Russia and China scored a significant diplomatic success on Friday after the Western powers agreed to drop their insistence on threatening Damascus with punitive measures in a United Nations Security Council resolution, if it failed to pull out heavy weapons from population centres. With the threat of economic sanctions under the U.N. charter out of the way, the Council unanimously passed a resolution, extending the tenure of the monitors.
