Before we may express our views we would like to kindly accept our heartiest well wishes on behalf of the 2250 MSME industrial unit's members. Our association is one of the most leading reputed and prestigious one in Asia in a single trade including exporters earning foreign exchange for the Country. We are very much oblige for the patronage provided to the small scale industry by the Government and have ample confidence that the Punjab Government will continue to keep the welfare of the small scale units in future also. Further we would like to have your sympathetic view on following points to protect the reeling bicycle industry.

PSIEC has been very cooperative with the industry & has taken various development measures to upgrade the infrastructure of the Industrial Focal Points. We would like to highlight some basic problems faced by the industries in various focal points.



1. REGARDING ZONING:



Punjab being border state has faced terrorism for a decade during that period Govt & Police department had instructed the Industries to safeguard themselves by raising their boundary balls & other infrastructure to protect themselves. Now the department has imposed zoning in the Industrial area & Focal Points which is causing a major hindrances in getting the NOC from PPCB, PSPCL & other Govt departments. We therefore request you to abolish the concept of zoning which is not viable for the industries which is working from the last so many years.



2. CONVEYANCE DEED AT ALLOTMENT PRICE:



The govt of Punjab has been very kind enough to give some time to the industries for the Registration of the title deed @ allotment rates; this opportunity was withdrawn due to election process. We request your goodself to once again give the opportunity to the industries to register their title deed at allotment prices. Further we would like to bring in your kind notice that the Conveyance Deeds done in the past shows commercial instead of industrial which should be amended.





3. USAGE OF 20% LAND FOR COMMERCIAL & FOR LABOUR ACCOMMODATION:



PSIEC had supported the industries by allowing 10 % of the plot for display of self manufactured goods Punjab being the border state has always faced labour problems, the shortage of labour has resulted in reduction of production of the industries. We humbly request you to allow 20% of the plot area for commercial & for accommodation of the labourers so that at least some shortage of the labours can be reduced by giving them accommodation in house, this will also reduce the menace of encroachment and will also in reduction of theft & pilferage.



4. FOR MAINTENANCE OF ROAD LIGHTS & SEWERAGE:



PSIEC contributed in development of infrastructure by constructing roads & sewerages. We therefore request you to proper maintaining of the road & cleaning of sewerage systems should be done at the regular intervals.



5. REGARDING NEW FOCAL POINT:-

To accelerate the industrialization towards fast pace of growth, we approach your kind office to design a new focal point adjacent to Ludhiana which is having a giant industry already in its fold and further for convenience of various ancillary wings, vendors etc attached to large scale units. At the very outset, we suggest marking proper area / zone for new focal point as the development presently has declined due to congestion in the limited square kilometres area of city.

We hope that all our problems will be solved at the earliest in the interest of the industries
