Spain train driver on tape during questioning: \'I won\'t make it\'

MADRID : July 31, 2013(7STARNEWS) The driver of a train that derailed and killed 79 people in Spain told a judge that he was going more than twice the speed limit and didn\'t see a dangerous curve in the tracks until it was too late, according to an audio recording of the driver\'s interrogation posted online Wednesday.

\"In the curve, by the time I saw it [I realized] I won\'t pass it,\" driver Francisco Garzon says on a recording obtained by the newspaper El Pais. \"By then everything was activated and I saw that no, no, no -- I won\'t make it.\"

Garzon, 52, was questioned by a Spanish judge Sunday and provisionally charged with 79 counts of reckless homicide. El País said the recording it posted on its website was from that weekend interrogation.

It is the first time Garzon\'s own version of events has been made public.

In the audio, he admits to entering a sharp curve at more than twice the recommended speed of 50 mph, and is asked why he didn\'t brake sooner.

\"I tell you sincerely, I don\'t know. I\'m not so crazy that I wouldn\'t apply the brakes,\" Garzon replies in Spanish. His voice trails off occasionally on the crackly recording, and the judge asks him to repeat himself.

\"It was already inevitable,\" the driver says, adding that \"it\'s difficult,\" although it is not clear whether he is referring to the interrogation or his ability to drive at high speed through a curve. \"The aftereffects of what happened are enormous and will stay with me for the rest of my life.\"

Garzon tells the judge that the train was traveling about 112 to 118 mph in a 50 mph zone. Data from the train\'s so-called \"black box\" recorders, released Tuesday, confirmed that the train reached a top speed of 119 mph and that Garzon applied the brakes only seconds before the crash. The train was still hurtling along at 95 mph when it jumped the tracks and smashed into a concrete wall.

The data recorders also revealed that Garzon was on the phone at the time of the accident, apparently working out his route with a train dispatcher.

In the audio posted Wednesday, Garzon says he had no alcohol to drink that day, only coffee.

The train derailed July 24 near the northwestern Spanish pilgrimage city of Santiago de Compostela. In addition to those killed, dozens more remain in the hospital, many in critical condition. It\'s the deadliest train accident in Spain in 40 years.

After his interrogation Sunday, Garzon had his passport and driver\'s license confiscated and was released on bail, awaiting trial.

Sanjay Dutt\'s friends talk about missing the star on his birthday

Tuesday, Jul 30, 2013(7STARNEWS)Milan Luthria :I was the first person Sanju signed when he started his production house. My commitment to Sanjay Dutt is not about signing a document but a life-long commitment of friendship. I first met him on sets of Gumraah where I was an assistant director. We hit it off from day one. More than anything I miss his phone calls. On his birthday morning I felt gloomy. But then I reminded myself of his spirit. I wish I could've met him for a second but... Before he left I met him at his home and told him that he is India's Al Pacino, Sean Connery and Robert De Niro. And I promised to help him hit the purple patch of his career once more..

Bunty Walia

Sanjay's birthday is entrenched in my heart. It's the time for bonding between friends and family, accompanied by lots of laughter, good food and music. That's how we celebrate his birthdays. Yesterday was a dampener. It feels strange this year that he wasn't there. I have been sending letters to Sanjay through bhabhi (Manaayata). I have told him to 'be strong.' I wished him great health and strength. Sanjay is like my elder brother. Before he went inside we hardly spoke but gave each other a hug that said it all. Men aren't supposed to cry. On Sunday, Apoorva and I went with a group of 16-year old Sanawarians to meet Mr Amitabh Bachchan. We all were there but the person who was missed the most was Sanjay Dutt.

Apoorva Lakhia

We are both Sanawarians. We first met in 1976 when I went to Sanawar when I was 6 years old and Sanju sir was in the 12th standard. He was the senior prefect of our house and he came to our dormitory to give the new kids a pep talk. Sanju sir has always been very kind and supportive. He did a song for Ek Ajnabi for free. On his birthday every year we go to his house and chill. I miss him more as my film Zanjeer is on release. Befere he left he told me, 'Write a few scripts because I will come back with a bang!' A day before he went in, he shot the last sequence of Zanjeer. All the crew members were crying He told us, 'I have faced many things in life but thank God, it's finally getting over.' He remembers the name of the entire crew. Sanju sir is a rockstar!

Gold price snaps 3-day gaining streak, down Rs 30

New Delhi: July 30, 2013(7STARNEWS)Gold prices slipped by Rs 30 to Rs 28,445 per 10 grams in the national capital on Tuesday. Traders said stockists selling at prevailing higher levels against restricted buying mainly led to decline in gold prices.

Weak global trend speculation that the central bank may begin to taper its unprecedented stimulus programme in the coming months, also influenced the gold, they said.

Gold in Singapore, which normally sets the price trend on the domestic front, fell 0.7 per cent to $1,318.26 an ounce.

On the domestic front, gold of 99.9 and 99.5 per cent purity fell by Rs 30 each to Rs 28,445 and Rs 28,245 per 10 grams, respectively after gaining Rs 655 in last three days.

Sovereigns, however, remained stable at Rs 24,400 per piece of eight grams in restricted buying activity.

On the other hand, silver ready recovered by Rs 345 to Rs 41,345 per kg and weekly-based delivery by Rs 320 to Rs 41,120 per kg, respectively. The white metal had lost Rs 350 in the previous two session.

Silver coins maintained steady trend at Rs 80,000 for buying and Rs 81,000 for selling of 100 pieces.

NSA faces more criticism while Manning awaits verdict

WASHINGTON, July 29, 2013(7STARNEWS)Covert mass automated surveillance of Internet and telephone communications by the U.S. National Security Agency (NSA) continued to come under fire from Capitol Hill this week even as whistleblower Bradley Manning, the army intelligence officer allegedly behind Wikileaks' publication of hundreds of thousands of confidential government documents, awaited a military judge's verdict in the ongoing case against him.

In Washington, Democratic Senator Ron Wyden described as "anachronistic" the Foreign Intelligence Surveillance Act (FISA) Court, the shadowy judicial panel charged with authorising the NSA to collect data on users of services provided by major Internet companies such as Apple, Google, Microsoft and Facebook.

The NSA's surveillance has come under closer scrutiny after Edward Snowden, a former CIA and NSA contractor, passed on information to The Guardian and The Washington Post newspapers last month regarding details of a spying programme called PRISM, among others.

Last week, pressure began to mount in the U.S. Congress to review the working of the FISA Court after the House of Representatives came unprecedentedly close to passing a bill aimed at defunding the spy agency's ongoing efforts to secretly scoop up "meta-data", or call information, of millions of unsuspecting customers of telecom giant Verizon.

In addition to Mr. Wyden's sharp criticism of the FISA Court, another Democratic Senator, Mark Udall said over the weekend that the phone-record monitoring programme of the NSA was "close to being unconstitutional", and that he would much rather have that data held by the phone companies. Mr. Udall said, "If we need to get access to it, the FISA court can issue a warrant. That's how the police operate. That\'s how the FBI operates."

Even as the beltway continued to face rising temperatures over NSA's surveillance, some 45 minutes out of Washington, Mr. Manning was on the brink of receiving a verdict from military judge Denise Lind on U.S. government allegations that include "Aiding the Enemy", typically a capital offence.

Though prosecutors have agreed to drop pursuit of the death penalty in Mr. Manning's case, he potentially has pleaded guilty to 10 of 22 charges which already brings his sentence, if he is found guilty, to 20 years imprisonment.

If convicted of other charges relating to aiding the enemy, espionage, stealing government property, and "wanton publication", Mr. Manning (25) could potentially get life plus 149 years in a military prison.

The past week has witnessed media representatives on the site, including noted journalist Alexa O' Brien and Bradley Manning Support Network writer Nathan Fuller, protest against aggressive security measures by armed military police at Fort Meade military base.

RBI to focus on supporting Rupee: Bankers

MUMBAI, July 28, 2013(7STARNEWS)A rate cut to prop up sagging growth is unlikely when the Reserve Bank unveils the first quarter monetary policy review on July 30 as focus will be more on supporting the battered rupee, said bankers and economists.

July 30 will be a non-event as RBI Governor D. Subbarao will leave the repo rate, or the rate at which Reserve Bank lends to banks, unchanged at 7.25 per cent, while the cash reserve ratio will also be retained at 4 per cent, they said.

They, however, added the central bank is likely to give some more clarity on its tightening to stem the fall of rupee.

"I think the status quo will be maintained by the RBI in its policy stance," said V.R. Iyer, Chairperson of Bank of India.

Dena Bank Chairman and Managing Director Ashwani Kumar said he doesn't expect RBI to increase rates.

Chief economist at Care Ratings Madan Sabnavis said considering the tightening the RBI has taken in the past two weeks to contain volatility in the forex market, it is unlikely that the Governor will take any measures that will upset the gains achieved on the forex front, even though inflation has come down to comfortable level.

The wholesale-priced based inflation was 4.86 per cent in June, within the Reserve Bank's comfort zone.

Industry has been demanding a cut in lending rates by RBI in view of slowdown in economy. Prevailing high interest rates has particularly hit the manufacturing, with Index of Industrial Production (IIP) contracting by 1.6 per cent in May, the lowest factory output in 11 months.

Pulled down by poor performance of farm, manufacturing and mining sectors, economic growth slowed to 4.8 per cent in the January-March quarter and fell to a decade's low of 5 per cent for the entire FY 2013.

So far this year, the RBI has reduced the repo rate three times to support flagging economy.

However, with rupee kept plummeting new lows the chances of central bank reducing rates further are dim, economists said.

The Reserve Bank of India (RBI) had announced various steps to save the battered rupee which touched a life-time low of Rs 61.21 to the dollar on July 8 on concerns over widening current account deficit and early withdrawal of easy money by the U.S. Federal Reserve.

As a liquidity tightening measure, it had limited access to borrowed funds by reducing the liquidity adjustment facility for each bank from to 0.5 per cent of net demand and time liabilities from 1 per cent.

The central bank also asked banks to maintain a higher average cash reserve ratio of 99 per cent of the requirement daily as against 70 per cent earlier.

The RBI had also increased short-term funding rates and announced sale of bonds through open market operations.

The steps announced by the central bank have helped contain rupee volatility to some extent and it strengthened to 58.69 before closing at a new one-month high of 59.04 on Friday last.

Hosiery Inc\'s fate hangs by thread

LUDHIANA:Jul 30, 2013(7STARNEWS) The strike of yarn dealers in the city over e-trip policy of the government has broken the backbone of the hosiery industry, which is reeling under heavy production losses ever since the protest began.

The industry representatives felt that if the strike of the yarn dealers continues, the hosiery industry would be on a verge of a collapse in the absence of yarn supply. \"Different associations of yarn dealers in the city are on a strike against the notification of the e-trip policy of the government. Supply of yarn has taken a hit. Except some few big industrial units in the city, most of the hosiery units are barely managing,\" said Vishal Bhutani of Pratham Yarns.

Rajiv Jain, who is the president of the Fancy Yarn Dealers Association, said, \"We have been forced to go on a strike as the government has decided to implement a faulty policy. We started the strike on July 23. Now we will meet deputy chief minister Sukhbir Badal on Tuesday and we will decide the next course of action along with the other industry representatives after the meeting.\"

Talking about the losses to the hosiery industry, Vinod Thapar, chairman of Ludhiana Knitwear Club, said the strike of the yarn dealers in the city has badly hit the hosiery industry, which is also against the e-trip policy of the government.

Ryan International School, Dugri not affiliated to CBSE

LUDHIANA: Jul 30, 2013(7STARNEWS)Constant pressure of parents on the district administration to tame Ryan International School, Dugri, which has drawn a storm of protests, has cleared the picture on school\'s non-affiliation with Central Board of Secondary Education (CBSE).

A committee, constituted two months back by Deputy Commissioner Rahul Tiwari to look into the controversy over high fee structure and schoola??s affiliation, has found that school has no affiliation with any board.

According to rules, no school after primary level could run without affiliation with state or central boards.

Gurjot Singh, deputy district education officer and the head of the committee set by the DC, said, \"Contrary to school management\'s claims, we have found that school is not affiliated with CBSE.\"

But parents of schoolchildren felt that they have been kept in dark even after two months of formation of panel. As a result, parents again took out a protest over the issue at the deputy commissioner\'s office on Monday.

Two months back, parents along with an NGO had approached the DC complaining about high fee structure and over the affiliation issue. At that time, the DC ensured them to take appropriate action and formed a committee to probe into the matter.

But even the after report of the committee has caught the school on the wrong foot, no action has been taken against the school in these months. \"The administration has not taken our problems seriously. The school is charging Rs 5,000 to Rs 6,000 per child per month,\" said a parent.

\"Today, we went to DC office. We met ADC Neeru Katyal in the absence of DC. She told us to meet officials at the education department. We simple want the report of the committee,a?? said Kuljinder Kaur, a parent from Dugri phase-II.

Importantly, few months back, the district education office has prepared a list of all private, aided and unaided school, which were not following norms under the Right to Education Act such as whether schools have proper rooms, playground etc. Even during the initial protests, parents have told the administration the school is too small to have a playground. Deputy DEO Gurjot Singh said, \"I don\'t know whether Ryan International School was included in that list or not.\"

Ritu Seyal, principal of Ryan International School, said, \"We have applied for no objection certificate (NOC) from the state government. Once we get the NOC, we would apply to CBSE for affiliation.\"

She tried to put a brave front saying, \"The school has more than one acre of land. Besides, we also have indoor playground for badminton, skating and tennis. We have air-conditioned classrooms which is why the fee structure of our school is higher than other schools.\"

Deputy DEO Gurjot Singh said, \"I have no idea about the facilities and land. Parents claim the school doesn\'t have any playground, but management claims that they having a playground. I will visit the school and find out everything.\"

Deputy commissioner Rahul Tiwari said, \"Though we formed a committee two months back, I was not directly involved in it. All I know is the committee headed by the district education officer has forwarded a report to the education department.\"

On a question over school\'s affiliation and flouting of RTE norms, he said, \"We will verify if the school is actually flouting the norms and take appropriate actions against the school authorities.\"

PAU pensioners’ tussle: New body formed with Bansal as president

More than three months after factionalism came out in the open in PAU Pensioners\' Welfare Association, the last meeting of which ended on a dead note in April, D P Maur and Jila Ram Bansal group on Tuesday formed the new association and Bansal was elected president unanimously.

The new association, PAU Retirees\' Welfare Association, with 450 members stands opposite the already existing PAU Pensioners\' Welfare Association with more than 1,500 members led by Sukhdev Singh.

Talking to Ludhiana Newsline, after his election, Bansal said, \"The previous body has done nothing in the past five years except fighting and confronting. All prominent people have joined us and we have managed 450 members in just two months.\"

Talking about the new initiatives that he as president would be taking, he said, \"We have already got \'suwidha\' window approved from vice-chancellor and ultrasound machine will be installed very soon for pensioners. Suwidha window will open on the ground floor of Thapar Hall.\"

Bansal added that they had got passed the pensioners\' scheme papers in two months for members aged 65, 70, 75 and 80.

\"Allotment of funds to the tune of around Rs 63 crore from state government is under process and we are also going to demand formation of pensioners\' bhawan on PAU campus from the vice-chancellor. Medical camps for retirees will be held frequently,\" said Bansal.

However, Sukhdev Singh, president of PAU Pensioners\' Welfare Association, termed the new body completely unconstitutional. \"People with no agenda have got separated from us but it hardly makes a difference to our strong body of more than 1,500 members. We have expelled people like D P Maur and J R Bansal who neither have any financial backing or a plan for welfare of pensioners. They have been completely rejected by the pensioners,\" Sukhdev Singh told Ludhiana Newsline.

Batla House encounter: Court to pronounce Shahzad Ahmad\'s sentence today

New Delhi: 30 Jul 2013,

The Delhi Police on Monday sought death penalty for the lone suspected Indian Mujahideen (IM) operative Shahzad Ahmed convicted in the 2008 Batla House encounter for killing police officer M C Sharma and injuring two other cops.

Additional Sessions Judge (ASJ) Rajender Kumar Shastri, after hearing arguments of the prosecution and the defence, however, reserved his verdict for Tuesday on the quantum of sentence to be awarded to Shahzad.

During the arguments on the point of sentence, Special Public Prosecutor Satwinder Kaur sought death penalty for Shahzad saying there are no mitigating circumstances in this case and the convict is involved in several heinous crimes.

\"One senior police officer (Inspector M C Sharma) was killed and two other officers (head constables Balwant Singh and Rajbir Singh) were injured while performing their duty,\" she said.

Citing Supreme Court verdicts in Devenderpal Singh Bhullar and Ajmal Kasab cases, the prosecutor said just like those cases, this case has also shocked the collective conscience of society.

She added there is no scope for Shahzad\'s reformation and rehabilitation and seeing the nature of crimes he is involved in, he will continue to be a \"threat to society\".

Outside the court complex also, over 50 residents of Paharganj area, where one of the blasts had taken place on September 13, 2008, had gathered and demanded death penalty for Shahzad. Some of them had lost family members or friends in the attack, while others had helped with the rescue efforts to get the injured to hospitals.

Advocate Satish Tamta, appearing for Shahzad sought leniency for his client saying the present case does not fall under the rarest of rare category. Tamta said the crime was committed on the spur of the moment without any premeditation.

N Kiran Kumar Reddy denies resignation reports

Hyderabad:30 Jul 2013,

The Chief Minister\'s Office has termed the resignation reports in a section of the media as \'incorrect and baseless\'. Kiran Kumar on Tuesday morning left for New Delhi on summons by the party leadership ahead of the meetings of the United Progressive Alliance (UPA) Coordination Committee and the Congress Working Committee.

However, it is believed that the Chief Minister has already conveyed to the leadership that he can\'t preside over the state\'s division. If he quits, the party may either name his successor or bring the state under President\'s rule to facilitate formation of Telangana.

The Congress core group, in its meeting last week, had rejected his objections to carve out Telangana state. Hailing from Rayalaseema region, Kiran Reddy is opposed to state\'s division and had pleaded the leadership to at least delay a decision.

After the core group meeting, the Chief Minister had called on party president Sonia Gandhi but had returned disappointed to Hyderabad the same day. The ministers from Seemandhra (Rayalaseema and Andhra regions) who called on him during last three days, said he was very upset over the turn of events. One minister TG Venkatesh said Kiran Reddy may quit if a decision was taken to accord statehood to Telangana.

Telangana: CWC meeting to secure nod of ruling alliance today

New Delhi: 30 Jul 2013,

Veering towards conceding the demand for a separate Telangana state, the Congress has convened a meeting of its working committee, the party\'s highest policy making body, on Tuesday after deliberations on the issue in the UPA Coordination Committee.

Highly placed Congress sources said the coordination committee will meet at 4pm followed by the meeting of the CWC at 05:30pm.

The high-level meetings are being called on the eve of the conclusion of the Panchayat polls in Andhra Pradesh. These meetings come a time when the Congress high command is said to be inclined towards bifurcating Andhra Pradesh notwithstanding the opposition from within the party and its state leadership.

While the UPA meeting is an attempt to secure a stamp of approval of the constituents of the ruling alliance, the Congress Working Committee meeting is to take a final call after it gets the sense about the stand of the allies on the issue.

UPA Coordination Committee to meet on 31st July

A meeting of UPA Coordination Committee has been called on July 31 to take a view on the vexed Telangana issue amid indications from the party that creation of a separate state is now a \'fait accompli\' despite the complications attached to it.

Senior party leaders from the state said that creation of a separate state appears to be a fait accompli but the party will address complications attached with it.

With the Congress leadership appearing to have veered towards creation of Telangana, party MPs from rest of Andhra Pradesh have opposed any division of the state while a parliamentarian from Telangana region had said that the government should go ahead with the decision.

The six anti-Telangana MPs, including Union Ministers MM Pallam Raju, KS Rao, Chiranjeevi and D Purandeshwari (all hailing from coastal Andhra) and K Bapiraju and Anantarami Reddy had met Prime Minister Manmohan Singh in a delegation to push for keeping Andhra Pradesh united.

The MPs told Prime Minister that there would be repercussions not only for the state but also for the entire country if Andhra Pradesh is divided. Rao said after the meeting that any decision to split the state would create problems. It was neither in the interest of the people nor the various regions of Andhra Pradesh, he said.

According to Bapiraju, the delegation told the Prime Minister that formation of Telangana will create problems in many states including Maharashtra, Uttar Pradesh and Madhya Pradesh where there are demands for separate statehood.

Rahul Gandhi asks Gujarat leaders to build pressure on Modi government

New Delhi: 30 Jul 2013,

\"You raise issues, which will build pressure on the government. Issues like why the Assembly session in Gujarat was called only for one day. Raise issues of public welfare,\" he is learnt to have told the leaders in the meeting.

Rahul also asked them to propagate the success of public welfare programmes done by the Centre. He discussed with the leaders the agitational programmes by the party to be launched in the next three months at the district and block level.

Sources said that the strategy is to target the BJP government there on \'flaws in policy\' more than the personality. Gurudas Kamath, who was made the in-charge of the state, briefed Rahul about his visits to the state.

When contacted, Modhwadia said that the meeting is held every three months to work out plans to strengthen the organization. Vaghela said that the focus is to strengthen the party. Rahul also held a meeting with AICC general secretary in-charge of Tamil Nadu Mukul Wasnik, state PCC chief BS Gnanadesikan and CLP leader K Gopinath during which, the leaders talked at length about how to strengthen the party in the state.

Congress was in alliance with DMK, which walked out of the UPA in March. Recently, Congress lent support to DMK chief M Karunanidhi\'s daughter Kanimozhi in Rajya Sabha polls. Gnanadesikan said the meeting only discussed organizational matters.

Oil prices down in Asian trade

Singapore: 30 Jul 2013

Analysts said investors were taking a breather from a recent rally while waiting for a meeting on Monday of the US central bank\'s policy-setting Federal Open Market Committee (FOMC).

Focus will be on a clear timeline for the Fed to reel in its USD 85 billion-a-month stimulus programme, with some analysts saying it could come as early as September. \"At the July 30-31 FOMC meeting, we expect an ambiguous signal from the Fed about the exact timing of tapering, causing markets to rethink whether September really is a done deal,\" analysts at Bank of America Merrill Lynch said in a note.

\"The majority of voters (in the committee) are likely still looking to move before year-end,\" they said. \"However, given the weak GDP and inflation data, there probably is not a strong consensus about exactly when to pull the trigger.\"

Policy Review: RBI keeps key rates unchanged to support currency

Mumbai:30 Jul 2013,

The RBI left interest rates unchanged on Tuesday as it supports a battered rupee but said it will roll back recent liquidity tightening measures when stability returns to the currency market, enabling it to resume supporting growth. As expected, the Reserve Bank of India left its policy repo rate at 7.25 percent but took a dovish tone as it cut its growth forecast for Asia\'s third-largest economy to 5.5 percent for the fiscal year, from 5.7 percent previously. It held the cash reserve ratio at 4 percent. The RBI said recent liquidity tightening steps \"will be rolled back in a calibrated manner as stability is restored to the foreign exchange market, enabling monetary policy to revert to supporting growth with continuing vigil on inflation.\" Fixed-income investors were pleased by the RBI\'s guidance, sending bond yields and swap rates lower. The benchmark 10-year bond yield dropped as much as 13 basis points to 8.03 percent. The rupee extended its falls to 59.7250 per dollar from 59.55 before the decision, and stocks were flat. \"The policy statement is slightly more dovish than what we had expected,\" said Sujan Hajra, chief economist at Anand Rathi in Mumbai. \"We expect that within two months, the cash tightening steps will be faded out, and monetary easing will resume. We are expecting another 50 basis points cut in the repo rate in 2013.\" The last policy statement of RBI Governor Duvvuri Subbarao\'s five-year tenure, unless it is extended, continued to call on the government to take urgent steps to bring down the current account deficit, which hit a record 4.8 percent of GDP in the last fiscal year. The current account gap makes India especially vulnerable as global investors move away from emerging markets in anticipation of a winding down of loose US monetary policy. Turkey, Brazil and Indonesia have all raised rates to counter capital outflows. Indian policymakers will be hoping the US Federal Reserve doesn\'t spark a fresh surge in flows away from emerging markets when it holds its policy review this week. \"It should be emphasized that the time available now should be used with alacrity to institute structural measures to bring the CAD down to sustainable levels,\" Subbarao said. However, New Delhi has struggled to implement steps to attract foreign corporate investment, and with elections due by May, Prime Minister Manmohan Singh\'s weak coalition government has limited room for pushing through further reforms. The rupee fell to a record low 61.21 to the dollar on July 8, when it was down about 10 percent since the start of 2013. While India has succeeded in stabilizing the rupee, which ended on Monday at 59.42, the surge in short-term interest rates has squeezed funding for corporate borrowers and prompted many economists to cut their growth forecasts. \"India is currently caught in a classic \'impossible trinity\' trilemma whereby we are having to forfeit some monetary policy discretion to address external sector concerns,\" Subbarao said. India grew at 5 percent in the fiscal year that ended in March, its weakest in a decade, which had prompted the RBI to cut rates by 125 basis points since last year, although it paused in June amid worries of high consumer price inflation. It said it aims to keep headline wholesale price index inflation at around 5 percent by the end of the fiscal year in March and 3 percent over the medium term. Annual wholesale inflation rose slightly to about 4.9 percent in June.

Akshay Kumar, Twinkle to be prosecuted in obscenity case: HC to cops

Mumbai:30 Jul 2013

Justice Abhay Thipsay quashed the complaint against Abigail Rosa, secretary of the event management firm, after observing that she was not the one who scripted the alleged obscene act.

The court, however, remarked that the police should prosecute the actors and the director of the fashion show. Akshay Kumar had sparked a controversy during the fashion week in March 2009 when his wife Twinkle unbuttoned his jeans on the ramp to promote a popular denim brand.

A complaint was filed by a social worker with the Vakola Police Station on March 30, 2009. Abigail had sought discharge from the case claiming that she has been falsely dragged into it. According to Abigail, she was not connected with the show except for applying for a no objection certificate for the event from the police station and was discharging a purely secretarial function.

The FIR had named her as the organizer. Assistant Public Prosecutor Rajshree Gadhvi argued since Abigail had procured the NOC and had agreed to conditions laid down by the police, it was her duty to see to it that it was complied.

Abigail was arrested and released on bail on August 25, 2009, for inciting and abetting the actor\'s crime of obscenity.

Needs of small and marginal farmers should be addressed in new research – S. Ranike

Ludhiana-29-July, 2013

Research on livestock professions should be focused on requirements and constraint of the state. The views were expressed by S. Gulzar Singh Ranike, Cabinet Minister for, Animal Husbandry, Dairy Development and Fisheries in the inaugural address of a one day workshop for animal husbandry officers of the state organised by Guru Angad Dev Veterinary & Animal Sciences University. S. Ranike was Chief Guest on this occasion. He said that in our new research policies small and marginal farmers should not be ignored as they are 70% of the farmers community. Both the animal husbandry department and GADVASU should come forward for joint research. The new pass outs of veterinary sciences should be equipped with modern and scientific knowhow of the profession. He said that extension programme should be spreaded to every nook and corner of the state to provide awareness of all new facilities and techniques. For this purpose camps and livestock melas are good options. New models to rear pigs and goats should be developed for more profitability. He said that joint efforts are required for research, marketing, quality control and diversification towards livestock professions. Sh. Des Raj Dhugga, chief parliamentary secretary was guest of honour on this occasion. He said that optimum use of resources is need of the hour. We have good resources but we are not utilizing them in a balanced manner. Grass root needs should be recognized for further strengthing of these professions as the majority of the livestock farmers are still ignorant about scientific recommendations

Dr. V.K.Taneja, Vice-Chancellor GADVASU said that development of livestock professions in a scientific manner also brought new problems in the area of diseases, treatment, housing, production and research. He said that value addition is the tested mantra for more profitability. Dr. Taneja emphasized that quality control of meat and other livestock products should be in the supervision of veterinarians. He also revealed that feed cost is increasing very much in comparison to price of milk, so government should frame a policy for holistic growth of dairy profession.

Dr. H.S. Sandha, Director Animal Husbandry Punjab said that livestock professions are contributing 9.2% in state GDP as well as 30% in agriculture GDP. So diversification through livestock may be more beneficial in comparison to agriculture.

UK school bans skirts for girls as young as 9

London: Monday, July 29, 2013(7STARNEWS)A UK school has banned skirts for girls as young as nine citing concerns over shrinking hemlines and the pupils appearing very \"unladylike\".

Girls from Walkwood Church of England Middle School in Redditch, Worcestershire, have been told to wear trousers from September amid concerns over shrinking hemlines.

The school will also ban female pupils from donning blouses from 2014 to ensure boys and girls wear the same uniform, The Telegraph reported.

But the move has been branded \"crazy\" by parents who warned that denying young girls the chance to wear skirts would leave them confused.

One campaign group said 63 schools currently banned children from wearing skirts. Most are secondaries but at least one other middle school, teaching nine- to 13-year-olds? have launched a similar crackdown.

David Doubtfire, the head teacher, said the ban was necessary because pupils were wearing increasingly shorter skirts. \"Some of the older girls were beginning to wear extremely short skirts. It was becoming difficult, especially when it came to them sitting down in the school hall. It was very unladylike,\" Doubtfire was quoted by the daily as saying.

\"We would ask them to make their skirts longer, but they would just roll them up again when we turned away. We want to simplify the uniform. It was getting complicated and this should make it cheaper for parents. Some of the blouses were expensive,\" he said.

\"Girls may be allowed to wear dresses in the summer. We are going to have a consultation on this,\" he added. Walkwood, which is currently rated as \"satisfactory\" by Ofsted, teaches 723 boys and girls aged nine to 13.

World Hepatitis Day: Research shows countries ill-equipped to cope with epidemic

London: Mon Jul 29 2013(7STARNEWS)World Hepatitis Alliance calls for urgent action to address disease killing as many as HIV/AIDS On World Hepatitis Day, the World Hepatitis Alliance has called for urgent attention to be given to recent figures showing that although viral hepatitis kills as many as HIV/AIDS, the great majority of countries have no programmes in place to tackle it.

The Global Burden of Disease study released last year in the Lancet shows that viral hepatitis was responsible for almost 1.45 million deaths in 2010, the same as HIV/AIDS and significantly more than TB or Malaria. Despite this enormous annual death toll, leaders in global health consistently leave it off their agendas.

\'Viral hepatitis is the 8th leading cause of death worldwide, killing as many people as HIV/AIDS every single year\' says Charles Gore, President of the World Hepatitis Alliance. \'500 million people worldwide are chronically infected. In the face of these numbers how is it possible that viral hepatitis receives so little priority across the world?\'

Currently, diseases receive attention and funding depending on their global priority. However the global priority list does not necessarily reflect the real burden of disease. This has led to responses that are disproportionate to disease impact, and has left some diseases tragically under-resourced. Viral hepatitis is a clear example; despite its huge burden there is little global pressure to address it. Consequently, the majority of governments have failed to dedicate resources to viral hepatitis, even in countries where prevalence is up to 20%.

The Global Report released by the World Health Organization last week showed the extent to which viral hepatitis is ignored. Only 37% of countries have a national strategy or plan for viral hepatitis, and less than 30% reported having a department responsible solely for viral hepatitis related activities. The lack of response to the world\'s 8th biggest killer is truly baffling. Not only does it put millions of lives at risk by allowing this silent epidemic to grow, it leaves the 500 million people who are chronically infected wholly abandoned without support or recognition.

RBI to manage liquidity as rupee stability trumps growth

Mumbai: July 29, 2013(7STARNEWS)The Reserve Bank of India (RBI), which has taken a series of measures to support the battered rupee, said on Monday that it will continue to manage money market liquidity in order to balance financial stability, growth and inflation.

The apex bank\'s policy focus has shifted from reviving economic growth to defending a rupee that hit a record low of 61.21 to the dollar on July 8, when it was down more than 9 per cent since the start of the year.

\"Global currency market movements in June-July 2013 have prompted a re-calibration of monetary policy,\" the RBI said in its a macro-economic report, a day before it is expected to leave interest rates unchanged at its monetary policy review.

\"The priority for monetary policy now is to restore stability in the currency market so that macro-financial conditions remain supportive of growth,\" it said.

The RBI has squeezed liquidity from the money market and pushed up short-term interest rates in order to deter capital outflows, allowing the rupee to make a slight recovery, and by late Monday it was trading around 59.40 to the dollar.

\"The Reserve Bank will endeavour to actively manage liquidity to reinforce monetary transmission that is consistent with the growth-inflation balance and macro-financial stability,\" it said.

The RBI last cut its policy repo rate by 25 basis points to 7.25 per cent in May and it left the rate on hold at its last review, in June.

The RBI reiterated its call for the government to implement measures to attract stable capital flows, saying that recent central bank steps to stem volatility in the rupee \"provide at best some breathing time\".

In Monday\'s report, the RBI\'s survey of professional forecasters lowered its growth forecast for the fiscal year that started in April to 5.7 per cent from 6.0 per cent in its previous survey.

The survey also foresaw a current account deficit of 4.4 per cent of gross domestic product for the current fiscal year, compared with a deficit of around $88 billion, or a record 4.8 per cent of GDP, in the last fiscal year.

The survey projected wholesale price index inflation at 5.3 per cent during the current fiscal year, lower than the 6.5 per cent forecast in its last survey.

The headline wholesale price inflation picked up for the first time in four months in June to 4.86 per cent annually, while the consumer price index also remained elevated at 9.87 per cent, a key worry for the RBI.

Telangana state likely to be announced tomorrow

New Delhi:July 29, 2013 (7STARNEWS)A new state of Telangana is likely to be announced tomorrow by the government. Sources say that the top decision-making body of the Congress, its Working Committee, will formally endorse the move to bifurcate Andhra Pradesh on Tuesday, a decision which was taken by party president Sonia Gandhi a few days ago.

Before that, Mrs Gandhi and the Prime Minister will meet with their allies who participate in the government to formally inform them of the road-map for India\'s 29th state.

Hyderabad, sources said, will not be designated a Union Territory. Instead, the city with its booming economy powered largely by the IT industry, will be a shared capital for Andhra Pradesh and the new Telangana state.

Congress leaders from Andhra Pradesh who are from the two non-Telangana regions of Coastal Andhra and Rayalaseema had objected to statehood for Telangana, arguing that their voters would respond with retributive force. But the party has reportedly made it clear that it will not reconsider its stand; Chief Minister Kiran Kumar Reddy is upset but has been persuaded not to resign in protest, said sources.

Telangana\'s future is imbricated with the national elections, now just months away. Andhra Pradesh has 42 parliamentary constituencies. The Congress has calculated that creating a new state will deliver strong returns. But just in case, it\'s weighing how to graph the geography for maximum electoral ground.

So the government may seek to affix two districts from Rayalaseema to Telangana\'s existing 10 districts. This will ensure the new and old states have 20 parliamentary seats each, and that the stronghold of political rival Jagan Mohan Reddy is divided across the new border.

THE PROCESS FOR FORMATION OF THE NEW STATE

The actual formation of the state is expected to be completed by early next year. The cabinet will share its plans with President Pranab Mukherjee and the Andhra Pradesh legislature will be asked for insights.

The PM will then set up a committee to negotiate consensus between the leaders from the three regions of the state for issues like how to share revenue and water.

Both Houses of Parliament will have to then pass the resolution for the creation of a separate state.

The five-decade struggle for a Telangana state was forced onto the contemporary national agenda in 2009 by the Telangana Rashtra Samithi or TRS, headed by K Chandrasekhara Rao. He fasted for 10 days, triggering huge rallies of support.

In response, in December 2009, in a surprise announcement, the Centre said it was sanctioning statehood. But within days, the government backtracked as violent protests erupted in the other two regions-Coastal Andhra Pradesh and Rayalaseema.

Sharad Yadav takes on Vijay Mallya, says \'corporates indulging in corrupt practices to enter Parliament\'

New Delhi :Monday, Jul 29, 2013(7STARNEWS)Janata Dal (United) chief Sharad Yadav on Monday launched a frontal attack on industrialist Vijay Mallya, and alleged that corporate giants were indulging in corrupt practices to find their way into Parliament.

Yadav, who was reacting to the claims made by Congress leader Birender Singh that Rajya Sabha seats are sold for Rs. 100 crores, said he was not aware of the monetary value of a seat in the Upper House, but knew that corporate giants were indulging in corrupt practices to find their way into the Parliament.

"I am not aware of what the rates are. However, it must not be generalized. People like Vijay Mallya and others who bring with them moneybags indulge in buying these seats. How much they pay for them, I am not aware," he said.

Yadav also made his party's position clear on the issue, and said there are no such discrepancies in the Janata Dal (United).

"In fact, neither can a wealthy man stand nor can a wealthy man use his money to win at our party" Yadav said.

"In the way the country's political sphere is deteriorating, there are aberrations. These people are managing to come into parliament for business," he added.

Birender Singh has kicked up a storm by alleging and later retracting that Rajya Sabha seats are on sale. He had alleged that members are buying seats for as much as Rs 100 crore.

He had also alleged that such Rajya Sabha members would not perform for the benefit of the poor.

"A Rajya Sabha MP told me that he had a budget of Rs 100 crore to get into the Rajya Sabha. If people like this come into the Rajya Sabha, I am sure they won\'t do much for the poor," he had said, while addressing a gathering in Jind, Haryana.

Birender Singh later retracted from his statement saying what he meant was that more people with monetary power were now emerging on the political sphere of the country.

\"Whatever is appearing on TV is entirely a wrong version of what I said. I said that after the results of the Lok Sabha elections 2009, there were crorepati MPs. I said that money power is becoming more important," he later claimed.

Bollywood`s very own 'Baba' turns 54 today. Sanjay Dutt is such an actor who wowed us with his action stunts as well as with his mellow side. And when he was charged for possessing banned arms and ammunitions in 1993 Mumbai bomb blasts case many hearts were broken.

Sanjay Dutt made his debut in Rocky (1981). After which he acted in Vidhata, Jeeva, Naam and Taaqatwar. In the early years, Sanju had faced drug addiction. He underwent treatment for the drug addiction at the rehab center in US.

He then went on to act in Sadak, Khoon Ka Karz, Khal Nayak, Saajan,Vaastav. All these films were quiet successful at the box-office. Mission Kashmir, Jodi No. 1, Hathyar, Kaante, Munna Bhai M.B.B.S, Dus, Lage Raho Munna Bhai, Shootout At Lokhandwala, Dhamaal, Blue and All The Best: Fun Begins… were successful at the box-office.

However, he faced hard times in 1990s and 2000s due to his alleged involvement in the terrorist interactions and weapons possession. He was arrested under Terrorist and Disruptive Activities Act (TADA).

He made his comeback in 1999 with a string of films – \'Kartoos\', \'Khoobsurat\', \'Daag\', \'Haseena Maan Jayegi\', and \'Vaastav\'. No wonder he\'s known as the comeback king! His powerful portrayal of an underworld don in \'Vaastav\' won him his first ever Filmfare award for Best Actor.

The immense success of the movie 'Munna Bhai MBBS' (2003) has turned it into a series \'Lage Raho Munna Bhai\' (2006) that won him an award from Manmohan Singh. Another sequel is rumored to happen.

SANJAY DUTT`S BEST DIALOGUES

In a career spanning four decades, Dutt\'s on screen frank speak and peculiar dialogue delivery -- a mix of coarse and caustic has gone down famously with the viewers.

Khalnayak

Sharafat ki kitaab mein mujhe khalnayak kehte hain.Playing the whimsical, larger-than-life bad boy in Subhash Ghai\'s Khalnayak, Dutt gets into the skin of his character with a grubby get-up and (the afore-mentioned) popular retort to Madhuri Dixit\'s inquiry.

Aatish

Zindagi jeene ka mazaa tab aata hai, dost jab maut ki ungliyan thaamkar bhaaga jaaye. Sanjay Gupta\'s slick directorial debut captures Dutt\'s macho appeal and magnetism like never before.

Sadak

Ek baat yaad rakhna inspector main wapas aaonga. Us ladki ko chhupa kar, wapas zaroor aaonga Inspector. Aur us din aakhri baar teri photo zaroor chapegi, zinda nahi murda. Playing an aggressive character modelled around Robert De Niro in Taxi Driver turned Dutt\'s fortunes overnight after Mahesh Bhatt\'s Sadak became a huge hit.

Vaastav

Asli hai, asli! Pachhas Tola, pachhas tola. Kitna? Pachhas tola! The manic delight Dutt conveys in flaunting the obscene amount of gold around his neck while showering his displeased family with expensive gifts is one of the most effective moments of his critically-acclaimed performance in Vaastav.

Munnabhai MBBS

Do sau che type ka sirf haddi hai. Todne ke time apun log sochte the kya? Rajkumar Hirani\'s feel-good entertainer has tons to chuckle about. Including the time when an amazed Dutt discusses the complexities of human anatomy and the amusing indifference with which they disassembled it in their profession as goons.

Kaante

Udaa do saale ke bheje ko. Main bhi dekhna chahta hoon ke ismein ghaas bhara hai ya bhusa.Trust Sanjay Dutt to blurt the most hostile things and still make an impression.

Lage Raho Munnabhai

Jab dono gaal pe pad jaaye toh kya karne ka, yeh Bapu ne kaha apne ko. As the Gandhigiri endorsing tapori of Munnabhai sequel, Dutt responds to a guard slapping him on both sides of his face with a license to give it back since the icon\'s non-violence sayings never specified beyond \'offer the other cheek\' technicality.

Agneepath

Tum kya leke aaye the, aur kya leke jaaoge? Reh jayega sirf ek insaan -- sarv shaktishaali, sarv shaktimaan, Kancha! Sanjay Dutt\'s chilling menace as the bald, black-clad Kancha Cheena in Karan Johar\'s Agneepath is a visible departure from Danny Denzongpa\'s polished malice in the original.

Policegiri

Tere mein sur Osama ka ho, lekin märe mein power Obama ka hai. Even the super silly Policegiri, which released a few weeks back, packed in some masses-friendly quotes pandering to Sanjay Dutt\'s tough guy image.

Other than movies, Sanjay Dutt co-hosted Television reality show Big Boss 5 along with Salman Khan. Sanjay Dutt and entrepreneur IPL cricket team owner Raj Kundra together launched India\'s first professionally organized mixed martial arts league — the Super Fight League.

Helicopter scam: CBI may get Agusta phone transcripts tomorrow

NEW DELHI:28 Jul, 2013(7STARNEWS) Italian authorities may hand over to the CBI tomorrow the crucial telephone transcripts in the Rs 3,600 crore VVIP helicopter scam, a move which may help it in expediting the probe into the case.

According to highly-placed sources, the documents are expected to be handed over to Indian mission officials in Milan on Monday after which these would be sent here for scrutiny and ascertaining the role of middlemen and others in the case.

The transcripts, which are likely to be handed over to the CBI, would help it carry forward its probe in the Rs 362 crore bribery scandal in which the then Indian Air Force chief S P Tyagi is also an accused, the sources said.

The records are crucial to the CBI probe as they reportedly contain several conversations related to the alleged remittances made to cousins of Tyagi and other middlemen to clinch the deal, they said.

The sources said a set of over 40,000 documents related to contours of money trail has already been received by the CBI from the Italian court after Defence Ministry became a civil party in the ongoing case in the European country.

However, they did not carry crucial phone conversations intercepted by the law enforcement agencies there.

CBI has also hired lawyers in Italy to represent it in the case.

With the help of phone intercepts, the agency wants to corroborate claims made in these conversations with the details of actual fund transfers to bolster its evidence against the accused in the chopper scam.

They said the records are related to phone conversations which were tapped by Italian authorities who have quoted them in their preliminary enquiry report on the basis of which they have started investigations into the alleged involvement of Italian company Finmeccanica, its UK-based subsidiary AgustaWestland and their top executives.

The sources said once CBI gets these records it might question Tyagi and other accused again before starting to prepare the charge sheet against the accused.

Meanwhile, CBI has also sent judicial requests to countries like Italy, UK, Switzerland and Tunisia seeking details of remittances made to India through the web of companies, the sources said.

Italian agencies had arrested the then CEO of AgustaWestland, Giuseppe Orsi, for alleged bribe given to Indian middlemen to clinch the deal.

The supply of 12 VVIP helicopters from AgustaWestland had come under scanner after Italian authorities alleged that bribe money was given by the company to clinch the deal.

The Italian prosecutor, who carried out the preliminary enquiry, alleged that the CEO of Finmeccanica, parent company of UK-based AgustaWestland, had used services of middlemen to bribe Indian officials in India.

CBI which carried out probe in India had named 13 individuals, including Tyagi and European middlemen Carlo Gerosa, Christian Michel and Guido Haschke, in the FIR as accused, in connection with the alleged bribery.

The probe agency has alleged that during his tenure as the IAF chief, Tyagi and \"with his approval\" the Air Force \"conceded to reduce the service ceiling for VVIP helicopters from 6,000 m to 4,500 m as mandatory to which it was opposing vehemently on the grounds of security constraints and other related reasons\".

According to the FIR, \"Haschke Guido and Gerosa Carlo (middlemen) managed to send Euro 5.6 million through Mohali-based IDS Infotech and Chandigarh-based Aeromatrix Info Solutions Private Ltd to India and kept the remaining amount out of about Euro 24.30 million received from AgustaWestland with themselves in the account of IDS Tunisia.\"

Both the Indian companies have denied involvement in the bribery scandal.

Tata Global Beverages (BUY / CMP: 156.7 Target1: 167 Target2: 174)

Tata Global scaled above medium term resistance around Rs 152 and has been consolidating above that range. With momentum seen gathering again, the stock can now rally to Rs 167 & 174 in the short to medium term. The stock can be bought at current levels with a stop loss at Rs 151.

The stock is showing signs of making a durable medium term bottom after completing a \'Head & Shoulder\' reversal pattern on good volumes. Weekly candle closed near highs signifying momentum.

Though the medium term targets are much higher, but for the short term one can look at entering at current levels or on a pullback for targets of Rs 1938/2127 where Hero MotoCorp may face resistance from previous highs.

Nothing will be swept under carpet in Dhoni probe: Dalmiya

BCCI's interim president Jagmohan Dalmiya on Sunday promised that there will be no cover-up in the probe into the alleged conflict of interests issue over Mahendra Singh Dhoni holding stakes in a sports management firm that manages him and several other Indian cricketers.

Dhoni found himself in the middle of a controversy when it came to light that he had 15 per cent stake in Rhiti Sports, which also manages Suresh Raina, Ravindra Jadeja and Pragyan Ojha, apart from him.

"I had said nothing will be swept under the carpet, even if it is Dhoni," Dalmiya said after the Board's working committee meeting here on Sunday.

The skipper came under sharp attack from many former cricketers for his alleged conflict of interest for having stakes in the sports management company and being the captain of the national side at the same time.

Dalmiya said the board had changed its "mode of working" as far as keeping a check on players' conflict of interests was concerned.

"We have changed our mode of working. We don't believe you have to be after any player or anybody. Therefore, the players will have to declare their interest in sports management companies. We will see how we can help them," Dalmiya said.

Talking about Delhi seamer Pradeep Sangwan, who has failed a random dope test conducted during the 2013 season of the IPL, Dalmiya said "the BCCI will follow the procedures as per anti-doping code".

Dalmiya also said that the annual contract for coaches and support staff for special academies has been renewed for one year.

Honda to increase production of Amaze

New Delhi:28 Jul 2013,

The company hopes to reduce to 2-3 months the delivery time for booked cars with the increase in output from the current 4-5 months.

\"The demand for Amaze has been so strong and we still continue to have more bookings. In order to reduce the waiting period, we have decided to start a third shift at the Greater Noida plant by November,\" HCIL senior vice-president Jnaneshwar Sen said.

When asked by how much the output will be increased, he said, \"We have not yet arrived at a number as the third shift will be shorter. At present, we are producing a total of 440 cars per day, including the Amaze, at the plant in two shifts.\"

The waiting period for the car would come down by two months after the start of the third shift, he added. The estimated order backlog of Amaze is over 20,000 units and the company has been selling about 5,500 units per month since the model was launched in April this year.

On whether the company is adjusting production of other models to roll out more Amaze, Sen said, \"No. Other models are being produced as per our original plans.\"

The Japanese firm had launched the entry level sedan Amaze at a price range of Rs 4.99 lakh to Rs 7.60 lakh (ex-showroom, Delhi). Helped by Amaze launch, Honda Cars has posted a three-fold jump in domestic sales in June at 9,297 units as against 2,667 units in the same month last year.

The new model, which has been developed keeping in mind the Indian conditions, competes directly with market leader Maruti Suzuki\'s Swift Dzire. Sen said there has been pricing pressure due to the rupee depreciation but the company has not yet decided to increase the price of the Amaze. - See more at:

Prime Minister to meet industrialists on Monday

New Delhi:28 Jul 2013

\"We will talk about all the major concerns besides negative sentiment which is haunting the industry. We will suggest steps to deal with CAD, rupee depreciation,\" said an industrialist who will attend the meeting.

The meeting is likely to be attended by CII president Kris Gopalakrishnan, ICICI Bank MD and CEO Chanda Kochhar, HDFC Chairman Deepak Parekh, and Bharti group Chairman Sunil Mittal besides several others.

The Prime Minister\'s meeting comes against the backdrop of decelerating industrial production and the liquidity tightening measures undertaken by RBI to arrest decline in rupee. RBI initiatives are likely to further choke growth.

CAD last fiscal was 4.8 percent and the government intends to bring it down to 4.2 percent this financial year. The rupee slide is another concern for the government. Earlier this month it fell to all-time low of 61.21 against the US dollar.

Singh will also discuss with captains of industry ways to accelerate skill development, besides development of the Delhi-Mumbai Industrial Corridor (DMIC), the Chennai-Bangalore Industrial Corridor (CBIC) and the Amritsar-Delhi-Kolkata Industrial Corridor (ADKIC).

Singh recently said that although basic fundamentals are sound and stable, the growth rate in the current financial year is likely to be lower than 6.5 percent estimated at the time of presentation of the Budget in February.

A delegation of United cycle & Parts Manufacturers Association under the leadership

Ludhiana-27.07.2013

A delegation of United cycle & Parts Manufacturers Association under the leadership of S. Gurmeet Singh Kular , President met Hon'ble Union Minister of MSME , Sh. K.H Muniyappa guru at Delhi along with Sh. Madhav Lal, IAS, Secretary MSME and Sh. Amrednra Sinha, IAS Addl. Secretary and DC-MSME. A memorandum enumerating the following problems of the cycle industry was handed over to Sh. K.H Muniyappa, Hon'ble Union Minister of MSME : -

1. TECHNOLOGY UP-GRADATION FUND (TUF):

The Technology Upgradation Fund Scheme (TUFS) provides plan support for modernization of textiles industry in the form of interest reimbursement and capital subsidy. The sectors benefited under TUFS are Spinning, Weaving, Processing, Technical Textiles, Jute, Silk, Garmenting, Cotton Ginning, Wool and Power looms. The above industries has derived facilities like modernization machinery, infrastructures etc. but the Cycle industry which is the second largest one in India and provides employment more than half million peoples but no facility has been provided to this industry by the centre nor by the state government in budget 2013-14.

It is our humble request that like textile industry, The Bicycle / Engineering industry should also be given privilege of TUF scheme in order to boost the industry with modernization of Machinery and other Production facilities.

2. REGARDING FACTORY STUFFING :

I take this opportunity to apprise you about the problems faced by the industry in general and cycle industry in particular. Ludhiana is considered as the Manchester of the India and hub of industry which is scattered forms one corner to another corner of the city. The custom department has stopped factory stuffing of trading item, with the result the Exporters have to face difficulty regarding loading and unloading and this has lead to delayed shipment and added cost to the export.

It is humbly requested that this scheme of factory stuffing should be restored so that the industry may not face any difficulty for the export of the products.

3. REGARDING ENHANCEMENT OF CENTRAL EXCISE LIMIT :

Presently, MSMEs are exempted from the preview of central excise up to 1.5 crore of Annual Turnover. Consequent upon enormous increase in the cost of raw materials, process cost, labour, transportation etc. for the past few years , the limit of 1.5 crores annual turnover is no more significant when compared to present cost of production and needs to be enhanced to 5 crores.

4. Procurement of procedure from SMEs by central & state PSUs :

Both State and Union Governments have issued Orders to their Departments and respective Public Sector Undertakings to compulsorily procure 20% of their requirements from SMEs, the same are not being followed 10% price preference should be made mandatory in Punjab to improve the order book position of State SMEs and to better their performance. Hon'ble Minister is requested to take immediate necessary action in this regard and help the SMEs to improve their order book position.

5. Low rate of interest to MSMEs :

It is brought to the notice of Hon'ble Union Minister of MSME , Sh. K.H Muniyappa guru that the Banks provide the loan on a very high rate of interest which is too high for the MSMEs. Micro & Small scale units are back bone of industry. Banks are charging 13% to 16% rate of interest which is totally un-viable to run the units; we request to reduce the rate of interest to 7% in order to protect them from extinction. He is requested to instruct the department to provides low rate of interest for MSMEs so that the MSMEs may develop their infrastructure and production capacity, this will boost the MSMEs moral and make them able to compete in the international market.

In the meeting the following members were present: Sh. Manjinder Singh Sachdeva, General Secretary, Sh. Rajeev Jain of R & R Bikes and Sh. Jagatvir Singh of Ason Industries.
