌਜਵਾਨ (ਜਿਸ ਨੇ ਹੱਸ ਕੇ ਫਾਂਸੀ ਦੇ ਰੱਸੇ ਨੂੰ ਚੁੰਮਣ ਦੀ ਸ਼ਾਨਦਾਰ ਰੀਤ ਦੀ ਠੁਕ ਬੰਨੀ) ਦਾ ਜੀਵਨ ਨਿਸ਼ਾਨਾ ਕੀ ਸੀ, ਕਿਹੋ ਜਿਹਾ ਸਮਾਜ ਸਿਰਜਣ ਦਾ ਸੁਪਨਾ ਲਿਆ ਸੀ,ਖਟਕੜ ਕਲਾਂ ਨੂੰ ਦੁਨੀਆਂ ਦੇ ਨਕਸ਼ੇ ਉੱਤੇ ਉਭਾਰਣ ਵਾਲੇ ਇਸ ਜਾਂਬਾਜ਼ ਨੇ…ਇਨ੍ਹਾਂ ਪੱਖਾਂ ਦੇ ਇਨ੍ਹਾਂ ਆਧੁਨਿਕ ਅਨੁਆਈਆਂ ਲਈ ਕੋਈ ਮਾਅਨੇ ਨਹੀਂ ।… ਭਗਤ ਸਿੰਘ ਦੀ ਸੋਚ ਅਤੇ ਸ਼ਹੀਦੀ ਨੂੰ ਅਜੀਬ ਢੰਗ ਨਾਲ ਅਗਵਾ ਕਰ ਲਿਆ ਗਿਆ ਹੈ । ਉਸਦੇ ਲਿਖੇ ਅਤੇ ਬੋਲੇ ਸ਼ਬਦ ਹੌਲੀ ਹੌਲੀ ਅਲੋਪ ਅਤੇ ਬੇਮਾਅਨਾ ਹੁੰਦੇ ਜਾਪਦੇ ਹਨ, ਸਿਰਫ਼ ਤਸਵੀਰਾਂ (ਉਹ ਵੀ ਦਸਤਾਰ ਅਤੇ ਟੋਪੀ ਵਾਲੇ ਸਰੂਪ 'ਚ ਵੰਡੀਆਂ) ਅਤੇ ਬੁੱਤ ਦੇ ਰੂਪ ਵਿੱਚ ਭਗਤ ਸਿੰਘ ਦੀ ਦਿੱਖ/ਹਾਜ਼ਰੀ ਵਿਖਾਉਣ/ਵਧਾਉਣ ਉੱਤੇ ਹੀ ਕਿਉਂ ਜ਼ੋਰ ਹੈ..

ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ 80ਵੇਂ ਸ਼ਹੀਦੀ ਦਿਹਾੜੇ ਉੱਤੇ ਉਸਦੀ ਸ਼ਹਾਦਤ ਨੂੰ ਸਿਜਦਾ ਕਰਦਿਆਂ ਇਸ ਸਬੰਧੀ ਵਿਚਾਰ ਵਟਾਂਦਰਾ ਅੱਗੇ ਵਧਾਉਣ ਦਾ ਯਤਨ ਕਰਾਂਗੇ। ਲੇਖਕਾਂ ਅਤੇ ਪਾਠਕਾਂ ਦੇ ਲਿਖਤੀ ਵਿਚਾਰਾਂ ਨੂੰ ਜੀ ਅਇਆਂ …ਦਲਜੀਤ ਸਿੰਘ ਸਰਾਂ ਕੌਮੀ ਆਜ਼ਾਦੀ ਲਈ ਸੰਘਰਸ਼ ਦਾ ਦੌਰ ਕੌਮਾਂ ਦੇ ਇਤਿਹਾਸ ਦਾ ਗੌਰਵਸ਼ਾਲੀ ਕਾਂਡ ਗਿਣਿਆ ਜਾਂਦਾ ਹੈ। ਇਸ ਸੰਘਰਸ਼ ਦੇ ਨਾਇਕ 'ਕੌਮੀ ਗੌਰਵ' ਦੇ ਪ੍ਰਤੀਕ ਹੋ ਨਿਬੜਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਪ੍ਰਤਿ ਲੋਕਾਂ ਦੇ ਮਨਾਂ ਅੰਦਰ ਪਿਆਰ ਤੇ ਸ਼ਰਧਾ ਦੇ ਗਾੜ੍ਹੇ ਭਾਵ ਪੈਦਾ ਹੋ ਜਾਣੇ ਸੁਭਾਵਿਕ ਹੁੰਦੇ ਹਨ। ਅਜਿਹੇ ਕੌਮੀ ਨਾਇਕਾਂ ਦੀ ਸੰਖਿਆ ਇਕ ਤੋਂ ਬਹੁਤੀ ਹੋ ਸਕਦੀ ਹੈ, ਪ੍ਰੰਤੂ ਇਨ੍ਹਾਂ ਵਿਚੋਂ ਕੋਈ ਇਕ ਜਣਾ 'ਮਹਾਂ-ਨਾਇਕ' ਦਾ ਰੁਤਬਾ ਹਾਸਲ ਕਰ ਲੈਂਦਾ ਹੈ। ਸਮੁੱਚੇ ਭਾਰਤ ਦੇ ਪ੍ਰਸੰਗ ਵਿਚ ਗੱਲ ਕਰਨੀ ਹੋਵੇ ਤਾਂ ਇਹ ਰੁਤਬਾ ਮੋਹਨ ਦਾਸ ਕਰਮ ਚੰਦ ਗਾਂਧੀ ਨੇ ਮੱਲਿਆ ਹੋਇਆ ਹੈ। ਪਰ ਇਸ ਸਚਾਈ ਤੋਂ ਮੁਨਕਰ ਨਹੀਂ ਹੋਇਆ ਜਾ ਸਕਦਾ ਕਿ ਪੰਜਾਬੀ ਮਨ ਨੇ ਕਦੇ ਵੀ ਗਾਂਧੀ ਨੂੰ 'ਮਹਾਂ-ਨਾਇਕ' ਵਜੋਂ ਪਰਵਾਨ ਨਹੀਂ ਕੀਤਾ। ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੇ ਇਹ ਮਾਣ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨੂੰ ਬਖ਼ਸਿ਼ਆ ਹੈ। ਕੌਮੀ ਆਜ਼ਾਦੀ ਲਈ ਸੰਘਰਸ਼ ਕਦੇ ਵੀ ਖਾਲੀ ਸੱਤਾ ਲਈ ਸੰਘਰਸ਼ ਨਹੀਂ ਹੁੰਦਾ। ਕੌਮੀ ਆਜ਼ਾਦੀ ਲਈ ਜੂਝ ਰਹੇ ਆਗੂਆਂ ਦਾ ਇਕ ਖਾਸ 'ਵਿਜ਼ਨ' (ਭਵਿੱਖ-ਦ੍ਰਿਸ਼ਟੀ) ਹੁੰਦਾ ਹੈ, ਜਿਸ ਵਿਚ ਕੌਮ ਦੇ ਭਵਿੱਖ ਦੀ ਤਦਵੀਰ ਦਾ, ਗੂੜ੍ਹਾ ਜਾਂ ਧੁੰਦਲਾ, ਖਾਕਾ ਸਮੋਇਆ ਹੁੰਦਾ ਹੈ। ਇਸ ਕਰਕੇ ਆਜ਼ਾਦੀ ਦੇ ਸੰਗਰਾਮ ਦੇ ਮਹਾਂ-ਨਾਇਕ ਦਾ ਵਿਚਾਰਧਾਰਕ ਪੱਖ ਕੇਂਦਰੀ ਅਹਿਮੀਅਤ ਹਾਸਲ ਕਰ ਲੈਦਾ ਹੈ। ਇਸ ਸੰਦਰਭ ਵਿਚ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦੀ ਸਹੀ ਪਛਾਣ ਕਰਨੀ ਬੇਹੱਦ ਜਰੂਰੀ ਹੈ। ਆਮ ਧਾਰਨਾ ਅਨੁਸਾਰ ਗਾਂਧੀ ਤੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨੂੰ ਦੋ ਵਿਰੋਧੀ ਵਿਚਾਰਧਾਰਾਵਾਂ ਦੇ ਪ੍ਰਤੀਕਾਂ ਵਜੋਂ ਦੇਖਿਆ ਜਾਂਦਾ ਹੈ। ਪਰ ਦੋਵਾਂ ਵਿਚਕਾਰ ਕੀ ਸਾਂਝਾ ਤੇ ਕੀ ਟਕਰਾਵਾਂ ਹੈ, ਇਸ ਦਾ ਨਿਤਾਰਾ ਕਰਨਾ ਜਰੂਰੀ ਹੈ। ਜਿਹੜੀ ਗੱਲ ਸਧਾਰਨ ਦ੍ਰਿਸ਼ਟੀ ਨਾਲ ਦੇਖੀ ਜਾ ਸਕਦੀ ਹੈ, ਉਹ ਇਹ ਹੈ ਕਿ ਦੇਸ਼ ਨੂੰ ਬਸਤੀਵਾਦ ਦੇ ਜੂਲੇ ਹੇਠੋਂ ਕੱਢਣ ਲਈ ਅਪਣਾਈ ਜਾਣ ਵਾਲੀ ਅਮਲੀ ਰਣਨੀਤੀ ਬਾਰੇ ਦੋਵਾਂ ਵਿਚਕਾਰ ਤਿੱਖੇ ਮੱਤ-ਵਖਰੇਵੇਂ ਸਨ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਸੱਤਾ ਹਾਸਲ ਕਰ ਲੈਣ ਤੋਂ ਬਾਅਦ ਸਮਾਜ ਦਾ ਕਾਇਆ-ਕਲਪ ਕਰਨ ਬਾਰੇ ਵੀ ਦੋਵਾਂ ਦੀ ਸਮਝ ਬਹੁਤ ਹੀ ਅਲੱਗ ਅਲੱਗ ਸੀ। ਪਰ ਜੇਕਰ ਸਾਰੇ ਮਾਮਲੇ ਦੀ ਤਹਿ ਤਕ ਜਾਇਆ ਜਾਵੇ ਤਾਂ ਇਹ ਤੱਥ ਉਘੜ ਕੇ ਸਾਹਮਣੇ ਆਉਂਦਾ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਮਹੱਤਵਪੂਰਨ ਮੱਤ-ਵਖਰੇਵਿਆਂ ਦੇ ਬਾਵਜੂਦ ਰਾਸ਼ਟਰਵਾਦ (ਨੈਸ਼ਨਲਿਜ਼ਮ) ਦੀ ਬੁਨਿਆਦੀ ਵਿਚਾਰਧਾਰਾ ਬਾਰੇ ਦੋਵਾਂ ਦੀ ਸਮਝ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮਿਲਦੀ-ਜੁਲਦੀ ਸੀ। ਦੋਵੇਂ ਇਕੋ ਜਿੰਨੀ ਸਿ਼ੱਦਤ ਨਾਲ ਰਾਸ਼ਟਰਵਾਦ ਦੀ ਵਿਚਾਰਧਾਰਾ ਨੂੰ ਪ੍ਰਣਾਏ ਹੋਏ ਸਨ। ਭਾਰਤੀ ਸਮਾਜ ਅੰਦਰ ਮੌਜੂਦ ਸਭਿਆਚਾਰਕ ਤੇ ਧਾਰਮਿਕ ਭਿੰਨਤਾਵਾਂ ਬਾਰੇ ਅਤੇ ਸਮੁੱਚੇ ਭਾਰਤ ਦੇ ਲੋਕਾਂ ਨੂੰ ਇਕੋ-ਇਕਹਿਰੇ ਕੌਮੀ ਭਾਈਚਾਰੇ ਦਾ ਰੂਪ ਦੇਣ ਬਾਰੇ ਦੋਵਾਂ ਦਾ ਮੂਲ ਨਜ਼ਰੀਆ ਇਕੋ ਜਿਹਾ ਸੀ।

ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦੇ ਤਿੰਨ ਉਘੜਵੇਂ ਅੰਗ (ਚੋਮਪੋਨੲਨੲਟਸ) ਇਹ ਸਨ: (1) ਨੈਸ਼ਨਲਿਜ਼ਮ (2) ਸੈਕੂਲਰਿਜ਼ਮ (3) ਸੋਸ਼ਲਿਜ਼ਮ । ਇਨ੍ਹਾਂ ਵਿਚੋਂ ਸਭ ਨਾਲੋਂ ਬੁਨਿਆਦੀ ਪੱਖ ਛਾਂਟਣਾ ਹੋਵੇ ਤਾਂ ਉਹ ਨਿਰਸੰਦੇਹ ਨੈਸ਼ਨਲਿਜ਼ਮ ਹੈ। ਉਸ ਨੂੰ ਇਨਕਲਾਬੀ ਸਰਗਰਮੀ ਤੇ ਸ਼ਹਾਦਤ ਲਈ ਪ੍ਰੇਰਿਤ ਕਰਨ ਵਾਲਾ ਮੂਲ ਤੱਤ ਇਹੀ ਸੀ। ਇਸ ਕਰਕੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਨੂੰ ਜਾਣਨ ਲਈ ਨੈਸ਼ਨਲਿਜ਼ਮ ਦੇ ਸੰਕਲਪ ਦਾ, ਇਤਿਹਾਸਕ ਪ੍ਰਸੰਗ ਵਿਚ ਰੱਖ ਕੇ ਪੜਚੋਲਵਾਂ ਮੁਲਾਂਕਣ ਕਰਨਾ ਬੇਹੱਦ ਜਰੂਰੀ ਹੈ।

ਨੈਸ਼ਨਲਿਜ਼ਮ ਮੂਲ ਰੂਪ ਵਿਚ ਪੱਛਮੀ ਸੰਕਲਪ ਹੈ ਜੋ ਕਿ ਇਕ ਖਾਸ ਇਤਿਹਾਸਕ ਪ੍ਰਸੰਗ ਵਿਚ ਉਭਰ ਕੇ ਸਾਹਮਣੇ ਆਇਆ। ਇਹ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਉਨ੍ਹੀਵੀਂ ਸਦੀ ਵਿਚ ਯੂਰਪ ਅੰਦਰ ਮਕਬੂਲ ਹੋਇਆ। ਫਰਾਂਸੀਸੀ ਇਨਕਲਾਬ (1789) ਨੇ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਸਟੇਟ ਨਾਲ ਗੂੜ੍ਹਾ ਨਾਤਾ ਸਥਾਪਤ ਕਰ ਦਿਤਾ। ਇਸ ਤਰ੍ਹਾਂ, ਮੱਧ-ਯੁਗ ਅੰਦਰਲੇ ਜਗੀਰੂ ਇਕ-ਪੁਰਖਾਸ਼ਾਹੀ ਰਾਜਾਂ ਦੀ ਥਾਵੇਂ 'ਨੇਸ਼ਨ-ਸਟੇਟ' ਦਾ ਅਧੁਨਿਕ ਸੰਕਲਪ ਤੇ ਵਰਤਾਰਾ ਹੋਂਦ ਵਿਚ ਆਇਆ। ਵੈਸੇ, ਇਸ ਸੰਕਲਪ ਦਾ ਖੁਰਾ ਯੂਰਪ ਦੀ 'ਗਿਆਨ- ਚਿੰਤਨ ਲਹਿਰ' (ੲਨਲਗਿਹਟੲਨਮੲਨਟ) ਵਿਚੋਂ ਲੱਭਿਆ ਜਾ ਸਕਦਾ ਹੈ। 'ਗਿਆਨ-ਚਿੰਤਨ ਲਹਿਰ' ਨੇ ਵਿਗਿਆਨ, ਤਰਕ ਤੇ ਵਿਕਾਸ ਦਾ ਨਾਹਰਾ ਬੁਲੰਦ ਕੀਤਾ। ਡਾ ਗੁਰਭਗਤ ਸਿੰਘ ਦੇ ਸ਼ਬਦਾਂ ਵਿਚ: 'ਵਿਗਿਆਨ ਦੀ ਸਹਾਇਤਾ ਨਾਲ ਅੰਧਾਧੁੰਦ ਵਿਕਾਸ ਵਿਚ ਸ਼ਕਤੀਵਰ ਵਿਸ਼ਵਾਸ ਅਧੁਨਿਕਵਾਦ ਦਾ ਪ੍ਰਮੁੱਖ ਪਹਿਲੂ ਹੈ'। (ਵਿਸ਼ਵ ਚਿੰਤਨ, ਸਫਾ 122) ਅਤੇ 'ਗਿਆਨਵਾਦੀ ਚਿੰਤਨ ਜਾਂ ਐਨਲਾਈਟਨਮੈਂਟ ਨੇ ਹੀ ਪੂੰਜੀਵਾਦ ਅਤੇ ਸਮਾਜਵਾਦ ਨੂੰ ਜਨਮ ਦਿਤਾ। ਭਾਵੇਂ ਸਿਧਾਂਤ ਅਤੇ ਸੰਸਥਾਵਾਂ ਤੋਂ ਦੋਵੇਂ ਇਕ ਦੂਜੇ ਦੇ ਵਿਰੋਧੀ ਲਗਦੇ ਹਨ ਪਰ ਦੋਹਾਂ ਦਾ ਨਿਸ਼ਾਨਾ ਇਕੋ ਸੀ-ਤਰਕਵਾਦੀ ਜਾਂ ਰੈਸ਼ਨਲ ਮਨੁੱ਼ਖ ਅਤੇ ਸਮਾਜ ਦੀ ਸਿਰਜਨਾ ਕਰਨੀ….ਆਰਥਕ ਨਫ਼ਾ ਨੁਕਸਾਨ ਉਤੇ ਖੜ੍ਹੀ ਪੱਛਮੀ ਸਭਿਅਤਾ ਤਰਕਵਾਦੀ ਸੀ, ਭਾਵੇਂ ਉਹ ਪੂੰਜੀਵਾਦ ਦਾ ਅਨੁਸਰਨ ਕਰ ਰਹੀ ਸੀ ਅਤੇ ਭਾਵੇਂ ਸਮਾਜਵਾਦ ਦਾ। ਉਤਪਾਦਨ ਵਧਾਉਣ ਵਾਲਾ ਮਨੁੱਖ ਸਾਜਣ ਲਈ ਇਸ ਤਰਕਵਾਦੀ ਸਭਿਅਤਾ ਨੂੰ ਮਨੁੱਖ ਦੀਆਂ ਪਰਕਿਰਤਕ ਸ਼ਕਤੀਆਂ ਨੂੰ ਦਬਾਉਣਾ ਪਿਆ'। (ਉਹੀ, ਸਫਾ 15) ਅਧੁਨਿਕਵਾਦ ਦੇ ਅਜੰਡੇ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ, ਰਾਸ਼ਟਰਵਾਦ ਦੇ ਜਜ਼ਬੇ 'ਤੇ ਅਧਾਰਤ ਸ਼ਕਤੀਸ਼ਾਲੀ ਨੇਸ਼ਨ-ਸਟੇਟ ਦੀ ਸਿਰਜਣਾ ਕਰਨ ਦਾ ਕਾਰਜ ਸਭ ਨਾਲੋਂ ਕੇਂਦਰੀ ਅਹਿਮੀਅਤ ਅਖਤਿਆਰ ਕਰ ਲੈਂਦਾ ਹੈ। ਜਦ ਪੱਛਮੀ ਯੂਰਪ ਦੀਆਂ ਕੌਮਾਂ ਨੇ, ਉਨ੍ਹੀਵੀਂ ਸਦੀ ਵਿਚ, ਆਪਣੇ ਆਪ ਨੂੰ ਸ਼ਕਤੀਸ਼ਾਲੀ ਕੌਮੀ ਰਾਜਾਂ ਵਜੋਂ ਪੱਕੇ ਪੈਰੀਂ ਕਰ ਲਿਆ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਦੁਨੀਆਂ ਦੀਆ ਘੱਟ ਤਾਕਤਵਰ ਕੌਮਾਂ ਨੂੰ ਲੁੱਟਣ ਦੀ ਮਨਸ਼ਾ ਨਾਲ, ਉਨ੍ਹਾਂ ਉਤੇ ਆਪਣਾ ਰਾਜਸੀ ਗਲਬਾ ਸਥਾਪਤ ਕਰ ਲਿਆ। ਇਸ ਤਰ੍ਹਾਂ, ਬਸਤੀਵਾਦ ਦੇ ਵਰਤਾਰੇ ਦਾ ਜਨਮ ਨੈਸ਼ਨਲਿਜ਼ਮ ਵਿਚੋਂ ਹੋਇਆ ਮੰਨਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਬਸਤੀਵਾਦ ਦੇ ਨਾਲੋ-ਨਾਲ ਹੀ ਨੈਸ਼ਨਲਿਜ਼ਮ ਦਾ ਪੱਛਮੀ ਵਿਚਾਰ ਵੀ ਬਸਤੀਆਂ ਅੰਦਰ ਜਾ ਦਾਖਲ ਹੋਇਆ। ਇਸ ਨੇ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਗੁਲਾਮ ਬਣਾਏ ਦੇਸ਼ਾਂ ਦੇ ਪੜ੍ਹੇ ਲਿਖੇ ਵਰਗਾਂ ਦੇ ਦਿਮਾਗਾਂ ਅੰਦਰ ਆਪਣੀਆਂ ਜੜ੍ਹਾਂ ਲਾਈਆਂ, ਅਤੇ ਫਿਰ ਆਪਣੇ ਤਣੇ ਸਮਾਜ ਦੇ ਹੋਰਨਾਂ ਵਰਗਾਂ ਤਕ ਪਸਾਰੇ। ਇਸ ਤਰ੍ਹਾਂ, ਨੈਸ਼ਨਿਲਜ਼ਮ ਦੀ ਵਿਚਾਰਧਾਰਾ ਗੁਲਾਮ ਮੁਲਕਾਂ ਦੇ ਲੋਕਾਂ ਦੇ ਬਸਤੀਵਾਦ ਵਿਰੁੱਧ ਸੰਘਰਸ਼ ਦੀ ਪਰਵਾਨ-ਸ਼ੁਦਾ ਵਿਚਾਰਧਾਰਾ ਬਣ ਗਈ ਅਤੇ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਜਜ਼ਬਾ ਬੇਹੱਦ ਹਰਮਨ ਪਿਆਰਾ ਹੋ ਨਿਬੜਿਆ। ਇਸ ਅਮਲ ਦੌਰਾਨ ਨੈਸ਼ਨਲਿਜ਼ਮ ਦੇ ਨਾਲ ਹੀ, ਲਿਬਰਲਿਜ਼ਮ (ਉਦਾਰਵਾਦ), ਸੈਕੂਲਰਿਜ਼ਮ (ਧਰਮ-ਨਿਰਪੱਖਤਾ), ਰੈਸ਼ਨਲਿਜ਼ਮ (ਤਰਕਸ਼ੀਲਤਾ), ਆਰਥਿਕ ਵਿਕਾਸ, ਤੇ ਵਿਗਿਆਨਕ ਮਿਜ਼ਾਜ (ਸਚਇਨਟਾਿਚਿ ਟੲਮਪੲਰ) ਆਦਿ ਪੱਛਮੀ ਸੰਕਲਪਾਂ ਨੂੰ ਬਸਤੀਵਾਦੀ ਤਾਕਤਾਂ ਦੇ ਗੁਲਾਮ ਲੋਕਾਂ ਤੇ ਭਾਈਚਾਰਿਆਂ ਅੰਦਰ ਵਿਆਪਕ ਪ੍ਰਵਾਨਗੀ ਹਾਸਲ ਹੋ ਗਈ। ਹੌਲੀ ਹੌਲੀ ਇਨ੍ਹਾਂ ਪੱਛਮੀ ਸੰਕਲਪਾਂ ਨੇ ਪੂਰਬ ਦੇ ਮੁਲਕਾਂ ਤੇ ਸਮਾਜਾਂ ਅੰਦਰ ਮੁਕੰਮਲ ਸਰਦਾਰੀ ਹਾਸਲ ਕਰ ਲਈ ਅਤੇ ਉਥੋਂ ਦੇ ਦੇਸੀ ਗਿਆਨ-ਪ੍ਰਬੰਧਾਂ, ਸਭਿਆਚਾਰਾਂ ਤੇ ਪ੍ਰੰਪਰਾਵਾਂ ਨੂੰ ਹਾਸ਼ੀਆਗ੍ਰਸਤ (ਮਅਰਗਨਿਅਲਡਿੲ) ਕਰ ਦਿਤਾ ਗਿਆ। ਇਸ ਤਰ੍ਹਾਂ ਬਸਤੀਵਾਦ ਨੇ ਗੁਲਾਮ ਮੁਲਕਾਂ ਅੰਦਰ ਰਾਜਸੀ ਗਲਬੇ ਦੇ ਨਾਲੋ-ਨਾਲ ਆਪਣੇ ਆਪ ਨੂੰ ਸਭਿਆਚਾਰਕ ਧਰਾਤਲ ਤੇ ਪੱਕੇ-ਪੈਰੀਂ ਕਰ ਲਿਆ। ਹੌਲੀ ਹੌਲੀ ਜਦੋਂ ਬਸਤੀਵਾਦੀ ਰਾਜਾਂ ਨੂੰ ਗੁਲਾਮ ਦੇਸ਼ਾਂ ਅੰਦਰਂ ਰਾਜਸੀ ਖੇਤਰ ਅੰਦਰ ਵਿਰੋਧ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਗਿਆ ਸੀ, ਤਾਂ ਉਦੋਂ ਵੀ ਉਸ ਨੂੰ ਸਭਿਆਚਾਰਕ ਤੇ ਵਿਚਾਰਧਾਰਕ ਮੋਰਚਿਆਂ ਉਤੇ ਕਿਸੇ ਕਿਸਮ ਦੀ ਗੰਭੀਰ ਚੁਣੌਤੀ ਦਾ ਸਾਹਮਣਾ ਨਹੀਂ ਸੀ ਕਰਨਾ ਪਿਆ।

ਭਾਰਤ ਅੰਦਰ ਨੈਸ਼ਨਲਿਜ਼ਮ ਦੇ ਸੰਕਲਪ ਤੇ ਜਜ਼ਬੇ ਨੂੰ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਬੰਗਾਲ ਦੇ ਪੜ੍ਹੇ ਲਿਖੇ ਉਚ ਜਾਤੀ ਹਿੰਦੂ ਵਰਗ, ਜਿਨ੍ਹਾਂ ਨੂੰ 'ਭਦਰਲੋਕ' ਕਿਹਾ ਜਾਂਦਾ ਸੀ, ਨੇ ਅਪਣਾਇਆ। ਉਨ੍ਹੀਵੀਂ ਸਦੀ ਅੰਦਰ ਬੰਗਾਲ ਦੇ ਉਚ ਜਾਤੀ ਹਿੰਦੂ ਵਰਗਾਂ ਅੰਦਰ, ਪੱਛਮੀ ਵਿਦਿਆ ਤੇ ਸਭਿਅਤਾ ਦੇ ਪ੍ਰਭਾਵ ਹੇਠ, ਸੁਧਾਰ ਤੇ ਜਾਗ੍ਰਿਤੀ ਦੀ ਜੋ ਲਹਿਰ ਆਰੰਭ ਹੋਈ, ਉਸ ਨੂੰ ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਪਹੁ-ਫੁਟਾਲਾ ਕਿਹਾ ਜਾ ਸਕਦਾ ਹੈ। ਇਸ ਲਹਿਰ ਦਾ ਆਗਾਜ਼ ਰਾਜਾ ਰਾਮਮੋਹਨ ਰਾਏ (1772-1833) ਨਾਲ ਤੇ ਅੰਤ ਰਾਬਿੰਦਰਨਾਥ ਟੈਗੋਰ ( 1861-1940) ਨਾਲ ਹੋਇਆ ਮੰਨਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਮੁਢਲੇ ਦੌਰ ਦੇ ਹਿੰਦੂ ਕੌਮਪ੍ਰਸਤਾਂ ਨੇ ਨੇਸ਼ਨ (ਕੌਮ), ਨੈਸ਼ਨਲਿਜ਼ਮ ਤੇ ਨੇਸ਼ਨ-ਸਟੇਟ ਬਾਰੇ ਜੋ ਸਿਧਾਂਤਕ ਚੌਖਟਾ ਸਿਰਜ ਦਿਤਾ, ਬਾਅਦ ਦੇ ਅਧੁਨਿਕਵਾਦੀਆਂ, ਕੱਟੜ ਹਿੰਦੂ ਕੌਮਪ੍ਰਸਤਾਂ ਤੋਂ ਲੈ ਕੇ ਇਨਕਲਾਬੀ ਦੇਸ਼ਭਗਤਾਂ ਤਕ, ਸਭਨਾਂ ਨੇ ਉਸ ਨੂੰ ਉਵੇਂ-ਜਿਵੇਂ ਪਰਵਾਨ ਕਰ ਲਿਆ। ਇਸ ਤਰ੍ਹਾਂ ਭਾਰਤ ਅੰਦਰ ਜੋ ਬਸਤੀਵਾਦ ਵਿਰੋਧੀ ਲਹਿਰ ਪੈਦਾ ਹੋਈ, ਸ਼ੁਰੂ ਤੋਂ ਹੀ ਉਸ ਵਿਚ ਹਿੰਦੂ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਅੰਸ਼ ਪ੍ਰਮੁੱਖ ਸੀ। ਇਸ ਸਿਧਾਂਤਕ ਤੱਥ ਨੂੰ ਧਿਆਨ ਵਿਚ ਰੱਖ ਕੇ ਹੀ ਭਾਰਤ ਦੇ ਆਜ਼ਾਦੀ ਸੰਗਰਾਮ ਦੀ ਮੁੱਖ ਧਾਰਾ ਦਾ, ਅਤੇ ਦੂਸਰੀਆਂ ਲਘੂ (ਸੁਬਅਲਟੲਰਨ) ਧਾਰਾਵਾਂ ਨਾਲ ਇਸ ਦੇ ਵਿਰੋਧ-ਰਿਸ਼ਤਿਆਂ ਦਾ ਹਕੀਕੀ ਵਿਸ਼ਲੇਸ਼ਣ ਹੋ ਸਕਦਾ ਹੈ। ਭਾਰਤ ਅੰਦਰ ਰਾਸ਼ਟਰਵਾਦ ਦੀ ਤਾਸੀਰ ਨੂੰ ਸਮਝਣ ਲਈ ਦੂਜਾ ਅਹਿਮ ਸਿਧਾਂਤਕ ਤੱਥ ਇਹ ਹੈ ਕਿ ਭਾਰਤ ਅੰਦਰ ਬਸਤੀਵਾਦੀ ਰਾਜ ਦੀ ਸਥਾਪਨਾ ਉਪਰੰਤ ਪੱਛਮ ਦੇ ਵਿਦਵਾਨਾਂ ਨੇ ਭਾਰਤ ਦੀ ਪ੍ਰਾਚੀਨ ਸਭਿਅਤਾ ਨੂੰ ਸਮਝਣ ਵਿਚ ਡੂੰਘੀ ਰੁਚੀ ਪ੍ਰਗਟਾਈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਸਬੰਧ ਵਿਚ ਚੋਖਾ ਸਾਹਿਤ ਪੈਦਾ ਕੀਤਾ। ਪਰ ਇਸ ਪੂਰਬਵਾਦੀ (ੋਰਇਨਟਅਲਸਿਟ) ਬ੍ਰਿਤਾਂਤ ਦੀ ਖਾਸ ਵਿਸ਼ੇਸ਼ਤਾ ਇਹ ਸੀ ਕਿ ਇਸ ਵਿਚ ਭਾਰਤ ਦੀ ਪ੍ਰਾਚੀਨ ਸਭਿਅਤਾ ਨੂੰ ਨੀਚਾ ਸਾਬਤ ਕਰਨ ਦੀ ਬਜਾਇ, ਜਿਵੇਂ ਕਿ ਅਰਬ ਤੇ ਅਫਰੀਕਾ ਦੇ ਮਾਮਲਿਆਂ ਵਿਚ ਕੀਤਾ ਗਿਆ ਸੀ, ਇਸ ਨੂੰ ਬਹੁਤ ਹੀ ਉਚਿਆਕੇ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ। ਪੱਛਮ ਦੇ ਵਿਦਵਾਨਾਂ ਨੇ 'ਸਾਂਝੀ ਆਰੀਆ ਵਿਰਾਸਤ' ਦਾ ਸਿਧਾਂਤ ਈਜਾਦ ਕੀਤਾ, ਅਤੇ ਇਕ ਖਾਸ ਮੰਤਵ ਨਾਲ ਆਰੀਆ ਨਸਲ ਦੇ 'ਉਤਮ ਨਸਲ' (ਮਾਸਟਰ ਰੇਸ) ਹੋਣ ਦਾ ਮਿਥ ਸਿਰਜਿਆ। ਗੋਰੇ ਯੂਰਪੀਆਂ ਨੂੰ ਭਾਰਤ ਦੇ ਸਵਰਨਜਾਤੀ ਆਰੀਆ ਲੋਕ ਆਪਣੇ ਗੁਆਚੇ ਹੋਏ 'ਚਚੇਰੇ ਭਾਈ' ਜਾਪੇ, ਜਿੰਨ੍ਹਾਂ ਦੀਆਂ ਰਗਾਂ ਵਿਚ ਸਾਂਝਾ ਖੂਨ ਦੌੜਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਬਸਤੀਵਾਦ ਦੇ ਵਰਤਾਰੇ ਦੀ ਮਿਹਰਬਾਨੀ ਸਦਕਾ ਚਿਰਾਂ ਦੇ ਵਿਛੜੇ 'ਚਚੇਰੇ' ਭਰਾਵਾਂ ਦੇ ਮਸੀਂ ਮਸੀਂ 'ਮੁੜ-ਮਿਲਾਪ' ਹੋਣ 'ਤੇ ਅਥਾਹ ਖੁਸ਼ੀ ਪ੍ਰਗਟਾਈ ਅਤੇ ਸੰਸਕ੍ਰਿਤ ਤੇ ਯੂਨਾਨੀ ਭਾਸ਼ਾਵਾਂ ਦੀ ਆਪਸੀ ਗੂੜ੍ਹੀ ਸਾਂਝ ਦਰਸਾਉਂਦਿਆਂ, ਇਨ੍ਹਾਂ ਨੂੰ 'ਜੌੜੀਆਂ ਭੈਣਾਂ' ਕਹਿਕੇ ਵਡਿਆਇਆ। ਯੂਰਪੀ ਵਿਦਵਾਨਾਂ (ਾਂਰਇਦਰਚਿਹ ੰਅਣ ੁੰਲਲੲਰ, ੍ਹ ੍ਹ ੱਲਿਸੋਨ, ਛ।਼ਅਸਸੲਨ, ੍ਹ ਠ ਛੋਲੲਬਰੋਕੲ, ੰੋਨਇਰ ੱਲਿਲਅਿਮਸ, ੲਟਚ) ਨੇ ਹਿੰਦੂ ਧਰਮ ਦੇ ਗ੍ਰੰਥਾਂ ਤੇ ਇਨ੍ਹਾਂ ਦੀ ਭਾਸ਼ਾ (ਸੰਸਕ੍ਰਿਤ) ਦਾ ਉਚੀ ਸੁਰ ਵਿਚ ਗੁਣ-ਗਾਣ ਕੀਤਾ, ਅਤੇ ਇਸ ਤਰ੍ਹਾਂ ਦੁਨੀਆਂ ਸਾਹਮਣੇ ਭਾਰਤ ਦਾ ਇਕ ਰੋਮਾਂਚਕਾਰੀ ਅਕਸ ਸਿਰਜਿਆ। ਯੂਰਪੀ ਵਿਦਵਾਨਾਂ ਨੂੰ ਸੰਸਕ੍ਰਿਤ ਦੇ ਪੰਡਤ ਆਪਣੇ 'ਭਾਰਤੀ ਵੀਰ' ਦਿਖਾਈ ਦਿਤੇ। 'ਸਾਂਝੀ ਆਰੀਆ ਵਿਰਾਸਤ' ਦਾ ਇਹ ਸਿਧਾਂਤ ਦੋਨੋਂ-ਯੂਰਪੀ ਤੇ ਭਾਰਤੀ- ਕੁਲੀਨ ਵਰਗਾਂ ਦੇ ਸਵਾਰਥੀ ਹਿਤ ਪੂਰਦਾ ਸੀ। ਇਸ ਨਾਲ ਇਕ ਪਾਸੇ ਭਾਰਤ ਅੰਦਰ ਬਸਤੀਆਨਾ ਰਾਜ ਨੂੰ ਵਾਜਬੀਅਤ (ਲੲਗਟਿਮਿਅਚੇ) ਮਿਲਦੀ ਸੀ। ਜਾਤ-ਪਾਤੀ ਵਿਚਾਰਧਾਰਾ ਤੇ ਬ੍ਰਾਹਮਣਵਾਦੀ (ਪੁਜਾਰੀ) ਫਲਸਫਾ ਬਸਤੀਵਾਦੀ ਹਾਕਮਾਂ ਦੇ ਹਿਤ ਪੂਰਦਾ ਸੀ। ਭਾਰਤ ਦੇ ਬਸਤੀਵਾਦੀ ਹਾਕਮਾਂ ਨੂੰ ਇਹ ਫਲਸਫਾ, ਆਮ ਜਨਤਾ ਨੂੰ ਪਾੜ ਕੇ ਤੇ ਦਬਾ ਕੇ ਰੱਖਣ ਦਾ ਬਹੁਤ ਹੀ ਕਾਰਗਰ ਸੰਦ ਜਾਪਿਆ। ਦੂਜੇ ਪਾਸੇ, ਪੱਛਮੀ ਵਿਦਵਾਨਾਂ ਦੀਆਂ ਇਨ੍ਹਾਂ ਪੂਰਬਵਾਦੀ ਲੱਭਤਾਂ ਨਾਲ ਬ੍ਰਾਹਮਣਵਾਦ ਨੂੰ ਨਵਾਂ ਜੀਵਨ ਮਿਲਿਆ। ਇਸ ਨਾਲ ਬ੍ਰਾਹਮਣ ਵਰਗ ਅੰਦਰ ਆਪਣੇ ਆਪ ਨੂੰ ਬਸਤੀਵਾਦੀ ਹਾਕਮਾਂ ਦੇ ਬਰਾਬਰ ਦੇ ਸਮਝਣ ਦਾ ਅਹਿਸਾਸ ਪ੍ਰਫੁਲਤ ਹੋਇਆ। ਉਨ੍ਹਾਂ ਅੰਦਰ 'ਬ੍ਰਾਹਮਣ-ਫਰੰਗੀ ਭਾਈ ਭਾਈ' ਦੀ ਧਾਰਨਾ ਪੈਦਾ ਹੋਈ। ਬ੍ਰਾਹਮਣ ਵਰਗ ਦੇ ਆਗੂਆਂ ਵੱਲੋਂ ਇਹ ਖੁਲ੍ਹੇਆਮ ਕਿਹਾ ਜਾਣ ਲੱਗਾ ਕਿ 'ਬਰਤਾਨਵੀ ਕੌਮ ਦੀ ਆਮਦ ਵਿਚੋਂ ਸਾਨੂੰ ਵਿਛੜੇ ਚਚੇਰੇ ਭਰਾਵਾਂ ਦਾ ਮੁੜ-ਮਿਲਾਪ ਹੋਇਆ ਨਜ਼ਰ ਆਉਂਦਾ ਹੈ'। (ਭਰਅਜ ੍ਰਅਨਜਅਨ ੰਅਨ,ਿ ਪ 192) ਨਤੀਜੇ ਵਜੋਂ, ਬ੍ਰਾਹਮਣ ਵਰਗ ਅੰਦਰ ਆਪਣੇ ਆਪ ਨੂੰ ਹੋਰਨਾਂ ਨਾਲੋਂ 'ਉਤਮ' ਸਮਝਣ ਦੀ ਹੰਕਾਰ-ਗ੍ਰੱਸੀ ਸੋਚ ਤੇ ਭਾਵਨਾ ਹੋਰ ਪ੍ਰਚੰਡ ਹੋ ਉਠੀ। ਇਸ ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ, ਭਾਰਤੀ ਸਮਾਜ ਦੇ 'ਹੇਠਲੇ' ਵਰਗਾਂ ਉਤੇ ਗਲਬੇ ਨੂੰ ਸਿਧਾਂਤਕ ਤੇ ਨੈਤਿਕ ਵਾਜਬੀਅਤ ਹਾਸਲ ਹੋਈ। ਇਸ ਸਦਕਾ ਬ੍ਰਾਹਮਣ ਤੇ ਉਸ ਦੀਆਂ ਸਹਿਯੋਗੀ ਸਵਰਨ ਜਾਤੀਆਂ ਅੰਦਰ, ਆਪਣੇ ਆਪ ਨੂੰ ਭਾਰਤੀ ਸਮਾਜ ਦੇ 'ਕੁਦਰਤੀ' ਆਗੂ ਸਮਝਣ ਦੀ ਭਾਵਨਾ ਨੂੰ ਨਵਾਂ ਬਲ ਮਿਲਿਆ। ਇਸ ਤਰ੍ਹਾਂ ਯੂਰਪ ਦੀ ਗੋਰੀ ਨਸਲ ਤੋਂ ਪ੍ਰੇਰਿਤ ਹੋਏ ਭਾਰਤ ਦੇ ਬਹੁਗਿਣਤੀ (ਹਿੰਦੂ) ਭਾਈਚਾਰੇ ਅੰਦਰ ਜਾਗੀਆਂ ਰਾਜਨੀਤਕ ਵੱਡ-ਖਾਹਸ਼ਾਂ (ਅਮਬਟਿੋਿਨਸ) ਨੇ ਦੇਸ਼ ਦੇ ਪ੍ਰਮੁੱਖ ਘੱਟਗਿਣਤੀ ਧਾਰਮਿਕ ਭਾਈਚਾਰੇ (ਮੁਸਮਿਲ ਵਰਗ) ਅੰਦਰ ਅਸੁਰੱਖਿਆ ਦੇ ਭਾਵ ਪੈਦਾ ਕਰ ਦਿਤੇ ਸਨ। ਇਹ ਭਾਵ ਦੂਰ ਕਰਨ ਦੀ ਜੁੰਮੇਵਾਰੀ ਬਹੁਗਿਣਤੀ ਸਿਰ ਆਇਦ ਹੁੰਦੀ ਸੀ। ਪ੍ਰੰਤੂ ਬਹੁਗਿਣਤੀ ਭਾਈਚਾਰੇ ਦੇ ਰਾਜਸੀ, ਧਾਰਮਿਕ ਤੇ ਬੌਧਿਕ ਰਹਿਬਰਾਂ ਦੇ ਕਥਨਾਂ ਤੇ ਅਮਲਾਂ ਨੇ ਘੱਟਗਿਣਤੀ ਭਾਈਚਾਰੇ ਦੇ ਮਨਾਂ ਅੰਦਰ ਅਸੁਰੱਖਿਆ ਦੇ ਭਾਵ ਹੋਰ ਗੂੜ੍ਹੇ ਕਰ ਦਿਤੇ ਸਨ। ਇਸ ਦ੍ਰਿਸ਼ਟੀ ਤੋਂ ਦੇਖਿਆਂ ਇਹ ਕਹਿਣਾ ਗੈਰ-ਵਾਜਿਬ ਨਹੀਂ ਹੋਵੇਗਾ ਕਿ ਅਸਲ ਵਿਚ ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਹੀ ਹੈ ਜਿਸ ਨੇ ਭਾਰਤ ਅੰਦਰ ਫਿਰਕਾਪ੍ਰਸਤੀ ਦੇ ਵਰਤਾਰੇ ਨੂੰ ਜਨਮ ਦਿਤਾ ਅਤੇ ਸਦੀਆਂ ਤੋਂ ਇਕੱਠੇ ਰਹਿੰਦੇ ਆ ਰਹੇ ਹਿੰਦੂ ਤੇ ਮੁਸਲਿਮ ਵਰਗਾਂ ਨੂੰ ਇਕ ਦੂਜੇ ਦੇ ਖਿਲਾਫ਼ ਖੜ੍ਹਾ ਕਰ ਦਿਤਾ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਸਦੀਆਂ ਤੋਂ ਜਾਤ-ਪਾਤੀ ਦਾਬੇ ਤੇ ਜਬਰ ਦੀ ਲਾਹਨਤ ਤੋਂ ਪੀੜਤ ਦਲਿਤ ਵਰਗਾਂ ਨੂੰ ਵੀ, ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਦੇ ਉਭਾਰ ਵਿਚੋਂ ਸਵਰਨਜਾਤੀਆਂ ਦੀ ਰਾਜਨੀਤਕ ਚੜ੍ਹਤਲ ਦਿਖਾਈ ਦੇਣ ਲੱਗੀ। ਜਿਸ ਕਰਕੇ ਉਨ੍ਹਾਂ ਅੰਦਰ ਆਜ਼ਾਦੀ ਸੰਗਰਾਮ ਦੀ ਮੁੱਖ ਧਾਰਾ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣ ਦਾ ਉਤਸ਼ਾਹ ਤੇ ਚਾਅ ਪੈਦਾ ਨਾ ਹੋ ਸਕਿਆ। ਉਨ੍ਹਾਂ ਅੰਦਰ ਆਪਣੇ ਆਪ ਨੂੰ ਇਸ ਧਾਰਾ ਨਾਲੋਂ ਦੂਰ ਰੱਖਣ ਦਾ ਰੁਝਾਣ ਪ੍ਰਫੁਲਤ ਹੋਇਆ। ਇਸ ਬਿਨਾਂਅ 'ਤੇ, ਹਿੰਦੂ ਰਾਸ਼ਟਰਵਾਦੀਆਂ ਨੇ ਦਲਿਤ ਭਾਈਚਾਰੇ ਦੇ ਬੌਧਿਕ ਤੇ ਰਾਜਸੀ ਰਹਿਬਰਾਂ, ਜਯੋਤੀ ਫੂਲੇ ਤੇ ਡਾ ਭੀਮ ਰਾਓ ਅੰਬੇਦਕਰ ਆਦਿ ਨੂੰ 'ਬਸਤੀਵਾਦੀ ਹਾਕਮਾਂ ਦੇ ਪਿੱਠੂ' ਕਹਿਕੇ ਬਦਨਾਮ ਕਰਨ ਦਾ ਰਾਜਸੀ ਹੱਥਕੰਡਾ ਵਰਤਿਆ ਅਤੇ ਉਚ ਜਾਤੀ ਵਰਗਾਂ ਅੰਦਰ ਉਨ੍ਹਾਂ ਦੇ ਖਿਲਾਫ਼ ਤੁਅੱਸਬੀ ਮਾਹੌਲ ਪੈਦਾ ਕੀਤਾ ਗਿਆ।

(ਨੋਟ: 'ਪੂਰਬਵਾਦ' ਤੇ 'ਬ੍ਰਾਹਮਣਵਾਦ' ਵਿਚਕਾਰ ਅੰਤਰੀਵ ਸਾਂਝ ਦਾ ਭਰਵਾਂ ਵਿਖਿਆਨ ਬ੍ਰਿਜ ਰੰਜਨ ਮਨੀ ਦੀ ਖੋਜ-ਭਰਪੂਰ ਸਿਧਾਂਤਕ ਰਚਨਾ ਧੲਬਰਅਹਮਅਨਸਿਨਿਗ ੍ਹਸਿਟੋਰੇ ਅਤੇ ਪ੍ਰਤਿਭਾਵਾਨ ਸਮਾਜ-ਸ਼ਾਸਤਰੀ ਘ। ੳਲੋੇਸੁਿਸ ਦੀ ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦ ਬਾਰੇ ਅੱਵਲ ਸ਼੍ਰੇਣੀ ਦੀ ਵਿਸ਼ਲੇਸ਼ਣਾਤਮਿਕ ਕਿਰਤ ਂਅਟੋਿਨਅਲਸਿਮ ੱਟਿਹੋੁਟ ਅ ਂਅਟੋਿਨ ਨਿ ੀਨਦਅਿ ਵਿਚੋਂ ਮਿਲ ਸਕਦਾ ਹੈ। ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦੀਆਂ ਦਾ ਐਲਾਨੀਆ ਉਦੇਸ਼ ਸਾਰੇ ਦੇਸ਼ (ਬਰਤਾਨਵੀ ਭਾਰਤ) ਅੰਦਰ ਇਕੋ-ਇਕਹਿਰੀ ਭਾਰਤੀ ਕੌਮ (ਅ ਸਨਿਗਲੲ ੀਨਦਅਿਨ ਨਅਟੋਿਨ) ਦੀ ਸਿਰਜਣਾ ਕਰਨਾ ਸੀ। 'ਇਕ ਦੇਸ਼ ਇਕ ਕੌਮ' ਦਾ ਸੰਕਲਪ ਉਨ੍ਹਾਂ ਪੱਛਮ ਤੋਂ ਹੁਧਾਰਾ ਲਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਪੱਛਮ ਦੇ ਇਸ ਮਾਡਲ ਨੂੰ ਆਪਣਾ ਆਦਰਸ਼ ਮੰਨ ਲਿਆ ਸੀ। ਇਸ ਕਰਕੇ ਰਾਸ਼ਟਰਵਾਦੀ ਲਹਿਰ ਅੰਦਰ 'ਇਕ ਦੇਸ਼, ਇਕ ਕੌਮ, ਇਕ ਭਾਸ਼ਾ, ਇਕ ਲਿਪੀ ਤੇ ਇਕੋ-ਸਾਂਝੇ ਸਭਿਆਚਾਰ' ਦੀ ਧਾਰਨਾ ਮਕਬੂਲ ਹੋ ਗਈ ਸੀ। ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨੇ ਇਸ ਬਾਰੇ ਆਪਣੇ ਵਿਚਾਰ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਕੋਰੇ ਲਫਜ਼ਾਂ ਵਿਚ ਕਿਹਾ ਸੀ ਕਿ: 'ਸਾਡੇ ਸਾਹਮਣੇ ਇਸ ਵੇਲੇ ਮੁੱਖ ਸਵਾਲ ਭਾਰਤ ਨੂੰ ਇਕ ਰਾਸ਼ਟਰ ਬਣਾਉਣਾ ਹੈ। ਇਕ ਰਾਸ਼ਟਰ ਬਣਾਉਣ ਲਈ ਇਕ ਭਾਸ਼ਾ ਦਾ ਹੋਣਾ ਜਰੂਰੀ ਹੈ…ਜੇ ਅਸੀਂ ਭਾਰਤ ਦੀ ਇਕ ਭਾਸ਼ਾ ਨਹੀਂ ਬਣਾ ਸਕੇ ਤਾਂ ਘੱਟੋ ਘੱਟ ਲਿਪੀ ਤਾਂ ਇਕ ਬਣਾ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ…ਸਾਡੇ ਦੇਸ਼ ਵਿਚ ਇਕ ਭਾਸ਼ਾ, ਇਕ ਲਿਪੀ, ਇਕ ਸਾਹਿਤ, ਇਕ ਆਦਰਸ਼ ਅਤੇ ਇਕ ਰਾਸ਼ਟਰ ਬਣਾਉਣਾ ਪਵੇਗਾ'। (ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਸਾਥੀਆਂ ਦੀਆਂ ਲਿਖਤਾਂ, ਸੰਪਾਦਕ ਜਗਮੋਹਨ ਸਿੰਘ, ਸਫੇ 33-36) ਸੋ ਅਸੀਂ ਦੇਖ ਸਕਦੇ ਹਾਂ ਕਿ ਬਸਤੀਵਾਦੀ ਰਾਜ ਦੇ ਵਿਰੁੱਧ ਲੜਾਈ ਲੜ ਰਹੇ ਭਾਰਤੀ ਰਾਸ਼ਟਰਵਾਦੀਆਂ ਦਾ ਭਾਰਤ ਦਾ ਸੰਕਲਪ ਸਨਿਗਲੲ-ੲਟਹਨਚਿ (ਇੱਕ-ਭਾਸ਼ਾਈ ਤੇ ਇੱਕ-ਸਭਿਆਚਾਰੀ) ਸੀ। । ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦਾ ਰਾਜਸੀ ਗੁਰੂ ਸਮਝਿਆ ਜਾਂਦਾ ਜੈਚੰਦਰ ਵਿਦਿਆਲੰਕਰ ਇਕ ਥਾਂ ਲਿਖਦਾ ਹੈ: 'ਇਕ ਦਿਨ ਇਕ ਨੇਤਾ ਦਾ ਕਹਿਣਾ ਸੀ ਹਿੰਦੂ ਅਤੇ ਮੁਸਲਮਾਨ ਇਕ ਕੰਧ ਵਿਚ ਚਿਣੀਆਂ ਇੱਟਾਂ ਵਾਂਗ ਇਕ ਜੁੱਟ ਹੋ ਜਾਣ। ਇਸ ਗੱਲ 'ਤੇ ਮੈਨੂੰ ਕਹਿਣਾ ਪਿਆ ਕਿ ਹਿੰਦੂ ਇੱਟ ਤੇ ਮੁਸਲਿਮ ਇੱਟ ਦੇ ਠੱਪੇ ਦੀ ਲੋੜ ਹੀ ਕੀ ਹੈ? ਜਦੋਂ ਤਕ ਤੁਸੀਂ ਇਨ੍ਹਾਂ ਨੂੰ ਚੂਰਾ ਚੂਰਾ ਨਹੀਂ ਕਰਦੇ ਤੇ ਇਨ੍ਹਾਂ ਦੇ ਚੂਰੇ ਤੋਂ ਇਕ ਭਾਰਤੀ ਇੱਟ ਨਹੀਂ ਬਣਾਉਂਦੇ, ਉਦੋਂ ਤਕ ਰਾਸ਼ਟਰੀ ਬੁਨਿਆਦ ਨਹੀਂ ਬਣਨੀ'। (ਮਥਰਾ ਦਾਸ ਥਾਪਰ, ਜੀਵਨ ਗਾਥਾ ਅਮਰ ਸ਼ਹੀਦ ਸੁਖਦੇਵ, ਸਫਾ 30) ਇਸ ਦੀ ਤੁਲਨਾ ਵਿਚ 1914-15 ਦੇ ਗਦਰੀ ਦੇਸ਼ਭਗਤਾਂ ਦੇ ਹਿਰਦਿਆਂ ਅੰਦਰ ਇਕ ਉਦਾਰ ਤੇ ਬਹੁ-ਵਾਦੀ (ਪਲੁਰਅਲ) ਭਾਰਤ ਦਾ ਸੰਕਲਪ ਸੀ। ਉਨ੍ਹਾਂ ਦਾ ਰਾਸ਼ਟਰਵਾਦ ਏਨਾ 'ਸ਼ੁੱਧ' ਅਥਵਾ ਸੰਕੀਰਨ ਨਹੀਂ ਸੀ। ਇਸ ਦੇ ਅਰਥ ਬਹੁਤ ਖੁਲ੍ਹੇ-ਡੁਲ੍ਹੇ ਸਨ। 15 ਮਾਰਚ 1916 ਦੇ 'ਗਦਰ' ਅਖਬਾਰ ਵਿਚ ਛਾਪੇ ਗਏ ਇਕ ਲੇਖ ਵਿਚ ਗਦਰੀਆਂ ਨੇ ਇਸ ਧਾਰਨਾ ਨੂੰ ਸਖਤੀ ਨਾਲ ਰੱਦ ਕੀਤਾ ਸੀ ਕਿ ਕੌਮੀ ਇਤਫਾਕ ਦੇ ਵਾਸਤੇ ਦੇਸ਼ ਅੰਦਰ ਇਕੋ ਸਾਂਝੀ ਭਾਸ਼ਾ ਜਰੂਰੀ ਹੈ। ਉਨ੍ਹਾਂ ਸਵਿਟਜ਼ਰਲੈਂਡ ਦੀ ਮਿਸਾਲ ਦਿਤੀ ਤੇ ਕਿਹਾ ਕਿ 'ਉਥੇ ਤਿੰਨ ਨਸਲਾਂ ਦੇ ਆਦਮੀ ਰਹਿੰਦੇ ਹਨ। ਅਰਥਾਤ ਜਰਮਨ, ਇਟਾਲੀਅਨ ਤੇ ਫਰਾਂਸੀਸੀ ਲੋਕ। ਉਥੇ ਤਿੰਨ ਜ਼ੁਬਾਨਾਂ ਬੋਲੀਆਂ ਜਾਂਦੀਆਂ ਹਨ ਅਤੇ ਪਰਜਾ ਜੁਦਾ ਜੁਦਾ ਮਜ਼ਹਬਾਂ ਨੂੰ ਮੰਨਦੀ ਹੈ। ਅਮਰੀਕਾ ਵਿਚ ਯੂਰਪ ਦੀਆਂ ਸਭ ਕੌਮਾਂ ਤੇ ਮਜ਼ਹਬਾਂ ਦੇ ਲੋਕ ਵਸੇ ਹੋਏ ਹਨ…(ਪਰ ਫਿਰ ਵੀ ਉਥੇ ਇਤਫਾਕ ਹੈ) ਸਾਡੇ ਖਿਆਲ ਵਿਚ ਹਿੰਦੁਸਤਾਨ ਵਿਚ ਫੁੱਟ ਦੀ ਕੇਵਲ ਇਕ ਵਜ੍ਹਾ ਇਹ ਹੈ ਕਿ ਲੋਕਾਂ ਨੂੰ ਇਤਫਾਕ ਦੇ ਅਰਥਾਂ ਦਾ ਪਤਾ ਨਹੀਂ ਹੈ, ਅਤੇ ਨਾ ਇਨ੍ਹਾਂ ਨੂੰ ਇਤਫਾਕ ਪੈਦਾ ਕਰਨ ਦੇ ਅਮਲੀ ਤਰੀਕੇ ਦਾ ਹੀ ਗਿਆਨ ਹੈ'। ਇਥੇ ਸਪਸ਼ਟ ਤੌਰ 'ਤੇ ਭਾਰਤ ਦੀ ਕੌਮੀ ਏਕਤਾ ਦੇ ਦੋ ਵੱਖ ਵੱਖ ਮਾਡਲ ਉਭਰਦੇ ਹਨ। ਇਨ੍ਹਾਂ ਨੂੰ 'ਸਲਾਦ' ਤੇ 'ਚਟਣੀ' ਦੇ ਦ੍ਰਿਸ਼ਟਾਂਤਾਂ ਰਾਹੀ ਸੌਖੀ ਤਰ੍ਹਾਂ ਸਮਝਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਸਲਾਦ ਦੀ ਪਲੇਟ ਵਿਚ ਵੱਖ ਵੱਖ ਵਸਤਾਂ (ਖੀਰਾ, ਮੂਲੀ, ਪਿਆਜ਼, ਟਮਾਟਰ, ਬਰੌਕਲੀ ਆਦਿ) ਦਾ ਆਪਸੀ ਇਕੱਠ (ਏਕਾ) ਵੀ ਹੁੰਦਾ ਹੈ, ਜਿਸ ਨਾਲ ਸਲਾਦ ਇਕ ਨਵਾਂ ਤੱਤ ਗ੍ਰਹਿਣ ਕਰ ਲੈਂਦਾ ਹੈ, ਪਰ ਨਾਲ ਹੀ ਸਲਾਦ ਵਿਚ ਸ਼ਾਮਲ ਅਲੱਗ ਅਲੱਗ ਵਸਤਾਂ ਦੀ ਆਪੋ ਆਪਣੀ ਵਿਲੱਖਣ ਹਸਤੀ ਵੀ ਸਲਾਮਤ ਰਹਿੰਦੀ ਹੈ। ਪਰ ਜਦ ਅਲੱਗ ਅਲੱਗ ਵਸਤਾਂ ਨੂੰ ਗਰਾਈਂਡਰ ਵਿਚ ਪਾ ਕੇ ਉਨ੍ਹਾਂ ਦੀ ਚਟਣੀ ਬਣਾਈ ਜਾਂਦੀ ਹੈ ਤਾਂ ਇਸ ਨਾਲ ਅਲੱਗ ਅਲੱਗ ਵਸਤਾਂ ਦੀ ਆਪਣੀ ਕੋਈ ਹਸਤੀ ਨਹੀਂ ਰਹਿ ਜਾਂਦੀ। ਉਨ੍ਹਾਂ ਦੀ ਵਿਲੱਖਣ ਹਸਤੀ ਮਲੀਆਮੇਟ ਹੋ ਜਾਂਦੀ ਹੈ ਅਤੇ ਚਟਣੀ ਦੇ ਰੂਪ ਵਿਚ ਇਕ ਨਵਾਂ ਪਦਾਰਥ ਹੋਂਦ ਵਿਚ ਆ ਜਾਂਦਾ ਹੈ। ਇਸ ਵਿਚ ਜਿਹੜਾ ਪਦਾਰਥ ਭਾਰੂ ਮਾਤਰਾ ਵਿਚ ਹੋਵੇਗਾ, ਚਟਣੀ ਦਾ ਖਾਸਾ ਤੇ ਸਵਾਦ ਉਸ ਤੋਂ ਹੀ ਵੱਧ ਨਿਰਧਾਰਤ ਹਵੇਗਾ। ਸੋ ਬਸਤੀਵਾਦੀ ਰਾਜ ਦੇ ਖਾਤਮੇ ਲਈ ਲੜ ਰਹੇ ਭਾਰਤ ਦੇ ਲੋਕਾਂ ਸਾਹਮਣੇ ਦੋ ਅਲੱਗ ਅਲੱਗ ਤਰ੍ਹਾਂ ਦੇ ਭਵਿੱਖ-ਨਕਸ਼ੇ (ਪੲਰਸਪੲਚਟਵਿੲਸ) ਸਨ। ਇਕ, ਆਜ਼ਾਦ ਭਾਰਤ ਨੂੰ 'ਸਲਾਦ' ਦੇ ਰੂਪ ਵਿਚ ਮੁੜ-ਜਥੇਬੰਦ ਕਰਨ, ਅਰਥਾਤ ਭਾਰਤ ਦੀ ਧਾਰਮਿਕ, ਭਾਸ਼ਾਈ ਤੇ ਸਭਿਆਚਾਰਕ ਵੰਨ-ਸੁਵੰਨਤਾ ਨੂੰ ਕਾਇਮ ਰਖਦੇ ਹੋਏ, ਕੌਮੀ ਏਕਤਾ ਦਾ ਖੁਲ੍ਹਾ-ਡੁਲ੍ਹਾ ਢਾਂਚਾ ਉਸਾਰਨ ਦਾ ਬਹੁ-ਵਾਦੀ (ਪਲੁਰਅਲਸਿਟਚਿ) ਭਵਿੱਖ-ਨਕਸ਼ਾ ਸੀ; ਅਤੇ ਦੂਜਾ, 'ਇਕ ਦੇਸ਼, ਇਕ ਕੌਮ ,ਇਕ ਭਾਸ਼ਾ, ਇਕ ਲਿਪੀ ਤੇ ਇਕ ਸਭਿਆਚਾਰ' ਪੈਦਾ ਕਰਨ ਦਾ ਇੱਕਵਾਦੀ (ੁਨਟਿਅਰਅਿਨ) ਭਵਿੱਖ-ਨਕਸ਼ਾ ਸੀ, ਜਿਸ ਵਿਚੋਂ ਅਟੱਲ ਤੌਰ 'ਤੇ ਭਾਰਤ ਦੀ ਸਭਿਆਚਾਰਕ ਵੰਨ-ਸੁਵੰਨਤਾ ਦੀ ਸ਼ਕਲ-ਵਿਗਾੜ ਤੇ ਉਜਾੜੇ ਦੀ ਦਿਸ਼ਾ ਨਿਰਧਾਰਤ ਹੁੰਦੀ ਸੀ। ਮੰਦੇ ਭਾਗਾਂ ਨੂੰ ਭਾਰਤ ਦੀ ਆਜ਼ਾਦੀ ਦੇ ਸੰਗਰਾਮ ਅੰਦਰ ਮਗਰਲੇ ਭਵਿੱਖ-ਨਕਸ਼ੇ ਨੇ ਮੁਕੰਮਲ ਸਰਦਾਰੀ ਹਾਸਲ ਕਰ ਲਈ ਸੀ ਅਤੇ ਪਹਿਲੇ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ, ਅਸਲ ਵਿਚ ਬੁਰੀ ਤਰ੍ਹਾਂ, ਹਾਸ਼ੀਆ-ਗ੍ਰਸਤ ਕਰ ਦਿਤਾ ਗਿਆ ਸੀ। 1947 ਵਿਚ ਭਾਰਤ ਦੇ ਹਿੰਦੂ ਇਲੀਟ (ਸਵਰਨਜਾਤੀ) ਵਰਗ ਤੇ ਬਸਤੀਵਾਦੀ ਹਾਕਮਾਂ ਵਿਚਕਾਰ, ਆਪਸੀ ਸਹਿਮਤੀ ਨਾਲ, ਭਾਰਤ ਦੀ ਰਾਜ-ਸੱਤਾ ਹਿੰਦੂ ਇਲੀਟ ਵਰਗ ਦੇ ਹੱਥਾਂ ਵਿਚ ਆ ਗਈ ਸੀ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਇਸ ਵਰਗ ਨੇ ਸਟੇਟ ਦੀ ਮੱਦਦ ਨਾਲ 'ਇਕ ਦੇਸ਼, ਇਕ ਕੌਮ' ਦੇ ਆਦਰਸ਼ ਨੂੰ ਅਮਲੀ ਰੂਪ ਦੇਣ ਦਾ ਸਿਲਸਿਲਾ ਆਰੰਭ ਦਿਤਾ। ਇਸ ਉਦੇਸ਼ ਦੀ ਪੂਰਤੀ ਲਈ ਆਰਥਕ, ਸਭਿਆਚਾਰਕ, ਵਿਦਿਅਕ ਤੇ ਰਾਜਨੀਤਕ ਖੇਤਰਾਂ ਅੰਦਰ ਅਜਿਹੀਆਂ ਨੀਤੀਆਂ ਘੜੀਆਂ ਤੇ ਲਾਗੂ ਕੀਤੀਆਂ ਗਈਆਂ, ਜਿਨ੍ਹਾਂ ਨਾਲ ਹਿੰਦੂ ਇਲੀਟ ਵਰਗ ਦੀ ਸਮੁੱਚੇ ਦੇਸ਼ ਦੀ ਆਰਥਕ ਪ੍ਰਣਾਲੀ ਉਤੇ ਜਕੜ ਲਗਾਤਾਰ ਮਜ਼ਬੂਤ ਹੁੰਦੀ ਗਈ, ਅਲੱਗ ਅਲੱਗ ਖੇਤਰਾਂ ਦੀ ਸਭਿਆਚਾਰਕ ਵਿਲੱਖਣਤਾ ਨੂੰ ਖੋਰਾ ਪੈਣ ਦਾ ਅਮਲ ਅੱਗੇ ਵਧਿਆ ਤੇ ਸਾਰੇ ਦੇਸ਼ ਦੇ ਲੋਕਾਂ ਅੰਦਰ ਸਰਬ-ਸਾਂਝੀ 'ਭਾਰਤੀ ਪਛਾਣ' ਦਾ ਅਹਿਸਾਸ ਤੇ ਚੇਤਨਾ ਪੈਦਾ ਕਰਨ ਦੇ ਸੁਚੇਤ-ਵੱਧ ਉਪਰਾਲੇ ਕੀਤੇ ਜਾਣ ਲੱਗੇ, ਰਾਜਸੀ ਤਾਕਤ ਦੇ ਕੇਂਦਰੀਕਰਨ ਦਾ ਰੁਝਾਣ ਲਗਾਤਾਰ ਤੇਜ਼ੀ ਤੇ ਤਾਕਤ ਗ੍ਰੁਹਿਣ ਕਰਦਾ ਗਿਆ, ਅਤੇ ਸਮਾਜ ਦੇ 'ਗੈਰ-ਅਧੁਨਿਕ' ਵਰਗਾਂ (ਖਾਸ ਕਰਕੇ ਕਬਾਇਲੀ ਲੋਕਾਂ) ਨੂੰ ਬਹੁਤ ਹੀ ਨਿਰਦਈਪੁਣੇ ਤੇ ਸਿਲਸਿਲੇਬੱਧ ਢੰਗਾਂ ਨਾਲ ਹਾਸ਼ੀਆਗ੍ਰਸਤ (ਮਅਰਗਨਿਅਲਡਿੲਦ) ਕਰ ਦੇਣ ਦਾ ਅਮਲ ਵਿਆਪਕ ਪੈਮਾਨੇ ਉਤੇ ਚੱਲਿਆ, ਜਿਹੜਾ ਕਿ ਅਜੇ ਵੀ ਬਾਦਸਤੂਰ ਜਾਰੀ ਹੈ। ਭਾਰਤ ਦੀ ਅਜੋਕੀ ਰਾਜਨੀਤਕ ਸਥਿਤੀ ਇਹ ਬਣੀ ਹੋਈ ਹੈ ਕਿ 'ਜਮਹੂਰੀਅਤ' ਦੇ ਨਾਂ ਹੇਠ ਅਧੁਨਿਕ ਸਟੇਟ ਬੇਹੱਦ ਬਲਸ਼ਾਲੀ ਤੇ ਅੱਤ ਦਰਜੇ ਦੀ ਅਤਿਆਚਾਰੀ ਬਣ ਗਈ ਹੈ, ਜਿਸ ਦਾ ਪ੍ਰਮੁੱਖ ਅਜੰਡਾ 'ਇਕੋ-ਇਕਹਿਰੀ ਭਾਰਤੀ ਕੌਮ' ਦਾ ਨਿਰਮਾਣ ਕਰਨਾ ਅਤੇ ਦੇਸ਼ ਦੇ ਜੀਵਨ ਦੇ ਸਾਰੇ ਖੇਤਰਾਂ ਅੰਦਰ ਅਧੁਨਿਕੀਕਰਨ ਦੇ ਅਮਲ ਦਾ ਤੇਜ਼ ਗਤੀ ਨਾਲ ਵਿਕਾਸ ਕਰਨਾ ਹੈ। 'ਇਕੋ-ਇਕਹਿਰੀ ਭਾਰਤੀ ਕੌਮ' ਦੇ ਨਿਰਮਾਣ ਦਾ ਅਸਲੀ ਮਤਲਬ ਦੇਸ਼ ਅੰਦਰ ਸਭਿਆਚਾਰਕ ਵੰਨ-ਸੁਵੰਨਤਾ ਨੂੰ ਹੌਲੀ ਹੌਲੀ ਖਤਮ ਕਰਕੇ, ਅੰਤ ਵਿਚ ਇਕਰੂਪਤਾ (ੁਨਾਿੋਰਮਟਿੇ) ਪੈਦਾ ਕਰਨਾ ਹੈ। ਭਾਵ 'ਅਲੱਗ ਅਲੱਗ ਇਟਾਂ ਨੂੰ ਚੂਰਾ ਚੂਰਾ ਕਰਕੇ, ਇਨ੍ਹਾਂ ਦੇ ਚੂਰੇ ਤੋਂ ਇਕ ਅਸਲੋਂ ਹੀ ਨਵੀਂ ਭਾਰਤੀ ਇੱਟ' ਬਣਾਉਣਾ ਹੈ। 'ਅਧੁਨਿਕ ਵਿਕਾਸ' ਦੇ ਨਾਂ ਹੇਠ ਲੋਕਾਂ ਦੇ ਰਵਾਇਤੀ ਜੀਵਨ-ਢੰਗਾਂ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਉਜਾੜਕੇ ਦਿਓ-ਕੱਦ ਬਹੁ-ਕੌਮੀ ਕਾਰਪੋਰੇਸ਼ਨਾਂ ਦੀ ਅੰਧਾ-ਧੁੰਦ ਲੁੱਟ-ਖਸੁੱਟ ਲਈ ਰਸਤਾ ਪੱਧਰਾ ਕਰਨਾ ਹੈ। ਅਧੁਨਿਕੀਕਰਨ ਦੇ ਨਾਂ ਹੇਠ ਇਕ ਛੋਟਾ ਜਿਹਾ ਕੁਲੀਨ ਵਰਗ ਲੋਕਾਂ ਦੀ ਕਮਾਈ ਨੂੰ ਹੜੱਪ ਕਰਕੇ ਮਾਲਾਮਾਲ ਹੋ ਰਿਹਾ ਹੈ, ਜਦ ਕਿ ਆਮ ਲੋਕ ਕੰਗਾਲੀ ਤੇ ਮੰਦਹਾਲੀ ਵੱਲ ਧੱਕੇ ਜਾ ਰਹੇ ਹਨ। । ਸਟੇਟ ਦੇ ਜੋ ਤਿੰਨ ਕਾਰਜ-ਸੁਰੱਖਿਆ, ਵਿਕਾਸ ਤੇ ਅਧੁਨਿਕ ਵਿਗਿਆਨ-ਮਿਥੇ ਗਏ ਹਨ, ਉਹ ਦੇਸ਼ ਅੰਦਰ ਅੰਦਰੂਨੀ ਬਸਤੀਆਂ ਤੇ ਨਵੀ ਵੰਨਗੀ ਦੀ ਊਚ-ਨੀਚ ਪੈਦਾ ਕਰ ਰਹੇ ਹਨ। ਭਾਰਤੀ ਸਟੇਟ ਦੀਆਂ ਇਨ੍ਹਾਂ ਨੀਤੀਆਂ ਦਾ ਵਿਰੋਧ ਕਰਨ ਵਾਲੇ ਵਰਗਾਂ ਉਤੇ 'ਕੌਮ-ਵਿਰੋਧੀ' ਤੇ 'ਵਿਕਾਸ-ਵਿਰੋਧੀ' ਹੋਣ ਦੇ ਇਲਜ਼ਾਮ ਮੜ੍ਹੇ ਜਾਂਦੇ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਵਹਿਸ਼ੀ ਜਬਰ ਦਾ ਸਿ਼ਕਾਰ ਬਣਾਇਆ ਜਾਂਦਾ ਹੈ। ਆਪਣੇ ਹਿਤਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨ ਲਈ ਸਟੇਟ ਦੇ ਮਾਰੂ ਕਦਮਾਂ ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੇ ਵਰਗਾਂ ਦੇ ਸੰਘਰਸ਼ਾਂ ਨੂੰ ਕੁਚਲਣ ਲਈ ਦੇਸ਼ ਦੀਆਂ ਹਥਿਆਰਬੰਦ ਫੋਰਸਾਂ, ਜਿਨ੍ਹਾਂ ਨੂੰ 'ਸੁਰੱਖਿਆ ਬਲਾਂ' ਦਾ ਅਢੁਕਵਾਂ ਨਾਂ ਦਿਤਾ ਗਿਆ ਹੈ, ਦੀ ਬੇਦਰੇਗ਼ ਵਰਤੋਂ ਕਰਨ ਦਾ ਰੁਝਾਣ ਸਾਰੀਆਂ ਹੱਦਾਂ ਪਾਰ ਕਰ ਗਿਆ ਹੈ। ਤੱਤ ਰੂਪ ਵਿਚ, ਅਜੋਕੀ ਭਾਰਤੀ ਸਟੇਟ 'ਨੈਸ਼ਨਲ-ਸਕਿਉਰਿਟੀ ਸਟੇਟ' ਬਣ ਗਈ ਹੈ, ਆਪਣੀ ਸੁਰੱਖਿਆ ਕਰਨਾ ਜਿਸ ਦਾ ਸ਼੍ਰ਼ੋਮਣੀ ਸਰੋਕਾਰ ਹੈ। 'ਕੌਮੀ ਸੁਰੱਖਿਆ' ਦੇ ਨਾਂ ਹੇਠ ਲੋਕਾਂ ਦੇ ਨਿਆਈਂ ਸੰਘਰਸ਼ਾਂ ਨੂੰ ਲਹੂ ਦੇ ਵਹਿਣਾਂ ਵਿਚ ਡੋਬਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਮਨੀਪੁਰ ਤੋਂ ਲੈ ਕੇ ਨਾਗਾਲੈਂਡ, ਛਤੀਸਗੜ੍ਹ, ਝਾਰਖੰਡ, ਕਸ਼ਮੀਰ ਤੇ ਪੰਜਾਬ ਤਕ, ਸਾਰੀਆਂ ਥਾਵਾਂ 'ਤੇ ਭਾਰਤੀ ਸਟੇਟ ਦਾ ਫਾਸ਼ੀਵਾਦੀ ਰੂਪ ਪਰਗਟ ਹੋਇਆ ਤੇ ਹੋ ਰਿਹਾ ਹੈ। ਦੇਸ਼ ਦੇ ਵਿਕਾਸ ਦੇ ਨਾਂ ਹੇਠ ਅਸਲ ਵਿਚ ਸਟੇਟ ਦਾ ਵਿਕਾਸ ਹੋ ਰਿਹਾ ਹੈ ਅਤੇ ਇਸ ਦੀ ਫਨਾਹ-ਕਰੂ ਸਮਰੱਥਾ ਵਿਚ ਓੜਕਾਂ ਦਾ ਵਾਧਾ ਹੋ ਰਿਹਾ ਹੈ।

ਸੋ ਇਸ ਸਮੁੱਚੇ ਪ੍ਰਸੰਗ ਵਿਚ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦਾ ਠੰਢੇ ਦਿਲੋ-ਦਿਮਾਗ ਨਾਲ ਮੁਲਾਂਕਣ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਦੇਖਿਆ ਜਾਵੇ ਤਾਂ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਸ਼ਖਸ਼ੀਅਤ ਦੇ ਦੋ ਉਘੜਵੇਂ ਪੱਖ ਹਨ। ਇਕ ਪਾਸੇ ਉਹ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਪ੍ਰਤੀਕ ਹੈ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਓਨੇ ਹੀ ਜ਼ੋਰ ਨਾਲ ਬਗਾਵਤ ਦਾ ਚਿੰਨ੍ਹ ਹੈ। ਦੇਸ਼ ਦੀ ਆਜ਼ਾਦੀ ਤੋਂ ਪਹਿਲਾਂ ਇਨ੍ਹਾਂ ਦੋਵਾਂ ਪੱਖਾਂ ਵਿਚਕਾਰ ਕੋਈ ਅੰਤਰ-ਵਿਰੋਧ ਜਾਂ ਟਕਰਾਅ ਨਹੀਂ ਸੀ। ਦੋਨੋਂ ਇਕ ਦੂਜੇ ਦੇ ਪੂਰਕ ਸਨ। ਪਰ ਦੇਸ਼ ਦੀ ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਹਾਲਤ ਅੰਦਰ ਸਿਫਤੀ ਬਦਲਾਅ ਆ ਗਿਆ ਹੈ। 1947 ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਰਾਸ਼ਟਰਵਾਦ ਦੇਸ਼ ਦੀ ਰਾਜਸੀ ਆਜ਼ਾਦੀ ਦਾ ਹਥਿਆਰ ਸੀ, ਪਰ ਅੱਜ ਇਸ ਨੇ ਭਾਰਤੀ ਸਟੇਟ ਦੀ ਸਰਕਾਰੀ ਵਿਚਾਰਧਾਰਾ ਦਾ ਰੁਤਬਾ ਗ੍ਰਹਿਣ ਕਰ ਲਿਆ ਹੈ, ਅਤੇ ਭਾਰਤੀ ਰਾਜ ਦੀਆਂ ਜੂਹਾਂ ਅੰਦਰ ਵਸਦੀਆਂ ਘੱਟਗਿਣਤੀ ਕੌਮਾਂ, ਦਲਿਤਾਂ ਤੇ ਕਬਾਇਲੀ ਲੋਕਾਂ ਦੇ ਖਿਲਾਫ਼ ਇਸ ਹਥਿਆਰ ਦੀ ਬੇਰਹਿਮੀ ਨਾਲ ਵਰਤੋਂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਘਾਤਕ ਹਥਿਆਰ ਨਾਲ ਘੱਟਗਿਣਤੀ ਵਰਗਾਂ ਦੇ ਧਰਮ, ਸੱਭਿਆਚਾਰ ਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਪਛਾਣਾਂ ਖਤਮ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ, ਉਨ੍ਹਾਂ ਦੇ ਧਾਰਮਿਕ ਅਸਥਾਨਾਂ ਨੂੰ ਢਹਿ ਢੇਰੀ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਸੰਸਾਰ-ਵਿਆਪੀ ਤਜਰਬੇ ਨੇ ਇਹ ਤੱਥ ਸਥਾਪਤ ਕਰ ਦਿਤਾ ਹੈ ਕਿ ਕੌਮਾਂ ਦੇ ਸਰਬਨਾਸ਼ (ਘੲਨੋਚਦਿੲ) ਦਾ ਏਜੰਡਾ ਅਧੁਨਿਕ ਰਾਸ਼ਟਰਵਾਦ ਵਿਚੋਂ ਹੀ ਜਨਮ ਲੈਂਦਾ ਹੈ। ਜਿਥੋਂ ਤਕ ਅਧੁਨਿਕ ਸੈਕੂਲਰਿਜ਼ਮ ਦੀ ਗੱਲ ਹੈ, ਇਹ ਰਾਸ਼ਟਰਵਾਦ ਦਾ ਹੀ ਸਹਿਗਾਮੀ ਹੈ। ਪ੍ਰਸਿੱਧ ਸਮਾਜ-ਸ਼ਾਸਤਰੀ ਅਸ਼ੀਸ ਨੰਦੀ ਦਾ ਇਹ ਕਹਿਣਾ ਸੌ ਫੀ ਸਦੀ ਦਰੁਸਤ ਹੈ ਕਿ ਸੈਕੂਲਰਿਜ਼ਮ ਅੱਜ ਸਭਿਆਚਾਰਾਂ ਦੀ ਰਾਜਨੀਤੀ ਪ੍ਰਤੀ ਲਗਭਗ ਪੂਰੀ ਤਰ੍ਹਾਂ ਅਸਹਿਣਸ਼ੀਲ ਹੋ ਗਿਆ ਹੈ। ਇਹ ਧਰਮ ਵਿਚ ਸ਼ਰਧਾ ਰੱਖਣ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਤ੍ਰਿਸਕਾਰ ਦੀ ਨਜ਼ਰ ਨਾਲ ਦੇਖਦਾ ਹੈ। ਇਹ ਇਕ ਪਾਸੇ ਸਾਰੇ ਧਰਮਾਂ ਪ੍ਰਤੀ ਸਹਿਣਸ਼ੀਲ ਹੋਣ ਦਾ ਦਿਖਾਵਾ ਕਰਦਾ ਹੈ ਪਰ ਦੂਜੇ ਪਾਸੇ ਧਾਰਮਿਕ ਆਈਡੈਂਟਿਟੀ ਦਾ ਨਿਰਦਈਪੁਣੇ ਨਾਲ ਵਿਰੋਧ ਕਰਦਾ ਹੈ। ਇਹ ਅੱਜ ਘੱਟਗਿਣਤੀਆਂ ਦੇ ਖਿਲਾਫ ਇਕ ਸਫਲ ਸਾਜ਼ਸ਼ ਦਾ ਖਤਰਾ ਬਣ ਕੇ ਉਭਰ ਆਇਆ ਹੈ। ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦਾ ਤੀਜਾ ਅਹਿਮ ਪੱਖ ਵਿਗਿਆਨਕ ਸਮਾਜਵਾਦ ਹੈ। ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਜ਼ਮਾਨੇ ਵਿਚ ਇਹ ਇਕ ਨਵੀਂ ਵਿਚਾਰਧਾਰਾ ਸੀ, ਜਿਸ ਦੇ ਅਮਲੀ ਨਤੀਜੇ ਅਜੇ ਉਘੜਕੇ ਸਾਹਮਣੇ ਨਹੀਂ ਆਏ ਸਨ। ਰੂਸੀ ਇਨਕਲਾਬ ਦੀ ਉਮਰ ਅਜੇ ਬਹੁਤੀ ਨਹੀਂ ਸੀ ਹੋਈ। ਇਸ ਕਰਕੇ ਉਦੋਂ ਸਾਰੀ ਦੁਨੀਆਂ ਅੰਦਰ ਹੀ ਬਾਗੀ ਮਾਦਾ ਰੱਖਣ ਵਾਲੇ ਲੋਕ ਧੜਾ ਧੜ ਇਸ ਵਿਚਾਰਧਾਰਾ ਦੇ ਦੀਵਾਨੇ ਹੋ ਰਹੇ ਸਨ। ਜ਼ਮਾਨੇ ਦੇ ਇਸ ਵਹਾਅ ਵਿਚ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਵੀ ਇਸ ਵਿਚਾਰਧਾਰਾ ਦਾ ਮੁਰੀਦ ਬਣ ਗਿਆ ਸੀ। ਪਰ ਉਸ ਦੀ ਸ਼ਹਾਦਤ ਤੋਂ ਬਾਅਦ ਦੁਨੀਆਂ ਦੇ ਕਾਫੀ ਵੱਡੇ ਖੇਤਰ ਵਿਚ ਇਸ ਵਿਚਾਰਧਾਰਾ ਦੇ ਜੋ ਅਮਲੀ ਨਤੀਜੇ ਸਾਹਮਣੇ ਆਏ ਹਨ, ਉਸ ਨਾਲ ਇਸ ਦਾ ਅਸਲੀ ਖਾਸਾ ਪੂਰੀ ਤਰ੍ਹਾਂ ਪਰਗਟ ਹੋ ਗਿਆ ਹੈ। ਅਮਲੀ ਤਜਰਬੇ ਨੇ ਇਹ ਸਾਫ਼ ਦਿਖਾ ਦਿਤਾ ਹੈ ਕਿ ਪੂੰਜੀਵਾਦ ਵਾਂਗ ਹੀ ਸਮਾਜਵਾਦ ਦੀ ਵਿਚਾਰਧਾਰਾ ਵੀ ਸਭਿਆਚਾਰਕ ਤੇ ਵਿਚਾਰਧਾਰਕ ਇਕਰੂਪਤਾ ਪੈਦਾ ਕਰਨ ਅਤੇ ਇਸ ਮਨੋਰਥ ਨਾਲ ਲੋਕਾਂ ਉਤੇ ਜਾਬਰ ਤੇ ਇਕਵਾਦੀ ਰਾਜ ਮੜ੍ਹਨ ਦਾ ਸਾਧਨ ਤੇ ਸਬੱਬ ਬਣਦੀ ਹੈ। ਪੂੰਜੀਵਾਦ ਦੀ ਤਰ੍ਹਾਂ ਹੀ, ਸਮਾਜਵਾਦ ਨੇ ਵੀ ਮਹਾਂ-ਪ੍ਰਬੰਧ ਉਸਾਰਨ ਦੀ ਸੇਧ ਅਪਣਾਈ, ਜਿਸ ਦੇ ਸਿੱਟੇ ਵਜੋਂ ਲਘੂ ਕੌਮਾਂ ਤੇ ਸਭਿਆਚਾਰਾਂ ਨੂੰ ਬੇਰਹਿਮੀ ਨਾਲ ਉਜਾੜਿਆ ਗਿਆ ਅਤੇ ਮੜਕ ਤੇ ਆਜ਼ਾਦੀ ਨਾਲ ਜਿਉਣ ਦੀ ਮਨੁਖੀ ਰੀਝ ਨੂੰ ਅਤਿ ਦਰਜੇ ਦੀ ਦਰਿੰਦਗੀ ਨਾਲ ਕੁਚਲਿਆ ਗਿਆ। ਇਸ ਕਰਕੇ ਅੱਜ ਇਸ ਵਿਚਾਰਧਾਰਾ ਦੇ ਸਾਰਥਕ ਹੋਣ ਦੀ ਗੱਲ ਕਰਨਾ ਇਤਿਹਾਸ ਕੋਲੋਂ ਕੁੱਝ ਵੀ ਨਾ ਸਿੱਖਣ ਦੀ ਅੜੀ ਪੁਗਾਉਣ ਵਾਲੀ ਗੱਲ ਹੈ। ਇਸ ਵੇਲੇ ਚਿੰਤਨ ਦੇ ਖੇਤਰ ਵਿਚ ਇਸ ਗੱਲ ਦੀ ਭਾਰੀ ਲੋੜ ਹੈ ਕਿ ਪੂੰਜੀਵਾਦ ਤੇ ਸਮਾਜਵਾਦ ਦੇ ਦੋਨੋ ਮਾਡਲਾਂ ਨੂੰ ਰੱਦ ਕਰਕੇ, ਕਿਸੇ ਤੀਜੇ ਵੱਖਰੇ ਤੇ ਬਿਹਤਰ ਬਦਲ ਦੀ ਤਲਾਸ਼ ਕੀਤੀ ਜਾਵੇ, ਜਿਹੜਾ ਇਨ੍ਹਾਂ ਦੋਵਾਂ ਮਹਾਂ-ਪ੍ਰਬੰਧਾਂ ਦੀਆਂ ਸਾਂਝੀਆਂ ਖਾਮੀਆਂ ਤੋਂ ਸੁਰਖੁਰੂ ਹੋਵੇ ਅਤੇ ਮਨੁੱਖੀ ਆਜ਼ਾਦੀ ਦੇ ਲਕਸ਼ ਦਾ ਹਕੀਕੀ ਜਾਮਨ ਬਣ ਸਕੇ। ਇਸ ਮਾਮਲੇ ਵਿਚ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਵਿਚ ਵਿਦਮਾਨ ਸਿੱਖ ਫਲਸਫ਼ਾ ਮਾਨਵਤਾ ਨੂੰ ਨਰੋਈ ਸੇਧ ਤੇ ਪ੍ਰੇਰਨਾ ਦੇ ਸਕਦਾ ਹੈ। ਅਜੋਕੀ ਰਾਜਸੀ ਹਾਲਤ ਨੂੰ ਨੰਗੀ ਅੱਖ ਨਾਲ ਦੇਖਿਆ ਜਾਵੇ ਤਾਂ ਇਸ ਤੱਥ ਨੂੰ ਪਛਾਣਨਾ ਰਤੀ ਔਖਾ ਨਹੀ ਕਿ ਭਾਰਤ ਦੇ ਹੁਕਮਰਾਨਾਂ ਵੱਲੋਂ, ਸੁਚੇਤ ਪੱਧਰ ਉਤੇ, ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨੂੰ ਰਾਸ਼ਟਰਵਾਦ ਦੇ ਪ੍ਰਤੀਕ ਵਜੋਂ ਉਭਾਰਿਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਇਸ ਦੀ ਕੂੜ ਮਨੋਰਥਾਂ ਲਈ ਨਿਰਸੰਕੋਚ ਵਰਤੋਂ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਪਿਛਲੇ ਕੁੱਝ ਸਾਲਾਂ ਦੌਰਾਨ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਬਾਰੇ ਦਰਜਨਾਂ ਦੀ ਗਿਣਤੀ ਵਿਚ ਕਿਤਾਬਾਂ ਲਿਖਵਾਈਆਂ ਤੇ ਛਾਪੀਆਂ ਗਈਆਂ ਹਨ, ਉਸ ਬਾਰੇ ਕਿੰਨੀਆਂ ਹੀ ਫਿਲਮਾਂ ਬਣਾਈਆਂ ਗਈਆਂ ਹਨ, ਪਾਰਲੀਮੈਂਟ ਅੰਦਰ ਉਸ ਦਾ ਬੁੱਤ ਲਾਇਆ ਗਿਆ ਹੈ, ਉਸ ਦੇ ਜਨਮ ਤੇ ਸ਼ਹੀਦੀ ਦਿਵਸਾਂ ਉਤੇ ਸਰਕਾਰੀ ਪੱਧਰ 'ਤੇ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਸਮਾਗਮ ਕੀਤੇ ਜਾਂਦੇ ਹਨ, ਅਤੇ ਉਸ ਦੀਆਂ ਤਸਵੀਰਾਂ ਵਾਲੇ ਕਲੰਡਰ ਤੇ ਸਟਿੱਕਰ ਵਿਆਪਕ ਪੈਮਾਨੇ 'ਤੇ ਛਾਪੇ ਤੇ ਵੰਡੇ ਜਾ ਰਹੇ ਹਨ। ਇਹ ਸਾਰਾ ਕੁੱਝ ਆਪ ਮੁਹਾਰਾ, ਜਾਂ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਪ੍ਰਤੀ ਕਿਸੇ ਨਿਰਛਲ ਮੋਹ ਵਿਚੋਂ ਨਹੀਂ ਹੋ ਰਿਹਾ। ਇਹ ਅਮਲ ਚੇਤੰਨ ਪੱਧਰ 'ਤੇ, ਅਤੇ ਖੋਟੇ ਮੰਤਵਾਂ ਨੂੰ ਪ੍ਰਮੁੱਖ ਰੱਖਕੇ ਹੋ ਰਿਹਾ ਹੈ। ਦੇਸ਼ ਦੇ ਲੋਕਾਂ, ਖਾਸ ਕਰਕੇ ਘੱਟਗਿਣਤੀ ਧਾਰਮਿਕ ਭਾਈਚਾਰਿਆਂ, ਲਘੂ ਕੌਮਾਂ ਅਤੇ ਦਲਿਤ ਤੇ ਕਬਾਇਲੀ ਲੋਕਾਂ ਵੱਲੋਂ ਆਪਣੇ ਹਿਤਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨ ਲਈ ਭਾਰਤੀ ਹਾਕਮਾਂ ਦੇ ਇਨ੍ਹਾਂ ਖੋਟੇ ਮੰਤਵਾਂ ਦੀ ਪਛਾਣ ਕਰਨੀ ਬਹੱਦ ਜਰੂਰੀ ਹੋ ਗਈਂ ਹੈ। ਭਾਰਤੀ ਸਟੇਟ ਵੱਲੋਂ ਜਿਥੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦਾ ਰਾਸ਼ਟਰਵਾਦੀ ਬਿੰਬ ਉਚੇਚੇ ਤੌਰ 'ਤੇ ਉਭਾਰਿਆ ਜਾ ਰਿਹਾ ਹੈ, ਉਥੇ ਉਸ ਦੇ ਬਾਗ਼ੀ ਬਿੰਬ ਨੂੰ ਧੁੰਦਲਾ ਪਾਉਣ ਦੇ ਸੁਚੇਤ ਉਪਰਾਲੇ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। 'ਪਿਸਤੌਲ ਵਾਲੇ' ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨੂੰ 'ਕਿਤਾਬ ਵਾਲੇ' ਭਗਤ ਸਿੰਘ ਨਾਲੋਂ ਨਿਖੇੜਨ ਅਤੇ ਪਹਿਲੇ ਨੂੰ ਮੱਧਮ ਪਾ ਕੇ ਦੂਜੇ ਨੂੰ ਲਿਸ਼ਕਾਉਣ ਦੇ ਯਤਨਾਂ ਵਿਚੋਂ ਭਾਰਤੀ ਸਟੇਟ ਦੀ ਮੌਜੂਦਾ ਰਾਜਨੀਤੀ ਦੇ ਅਸਲੀ ਦਰਸ਼ਨ ਹੋ ਜਾਂਦੇ ਹਨ। ਭਾਰਤੀ ਹਾਕਮਾਂ ਕੋਲੋਂ ਇਹ ਗੱਲ ਭੁੱਲੀ ਹੋਈ ਨਹੀਂ ਹੈ ਕਿ ਪੰਜਾਬ ਵਿਚ ਸਿੱਖ ਮਨ ਨੇ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਸਿਰਫ ਸੂਰਮਗਤੀ ਤੇ ਸ਼ਹਾਦਤ ਵਾਲੇ (ਬਾਗ਼ੀ) ਪੱਖ ਨੂੰ ਹੀ ਵੱਧ ਅਪਣਾਇਆ ਹੈ। ਇਹ ਇਸ ਕਰਕੇ ਹੈ ਕਿਉਂਕਿ ਸਿੱਖਾਂ ਦਾ ਇਤਿਹਾਸਕ ਵਿਰਸਾ ਸ਼ਹਾਦਤਾਂ ਅਤੇ ਕੁਰਬਾਨੀਆਂ ਨਾਲ ਭਰਿਆ ਹੋਇਆ ਹੈ। ਭਾਰਤੀ ਹਾਕਮ ਇਸ ਪੱਖੋਂ ਪੂਰੇ ਸੁਚੇਤ ਹਨ ਕਿ ਸਿੱਖ ਨੌਜੁਆਨ, ਜਿਨ੍ਹਾਂ ਨਾਲ ਲਗਾਤਾਰ ਜ਼ਿਆਦਤੀਆਂ ਹੋ ਰਹੀਆਂ ਹਨ, ਉਹ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਕੁਰਬਾਨੀ ਤੇ ਬਹਾਦਰੀ ਤੋਂ ਪ੍ਰੇਰਣਾ ਲੈ ਕੇ ਭਾਰਤੀ ਸਟੇਟ ਖਿਲਾਫ਼ ਜਿ਼ੰਦਗੀ ਮੌਤ ਦੀ ਲੜਾਈ ਲੜ ਸਕਦੇ ਹਨ। ਇਸ ਕਰਕੇ, ਉਚੇਚੇ ਮੰਤਵ ਨਾਲ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਰਾਸ਼ਟਰਵਾਦੀ ਬਿੰਬ ਉਤੇ ਵਧਵਾਂ ਜ਼ੋਰ ਦਿਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਮਾਮਲੇ ਵਿਚ ਪੰਜਾਬ ਦੀਆਂ ਖੱਬੇ ਪੱਖੀ ਤਾਕਤਾਂ ਮੂਲ ਰੂਪ ਵਿਚ ਭਾਰਤੀ ਸਟੇਟ ਦੀ ਸਿਧਾਤਕ ਸੇਧ ਨਾਲ ਇਕਸੁਰ ਹੋ ਕੇ ਚੱਲ ਰਹੀਆਂ ਹਨ। ਉਹ ਭਾਰਤੀ ਸਟੇਟ ਦੀ ਸਰਕਾਰੀ ਵਿਚਾਰਧਾਰਾ (ਨੈਸ਼ਨਲਿਜ਼ਮ) ਨੂੰ ਚੁਣੌਤੀ ਦੇਣ ਦੀ ਥਾਵੇਂ, ਇਸ ਦੀਆਂ ਢੰਡੋਰਚੀ ਬਣੀਆਂ ਹੋਈਆਂ ਹਨ। ਸਮੇ ਨਾਲ ਉਨ੍ਹਾਂ ਅੰਦਰੋਂ ਇਨਕਲਾਬੀ ਕਣ ਮਰ ਚੁੱਕਾ ਹੈ। ਚਾਰ ਜਾਂ ਪੰਜ ਦਹਾਕੇ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਅੰਦਰ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਸੂਰਮਗਤੀ ਤੋਂ ਪ੍ਰੇਰਨਾ ਲੈਣ ਦਾ ਇਨਕਲਾਬੀ ਜਜ਼ਬਾ ਸੀ। ਪਰ ਹੁਣ ਉਨ੍ਹਾਂ ਦਾ ਇਹ ਜਜ਼ਬਾ ਬੁਰੀ ਤਰ੍ਹਾਂ ਕੁਮਲਾ ਗਿਆ ਹੈ। ਇਸ ਕਰਕੇ ਹੁਣ ਉਹ ਸਿਰਫ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦੇ ਨਾਅਰੇ ਮਾਰ ਸਕਦੇ ਹਨ, ਪਰ ਉਸ ਦੇ ਬਾਗ਼ੀਪੁਣੇ ਤੋਂ ਉਤਸ਼ਾਹਤ ਹੋ ਕੇ ਭਾਰਤੀ ਸਟੇਟ ਦੇ ਖਿਲਾਫ਼ ਇਨਕਲਾਬੀ ਲੜਾਈ ਨਹੀਂ ਲੜ ਸਕਦੇ। ਆਂਧਰਾ ਪ੍ਰਦੇਸ਼, ਪੱਛਮੀ ਬੰਗਾਲ, ਉੜੀਸਾ, ਝਾਰਖੰਡ ਤੇ ਛਤੀਸਗੜ੍ਹ ਅੰਦਰ ਭਾਰਤੀ ਸਟੇਟ ਦੇ ਖਿਲਾਫ਼ ਲਹੂ-ਵੀਟਵਾਂ ਸੰਘਰਸ਼ ਲੜ ਰਹੇ ਮਾਓਵਾਦੀਆਂ ਦੀ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਵਿਚ ਸ਼ਰਧਾ ਸੱਚੀ ਤੇ ਸੁੱਚੀ ਹੈ। ਉਹ ਉਸ ਦੀ ਸੂਰਮਗਤੀ ਤੇ ਸ਼ਹਾਦਤ ਕੋਲੋਂ ਪ੍ਰੇਰਨਾ ਲੈ ਕੇ ਭਾਰਤੀ ਸਟੇਟ ਦੇ ਖਿਲਾਫ਼ ਸੂਰਬੀਰਤਾ ਨਾਲ ਇਨਕਲਾਬੀ ਯੁੱਧ ਲੜ ਰਹੇ ਹਨ। ਸੋ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਸ਼ਹਾਦਤ ਤੇ ਕੁਰਬਾਨੀ ਤੋਂ ਪ੍ਰੇਰਨਾ ਲੈਣੀ ਇਕ ਗੱਲ ਹੈ ਪਰ ਅੱਜ ਦੇ ਪ੍ਰਸੰਗ ਵਿਚ ਉਸ ਦੀ ਵਿਚਾਰਧਾਰਾ ਨੂੰ ਅਪਨਾਉਣਾ ਤੇ ਲਾਗੂ ਕਰਨਾ ਬਿਲਕੁਲ ਵੱਖਰੀ ਗੱਲ ਹੈ। ਇਸ ਵਿਚ ਕੋਈ ਸੰਦੇਹ ਨਹੀਂ ਕਿ ਅੱਜ ਦੇ ਪ੍ਰਸੰਗ ਵਿਚ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਸਿਰਫ਼ ਅਪ੍ਰਸੰਗਿਕ ਹੀ ਨਹੀਂ ਕਹੀ ਜਾ ਸਕਦੀ, ਇਸ ਵਿਚ ਵਿਨਾਸ਼ਕਾਰੀ ਨਤੀਜਿਆਂ ਨੂੰ ਜਨਮ ਦੇਣ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਲੁਪਤ ਹਨ। ਇਸ ਕਰਕੇ ਭਾਰਤ ਦੇ ਅਜੋਕੇ ਪ੍ਰਸੰਗ ਵਿਚ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੀ ਵਿਚਾਰਧਾਰਾ ਦੇ ਗੁਣਾਂ ਔਗੁਣਾਂ ਬਾਰੇ ਬਹੁਤ ਹੀ ਸੰਜੀਦਗੀ ਨਾਲ ਸੋਚਣ ਤੇ ਠੰਢੇ ਮਨ ਨਾਲ ਸੰਵਾਦ ਛੇੜਨ ਦੀ ਜ਼ਰੂਰਤ ਹੈ।
