JUDICIOUS USE OF NITROGEN FERTILIZERS EMPHASIZED FOR BETTER ENVIRONMENT

LUDHIANA, SEPTEMBER 30:-----

In the quest of obtaining high crop yields, the farmers are developing a tendency to apply urea, a nitrogen containing fertilizer, indiscriminately. As nitrogenous fertilizers are produced by industrial fixation of atmospheric nitrogen, their non-judicious use is leading to significant disturbance in the global nitrogen cycle. This was stated by an eminent scientist and ICAR National Professor, Dr Bijay Singh while delivering the 2nd Dr G S Sekhon Memorial Lecture organized by Ludhiana Chapter of the Indian Society of Soil Science (ISSS) at Punjab Agricultural University (PAU) Ludhiana. Dr Singh cautioned that the human interventions have disturbed the natural atmosphere causing global warming and other health hazards. He further stated that the time was now ripe to rethink the use of fertilizers in the state of Punjab where the farmers are tending to apply higher doses than recommended by the scientists.

The event was presided over by the Vice Chancellor of PAU, Dr B S Dhillon who stated that the farmers need to go for site-specific and need-based application of nitrogen fertilizer using leaf colour chart and other techniques to various crops. Dr Dhillon appreciated the role of Indian Society of Soil Science in organizing such lectures in the memory of renowned soil scientists. He lauded the Department of Soil Science for its scientific contributions at the international and national levels.

Dr U S Sadana, Head of Department of Soil Science, said that this lecture was organized in the memory of Dr G S Sekhon who was a well known personality, who was an alumni of PAU and the head of the Department of Soil Science at PAU, had contributed a lot in improving the state agricultural production.

Dr S S Kukal, Secretary of Ludhiana Chapter of the Society informed that this lecture series was started by the ISSS in the year 2011 and this will be an annual event of the Society, which will be organized by different chapters all over the country. The function ended with a vote of thanks by the Secretary of the Society.

Sibal introduces new plan for better spectrum management

NEW DELHI, September 01, 2011(Tehelkanews)

As the Communications and Information Technology Ministry gears to introduce three new crucial policies — the much-awaited National Telecom Policy-2011; the Electronics Policy; and the IT Policy, in the next few days — Union Communications and IT Minister Kapil Sibal on Friday unveiled the National Frequency Allocation Plan-2011 (NAFP) that will help in better management of spectrum, besides development and promotion of indigenous manufacturing and technologies in the information and communication technology (ICT) sector.

To be effective from October 1, the NFAP-2011 contains spectrum allocation for various radio communication services and applications in different frequency bands. It will provide the basis for development, manufacturing and spectrum utilisation activities, both for the government and private sectors.

"In today\'s society, radio spectrum is becoming increasingly important for all walks of life and needs to be managed rationally. While spectrum management has always been important, the complexity of the task has been compounded by the proliferation of both traditional and entirely new radio spectrum frequency-using services in recent years. It is essential that these scarce resources be used rationally, optimally, efficiently and economically so that equitable access could be available to a large variety of radio communication network in an interference-free radio environment," Mr. Sibal told reporters here after releasing the policy document.

The Minister said planning of frequency bands for various services and applications for their co-existence without constraining the existing assignments was essential. "The growing demand for information-rich content, faster access and mobility by both commercial and captive users is increasingly being met by broadband wireless application. The new plan will help the ICT sector prepare for future growth and bring about revolution in the sector, thereby leading to enhanced economic growth," Mr. Sibal added.

Referring to the shortage of spectrum in the country, Mr. Sibal said talks were on with the Defence Ministry for vacation of additional radio frequency that was required for growth of both voice and data services.

"While there is one block of wireless broadband spectrum available, which will be auctioned in the near future, more radio frequency is needed for the growth of mobile services. The forthcoming National Telecom Policy-2011 will address issues related to spectrum management so that radio frequency can be used more efficiently," Mr. Sibal added.

Over 35 arrested in drug raid at Boeing plant

Philadelphia, September 01,10, 2011(Tehelkanews)

Federal agents have raided a Boeing plant that makes military helicopters in a Philadelphia suburb and charged more than 35 people with distributing or trying to get prescription drugs, among them powerful painkillers.

The arrests were made by the FBI and the Drug Enforcement Administration yesterday at the 5,400 employee plant in Ridley Park, where workers build aircraft including the H-47 Chinook helicopter and the V-22 Osprey. The plant is part of Boeing's Defense, Space and Security unit.

It did not appear to be an organised drug ring, but rather a "nebulous" series of independent actors, authorities said.

"These sales placed the individual abusers, as well as society at large, at risk," said DEA agent Vito S. Guarino.

All but one of the 37 people charged were current or former Boeing employees, U.S. Attorney Zane Memeger said at a news conference.

He did not know what kind of jobs they had and said he wasn't aware of any accidents or problems involving aircraft made by the suspects.

Indictments were unsealed charging 23 people with illegal distribution of a prescription drug, federal prosecutors said.

In addition, 14 others were charged with attempted possession of the various drugs - including the painkillers fentanyl, oxycodone and others - allegedly being sold by their co - workers.

Prosecutors said all but one of those charged had been arrested, but they declined to comment on the status of the 37th.

Boeing informed authorities of their suspicions about drug activity on the property after an internal investigation, company spokesman Damien Mills said in a statement.

"Boeing commends the US Attorney's Office, and other federal law enforcement agencies for their rigorous and thorough investigation, throughout which we took appropriate steps to ensure safety of our employees and the absolute integrity and quality of the products we produce for our customers," the statement read.

Employees are tested if they're suspected of being under the influence of drugs or alcohol, the statement said.

A man who answered the telephone at the union for workers at the plant declined to comment.

Death sentence for Salman Taseer assassin

ISLAMABAD, October 1, 2011(Tehelkanews)

A Pakistani court has convicted and sentenced a police officer to death for the killing of Punjab provincial governor Salman Taseer earlier this year.

The high-profile slaying of the governor by officer Mumtaz Qadri in January in Islamabad was widely taken as a sign that Pakistan was buckling under the weight of extremism.

State-run Pakistan Television says Qadri was convicted and sentenced on Saturday in an anti-terrorism court in Rawalpindi close to the capital. The trial was held in a prison and was closed to the media.

Qadri was detained seconds after the shooting and has admitted to it. He said Salman Taseer deserved to die because of his criticism of Pakistani laws that mandate the death sentence for insulting Islam.

Al-Qaeda cleric ‘killed\' in Yemen

DUBAI, September 01,10, 2011(Tehelkanews)

An American aerial attack on Friday killed Anwar Al Awlaki, an influential tech-savvy leader of the al-Qaeda affiliate in Yemen, known for his wide following in the West, said Yemeni and U.S. officials.

If confirmed, the killing, apparently resulting from an air delivered hellfire missile attack, apart from rendering a blow to terrorism, is likely to echo powerfully in Yemen\'s turbulent domestic politics. The Associated Press quoted a U.S. counterterrorism official as saying it is likely that Mr. Awlaki was killed during a U.S. drone and jet attack on his convoy. The Obama administration has in recent months stepped up drone attacks on Al-Qaeda targets in Yemen and Somalia. The cleric\'s death comes five months after the killing in Pakistan of al-Qaeda icon, Osama bin Laden.

Fluent in English, the U.S.-born cleric also had a wide internet following, which acquired prominence during the investigation on the killing of 13 people at the U.S. military facility at Fort Hood, Texas. Nidal Hasan, a military psychiatrist, the prime accused in the carnage, was, apparently, in regular e-mail contact with Mr. Awlaki, who held a dual American and Yemeni nationality. The cleric was also implicated in the failed Christmas bombing of a passenger airliner over Detroit in 2009, and an unsuccessful car bombing attempt in New York\'s Times Square. Two 9/11 hijackers, Khalid al-Midhar and Nawaf Al-Midhar, attended his sermons when Mr. Awlaki was in the 1990s, the Imam of a San Diego mosque.

Analysts say Mr. Awlaki\'s death could reinforce Washington\'s support for Ali Abdullah Saleh, Yemen\'s embattled President for 33 years, who is the target of a popular pro-democracy revolt in his country. The New York Times is reporting that U.S. President Barack Obama\'s counter-terrorism adviser, John O. Brennan, said in early September recent cooperation with Yemen on counterterrorism, controlled by Mr. Saleh\'s family, was better than ever before. After spending four months in Saudi Arabia, Mr. Saleh returned to Yemen, only days before Friday\'s strike.

However, there is a counterview which says the killing was likely to weaken Mr. Saleh in the long-run. Speaking to Al Jazeera, Ameen al Himyari, a Yemen analyst and professor at Qatar University said: "The regime is going to lose one of its scarecrows. Now if al-Qaeda is weakened in Yemen, what\'s he [Saleh] going to say for the West? Support me for what?"

Earlier on Friday, a statement by Yemen\'s Defence Ministry said "Anwar al-Awlaki has been killed along with some of his companions."

Without revealing details, a senior U.S. official confirmed Mr. Awlaki\'s death. The Yemen embassy in Washington said Mr. Awlaki had been killed 8 km from the town of Khashef in Jawf province, about 140 km east of Sana\'a, at about 9:55 a.m. local time.

Claims of Mr. Awlaki\'s killing have set alight Yemen\'s social media forums, which are dominated by young pro-democracy activists. Says well known Yemeni activist Abdul Kader Alguneid on his Twitter account: "[President] Saleh presented the head of Anwar Awlaki, on a platter of silver to [John] Brennan, [President] Obama… Question is what is he expecting in return?" Yemen Updates, run by an advocacy group for a "new Yemen," feared that Mr. Awlaki\'s death could distract the media covering Yemen\'s pro-democracy uprising. "Reporters of local and international media at Change Square [in Yemen\'s capital Sana\'a] are shifting focus to the killing of Anwar Awlaki of the AQAP," it said.

I\'m trying to hasten consultation process on Telangana: Chidambaram

NEW DELHI, September 01,10, 2011(Tehelkanews)

Even as Union Health Minister Ghulam Nabi Azad conveyed to the Congress leadership that there was "no unanimity, no consensus" in the consultation process he had with the party leaders of the Telangana and Seemandhra regions on the demand for a separate State, Home Minister P. Chidambaram on Friday said he was trying his best to speed up the process at the government level.

"I am trying to hasten the process [of consultation] as much as I can, but, as you know, these are matters concerning political parties [they have to fashion their views on the demand for a Telangana State], and only so much one can do from the government," Mr. Chidambaram told journalists at a monthly press briefing of his Ministry here.

He said four parties, including the Congress, were yet to give their views on the report of the Justice B.N. Srikrishna Committee, which went into the demands for a separate Telangana and a united Andhra Pradesh. The others that were yet to give their opinion are the Telugu Desam Party, the All-India Majlis-e-Ittehadul Muslimeen and the YSR Congress.

Answering a question on the ongoing agitation, Mr. Chidambaram said: "No government will actually support a general strike. No government will actively support a bandh, a blockade or a rail roko. My appeal is that while the protesters certainly made their point, continuation of any strike or rail roko or rasta roko cripples the economic activity and enormously inconveniences the people."

'Rein in agitators\'

Meanwhile, informed sources said, the leaders of the Seemandhra region urged the Congress high command and the government to rein in the pro-Telangana agitators and ask them to stop the agitation, as it had been causing enormous loss to the State\'s economy, besides affecting life in the Telangana region. Mr. Azad, who had given his report on the views of the leaders from the two regions to Congress president Sonia Gandhi, also gave a copy to Prime Minister Manmohan Singh, the sources said.

In the opposition camp, BJP president Nitin Gadkari said Telangana could be created without doing any injustice to the other parts of Andhra Pradesh and accused the UPA government of indulging in a "dangerous game of delay and deceit."

At the party\'s national executive committee meeting here, Mr. Gadkari said: "We strongly demand that the government place the Telangana Bill in Parliament forthwith. The BJP reiterates its support to the same. An early creation of Telangana remains the only way out of the situation."

After making an announcement in December 2009 on the creation of a Telangana State, the UPA government demonstrated its incapacity or unwillingness to follow it through, Mr. Gadkari charged. "Fed up with this delay, the Telangana people are on a complete strike. Over the past 18 days or so, no bus, no train, no autorickshaw has been plying in the region. All coalminers are on strike, and the power stations are closing down for lack of coal. Severe power cuts are imposed. All nine lakh government employees, teachers, students and even temple priests are on strike," he said.

Reddys to remain in jail

Hyderabad, September 01,10, 2011(Tehelkanews)

A Special CBI Court today dismissed the bail pleas of former Karnataka Minister Gali Janardhana Reddy and his brother-in-law B.V. Srinivas Reddy, arrested in connection with alleged illegal mining activities.

Judge B. Naga Maruthi Sarma also dismissed the agency's petition which sought custody of both the accused for nine more days.

Mr. Janardhana and Mr. Srinivas are in judicial remand till October 3 and lodged at the Chanchalguda Central Prison here.

The CBI, probing illegal mining and irregularities in allotment of leases to Obulapuram Mining Company (OMC), had arrested Mr. Janardhana and Mr. Srinivas, who is Managing Director of the company, on September 5 from Bellary in Karnataka.

Earlier, seeking further custody of the Reddys, the prosecution submitted that during the six-day custodial interrogation of the accused (from September 13), both of them did not cooperate with the CBI, which posed several questions related to the illegal mining activities.

The agency also contended that it wanted to probe details of foreign 'benami' companies where Mr. Janardhana (a director of OMC) made and received investments by exporting iron ore and where the Reddys kept the proceeds from the illegal mining.

The CBI argued that the Reddys had exclusive knowledge of facts of the case and only they can provide information about who they conspired with in carrying out the illegal mining and whom they "bribed" to get permits for transfer of the illegally excavated iron ore.

Opposing the CBI plea, the defence counsels argued the Criminal Procedure Code (CrPC) did not permit police custody beyond the first 15 days of the arrest of an accused.

Delhi Police Crime Branch clueless on money trail in cash-for-votes case

New Delhi, September 01, 2011(Tehelkanews)

In the supplementary charge sheet on the cash-for-vote scandal filed in a special court here on Friday, the Delhi Police Crime Branch revealed that it continued to be clueless about the money trail. The Crime Branch said despite efforts, it found no "abnormal withdrawal" from the bank accounts of accused Rajya Sabha member Amar Singh.

Five of his bank accounts, three of them in branches in Delhi and two in the Royal Bank of Scotland were analysed, but the charge sheet concluded: "There is no abnormal withdrawal from these accounts of accused Amar Singh. Detailed efforts have been made to link the money trail but there is no system in the banks to record the number of the currency notes at the time of payment to the customers."

An allegation raised by Mr. Singh\'s former secretary Sanjeev Saxena in his bail application that he was handed over Rs.1 crore in cash by Shyam Jaju, in-charge of the BJP office, was also probed but no evidence could be found regarding delivery of bribe money from Mr. Jaju to Mr. Saxena. During investigation, Mr. Jaju stated that he had never met Mr. Saxena or handed over any money to him.

The Crime Branch also quizzed a number of bank officials to ascertain the money trail but no leads could be gathered.

Meanwhile, arguing on the bail application moved by the former BJP Lok Sabha MPs, Faggan Singh Kulaste and Mahabir Singh Bhagora, senior advocate Siddharth Luthra said the private news channel which collaborated with the MPs in "exposing" the scam had not been made an accused.

"People who collaborated with us are made witnesses against us. Our desire was only to act as a bait," Mr. Luthra said.

Counsel also alleged that the tape of the sting operation was not continuous and was probably digitally edited. "The paramount evidence in the case is the tape. But witness Siddharth Gautam\'s statement that he had interviewed MPs with the money laid out on a table followed by his recording of a piece-to-camera (P2C) in Hindi and English are absent in the tape. Do they have original tapes and have they submitted this in court? If not, this case falls," Mr. Luthra argued.

Meanwhile, Mr. Amar Singh moved an application in court requesting that an attendant be allowed to take care of him on a rotational basis in hospital, when his wife was absent. Mr. Singh is presently in judicial custody at the All India Institute of Medical Sciences.

Al-Qaeda-linked cleric al-Awlaki killed in Yemen

SANAA, September 30, 2011 (AP)

The Yemeni government has released an official statement saying the U.S.-born al-Qaeda cleric Anwar al-Awlaki has been killed.

The government says al-Awlaki was targeted and killed near the town of Khashef in the Province of al-Jawf. The town is located about 150 km east of the capital Sanaa.

The statement says the operation was launched on Friday around 9-55 a.m. local time. It gave no other details.

The 40-year-old al-Awlaki is believed to have inspired and even plotted or helped coordinate some of the recent attacks on the U.S., including the failed Christmas Day 2009 bombing of an airliner heading for Detroit, Michigan, and the also unsuccessful plot to send mail bombs on planes from Yemen to the United States in October.

The American-born son of Yemeni parents rose to prominence as al-Qaeda's English-speaking voice and electronic messenger, spreading its terrorist credo via a blog, social media posts and email exchanges with such people as the U.S. Army major accused of a murderous shooting rampage at Fort Hood, Texas.

The Pakistani-American man who pleaded guilty to the May 2010 Times Square failed car bombing attempt told interrogators he was "inspired" by al-Awlaki after making contact over the Internet. Al-Awlaki was further believed to have had a hand in mail bombs addressed to Chicago-area synagogues, packages intercepted in Dubai and Europe in October 2010.

Yemen had in the past reported the deaths of al-Qaeda leaders who were later found to be alive. Al-Awlaki was last reported to have been killed in December 2009.

Al-Awlaki is on a U.S kill-or-capture list and is accused by Washington of inspiring several attacks in the United States.

Raja refuses to respond to CBI plea on fresh charge

New Delhi, September 30, 2011 (PTI)

Former Telecom Minister A. Raja on Friday told a Delhi court that he would not respond to the Central Bureau of Investigation's fresh plea to invoke an additional charge of criminal breach of trust against all the accused till the agency stated that its probe in the 2G spectrum allocation scam was over.

Special CBI judge O.P. Saini, who was to receive replies of 17 accused including Mr. Raja on the plea of the CBI, was taken aback when senior advocate Sushil Kumar, appearing for the DMK leader, said he would not participate in hearings till the CBI clarified its position on the status of probe.

"I am taking a very clear stand that till the time the CBI files an affidavit or says it on oath here that investigation is complete or going on, I am not going to participate in the proceedings of this case," Mr. Kumar said.

The lawyer of Mr. Raja, who is in judicial custody in Tihar jail, was agitated over the alleged "contradictory" stands taken by the CBI.

On one hand, the CBI told the Supreme Court that it was still probing the roles of various persons, including industrialist Anil Ambani, and on the other hand, it said to the trial judge that charges should be framed as the investigation was over, he said.

"I do not want any time. Give time to others. I am not filing any reply. I am not going to argue till the CBI DIG S.K. Palsania and its Superintendent of Police Vivek Priyadarshi are called here to clarify the position," he said.

The judge reacted to Mr. Kumar's statement, saying "Please do not make any comment on the Supreme Court here."

Special Prosecutor U.U. Lalit tried to clarify the CBI's stand and said he did not represent it in the Supreme Court.

"I am not there in the Supreme Court. I am appearing for the CBI in this case only in this court. I will stand by the statement made by the prosecutor that so far as the present charge sheet is concerned, probe is complete," Mr. Lalit said.

IGL hikes CNG prices by Rs. 2 in Delhi

New Delhi, September 30, 2011.

Inflationary pressures continue to hit households in the National Capital Region (NCR), with Indraprastha gas Limited (IGL) announcing a hike of Rs. 2 in the price of Compressed Natural Gas (CNG) on Friday.

IGL, the sole supplier of CNG to automobiles and piped natural gas (PNG) to households in the Capital, said CNG will cost Rs. 32 per Kg in Delhi from midnight tonight, as against Rs. 30 per Kg at present. Similarly, in neighbouring Noida, Greater Noida and Ghaziabad, CNG will cost Rs. 2.30 per Kg more - at Rs. 35.90 per Kg, IGL said in a statement here.

This is the fifth increase in CNG prices this year and follows the Rs. 3.14 per litre hike in petrol prices oil marketing companies (OMCs) from September 16.

The company defended the hike, saying it was forced to buy expensive imported LNG due to a drop in supplies from Reliance Industries Limited (RIL) Eastern offshore KG-D6 gas field.

The government has fixed the price of domestic gas produced by state-owned ONGC and RIL in U.S. dollar terms and every time the rupee depreciates against the dollar, users end up paying more. Gas from both RIL and ONGC is priced at $4.20 per million British thermal units.

IGL had contracted 0.308 million standard cubic metres per day of gas from RIL, but following a drop in KG-D6 output, supply has dropped to just 0.1 mmscmd. This has forced the company to buy more imported LNG, which is priced at over $17 per mmBtu. The company is buying some 0.3 mmscmd of imported LNG. \"We are constrained to increase the price of CNG due to a major increase in the input cost of the entire pool of natural gas sourced by us as a result of recent steep appreciation of the dollar vis-à-vis the rupee and increased dependence on imported LNG,\" IGL managing director, Rajesh Vedvyas said in the statement.

\"The base price of natural gas procured by IGL from all its sources - APM, KG–D6, long term R-LNG as well as spot R-LNG, is in dollars per mmBtu,\" the statement said. Mr. Vedvyas clarified that that this increase would have a minor impact on the per Km running cost of vehicles. For autos, the increase would be 6 paise per Km, for taxis, it would be 10 paise per Km and in the case of buses, the increase would be 57 paise per Km.

\"Despite the aforesaid price increase, CNG would still offer over 65 per cent savings toward running costs when compared to petrol-driven vehicles at the current prices. When compared to diesel-driven vehicles, the economics in favour of CNG at a revised price would be over 22 per cent,\" the statement added.

Chidambaram alone couldn\'t have cancelled 2G licences: CBI

New Delhi, September 29, 2011.

Being a major policy decision, it could have been taken only by the government

The Central Bureau of Investigation on Thursday strongly defended P. Chidambaram in the Supreme Court, saying he could not be accused of not having done anything to prevent the 2G spectrum allocation scam or cancel licences during his tenure as Union Finance Minister. Cancellation of licences, being a major policy decision, could have been done only by the government and not by Mr. Chidambaram alone.

"It is easy to attack the then Finance Minister as it will get them headlines and [it is] politically fruitful for them. Attacking the then Finance Secretary [D. Subbarao] will not get them headlines," senior counsel K.K. Venugopal, appearing for the CBI, told a Bench of Justices G.S. Singhvi and A.K. Ganguly

Counsel said the consistent stand of the Finance Ministry and Mr. Chidambaram on entry fee, licences and spectrum was that they should be auctioned. But the then Telecom Minister, A. Raja, postponed a Full Telecom Commission meeting, scheduled for January 9, 2008, where the issue of auction was to have been discussed, to January 15, 2008.

Mr. Venugopal said Mr. Raja jumped the gun and issued Letters of Intent to telecom companies on January 10, 2008. The then Finance Minister could not have cancelled the licences by himself as it had to be a major policy decision by the government. "It is not an easy matter to take a decision when litigation was also involved [as a result of cancellation] and you cannot attach criminality against the [then] Finance Minister."

Opposing the plea for the constitution of a special investigation team to monitor the 2G case probe, as demanded by advocate Prashant Bhushan representing the Centre for Public Interest Litigation, Mr. Venugopal said the CBI was an independent agency and was conducting the investigation in one of the most high profile cases in the history of India. As a result of independent investigations, a Minister [Raja], a member of a coalition partner in the government, and Ms. Kanimozhi, daughter of Dravida Munnetra Kazhagam president M. Karunanidhi, were arrested and the role of one more former Minister [Dayanidhi Maran] was being probed. The constitution of a SIT would suggest that the CBI was deviating from its path of independent investigation, which was not correct as was borne out by the series of status reports submitted by the agency.

The CBI officers were doing their duty day and night and investigation of this magnitude could have normally taken at least a year and a half to be completed. The Ministries of Law and Corporate Affairs and the Telecom Regulatory Authority of India (TRAI) had given unsolicited opinions, but the CBI was not prepared to accept them. "We have not accepted the report of the TRAI on zero loss," counsel said. Counsel produced the 500-page document prepared by the then Finance Secretary D. Subbarao [now RBI Governor] and explained how the Full Telecom Commission meeting was postponed and a decision to issue licences was taken by Mr. Raja.

Justice Singhvi drew counsel\'s attention to some missing papers and asked him get them included on Friday.

Arguments will continue on October 10.

Hazare launches blog, flays government

New Delhi, September 29, 2011.

Accuses the government of creating 'false propaganda\' that he gave up fast because of some \"favourite ministers\"

Anti-graft crusader Anna Hazare has taken on the government yet again; this time through his blog. The activist, in his first blog entry, has accused the government of creating 'false propaganda\' that he gave up his fast because of some "favorite ministers."

"I came to understand some government agents tried to propagate and create an image that it was the handiwork of their favorite (sic) ministers that I gave up my fast. I came across articles of self-praise, interviews published by them. This is a false propaganda," he has stated, addressing readers in a blog post titled 'Revolution! Miles to go…\'

These sharp words perhaps point to Vilasrao Deshmukh, Union Minister for Science and Technology and the former Chief Minister of Maharashtra. He was one of the Ministers who met Mr. Hazare for negotiations. It was Mr. Deshmukh who met Mr. Hazare on the 12th day of his fast and presented the Parliament\'s 'sense of the House resolution\' to him.

"It was only when my inner voice permitted me I broke my fast after getting assurance from the government," Mr. Hazare said in his multi-lingual blog at http://annahazaresays.wordpress.com. He said that he held dialogues with the ministers considering them "government representatives."

"They were not here [at Ramlila Grounds] to show their gratitude towards the movement. They were mere government\'s messengers carrying words to and fro on both sides."

Mr. Hazare also accused the Ministers of having "different versions, different assurances" and alleged that "till the last moment they [government] tried to break the movement."

In the past one month, after he broke his fast, Mr. Hazare had been asked several times why he agreed to meet Mr. Deshmukh, who had to step down as the Maharashtra Chief Minister after allegations of corruption in the Adarsh scam.

Though the blog does not directly refer to Mr. Deshmukh, Mr. Hazare said: "It was the responsibility of the government that they scrutinize the people they had sent for negotiations whether they were corrupt or had clean image."

"In my fight for the truth, I have never ever taken decisions that went against my line of thought. The people who claim that it is because of them that the movement could be curbed are the people who are against the Indian common man and enemy of this second freedom struggle. Such people in order to end the fight against corruption are resorting to corrupt methods, as is seen," he states.

Omar apologises for disclosing names of rape victims

Srinagar, September 30, 2011 (PTI)

Under Opposition attack, Jammu and Kashmir Chief Minister Omar Abdullah on Friday tendered an unconditional apology for revealing the names of rape victims in the last five years in the State Assembly.

"I tender an unconditional apology. There is a deep sense of shame over revealing the names of the victims," Mr. Abdullah told the Assembly.

The issue was raised by Opposition leader Mehbooba Mufti, who accused the government of stigmatising the victims by revealing their identities in the Assembly. She said it was in contravention of section 228 (A) of the IPC and Supreme Court ruling on the matter.

CPM MLA Mohammad Yousuf Tarigami also supported Ms. Mufti on the issue.

The Chief Minister assured the House that such incidents will not be repeated. He said the Supreme Court ruling should not have been violated. "Under what circumstances these details have been revealed, I will look into it and will come back to the House," he said.

The Jammu and Kashmir government had on Wednesday made public the names of hundreds of rape victims in the State. The list of names and residential details of the victims were made available by the Home Ministry, headed by the Chief Minister, in the Legislative Council. The details were given in reply to a question by MLC Subash Chander Gupta.

The CPI(M) had on Thursday criticised the State government for disclosing the identity of rape victims and termed the move as "secondary victimisation" of the women.

Let us get rid of the border: Burney

JAIPUR, September 30, 2011.

Burney pleads for release of Pakistani virologist Dr. Chishty from Ajmer jail

Pakistan\'s human rights crusader Ansar Burney has asked both India and Pakistan to stop exchanging bodies, and consider sending people alive back home. "The real goodwill would be in exchanging people live and not their dead bodies," Mr. Burney, who visited the mausoleum of Sufi Saint Khwaja Moinuddin Chisti in Ajmer on Thursday, said.

The activist-lawyer, instrumental in creating a lot of goodwill between India and Pakistan in the past few years, could not meet Pakistani virologist Khaleel Chishty who is in Ajmer jail after a court sentenced him for life this January, though the main purpose of his visit this time appeared to be that.

"It is time that Pakistan and India do away with the borders dividing both the nations," Mr. Burney told journalists at Ajmer Dargah.

"They should learn from the experience of the European Union countries and allow visa-free entry for their citizens," Mr. Burney said. The nations in EU too were fighting detrimental battles in the past but now they co-exist in peace, he noted.

"Why don\'t we have a South Asia Union through which all the nations could exist in peace and prosper," he asked. "Let us get rid of the border and grow roses there as mark of love and affection for each," he suggested.

Mr. Burney\'s grand parents were from India (Bulandshahar, Uttar Pradesh). "For me, both the countries are important and I want peace between the two," he said. Ajmer-based Salman Chishty, who accompanied Mr. Burney in the Dargah, said the latter prayed for "peace and harmony" between the two countries. "People are suffering on both the sides of the border; be it terrorism, human rights violation or other types of deprivation and misery. The present situation has to change," Mr. Salman Chishty said quoting the Pakistani lawyer.

Mr. Burney, who echoed the sentiments of human rights activists in India over the release of 78-year-old Dr. Chishty — now a wreck with many ailments —appealed to the authorities here to facilitate his early release. "If Dr. Chishty is sent back to Karachi to his ailing wife who has turned deaf as well, it would generate more goodwill between the two nations than any other major political or diplomatic move," he suggested. "In Pakistan, the impression is that Indian media has been very supportive to the cause of Dr. Chishty," he said. Mr. Burney felt that Dr. Chishty was being singled out for the kind of treatment being meted out to him when others involved in the case, including the co-convicts in the murder which had taken place some 19 years back, were out on bail.

He said the cases of Sarabjeet Singh and Dr. Chishty were different as the latter did not have any terrorism charges against him. "Both cases cannot be compared. However, on my part, I am against death penalty," Mr. Burney said. Asked about the repatriation of Dawood Ibrahim, he said that if there were charges of terror acts against him he should be handed over to India. However, Mr. Burney added that he did not want to politicise issues. "I am a human rights activist. I don\'t want to do politics," he asserted.

Mr. Burney, who later boarded a plane to Mumbai from Jaipur, told Kavita Srivastava, general secretary of the People\'s Union for Civil Liberties (PUCL) Rajasthan that he intended to seek an appointment with Rajasthan Governor Shivraj Patil. "He has taken visas for Delhi, Jaipur, Ajmer, Mumbai and Chandigarh and plans to meet the Governor in Chandigarh," Ms. Srivastava said. However, while in Jaipur, his thrust was on Rajasthan Chief Minister Ashok Gehlot pushing the case to its logical conclusion as the latter had cleared Dr. Chishty\'s clemency petition back in June," she informed.

Advani\'s yatra not for projecting himself as prime ministerial candidate: Gadkari

NEW DELHI, September 30, 2011.

Modi to skip BJP national executive committee meeting

The 'Jan Chetna Yatra\' proposed by Bharatiya Janata Party leader L.K. Advani is not for projecting himself as prime ministerial candidate, BJP president Nitin Gadkari said here on Thursday. He also said Gujarat Chief Minister Narendra Modi would not be attending the party\'s two-day national executive committee meeting beginning here on Friday.

He addressed a press conference here to give details of Mr. Advani\'s yatra, that would be flagged off from Jayaprakash Narayan\'s birthplace in Bihar on October 11. It will end in Delhi on November 20.It would raise awareness on the twin issues of clean politics and good governance, Mr. Gadkari said.

"It was not his [Mr.Advani\'s] aim to project himself as a prime ministerial candidate of the party and he had indicated this himself when he said after meeting Mohan Bhagwat [the RSS chief] in Nagpur that the RSS, the Jan Sangh and the BJP had given him much more than any prime ministerial position could."

When questions were repeatedly put to him on this subject, Mr. Gadkari said: "You should have understood what Mr. Advani had said. He gave the same message you are now expecting from me … this 'yatra\' is not for projecting him as a prime ministerial candidate."

Although with this Mr. Gadkari put a lid on this controversy in the party, Mr. Modi\'s decision not to attend the national executive committee meeting is threatening to open another battle. Mr. Modi has apparently let it be known that during the 'navratras\' — the nine days preceding Dussehra — he does not travel and will, therefore, not attend the meeting.

However, informed party sources indicated that Mr. Modi is annoyed for two reasons — one, the 'yatra\' is being flagged off by Bihar Chief Minister Nitish Kumar, who has on more than occasion publicly articulated his dislike for Mr. Modi and prevented him from campaigning in the State for the last several elections; and two, recently Mr. Gadkari has re-inducted Sanjay Joshi for active party work in Uttar Pradesh. Mr. Modi and Mr. Joshi have a long history of mutual animosity, going back to at least a decade.

General secretary Ananth Kumar will be Mr. Advani\'s 'sarathi\' (charioteer) during his 40-day long journey, that will touch 18 States and three Union Territories.

The 'yatra\' will apparently not touch Somnath or Ayodhya, the starting and finishing points of the Ram Rath Yatra of 1990, party sources said. The details were still being worked out. In several cities touched by the 'yatra,\' including Patna and Delhi, the starting and finishing points, the party is planning to hold large public rallies.

Anna gets social!

New Delhi, September 29, 2011 (PTI)

The anti-corruption crusader has opened a blog, twitter and facebook accounts to interact with the public.

Entering the cyberworld with a blog, facebook and a twitter account, Anna Hazare on Thursday accused "some government agents" of creating an image that it was due to their "favourite ministers" that he gave up his fast in Delhi's Ramlila Maidan in August.

"It was only when my inner voice permitted me I broke my fast after getting assurance from the government. The reason I am clearing the misconceptions here is I came to understand some government agents tried to propagate and create an image that it was the handiwork of their favourite ministers that I gave up my fast.

"I came across articles of self-praise, interviews published by them. This is a false propaganda," Mr. Hazare said in his multi—lingual blog http://annahazaresays.wordpress.com/.

Giving some insight into what transpired before he called off his 12-day-old fast for a strong Lokpal, Mr. Hazare wrote that till the last moment, the government tried to break the movement.

As talks progressed regarding calling off his fast, he said the people, who came to meet his team members, the middle-man, the Minister all of them had "different versions, different assurances.

"It was the responsibility of the government that they scrutinise the people they had sent for negotiations whether they were corrupt or had clean image. That was for the Government to think. I held talks with them considering they were Government representatives! The answers lay with the government," he said.

After Mr. Harare called off the fast, questions have been raised, particularly in media interviews, over the participation of Union Minister Vilasrao Deshmukh, who is facing allegations in Adarsh scam, and Bhayyuji Maharaj in mediation.

2G: Pranab pacifies Chidambaram

New Delhi, September 29, 2011 (PTI)

Pranab Mukherjee and P. Chidambaram on Thursday sought to put an end to the raging controversy over the Finance Ministry note on 2G spectrum with the Finance Minister distancing himself from the statement that sought to blame the Home Minister.

"Apart from the factual background the paper contains, certains inference and interpretations which do not reflect my views," Mr. Mukherjee told reporters in the presence of Mr. Chidambaram after a day of hectic activities in the Congress camp to douse the fire.

The joint appearance of the two ministers along with Kapil Sibal and Salman Khurshid came after Mr. Mukherjee and Mr. Chidambaram had a meeting with Prime Minister Manmohan Singh where the matter was thrashed out.

Immediately, Mr. Chidambaram expressed happiness over Mukherjee's statement and said, "I accept the statement and as far as all of us in the government is concerned, the matter is closed."

Mr. Chidambaram had been sulking for last one week ever since the surfacing of a Finance Ministry note of March 25, 2011 that had said that the 2G scam could have been avoided had the then Finance Minister had insisted on auctioning of spectrum instead of giving it on 2001 prices.

Mr. Mukherjee read out a brief statement that said a number of stories on 2G spectrum had appeared in the media in January 2011.

He said a view was taken that a harmonised note based on facts should be produced for use by various representatives of the government. A group of officers prepared an inter-ministerial background paper which was sent to the PMO on March 25, 2011.

"Apart from the factual background, the paper contains certain inferences and interpretations which do not reflect my views. The policy of the government in 2007-2008 was continuation of the policy adopted in October 2003 and as reiterated by TRAI," Mr. Mukherjee said.

After Mr Mukherjee\'s statement, Mr. Chidambaram said: "I am happy about the statement made by my senior and distinguished colleague and Finance Minister Pranab Mukherjee. I accept his statement. As far as all of us in the government is concerned, the matter is closed."

The resolution of the week-long problem comes after the intervention of Congress president Sonia Gandhi, who held hectic consultations first with senior leaders Ahmed Patel and A.K. Antony and then with Mr. Mukherjee.

Later, Mr. Mukherjee and Mr. Chidambaram met Prime Minister Manmohan Singh on his return from Sikkim when the two Ministers came face to face for the first time after the controversy erupted.

Just ahead of this meeting, Law Minister Salman Khurshid and MoS in the PMO V. Narayanasamy met Mr. Chidambaram.

"All is well. Don't worry," Mr. Khurshid said after their 20-minute meeting with Chidambaram.

That a truce was in the offing was evident when Mr. Chidambaram went to the office of Mr. Mukherjee in North Block.

The 2G note of the Finance Ministry is believed to have caused frictions between Mr. Mukherjee and Mr. Chidambaram which the party leadership was keen to end.

The controversial note that was produced in the Supreme Court during the hearing of a case to decide whether CBI should investigate the role of Chidambaram in 2G scam was a godsend for the Opposition.

Political parties targeted Mr. Chidambaram demanding his resignation and a CBI probe into his role. They contented that the Finance Ministry role was reflective of the serious ego clash between the two senior Ministries.

Pranab calls for concerted fight against corruption

Worried over "widespread and deep rooted" corruption in the society, Finance Minister Pranab Mukherjee on Thursday called for a concerted war against the menace on all fronts.

"Corruption is widespread and deep-rooted in our society... Corruption is a war that has to be fought on all fronts and in a concerted and coordinated manner by all stakeholders," he said while delivering the valedictory address at the two-day regional conference of the ADB-OECD Anti-Corruption Initiative for Asia and Pacific.

Recalling the steps taken by the government to deal with the issue, Mr. Mukherjee said, "Our efforts to tackle this menace have been increasing (and) we are committed to the goal of achieving zero tolerance against corruption."

He, however, admitted that there were issues of slackness in implementation of existing laws and lack of coordination between different agencies which have overlapping mandate.

"...policy gaps such as in the area of election funding and governance failure in several areas of public services delivery...have contributed to the pervasiveness of this phenomenon," he said.

Pranab Mukherjee comes forward to support Chidambaram, writes letter to PM

New Delhi,29 Sep 2011.

With the controversial note on 2G spectrum indicting Home Minister P. Chidambaram in its clutch, it seems the congress is fighting tooths and nails to control the damage mode, stepping forward to defend P. Chidambaram in the 2G issue on Wednesday, Finance Minister Pranab Mukherjee wrote to Prime Minister Manmohan Singh and Sonia Gandhi to explain the ministerial note, reportedly making it clear that the note did not suggest any criminality or indictment of P Chidambaram during his stint as Finance Minister.

Mukherjee\'s letter was intended to end speculation that his ministry was shifting blame to Chidambaram in the 2008 2G spectrum allocations and that the controversial note was a collective effort involving many other ministries, according to the sources.

They said that the letter may not assuage feelings of Chidambaram, who has been hurt by the controversy.

As per the sources, Mr Mukherjee\'s letter written to PM stressed on the fact that the Prime Minister\'s Office was in the loop about the note and even gave inputs for it.

Meanwhile, Finance Minister\'s letter also elaborated the sequence of events that led to the note on 2G being made.

Mukherjee\'s letter has detailed how the March 25 note was drafted. It said the communication was prepared at the instance of the PMO to forge a common stance for the different ministries to take on the 2G controversy.

On the other hand, the clarification from Finance Minister Pranab Mukherjee on the issue seems to messed up the things further, since his 4-page letter to the prime minister and Sonia Gandhi has basically reflected the UPA and Congress defence that this March 25, 2011 note pointing at Chidambaram\'s role in the 2G scam was just another note by a junior bureaucrat.

Pranab\'s written explanation categorically states that the Finance ministry note was prepared in consultation with the Prime Minister\'s office and was handled by the senior-most bureaucrat in the country the Cabinet Secretary.

According to the sources, two days after Mukherjee meeting with Congress chief Sonia Gandhi, on Wednesday, Mukherjee wrote to the Prime Minister, defending his colleague, coinciding with the Supreme Court calling for the files on the finance ministry\'s stance on spectrum allocation during Chidambaram\'s tenure.

The controversial note has surfaced now through a Right to Information query.

The spectrum scandal has landed disgraced communication minister A. Raja in jail along with other politicians and company executives. The BJP says Chidambaram should not be treated differently.

Now AIIMS to decide Amar Singh\'s destiny!

New Delhi,29 Sep 2011.

With Delhi court rejecting the bail of former Samajwadi Party leader and Rajya Sabha MP Amar Singh on Wednesday, now Singh\'s fate totally lies in the hands of AIIMS doctor who will examine whether he should be sent back to Tihar jail for his alleged involvement in the 2008 cash-for-vote scam.

Special Judge Sangita Dhingra Sehgal rejected both his pleas for regular and interim bail. The judge also said that he would stay in the All India Institute of Medical Sciences as long as the doctors thinks this to be necessary.

\"The accused is stable but requires monitoring. I leave it to the good judgement of these specialists and super specialists at AIIMS to decide the period of time for which the accused is to be kept under observation,\" said the judge, while pronouncing the order.

It is worthwhile mentioning that Singh was arrested on September 6 in the cash-for-votes scam and was taken to Tihar Jail. He complained that he was unwell, and was moved to AIIMS before being granted interim bail.

Singh stated that a kidney transplant last year causes him serious medical problems. Moreover, the doctors attending him have been asking that he be allowed to travel abroad for treatment.

Singh has been charged for bribing three BJP MPs to vote for the government in a trust vote in July 2008. He has been put under the Prevention of Corruption Act.

2G issue: Pranab meets Sonia Gandhi

New Delhi, September 29, 2011 (PTI)

Prime Minister Manmohan Singh, Defence Minister A.K. Antony and Home Minister P. Chidambaram all met with the UPA Chairperson recently over the spectrum issue.

In the backdrop of controversy over a Finance Ministry note on the 2G issue, Finance Minister Pranab Mukherjee on Thursday met Congress chief Sonia Gandhi.

Mr. Mukherjee's consultations with Ms. Gandhi came a day after his letter to Prime Minister Manmohan Singh setting out in detail the events surrounding the controversial allocation of spectrum.

Before Mr. Mukherjee's meeting, Defence Minister A.K. Antony held parleys with Ms. Gandhi and also her Political Secretary Ahmed Patel, party sources said.

This is the second meeting Mr. Mukherjee has had with Ms. Gandhi in the last three days. Home Minister P. Chidambaram had met Ms. Gandhi earlier this week and the Prime Minister on Wednesday.

Mr. Mukherjee's letter has come in the midst of a controversy triggered by a note from the Finance Ministry suggesting that the 2G scam could have been avoided had Mr. Chidambaram, the then Finance Minister, insisted on auction instead of giving licences at 2001 prices.

The letter is understood to have detailed the various meetings held on the subject of allocation of 2G spectrum, the correspondence among various Ministries and the events leading to the decision.

Processing technologies could prove game changer in agri growth: PAU VC

Ludhiana, September 28:

Advocating for development of new processing technologies for value addition, Dr B.S Dhillon, Vice-Chancellor, Punjab Agricultural University, lamented that decreasing landholdings has made agriculture less profitable for majority of farmers and their children are forced to look for other avenues of employment. He was speaking at the inaugural function of regional level exhibition on showcasing of agriculture technologies organized by Central Institute of Post Harvest Engineering and Technology (CIPHET), under NAIP Sub-Project Mobilizing Mass Media Support for Sharing Agro Information.

The exhibition was represented by top food processing industries, agricultural universities, ICAR institutes including Adani Agri Logistics Ltd, Cremica Industries Ltd, Ricella Health Foods Ltd, Tru Milk, Kashmir Aparies, Punjab Agricultural University, PAU Kisan Club, Guru Angad Dev Veterinary & Animal Science University, Indian Agricultural Research Institute (IARI), New Delhi; Directorate of Wheat Research (DWR), Karnal, Center Potato Research Institute (CPRI), Shimla. Besides, financial institutes like NABARD, Punjab & Sind Bank and Punjab National Bank and especially innovative farmers also displayed their products/ technologies in the stalls at CIPHET grounds.

Addressing the gathering, Dr B.S Dhillon showed dissatisfaction on low level of processing and value addition of fruits and vegetables prevailing in the country. "Only 2.2 percent of fruits and vegetable production is processed for value addition in India as compare to 30 percent in Thailand and 80 percent in Phillipines and Malaysia like countries," he said, adding that this when demand for processed foods products are increasing due to rapid urbanization and changing food habits of people.

Stressing that efforts should be made to develop technologies and strategic plans to promote profitability of farmers, Dr Dhillon said that value addition always pays when supported by state of the art technology. "An ordinary bar may cost you only five dollars, if you make needles out of same may fetch you 500 dollars and profit will multiply to the extent of 5 lakh dollars when Swiss watches are made by using latest technology," he said, adding that similar way when potatoes are converted into chips and other processed foods, profit margins get enhanced many hundred times. He suggested that CIPHET and PAU should work together for developing and standardizing various useful technologies.

CIPHET Director Dr R.K Gupta said that they always try to work in close collaboration with farmers and industry for development of technologies. He said that value addition could help to great extent for maintaining profitability in agriculture. Dr S.K Nanda, Project Coordinator (PHT), revealed about work carried under All India Coordinated Research Project (AICRP) at national level.

Head Transfer of Technology Division, Dr Deepak Raj Rai, said that their effort was to bring industry, ICAR institutes, agriculture universities and innovators farm technologies under one roof, so that farmers/entrepreneurs could get maximum benefit. Dr M.S Gill, Director Extension, PAU, said that post harvest sector was very crucial for increasing income of farmers. ICAR institutes including CIPHET had always adopted need based consortium model for the development of techologies,\" said, Ex Dean and Professor PAU, Dr S.R Verma.

Dr Sangeeta Chopra, Senior Scientist, coordinated the event and other senior members of CIPHET faculty were also present on the occasion. Visitors showed keen interest in the training programmes conducted by innovative farmers on processing of aonla and alovera using portable multipurpose processing unit and processing and cultivation of mushrooms.

2011(Tehelkanews)

28, Sep, 2011(Tehelkanews)
