Sensex rises 100 pts amid volatility; Bharti shoots up 4%

Delhi 30/11/2011(Tehelkanews)

The Nifty bounced back above the 4800 mark amid volatility, following recovery in European markets. Oil & gas, telecom, FMCG and select technology stocks lead support. The Sensex gained 107 points at 16,115.12 while the Nifty rose 28 points to 4,833.05.

France\'s CAC, Germany\'s DAX and Britain\'s FTSE, which fell over 1% at one point of time declined just 0.5-0.8%. The Dow Jones futures trimmed losses to 50 points from 100 points.

Back home, Bharti Airtel outperformed smartly, rising 4%. Oil & gas majors and index heavyweights ONGC and Reliance Industries were up 3% and 1.5%, respectively.

ITC, TCS, HDFC Bank, HUL, NTPC, JSPL, Sun Pharma, DLF and Bajaj Auto gained 1-3%.

However, ICICI Bank, Tata Motors, Hero Motocorp and Sterlite Industries topped the selling list, falling 3% each. Infosys and L&T were down 0.3% each.

AT 14:27 hours IST : Nifty below 4800 again as Europe falls; Tata Motors down 4%

The market gave up all gains amid volatile trade, dragged down by ICICI Bank and capital goods stocks. Tata Motors, SBI and metals stocks too too turned negative.

European markets like France\'s CAC, Germany\'s DAX and Britain\'s dropped 1% each on ongoing debt crisis. The Sensex was down 37.73 points at 15970.61 and the Nifty was down 18.05 points at 4,787.05.

Tata Motors topped the selling list, losing over 3.5%. Capital goods major Larsen & Toubro and BHEL fell 1.5-2%.

Shares of largest private sector lender ICICI Bank dropped nearly 2.5% and SBI too was down 0.2%. Among the others, M&M, Sterlite Industries and Jaiprakash Associates were down 2-3%. Tata Steel and Infosys slipped 0.8%.

Index heavyweight Reliance Industries too turned flat after rising 1.5%.

However, HDFC Bank, ONGC, ITC, HUL and Bajaj Auto gained 0.7-1.7%.

The broader indices like BSE Midcap and Smallcap were down 0.8-1%. Declining outnumbered advancing ones by 1584 to 1020 on BSE.

At 13:55 hours IST : Oil & gas, FMCG, tech lift Sensex 150 pts up

Short covering led recovery pushed the Sensex 150 points higher in the afternoon trade. The bounce back was supported by oil & gas, technology, FMCG and HDFC group companies\' shares. European markets too cut down on thier losses after initial fall.

The Sensex was up 152 points at 16,160.61 and the Nifty rose 40 points to 4,844.85, amid choppy trade.

However, experts see more downside to the markets globally. KR Bharat, managing director of Advent Advisors says, the worst is not over yet. He feels it is just the beginning of the slowdown and there is more downside to come. He advises investors to be in cash and out of equities.

Oil & gas majors Reliance Industries and ONGC gained 1.44% and 2%, respectively. FMCG stocks like ITC and HUL rose 1.6%.

Shares of private sector lender HDFC Bank and housing finance lender HDFC moved up 3% and 1.4%.

Technology space too joined the rally; TCS was up 2% and Wipro up 1.5% while Infosys gained 0.6%.

Among others, Bharti Airtel, Sun Pharma, Bajaj Auto, NTPC and Wipro were up 1.5-2%.

Capital goods major BHEL too turned positive, but L&T was still down 0.4%. ICICI Bank, Tata Motors and Sterlite fell 0.7%, 1.4% and 2%, respectively.

GDP grows at 6.9% in Q2; FM pegs FY\'12 expansion at 7.3%

India\'s economy grew at its weakest pace in more than two years in the quarter that ended in September, revealing the heavy toll that stubbornly high inflation, rising interest rates and crisis-hit global capital markets are having on Asia\'s third-biggest economy.



Weakness in the second quarter was broad-based, with manufacturing growing at only 2.7 per cent and mining contracting 2.9 per cent, and reinforcing the view that the central bank will have to stop its tightening policy.



GDP growth at 6.9%: Slowdown indications strengthened? Experts say



Gross domestic product growth fell to 6.9 per cent in the second quarter of the financial year, slipping below 8 per cent for the third straight quarter.



\"Taking into account the trend of the last two quarters, I expect the GDP growth to be 7.3 per cent (in 2011-12),\" Finance Minister Pranab Mukherjee told reporters. The economy grew by 8.5 per cent last financial year.



A poll of 11 leading economists had predicted that the gross domestic product in Asia\'s third largest economy will grow at an average 7% in the three months to September. The economy grew at 7.7% in the April-June quarter



The $1.6 trillion economy, with a population of 1.2 billion, has been hit by a confluence of factors. Inflation has been persistently high all year, policy inertia has hurt spending and industrial output and, now, capital outflows have pushed the rupee to new lows.



Thirteen interest rate increases have failed to arrest inflation, which is close to double-digits.



While the Reserve Bank of India (RBI) has indicated the low possibility of another rate increase, some market experts say they won\'t be surprised if there is another tightening in mid-December.



The Indian economy grew at 8.5 per cent in 2010/11. \"It\'s more or less in line with our expectations, and we\'re expecting it to stay around this level of 7 per cent for the remaining quarters of this financial year,\" said Indranil Sengupta, an economist at the Bank of America-Merril Lynch in Mumbai.



The manufacturing sector, which contributes nearly 16 per cent of the country\'s GDP, grew at 2.7 per cent in the September quarter, data showed. This compares with 7.8 per cent a year ago, and 7.2 per cent in the previous quarter.



Farm output rose an annual 3.2 per cent for th e same period, down from its previous quarter\'s 3.9 per cent growth .



Economists said the rising costs of funds and policy paralysis in government are weighing heavy on growth. These and the escalating debt crisis in Europe are likely to push growth below the trend, they said, adding that the coming months will be crucial in determining the growth trajectory.



\"The coming months need to be carefully watched...There can be an uptick in industrial production in the second half of the year as it is the busy season,\" said Madan Sabnavis, chief economist at CARE. Several of the economists polled said the manufacturing sector, which accounts for approximately 15% of the GDP, will be the biggest drag on growth.



The index for industrial production, which measures growth in factory output, generation of electricity and production of minerals, grew at an average 3.1% over the second quarter.

Review: Desi Boyz

Boys bonding is a great subject for comedies. Tarun Mansukhani tried it in Dostana. Debutant director Rohit Dhawan gives a far more blithe and effervescent spin to that thing called friendship that makes us do all kinds of weird and wonderful things. Sometimes in tandem.



Desi Boyz is a very entertaining yarn about two guys in Britain taking on recession with a bit of naughty moonlighting as, ahem ahem, gigolos. Or, as brothel-chief Sanjay Dutt (who comes to the strains of Nayak nahin khalnayak hoon main, a la Ra.One) describes it, Jerry (Akshay Kumar) and Nick (John Abraham) are in the business of making women smile.



Desi Boyz goes beyond the fair sex. It makes everyone smile most of the while. The editing (Nitin Rokade) is seamless, bringing together the four principal actors\' individual charms into a collective space without crowding the canvas. To their credit every principal actor, and that includes Anupam Kher (playing Deepika Padukone\'s zany dad) and Omi Vaidya (as her wimpy fiance) seems to get into the film\'s vivacious frothy mood without letting the dark underbelly of the film be squandered in frivolity.



Remarkably the film\'s light crisp upper-crust secretes a hard sombre bedrock of truth about how tough life can get in a super-competitive society where keeping up appearances can also mean looking your best after being told you\'ve just lost your job.



Devastation is no reason for cosmetic bankruptcy.



Among this film\'s many virtues of being an engaging rom-com is its unmistakable glamour. The four main actors have seldom looked so fetching. Is it the camera (N. Natarajan Subramnaniam), the lighting and the choreography, all first-rate, or is it something more? The sheer pleasure that the actors derive in getting into the mood of an intelligently-written comedy is palpable, almost every step along the way. You can\'t miss the pride in playing a part in a parody that never plays dumb.



The narration moves effortlessly even while negotiating the highly filmy episodes. There is a heart-wrenching orphaned little boy (Virej Dasani, adorably cute) who needs a home with his bankrupt uncle (Akshay Kumar) badly. In movies of yore the heroines would perform mujras in kothas to preserve the sanctity of their family values. Here the boys strip and dance for their recession-hit lives.



Admirably Rohit Dhawan\'s screenplay turns the men into sex objects with comic candour and without a trace of selfconsciousness. Not that the women are any less attractive to the eye. Deepika Padukone has not much to do, and Chitrangda even less. The latter gets to play strip poker during exam revision with her \'student\' Akshay Kumar.



It\'s a brilliantly written scene full of tantalizing possibilities.



Desi Boyz has ample room for skin-show and cheesiness. It goes for the skin with elan and avoids the cheesy ramifications by simply turning away from double meanings (the director Rohit\'s father David Dhawan\'s forte). Yes, there\'re phallic references and mischievous eye-rolling whispers and nudges relying on women\'s body-parts.



But the overall impression is that of a class comic act, a sumptuously-mounted sex comedy, no pun, but plenty fun, intended.



The songs (Pritam) and the choreography remain true to the film\'s entertainment-quotient. And the performances are a delight. Deepika has just a couple of scenes to sink her teeth into. She\'s a delight in the sequence where she tries to win John back from a Caucasian diversion in a pub. Chitrangda\'s sexy teacher act echoing Sushmita Sen in Main Hoon Na, shows her taking full charge of the commercial language. She smoulders.



John Abraham had hardly ever been seen having so much fun. Though his dancing is still lumbering, this ranks as his most watchable performance since New York. And Anupam Kher as his father-in-law-to-be brings a queer blend of a 17-going-on-70 boy-man to his patriarch\'s part. Great fun to play and to view.



But the film finally belongs to Akshay Kumar, make no mistake about that. While other A-list stars from his generation have begun to look faded at the edges Akshay gets better with each film. Here, in this film, his comic timing is matched by his ability to hold up dramatic moments without letting them sink into over-sentimentality. This is arguably Akshay\'s best performance in a comic role since Priyadarshan\'s Hera Pheri.

Actress Vidya Balan, who is essaying a sultry siren in soon-to-be-released \'The Dirty Picture\' against actor Naseeruddin Shah, says age difference between the duo did not matter for her while shooting intimate scenes even as she asserted that the movie is not porn.



From being a demure dame in \'Parineeta\' to a sly temptress in \'Ishqiya\' and now a southern siren in \'The Dirty Picture\', actress Vidya Balan has come a long way.



Milan Luthria\'s \'The Dirty Picture\' chronicles life of the controversial southern actress Vijayalaxmi, popularly known as Silk Smitha who was known for her daring and bold erotica on screen.



The promos of the flick have already become the talk of town. However, the actress is all praise for the veteran actor.



\"The age difference did not matter much with him (Naseeruddin Shah). When you face an actor like Naseeruddin, he can make you believe in anything. He is a brilliant actor. And I have worked with Naseer saheb earlier. He is one of the living legends. You feel absolutely comfortable, I was not at all uncomfortable,\" Vidya told PTI in an interview.



\"In such scenes, we made sure few people are there on sets. I knew it was required for the story to go ahead...it was part of the script,\" she said.



Earlier, Vidya shared screen with Naseeruddin in Vishal Bharadwaj\'s \'Ishqiya\'.



About her experience of working with Naseeruddin, Vidya said, \"it was heart warming, especially while shooting \'Ooh La La\' song. When we were dancing in the midst of oranges it was hilarious. We were laughing like mad, dancing between pots, posing like old sculptures. We had to roll down a slope. It is not easy, more than (getting) hurt, I couldn\'t control my laughter.\"

Time has come to review our relations with US: Khar

Noting that \"time has come to review our relations\", Pakistan Foreign Minister Hina Rabbani Khar said Americans have been issued a notice to vacate Shamsi airbase in line with the Cabinet\'s decision after the cross-border NATO attack that killed 24 soldiers.



She said the US has been asked to leave Shamsi airbase in Balochistan province within 15 days.



Describing the NATO attack on border posts in Mohmand Agency as a breach of Pakistan\'s sovereignty and a violation of international law, Khar said, \"The time has come to review our relations\".



Numerous reports have said that Shamsi airbase, which was leased to the United Arab Emirates by Pakistan in 1992, is used by CIA-operated drones.



Angered by Saturday\'s cross-border air strike, Pakistan asked the US to vacate the airbase and shut down all NATO supply routes.



Khar told state-run PTV that Pakistan had supported the world community in the war against terrorism and made \"great sacrifices\".



Pakistan\'s positive cooperation must be recognized at the international level and not taken as its \"weakness\", she said.



The country\'s sovereignty and territorial integrity must be respected at all cost, she said.



The people and the government will not tolerate incidents like the NATO attack in future, she said.



\"We don\'t want any aid or assistance but we want to live with dignity and honour,\" she added.



Demanding \"complete clarity\" from the international community about Pakistan\'s sovereignty, Khar said the country wanted to move forward with honour and dignity.



She said it was up to \"Pakistan\'s political forces to evolve a future strategy keeping in view the current situation\".

Violence on second voting day in Egypt, 80 injured

At least 80 people were wounded Tuesday night when new clashes in Cairo's Tahrir Square broke out in the second day of parliamentary elections in Egypt.

Twenty seven of the wounded were taken to hospital, the official MENA news agency reported.



Youths threw petrol bombs, fired guns and threw rocks near Cairo's Tahrir Square, where protesters have been demonstrating against military rule in Egypt.



The violence disrupted what had been two largely peaceful days of voting in the first phase of a parliamentary election, the first since President Hosni Mubarak was ousted in February.



An organizer of the protest said the trouble started when an unidentified group had tried to enter the square. State media said the clashes had involved protesters and street vendors but this could not be independently verified.



Leading reformist politician Mohamed ElBaradei said "thugs" had attacked the sit-in demonstration.



Over the past two weeks, at least 42 people have been killed in clashes as protesters in Tahrir Square called for an immediate end to military rule. 3,250 have been wounded, according to the Egypt's Health Ministry.



The first stage of the lower house elections finished on Tuesday as polling booths closed at 7 pm, with a generally peaceful process and a high turnout.



Elections for the lower house are scheduled to take place in three stages, based on geography. The last of the three stages is set to take place in January.



The lower house will be tasked with drafting Egypt's new constitution



Upper house elections will run between January and March.



Presidential elections will be held by June, according to the Supreme Council of the Armed Forces, Egypt's military ruling body.

Clinton to Suggest Reforms in Historic Visit to Myanmar

BUSAN, South Korea November 30, 2011(AP)

– U.S. Secretary of State Hillary Rodham Clinton said Wednesday she is looking forward to her historic trip to isolated Myanmar this week and will suggest specific reforms to the country\'s leadership to improve ties with the United States.

Clinton travels to Myanmar\'s capital on Wednesday on the first visit to the Southeast Asian nation by an American secretary of state in more than 50 years. She told reporters at an international aid conference in South Korea before her departure that she was cautiously optimistic about her trip but said Myanmar would have to implement more reforms before the U.S. will reciprocate.



\"I am obviously looking to determine for myself and on behalf of our government what is the intention of the current government with respect to continuing reforms both political and economic,\" she said.

She declined to discuss the specific measures she would suggest or how the U.S. might reciprocate.

After meeting with senior Myanmar officials on Thursday, Clinton is to travel to the commercial capital of Yangon where she will see opposition leader and Nobel Peace Prize laureate Aung San Suu Kyi.

The Obama administration is betting that the visit will pay dividends, promoting human rights, limiting suspected cooperation with North Korea on ballistic missiles and nuclear activity, and loosening Chinese influence in a region where America and its allies are wary of China\'s rise.

\"We and many other nations are quite hopeful that these flickers of progress ... will be ignited into a movement for change that will benefit the people of the country,\" she said, reflecting the administration\'s hopes for the trip.

Clinton is expected to seek assurances from Myanmar\'s leadership that they will sign an agreement with the U.N. nuclear watchdog that will permit unfettered access to suspected nuclear sites. The U.S. and other western nations suspect that Myanmar has sought and received nuclear advice along with ballistic missile technology from North Korea in violation of U.N. sanctions.

She will also press the government\'s baby steps toward democratic reform after 50 years of military rule that saw brutal crackdowns on pro-democracy activists like Suu Kyi and members of her National League for Democracy party.

Clinton\'s private dinner on Thursday and formal meeting with Suu Kyi on Friday will likely be the highlights of the visit. Suu Kyi, who intends to run for parliament in upcoming elections, has welcomed Clinton\'s trip and told President Barack Obama in a phone call earlier this month that engagement with the government would be positive. Clinton has called Suu Kyi a personal inspiration.

The trip is the first major development in U.S.-Myanmar relations in decades and comes after the Obama administration launched a new effort to prod reforms in 2009 with a package of carrot-and-stick incentives.

The rapprochement sped up when Myanmar held elections last year that brought a new government to power that pledged greater openness. The administration\'s special envoy to Myanmar has made three trips to the country in the past three months, and the top U.S. diplomat for human rights has made one.

Those officials pushed for Clinton to make the trip, deeming a test of the reforms as worthwhile despite the risks of backsliding.

President Thein Sein, a former army officer, has pushed forward reforms after Myanmar experienced decades of repression under successive military regimes that canceled the outcome of 1990 elections that Suu Kyi\'s National League for Democracy party won.

Last week, Myanmar\'s parliament approved a law guaranteeing the right to protest, which had not previously existed, and improvements have been made in areas such as media and Internet access and political participation. The NLD, which had boycotted previous flawed elections, is now registered as a party.

But the government that took office in March is still dominated by a military-proxy political party, and Myanmar\'s commitment to democratization and its willingness to limit its close ties with China are uncertain.

Corruption runs rampant, hundreds of political prisoners are still jailed and violent ethnic conflicts continue in the country\'s north and east. Human rights activists have said Clinton\'s visit should be judged on improvements in those conditions.

Myanmar\'s army continues to torture and kill civilians in campaigns to stamp out some of the world\'s longest-running insurgencies, according to rights groups. They say ongoing atrocities against ethnic minorities serve as a reminder that recent reforms are not benefiting everyone.

Although the government suspended a controversial Chinese dam project earlier this year, China laid down a marker ahead of Clinton\'s trip by having its vice president meet the head of Myanmar\'s armed forces on Monday.

China\'s Foreign Ministry said in a statement that Vice President Xi Jinping pledged to maintain strong ties with Myanmar and encouraged Gen. Min Aung Hlaing to push for solutions to unspecified challenges in relations.

Myanmar also remains subject to tough sanctions that prohibit Americans and U.S. companies from most commercial transactions in the country.

U.S. officials say Clinton\'s trip is a fact-finding visit and will not result in an easing of sanctions. But officials also say that such steps could be taken if Myanmar proves itself to be serious about reform. Other steps being contemplated include upgrading diplomatic relations that would see the two countries exchange ambassadors. The nations are now represented in each other\'s capitals by charges d\'affaires.

Despite high hopes, U.S. officials remain decidedly cautious about prospects for Clinton\'s visit and that caution has been echoed by members of Congress, some of whom have expressed concern that the trip is an undeserved reward for the regime.

NATO attack was blatant aggression - Pakistan army

(Reuters) - A senior Pakistani army official has said a NATO cross-border air attack that killed 24 soldiers was a deliberate, blatant act of aggression, hardening Pakistan\'s stance on an incident which could hurt efforts to stabilise Afghanistan.



In a briefing to editors carried in local newspapers on Wednesday, Major-General Ishfaq Nadeem, director general of military operations, also said NATO forces were alerted they were attacking Pakistani posts, but helicopters kept firing.



\"Detailed information of the posts was already with ISAF International Security Assistance Force), including map references, and it was impossible that they did not know these to be our posts,\" The News quoted Nadeem as saying in the briefing held at army headquarters on Tuesday.



The NATO attack early Saturday shifted attention away from Pakistan\'s widely questioned performance against militants who cross its border to attack U.S.-led NATO forces in Afghanistan, and has given the military a chance to reassert itself.



On Tuesday, Pakistan pulled out of an international conference on Afghanistan, an angry riposte after the attack by NATO plunged the region deeper into crisis.



Islamabad\'s decision to boycott next week\'s meeting in Bonn, Germany, will deprive the talks of a key player that could nudge Taliban militants into a peace process as NATO combat troops prepare to leave Afghanistan in 2014.



U.S. Secretary of State Hillary Clinton said on Wednesday she regretted Pakistan\'s decision to boycott next week\'s international conference on Afghanistan but hoped to secure Islamabad\'s cooperation in future.



\"Nothing will be gained by turning our backs on mutually beneficial cooperation. Frankly it is regrettable that Pakistan has decided not to attend the conference in Bonn,\" Clinton told a news conference in South Korea.



The army, which has ruled the country for more than half of its history and sets security and foreign policy, faced strong criticism from both the Pakistani public and its ally, the United States, after the secret U.S. raid that killed Osama bin Laden.



The al Qaeda leader had apparently been living in a Pakistani garrison town for years before U.S. special forces found and killed him in a unilateral operation.



Pakistanis criticised the military for failing to protect their sovereignty, and angry U.S. officials wondered whether some members of military intelligence had sheltered him.



The army seems to have regained its confidence, and anti-NATO protests suggest it has won the support of the public in a country where anti-American sentiment runs high even on rare occasions when relations with Washington are healthy.



Exactly what happened at the Pakistani posts along an unruly and poorly defined border is still unclear. NATO has promised to investigate.



A Western official and an Afghan security official who requested anonymity said NATO troops were responding to fire from across the border. Pakistan said earlier the attack was unprovoked.



Both the Western and Pakistani explanations are possibly correct: that a retaliatory attack by NATO troops took a tragic, mistaken turn in harsh terrain where differentiating friend from foe can be difficult.

Conrad Murray to be sentenced for Michael Jackson\'s death

The Michael Jackson\'s doctor will face the singer\'s distraught family and ardent fans one more time when he returns to court for sentencing in the death of the superstar from an overdose of an operating-room anaesthetic.

Dr. Conrad Murray\'s sentencing on Tuesday for involuntary manslaughter is the final step in the criminal case launched within days of Jackson\'s unexpected death in June 2009.

Prosecutors want a judge to sentence the 58-year-old Murray to the maximum four-year prison term. Defense attorneys counter that Murray already faces a lifetime of shame and diminished opportunities and should receive probation.

How long Murray might remain behind bars depends on the Los Angeles Sheriff\'s Department, which would base the decision on good behaviour and other factors.

Even without overcrowding and a new state law that will send Murray to county jail rather than prison, a four-year sentence could be cut in half by good behaviour.

Nifty recovers amid choppy trade; banks gain

The Nifty recouped losses amid choppy trade, supported by HDFC Bank, TCS, BHEL and SBI. Index heavyweights Reliance Industries and ONGC trimmed losses to 1.56% and 0.75%, respectively. The Sensex was down 32.43 points at 16134.70 and the Nifty down 4.85 points at 4846.45.

Shares of HUL, M&M and Tata Steel gained 1.5-2%. Major largecaps like HDFC Bank, TCS, SBI, ICICI Bank and BHEL were up 0.5-1%.

However, index heavyweights Infosys and Bharti dropped 1.5-2%. HDFC, DLF and NTPC slipped over 0.6%.

Robert Doll of BlackRock says, the markets are range-bound. \"Europe is the main issue to decide whether we move up or down within that trading range. Therefore, some answer out of Europe will give some clue is to which way we move out of that trading range. But for now, I think we are range-bound. Hopefully, we get year-end rally in equities around the world.

GTL and GTL Infra gained 8% ahead of GTL\'s corporate debt restructuring meeting today. The company says, some lenders are looking to convert debt into equity and promoters may convert Rs 950 crore contribution into equity shares.

Shares of Pantaloon Retail, Koutons Retail and Shoppers Stop were down over 3.5% after opposition parties opposed to FDI in retail. Vishal Retail lost 2%.

The Sensex was down 115 points amid volatility, with index heavyweights Reliance Industries, Infosys and ONGC prominent losers. Other largecaps like ICICI Bank, Bharti and HDFC too were down. The market was underperforming Asian peers; Nikkei, Kospi and Taiwan rallied 1-2% while Shanghai and Hang Seng rose 0.5%. The Sensex was quoting at 16,052.43 while the Nifty was down 32.55 points at 4,818.75.

Laurence Balanco of CLSA believes further ranging in the old consolidation pattern between 4725 and 5167 on the Nifty is likely in the coming weeks.

Index heavyweight Reliance Industries was down over 2% after sources claimed that government may opt to hold on to inducting BP (which signed USD 7.2 billion deal with RIL for 30% stake in 21 coal blocks) as co-owner in KG-D6. Sources also say, BP\'s role will be uncertain till it becomes co-owner in KG-D6 basin and arbitration complete. Arbitration is likely to take at least 1-2 years.

Shares of Infosys, HDFC, ONGC and Bharti Airtel were down 1.3-1.9% on profit booking. ITC, ICICI Bank, Tata Motors, L&T and HDFC Bank fell 0.4-1%.

However, Tata Steel topped the buying list, rising 2%. Major largecaps TCS, SBI, HUL and BHEL gained 0.5-0.9%.

Egypt ends first day of key parliamentary vote with high turnout

CAIRO, Nov. 28 --

Polling stations in nine provinces across Egypt closed at 9 p.m. on Monday after a two-hour extension due to the high turnout in the first stage of the country\'s historic parliamentary elections.

At the start of the vote at 8 a.m. local time (0600 GMT), voters queued up at polling stations in Cairo. The turnout was high. \"Today, nearly 1,000 voters cast their votes here,\" said a judge at a polling station specially for women in downtown Cairo on Monday evening. \"No violations were reported.\"

By Monday evening, many electoral workers were still busy receiving voters despite a slight decline in the turnout. Abdel Ibrahim, chairman of the High Judicial Elections Commission, told reporters late Monday that the voting was smooth except that three polling stations were closed due to clashes.

About 17 million eligible voters are expected to go to 3,809 polling stations in the nine governorates in the first stage. Around 2,357 independent candidates will contest 57 seats, while 1, 452 party candidates will compete for 112 seats.

The People\'s Assembly polls are held over three stages, each with a run-off one week after the vote. The whole vote will be finished on Jan. 10 and the final results will be announced by Jan. 13

According to AP, it reported, Palestinian President Mahmoud Abbas announced on Monday that he set May 4 as the date for general elections. It meant to end up a long-standing crack that has left his people divided between rival governments in the West Bank and Gaza Strip.

The Palestinians have been rifted since Hamas militants overran Gaza in 2007. Hamas controls Gaza, while Abbas\' Palestinian Authority rules in the West Bank. Abbas, on a state visit to Austria, had mentioned May before as the likely month for the vote but Monday was the first time that he set a specific date. \"We are planning to hold the elections on May 4, God willing,\" Abbas told a news conference. Abbas\' Fatah faction and Hamas agreed last May to a reconciliation plan culminating in elections. But implementation of that plan has been slow with the sides at odds over the formation of an interim government of technocrats that could prepare the two territories for the vote. In particular, they have been unable to agree upon a prime minister. Besides, Abbas is facing a lot of financial pressure with the vote with Israel monthly holding back some $100 million of funds it collects on behalf of the Palestinians each month. The main 2G scam accused and former telecom minister A Raja, however, is still in Tihar, as he has not applied for bail. He was arrested on February 2, 2011.

Lokpal draft report a disappointment: Kiran Bedi

disappointment over the draft report of the Standing Committee on Lokpal Bill, Team Anna member Kiran Bedi has warned that going back on a commitment given by Parliament would call for a mass movement again. When asked for her comments on the draft report which sought to keep lower bureaucracy out of the ambit of the ombudsman, among others, Bedi told PTI: \"This is going back on the commitment and will call for mass movement again\".

The Standing Committee has also recommended keeping out judiciary and MPs\' conduct in House out of the Lokpal\'s purview and rejected the demand for hiving off the anti-corruption wing of CBI to come under its jurisdiction.

Team Anna has been insisting that the lower bureaucracy, higher judiciary, provisions for Citizen Charter and setting up of Lokayuktas in state level be included in the ambit of Lokpal Bill.

Bedi called the exclusion of judiciary a setback to people\'s demands as

people \"overwhelmingly\" wanted judiciary in. \"By this, corruption in judiciary is covered nowhere, neither in Judicial Accountability Bill nor in Lokpal\".

Bedi also said that if the anti-corruption wing of CBI does not come under Lokpal\'s jurisdiction, the country will never see successful expeditious prosecutions of the high and mighty.

Reacting to members unanimously recommending conferring constitutional status on Lokpal, Bedi expressed apprehension that \"this may become the reason for not having it\".

\"For the government in power does not have a two thirds majority in Parliament. It will be used to not pass the bill,\" she said.

However, she welcomed the proposal to bring corporates, media and NGOs under the ambit of Lokpal. \"This is welcome. But we need to know the exact provisions,\" she said

The shooting of Madhur Bhandarkar\'s much-anticipated Kareena Kapoor-starrer Heroine took off amid much fanfare on Saturday with the film\'s hero Arjun Rampal celebrating his birthday by cutting a cake on the sets.

Madhur, however, was in a sombre mood while posting the first day\'s shoot on his blog. He sent out a prayer for victims of the 26/11 terror attack.

\"Today I start shooting for my next project, Heroine. Am I excited, nervous or ecstatic? Actually, I am very calm because movie making is one thing that comes very naturally to me. I am happy for sure, as always, to be on the next project and work after months of brainstorming. But my day has begun with a silent prayer for the victims of 26/11,\" the blog read.

While Kareena and Arjun gave the first shots for the film on Saturday at Mumbai\'s Film City, also present were UTV head honchos Ronnie Screwvala and Siddharth Roy Kapur, who have co-produced the film along with Madhur.

\"What I could say is different about Heroine as compared to all my other movies is that it is a bigger movie. It has a larger span, more characters, more costumes...a journey that revolves around an actress\' life and showbiz,\" Madhur said.

The film traces the journey of Mahhi Khanna, played by Kareena, to stardom and all that follows. While Kareena was the first choice for the role, she had turned it down because she was reportedly not comfortable doing certain scenes in the film.

Madhur had then famously signed Aishwarya Rai-Bachchan for the film and even grandly announced the project at this year\'s Cannes film festival as Ash posed for photo-ops at the Riviera.

However, Ash backed out of the film because of her pregnancy as she would not have been able to film a lot of intense scenes which her role demanded. She even shot for a fortnight before pulling out. Madhur had thought of shelving the project before Kareena agreed to take over.

Finally, after making due changes to suit Kareena\'s demands, Madhur re-started the project from scratch with Kareena.

\"The fabulous Kareena Kapoor is playing the role of the protagonist. Both of us have been wanting to work together for a while now. Finally we are, and I am sure we are going to have a blast during the shoot,\" he posted further.

On day one, Kareena and Arjun reportedly did a special photo shoot session with ace lensman Dabboo Ratnani.

Arjun plays a superstar who is in love with Mahhi. The film also stars Divya Dutta.

One of the highlights of the movie is apparently the 130 costumes that Kareena gets to wear in the film.

Her wardrobe has been designed by her designer buddy Manish Malhotra. By the looks of the three dresses that Kareena wore for the photoshoot, she\'s going to set the screens on fire.

दिल्ली पुलिस की ओर से पेश हुए वकील हरीश साल्वे ने जस्टिस बीएस चौहान और जस्टिस स्वतंत्र कुमार की बेंच से कहा कि बाबा रामदेव मंच से नीचे कूदे और अपने समर्थकों को उनके हाल पर छोड़कर चले गए। समर्थकों ने पुलिस की ओर पथराव शुरू कर दिया।

बेंच ने जब कहा कि शायद पुलिस द्वारा आंसू गैस के गोले फेंकने के बाद रामदेव के समर्थकों ने पथराव किया, तो साल्वे ने कहा समर्थकों द्वारा हिंसा शुरू करने के बाद ही यह कार्रवाई की गई थी।

दिल्ली पुलिस ने दावा किया कि रामदेव के जाने के बाद वहां ज्यादा लोग नहीं बचे थे। करीब 200 समर्थक मंच पर चढ़े और सुरक्षाकर्मियों पर पथराव शुरू कर दिया। पुलिस का इरादा लोगों को आयोजन स्थल से खदेड़ने का नहीं था। वहां दो घंटे तक (हिंसा से पहले) स्थिति नियंत्रण में थी।

दिल्ली नगर निगम (एमसीडी) ने सोमवार को कहा कि सामाजिक कार्यकर्ता अन्ना हजारे और उनकी टीम के सदस्यों को रामलीला मैदान में 27 दिसम्बर से पांच जनवरी तक अनशन की अनुमति तभी दी जाएगी जब वे दिल्ली पुलिस का अनापत्ति प्रमाणपत्र (एनओसी) पेश करेंगे।

एमसीडी के प्रवक्ता योगेंद्र सिंह मान ने बताया,\"रामलीला मैदान को 27 दिसम्बर से पांच जनवरी तक बुक करने के लिए टीम अन्ना से हमें एक आवेदन मिला है। मैदान के लिए इन तिथियों पर पहले से कोई बुकिंग नहीं है। इसलिए वे अपना प्रदर्शन कर सकते हैं।\"

उन्होंने कहा,\"हम उन्हें पहले इस बात की अनुमति दें इसके लिए टीम अन्ना को पहले पुलिस से अनापत्ति प्रमाणपत्र लाना होगा।\"

ज्ञात हो कि इसके पहले इंडिया अगेंस्ट करप्शन (आईएसी) के एक प्रवक्ता ने बताया कि एमसीडी ने 27 दिसम्बर से पांच जनवरी तक रामलीला मैदान में प्रदर्शन के लिए अन्ना हजारे और उनके सहयोगियों को अनुमति दे दी है।

पाकिस्तान से दशकों पुराने तनाव, चीन के आक्रामक रवैये और नक्सली समस्या को ध्यान में रखते हुए भारत अपनी सैन्य ताकत बढ़ा रहा है। चीन और उसके सहयोगी पाकिस्तान की तरफ से बढ़ती खतरे की आशंकाओं के मद्देनज़र भारत ने तेजी से अपनी ताकत बढ़ानी शुरू कर दी है। जानकारों का मानना है कि भारत अपने पड़ोसियों (खासकर चीन) के साथ हथियारों की होड़ में न सिर्फ चुनौती दे रहा है बल्कि कई रणनीतिक मामलों में वह उन पर भारी भी पड़ रहा है।

समुद्र के सामरिक महत्व और चीन के दक्षिण पूर्व एशिया के समुद्री इलाकों में बढ़ते असर को देखते हुए भारत ने समंदर में अपनी ताकत बढ़ाने का फैसला किया है। इसी साल अगस्त में चीन के जहाज ने भारत के जहाज को वियतनाम के पास दक्षिण चीन सागर में मौजूदगी की वजह पूछी थी। जानकारों के मुताबिक यह घटना दक्षिण एशिया में भारत और चीन जैसे देशों के बीच होड़ को समझने के लिए काफी है। दुनिया में असरदार देश बनने की ओर बढ़ रहे दक्षिण पूर्व एशिया के देश पहले क्षेत्रीय स्तर पर बड़ी ताकत बनना चाहते हैं।

भारत इस समय हथियार आयात करने के मामले में दुनिया का अव्वल देश है। हथियारों की खरीदफरोख्त पर नज़र रखने वाले संगठन सिपरी की 2011 की रिपोर्ट के मुताबिक 2006 और 2010 के बीच दुनिया में हुई हथियारों की खरीद का 9 फीसदी हिस्सा अकेले भारत के हिस्से में है। सिपरी के मुताबिक भारत ने अपने ज़्यादातर हथियार रूस से खरीदे हैं।

वॉशिंगटन स्थित सेंटर फॉर स्ट्रेटेजिक एंड इंटरनेशनल स्टडीज के आकलन के मुताबिक भारत ने अपनी सेनाओं के आधुनिकीकरण पर 2015 तक 80 अरब डॉलर (करीब 40 खरब रुपये) खर्च करने की योजना बनाई है। विशेषज्ञ मानते हैं कि भारत अपनी समुद्री ताकत को बढ़ाने पर खासा जोर दे रहा है। मैरीटाइम एनालिसिस फर्म एएमआई इंटरनेशनल के एक आकलन के मुताबिक अगले 20 सालों में भारत 103 नए जंगी जहाजों (इसमें परमाणु हथियारों से लैस पनडुब्बियां भी शामिल) पर 45 अरब डॉलर का खर्च करेगा। वहीं, इस दौरान चीन 135 जंगी जहाजों पर महज 25 अरब डॉलर (करीब 12 खरब रुपये) खर्च करेगा।

जानकार यह भी मानते हैं कि भारत के लिए राहत की बात यह है कि अमेरिका भारत की बढ़ती सामरिक ताकत से ज़्यादा चिंतित नहीं है। अमेरिका के लिए ज़्यादा चिंता की बात चीन की सामरिक शक्ति है। इस तथ्य के बावजूद कि भारत सबसे ज़्यादा हथियार रूस से खरीदता है, अमेरिका के रक्षा मुख्यालय पेंटागन की 2010 डिफेंस रिव्यू में हिंद महासागर के अलावा अंतरराष्ट्रीय मामलों में भारत की बढ़ती भूमिका का स्वागत किया था।

खुशखबरी: और सस्ता होगा पेट्रोल! कल हो सकता है ऐलान

अगर अगले दो दिनों में भी अंतरराष्ट्रीय बाजार में पेट्रोल के दामों में गिरावट रही तो जनता को एक बार फिर तेल कंपनियों की ओर से 'सौगात' मिल सकती है। पेट्रोलियम मंत्रालय की ओर से कंपनियों को दिए गए निर्देश में कहा गया है कि ग्राहकों से अधिक वसूली न की जाए। इससे कंपनियां अंतरराष्ट्रीय बाजार में दामों में आई गिरावट का लाभ जनता को देने पर विचार कर रही है। हालांकि इसके लिए कंपनियां अगले दो दिन तक इंतजार करना चाहती हैं। अगर गिरावट का यह सिलसिला बना रहा तो ग्राहकों को पचास पैसे से लेकर डेढ़ रुपए प्रति लीटर तक की राहत मिल सकती है। कीमत में कमी रुपए की गिरावट के बावजूद होगी जबकि पहले इसी वजह से दामों में वृद्धि होती रही है।

16 नवंबर से पेट्रोल के दाम प्रति बैरल 107.5 डॉलर हो गए हैं। इससे पहले यह 114.5 डॉलर प्रति बैरल था। दूसरी ओर, रुपए की स्थिति 2 रुपए तक कमजोर हुई है। इसके बावजूद तेल कंपनियों को पेट्रोल पर लाभ हो रहा है। सूत्रों के मुताबिक, पेट्रोलियम मंत्री जयपाल रेड्डी ने तेल कंपनियों को कहा है कि वह यह लाभ ग्राहकों को देने पर विचार करें। यदि कंपनियां लाभ ग्राहकों को देती हैं तो यह इस माह में पेट्रोल के दाम में दूसरी कटौती होगी। इससे पहले 15 नवंबर को कंपनियों ने 2.22 रुपए प्रति लीटर की कटौती पेट्रोल के दाम में की थी। इससे पहले कंपनियों ने 1.80 रुपए प्रति लीटर दाम बढ़ाया था।

गहराता जा रहा भंवरी का भंवर: न जिंदा होने, न ही मौत का मिल रहा सबूत

भंवरी अपहरण के 89 दिन बाद सीबीआई उसकी मौत के सबूत तलाश रही है। हालांकि, अब तक नाकामी ही हाथ लगी है, फिर भी उम्मीद नहीं छोड़ी है। लोहावट और फलौदी के रेतीले धोरे छान चुकी सीबीआई ने सोमवार सुबह मथानिया-ओसियां मार्ग की सभी झाड़ियों में सबूतों की तलाश की है।

करीब तीन घंटे तक छानबीन करने के बाद सीबीआई टीम खाली हाथ लौट आई। सीबीआई के एसपी राकेश राठी सोमवार सुबह 8 बजे मथानिया थाने के पुलिसकर्मियों व आरएसी के जवानों का लवाजमा लेकर उम्मेदनगर पहुंचे। सभी लोगों ने उम्मेदनगर, नेवरा रोड, ओसियां रोड, भैंसेर-चावंडिया मार्ग और मथानिया इलाके की झाड़ियों व ओरण भूमि में भंवरी की किसी वस्तु अथवा उसके अवशेष की तलाश की।

इसी रूट पर भंवरी का अपहरण किया गया था। नेवरा रोड पर भंवरी को दूसरी गैंग के हवाले करने की बात आरोपी शहाबुद्दीन व सोहनलाल ने कही थी। सीबीआई ने इन गांवों की कच्ची सड़कों की छानबीन कर आस-पास काम करने वाले लोगों से भी पूछताछ की और मौका नक्शा बनाया। करीब तीन घंटे की मशक्कत के बावजूद सीबीआई को कोई सुराग नहीं मिला। दिल्ली से आई सीएफएसएल की टीम भले ही अपहरण में प्रयुक्त बोलेरो के पार्ट्स में फंसे बालों की डीएनए जांच कर यह साबित कर दे कि ये बाल भंवरी के ही हैं, मगर उससे भंवरी की मौत की पुष्टि करना मुमकिन नहीं होगा। ये बाल बोलेरो में हुए संघर्ष में भी टूट सकते हैं, इसलिए सीबीआई भंवरी की कोई ऐसी वस्तु और सबूत जुटाना चाहती है जिससे उसकी मौत साबित हो सके।

सीबीआई ने शहाबुद्दीन के बेटे फारूख, उसके भाई शरीफ व सत्तार को पूछताछ के लिए बुलाया और तीनों को जेल में शहाबुद्दीन से रूबरू कराने भी ले गए। तीनों बेटों से शाम तक पूछताछ की गई। फारूख ने रोशन से किसी प्रकार कारिश्ता होने से इनकार किया है।

फारूख ने आबूरोड में रहने वाली रोशनबानो से किसी प्रकार का रिश्ता होने से इनकार किया है। रविवार को सीबीआई ने रोशनबानो से पूछताछ की तो उसने कहा था कि उसकी बहनें शहाबुद्दीन के परिवार में ब्याही हुई हैं, इसलिए उसकी पहचान है।















जबकि फारूख ने मीडिया से बात करते हुए कहा कि उनका रोशन से कोई रिश्ता नहीं है। इस बीच सीबीआई ने फारूख, उसके भाई शरीफ व सत्तार को पूछताछ के लिए बुलाया और तीनों को जेल में शहाबुद्दीन से रूबरू कराने भी ले गए। तीनों बेटों से शाम तक पूछताछ की गई।

भारतीय क्रिकेट टीम मंगलवार को यहां पहले वनडे क्रिकेट मैच में वेस्टइंडीज से दो-दो हाथ करेगी। टेस्ट सीरीज 2-0 से जीत चुकी मेजबान टीम का वनडे में भी पलड़ा भारी है। इंडीज ने भी इस दौरे में अपने प्रदर्शन में लगातार सुधार किया है। टेस्ट सीरीज भुलाकर वह वनडे में भारत को चुनौती देने का तैयार है। दोपहर ढाई बजे से यह मैच शुरू होगा। कप्तान महेंद्र सिंह धोनी को विश्राम दिया गया है। इस सीरीज में टीम की कमान वीरेंद्र सहवाग संभालेंगे। उनकी कप्तानी में भारत ने सात में से चार मैच जीते हैं। एक बार फिर उनके पास खुद को बेहतर कप्तान साबित करने का मौका होगा। टीम में शामिल 15 खिलाड़ियों में सिर्फ चार सहवाग, गंभीर 30 से अधिक उम्र के हैं।

The main 2G scam accused and former telecom minister A Raja, however, is still in Tihar, as he has not applied for bail. He was arrested on February 2, 2011.

FDI in retail: All-party meeting ends without breakthrough

A meeting of all parties called by Finance Minister Pranab Mukherjee has ended without a breakthrough - the hope was to find an exit from the impasse over the government\'s move to allow Foreign Direct Investment or FDI in retail. After the meet ended, the Opposition reiterated it will not allow Parliament to function till the government withdraws its decision. The UPA\'s own allies like Mamata Banerjee and M Karunanidhi also want the decision withdrawn.



Mr Mukherjee will now convey the opinion of different parties to the Prime Minister. \"We told Pranab-da that we want a rollback and he said he\'ll consult the PM,\" said Sudip Bandyopadhyay of the Trinamool Congress, which is headed by Ms Banerjee and is the second-largest party in the coalition at the Centre after the Congress.



There has been no business conducted in Parliament this session - opposition parties say that cannot happen till they are allowed an adjournment motion on the matter that would introduce a debate on FDI followed by a vote. The government is fine with a debate but has used technicalities to argue against a vote. The numbers - if it comes to that - could expose the UPA is in a minority on the decision to allow 51% FDI in multi-brand retail which would allow companies like Walmart and Tesco to India. 246 votes would be in favour of the government; parties like the Left and the BJP, added up together, would equal 290 votes against FDI.



The BJP says it\'s opposed not just to the FDI decision because it would hurt farmers and traders, but at the Government\'s attempt to exclude large parties from consultations. But its righteousness is somewhat undermined by the fact that in 2004, its election manifesto proposed 26% FDI in retail to allow \"Organized retail trade on the international pattern for growth of trade and employment.\" That year the party led the outgoing NDA government and expected to be back in rule. By the 2009 general elections, after five years of sitting in opposition, the party had done a U-turn, deciding to oppose FDI in retail. When asked to explain, former BJP Finance Minister Jaswant Singh said that his party pushed for FDI when the economy was booming; today, he said, it is not.





Far more worrying for the government is the opposition that has been clearly expressed by key allies like Mamata Banerjee and the DMK, whose presence in the UPA is key to the survival of the government.



So yesterday, the government lunged into damage-control mode. While it has made up its mind not to reconsider its stand on FDI, Commerce Minister Anand Sharma sent a lengthy note to the leaders of all major political parties and the chief ministers of states that are opposed to FDI in retail like Bihar\'s Nitish Kumar. In his letter, Mr Sharma explained that 30% of the requirements for retailers will have to be sourced from Indian small and micro enterprises. (Read the full letter) The central government has also made it clear that it\'s up to states to decide whether to adopt the FDI policy. For its part, the central government wants to allow FDI in retail in about 50 cities that have a population of at least 10 lakhs.

ਬੀ.ਸੀ.ਸੀ.ਆਈ. ਵੱਲੋਂ ਜਾਰੀ ਪ੍ਰੈੱਸ ਬਿਆਨ ਵਿਚ ਸਕੱਤਰ ਸੰਜੇ ਜਗਦਲੇ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਵੀਨ ਕੁਮਾਰ ਦੇ ਸੀਨੇ ਵਿਚ ਸੱਟ ਲੱਗੀ ਹੈ ਇਸ ਲਈ ਉਹ ਵੈਸਟ ਇੰਡੀਜ਼ ਖਿਲਾਫ ਪਹਿਲੇ ਤਿੰਨ ਇਕ ਰੋਜ਼ਾ ਮੈਚ ਨਹੀਂ ਖੇਡ ਸਕਣਗੇ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਕਪਤਾਨ ਵਰਿੰਦਰ ਸਹਿਵਾਗ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਪ੍ਰਵੀਨ ਨੂੰ ਹਲਕੀ ਸੱਟ ਲੱਗੀ ਹੈ ਤੇ ਉਸ ਦੀ ਵਿਸ਼ਾਖਾਪਟਨਮ ਵਿਚ ਹੋਣ ਵਾਲੇ ਦੂਜੇ ਇਕ ਰੋਜ਼ਾ ਮੈਚ ਤੱਕ ਤੰਦਰੁਸਤ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ। ਪ੍ਰਵੀਨ ਦੀ ਗੈਰ-ਹਾਜ਼ਰੀ ਵਿਚ ਭਾਰਤੀ ਤੇਜ਼ ਗੇਂਦਬਾਜ਼ੀ ਦੀ ਅਗਵਾਈ ਵਿਨੇ ਕੁਮਾਰ ਕਰਨਗੇ ਜਦੋਂਕਿ ਉਮੇਸ਼ ਯਾਦਵ ਉਨ੍ਹਾਂ ਦਾ ਸਾਥ ਦੇਣਗੇ।

ਡੀ.ਐਮ.ਕੇ. ਦੀ ਸੰਸਦ ਮੈਂਬਰ ਕਨੀਮੋੜੀ ਤੇ ਚਾਰ ਹੋਰਾਂ ਨੂੰ ਉੜਕ ਸੁੱਖ ਦਾ ਸਾਹ ਦਿਵਾਉਂਦਿਆਂ ਦਿੱਲੀ ਹਾਈ ਕੋਰਟ ਨੇ ਅੱਜ ਉਨ੍ਹਾਂ ਦੀਆਂ ਜ਼ਮਾਨਤਾਂ ਮਨਜ਼ੂਰ ਕਰ ਲਈਆਂ। 2ਜੀ ਸਪੈਕਟ੍ਰਮ ਘੁਟਾਲੇ 'ਚ ਛੇ ਮਹੀਨਿਆਂ ਤੋਂ ਵੀ ਵੱਧ ਸਮੇਂ ਤੋਂ ਤਿਹਾੜ ਜੇਲ੍ਹ 'ਚ ਬੰਦ ਇਨ੍ਹਾਂ ਸਭ ਨੂੰ ਅਦਾਲਤ ਨੇ ਉਨ੍ਹਾਂ ਪੰਜ ਹੋਰਾਂ ਦੇ ਬਰਾਬਰ ਰੱਖਿਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਪਿਛਲੇ ਹਫ਼ਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਜ਼ਮਾਨਤ ਦਿੱਤੀ ਸੀ।

ਜਸਟਿਸ ਵੀ.ਕੇ. ਸ਼ਾਲੀ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਇਨ੍ਹਾਂ ਪੰਜਾਂ ਦੀ ਜ਼ਮਾਨਤ ਮਨਜ਼ੂਰ ਕਰਦੇ ਹਨ ਤੇ ਇਨ੍ਹਾਂ 'ਤੇ ਵੀ ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਜਾਰੀ ਸ਼ਰਤਾਂ ਹੀ ਲਾਗੂ ਹੋਣਗੀਆਂ। ਕਨੀਮੋੜੀ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਜਿਨ੍ਹਾਂ ਨੂੰ ਜ਼ਮਾਨਤ ਦਿੱਤੀ ਗਈ ਹੈ, ਉਨ੍ਹਾਂ 'ਚ ਕਲਾਇਗਨਰ ਟੀ.ਵੀ. ਦੇ ਐਮ.ਡੀ. ਸ਼ਰਦ ਕੁਮਾਰ, ਬਾਲੀਵੁੱਡ ਦੇ ਫ਼ਿਲਮਸਾਜ਼ ਕਰੀਮ ਮੋਰਾਨੀ ਤੇ ਕੁਸੇਗਾਓਂ ਫਰੂਟਜ਼ ਤੇ ਵੈਜੀਟੇਬਲਜ਼ ਪ੍ਰਾਈਵੇਟ ਲਿਮਟਿਡ ਦੇ ਡਾਇਰੈਕਟਰ ਰਾਜੀਵ ਅਗਰਵਾਲ ਤੇ ਆਸਿਫ਼ ਬਲਵਾ ਹਨ।

ਛੇਵੇਂ ਮੁਲਜ਼ਮ ਸਾਬਕਾ ਟੈਲੀਕਾਮ ਸਕੱਤਰ ਸਿਧਾਰਥ ਬੇਹੁਰਾ ਦੀ ਜ਼ਮਾਨਤ ਦੀ ਅਰਜ਼ੀ 'ਤੇ ਅਦਾਲਤ ਨੇ ਇਹ ਕਹਿ ਕੇ ਆਪਣਾ ਫ਼ੈਸਲਾ ਰਾਖਵਾਂ ਰੱਖ ਲਿਆ ਕਿ ਇਸ ਬਾਰੇ ਬਾਅਦ 'ਚ ਨਿਰਣਾ ਲਿਆ ਜਾਵੇਗਾ, ਕਿਉਂਕਿ ਸੀ.ਬੀ.ਆਈ. ਵੱਲੋਂ ਇਸ ਜ਼ਮਾਨਤ ਦਾ ਵਿਰੋਧ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਜਸਟਿਸ ਸ਼ਾਲੀ ਨੇ ਬੇਹੁਰਾ ਦੇ ਵਕੀਲ; ਸੀਨੀਅਰ ਐਡਵੋਕੇਟ ਅਮਨ ਲੇਖੀ ਨੂੰ ਦੱਸਿਆ ਕਿ ਸੀ.ਬੀ.ਆਈ. ਵੱਲੋਂ ਪੇਸ਼ ਤੱਥਾਂ ਦੇ ਜਵਾਬ ਦਿੱਤੇ ਜਾਣ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਦਿਨੇ ਐਡੀਸ਼ਨਲ ਸਾਲਿਸਿਟਰ ਜਨਰਲ ਮੋਹਨ ਪਰਾਸਰਨ ਨੇ ਕਿਹਾ ਕਿ ਜਾਂਚ ਏਜੰਸੀ ਬੇਹੁਰਾ ਨੂੰ ਛੱਡ ਕੇ ਹੋਰਾਂ ਦੀ ਜ਼ਮਾਨਤ ਦਾ ਵਿਰੋਧ ਨਹੀਂ ਕਰ ਰਹੀ ਹੈ, ਸੋ ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਮਾਨਤ 'ਤੇ ਛੱਡਿਆ ਜਾ ਸਕਦਾ ਹੈ, ਕਿਉਂਕਿ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਇਸੇ ਕੇਸ 'ਚ ਪੰਜ ਹੋਰ ਸਹਿ-ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਇਹੀ ਲਾਭ ਦਿੰਦਿਆਂ ਸੁਪਰੀਮ ਕੋਰਟ ਜ਼ਮਾਨਤ ਦੇ ਚੁੱਕੀ ਹੈ।

ਐਡੀਸ਼ਨਲ ਸਾਲਿਸਿਟਰ ਜਨਰਲ (ਏ.ਐਸ.ਜੀ.) ਨੇ ਬੇਹੁਰਾ ਦੀ ਜ਼ਮਾਨਤ ਦੀ ਅਰਜ਼ੀ ਦਾ ਇਹ ਕਹਿ ਕੇ ਵਿਰੋਧ ਕੀਤਾ ਕਿ ਜਨਤਕ ਸੇਵਕਾਂ ਲਈ ਸਖ਼ਤ ਜਾਂਚ ਅਮਲ ਦੀ ਲੋੜ ਹੁੰਦੀ ਹੈ, ਕਿਉਂਕਿ ਉਹ ਜਨਤਕ ਸਰਮਾਏ ਤੇ ਸੰਪਤੀ ਦੇ ਟਰੱਸਟੀ ਹੁੰਦੇ ਹਨ।

ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਪੰਜ ਕਾਰਪੋਰੇਟ ਕਾਰਜਕਾਰੀਆਂ—ਯੂਨੀਟੈਕ ਲਿਮਟਿਡ ਦੇ ਐਮ.ਡੀ. ਸੰਜੇ ਚੰਦਰ, ਸਵਾਨ ਟੈਲੀਕਾਮ ਦੇ ਡਾਇਰੈਕਟਰ ਵਿਨੋਦ ਗੋਇਨਕਾ ਤੇ ਰਿਲਾਇੰਸ ਅਨਿਲ ਧੀਰੂਭਾਈ ਅੰਬਾਨੀ ਗਰੁੱਪ ਦੇ ਕਾਰਜਕਾਰੀ ਗੌਤਮ ਦੋਸ਼ੀ, ਹਰੀ ਨਾਇਰ ਤੇ ਸੁਰਿੰਦਰ ਪਿਪਾਰਾ ਦੀਆਂ ਜ਼ਮਾਨਤਾਂ ਮਨਜ਼ੂਰ ਕੀਤੇ ਜਾਣ ਤੋਂ ਫੌਰੀ ਮਗਰੋਂ ਕਨੀਮੋੜੀ ਤੇ ਪੰਜ ਹੋਰ 23 ਨਵੰਬਰ ਨੂੰ ਇਹ ਦਲੀਲ ਲੈ ਕੇ ਹਾਈ ਕੋਰਟ ਪੁੱਜੇ ਸਨ ਕਿ ਉਨ੍ਹਾਂ ਦੀਆਂ ਜ਼ਮਾਨਤ ਦੀਆਂ ਅਰਜ਼ੀਆਂ 'ਤੇ ਸੁਣਵਾਈ ਅਗਾਊਂ ਕੀਤੀ ਜਾਵੇ। ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਤੈਅ ਸ਼ਰਤਾਂ ਅਨੁਸਾਰ ਇਹ ਸਾਰੇ ਆਪਣੇ ਪਾਸਪੋਰਟ ਅਦਾਲਤ ਕੋਲ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣਗੇ ਤੇ ਹਰੇਕ ਸੁਣਵਾਈ ਮੌਕੇ ਸੀ.ਬੀ.ਆਈ. ਦੀ ਵਿਸ਼ੇਸ਼ ਅਦਾਲਤ 'ਚ ਹਾਜ਼ਰ ਹੋਣਗੇ ਤੇ ਗ਼ੈਰਹਾਜ਼ਰੀ ਲਈ ਵਿਸ਼ੇਸ਼ ਪ੍ਰਵਾਨਗੀ ਲੈਣਗੇ।

ਡੀ.ਐਮ.ਕੇ. ਨੇ ਅੱਜ ਦਿੱਲੀ ਹਾਈ ਕੋਰਟ ਦੇ ਪਾਰਟੀ ਦੀ ਸੰਸਦ ਮੈਂਬਰ ਕਨੀਮੋੜੀ ਦੀ ਜ਼ਮਾਨਤ ਮਨਜ਼ੂਰ ਕਰਨ ਦੇ ਫ਼ੈਸਲੇ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਕਿਹਾ ਹੈ ਕਿ ਇਹ ਪਰਿਵਾਰ ਲਈ ਵੱਡੀ ਰਾਹਤ ਹੈ। ਪਾਰਟੀ ਆਗੂ ਟੀ.ਆਰ. ਬਾਲੂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਕਨੀਮੋੜੀ ਤੇ ਚਾਰ ਹੋਰਾਂ ਦੀ ਜ਼ਮਾਨਤ ਹੋਣ 'ਤੇ ਬੇਹੱਦ ਖੁਸ਼ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੰਸਦ ਮੈਂਬਰ ਦੇ ਮਾਪਿਆਂ ਤੇ ਨੇੜਲਿਆਂ ਲਈ ਇਹ ਬੜੀ ਵੱਡੀ ਤੇ ਖੁਸ਼ੀ ਦੀ ਗੱਲ ਹੈ।

FDI in retail: All-party meeting ends without breakthrough

A meeting of all parties called by Finance Minister Pranab Mukherjee has ended without a breakthrough - the hope was to find an exit from the impasse over the government\'s move to allow Foreign Direct Investment or FDI in retail. After the meet ended, the Opposition reiterated it will not allow Parliament to function till the government withdraws its decision. The UPA\'s own allies like Mamata Banerjee and M Karunanidhi also want the decision withdrawn.



Mr Mukherjee will now convey the opinion of different parties to the Prime Minister. \"We told Pranab-da that we want a rollback and he said he\'ll consult the PM,\" said Sudip Bandyopadhyay of the Trinamool Congress, which is headed by Ms Banerjee and is the second-largest party in the coalition at the Centre after the Congress.



There has been no business conducted in Parliament this session - opposition parties say that cannot happen till they are allowed an adjournment motion on the matter that would introduce a debate on FDI followed by a vote. The government is fine with a debate but has used technicalities to argue against a vote. The numbers - if it comes to that - could expose the UPA is in a minority on the decision to allow 51% FDI in multi-brand retail which would allow companies like Walmart and Tesco to India. 246 votes would be in favour of the government; parties like the Left and the BJP, added up together, would equal 290 votes against FDI.



The BJP says it\'s opposed not just to the FDI decision because it would hurt farmers and traders, but at the Government\'s attempt to exclude large parties from consultations. But its righteousness is somewhat undermined by the fact that in 2004, its election manifesto proposed 26% FDI in retail to allow \"Organized retail trade on the international pattern for growth of trade and employment.\" That year the party led the outgoing NDA government and expected to be back in rule. By the 2009 general elections, after five years of sitting in opposition, the party had done a U-turn, deciding to oppose FDI in retail. When asked to explain, former BJP Finance Minister Jaswant Singh said that his party pushed for FDI when the economy was booming; today, he said, it is not.





Far more worrying for the government is the opposition that has been clearly expressed by key allies like Mamata Banerjee and the DMK, whose presence in the UPA is key to the survival of the government.



So yesterday, the government lunged into damage-control mode. While it has made up its mind not to reconsider its stand on FDI, Commerce Minister Anand Sharma sent a lengthy note to the leaders of all major political parties and the chief ministers of states that are opposed to FDI in retail like Bihar\'s Nitish Kumar. In his letter, Mr Sharma explained that 30% of the requirements for retailers will have to be sourced from Indian small and micro enterprises. (Read the full letter) The central government has also made it clear that it\'s up to states to decide whether to adopt the FDI policy. For its part, the central government wants to allow FDI in retail in about 50 cities that have a population of at least 10 lakhs.

ਅੱਜ ਬਹੁਤੀਆਂ ਪਾਰਟੀਆਂ ਨੇ ਪਰਚੂਨ ਸੈਕਟਰ 'ਚ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਦੀ ਆਗਿਆ ਦਿੱਤੇ ਜਾਣ 'ਤੇ ਸਰਕਾਰ ਨੂੰ ਘੇਰੀ ਰੱਖਿਆ। ਇਸ ਤੋਂ ਉਪਜੇ ਰੇੜਕੇ ਕਾਰਨ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਡਾ. ਮਨਮੋਹਨ ਸਿੰਘ ਨੇ ਕਾਂਗਰਸ ਦੀ ਪ੍ਰਧਾਨ ਸੋਨੀਆ ਗਾਂਧੀ ਨਾਲ ਮੀਟਿੰਗ ਕੀਤੀ ਤੇ ਮਗਰੋਂ ਸ਼ਾਮੀਂ ਸੀਨੀਅਰ ਮੰਤਰੀਆਂ ਪ੍ਰਣਬ ਮੁਖਰਜੀ, ਪੀ. ਚਿਦੰਬਰਮ, ਏ.ਕੇ. ਐਂਟਨੀ ਤੇ ਵਣਜ ਮੰਤਰੀ ਆਨੰਦ ਸ਼ਰਮਾ ਨਾਲ ਮੀਟਿੰਗ ਕਰਕੇ ਸਰਕਾਰ ਦੀ ਭਲਕ ਦੀ ਰਣਨੀਤੀ 'ਤੇ ਗੱਲਬਾਤ ਕੀਤੀ।

ਸਰਕਾਰੀ ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਲੋਕ ਸਭਾ 'ਚ ਸਦਨ ਦੇ ਆਗੂ ਪ੍ਰਣਬ ਮੁਖਰਜੀ ਵੱਲੋਂ ਇਹ ਮੀਟਿੰਗ ਬੁਲਾਈ ਗਈ ਹੈ, ਜਿਸ 'ਚ ਉਨ੍ਹਾਂ ਸਾਰੀਆਂ ਪਾਰਟੀਆਂ ਦੇ ਸਦਨ 'ਚ ਆਗੂ ਸ਼ਾਮਲ ਹੋਣਗੇ, ਜਿਨ੍ਹਾਂ ਦੇ ਚਾਰ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਮੈਂਬਰ ਹਨ।

ਸਵੇਰੇ 9.30 ਵਜੇ ਹੋਣ ਵਾਲੀ ਇਸ ਮੀਟਿੰਗ 'ਚ ਪਰਚੂਨ ਖੇਤਰ 'ਚ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਦਾ ਮਾਮਲਾ ਮੁੱਖ ਰੂਪ 'ਚ ਵਿਚਾਰਿਆ ਜਾਵੇਗਾ, ਜਿਸ ਦਾ ਨਾ ਕੇਵਲ ਵਿਰੋਧੀ ਧਿਰ ਹੀ ਬਲਕਿ ਸਰਕਾਰ 'ਚ ਭਾਈਵਾਲ ਪਾਰਟੀਆਂ ਵੀ ਵਿਰੋਧ ਕਰ ਰਹੀਆਂ ਹਨ। ਪਾਰਲੀਮਾਨੀ ਮਾਮਲਿਆਂ ਸਬੰਧੀ ਰਾਜ ਮੰਤਰੀ ਹਰੀਸ਼ ਰਾਵਤ ਨੇ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਦੱਸਿਆ ਕਿ ਇਸ ਮੌਕੇ ਸਰਦ ਰੁੱਤ ਸੈਸ਼ਨ ਦੇ ਏਜੰਡੇ 'ਚ ਸ਼ਾਮਲ ਹੋਰ ਮਾਮਲਿਆਂ 'ਤੇ ਵੀ ਗੱਲਬਾਤ ਕੀਤੀ ਜਾਵੇਗੀ, ਜਿਸ 'ਚ ਬਕਾਇਆ ਪਏ ਬਿੱਲ ਵੀ ਸ਼ਾਮਲ ਹੋਣਗੇ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਪਿਛਲੇ ਪੰਜ ਦਿਨਾਂ ਤੋਂ ਸੰਸਦ 'ਚ ਕੋਈ ਕੰਮ ਨਹੀਂ ਹੋ ਸਕਿਆ।

ਵਿਰੋਧੀ ਧਿਰ ਭਾਜਪਾ ਤੇ ਇਹਦੀਆਂ ਭਾਈਵਾਲ ਪਾਰਟੀਆਂ ਸਮੇਤ ਖੱਬੀਆਂ ਪਾਰਟੀਆਂ, ਏ.ਆਈ.ਏ. ਡੀ.ਐਮ.ਕੇ. ਤੋਂ ਇਲਾਵਾ ਬਾਹਰੋਂ ਸਰਕਾਰ ਨੂੰ ਸਮਰਥਨ ਦੇ ਰਹੀਆਂ ਬਸਪਾ ਤੇ ਸਮਾਜਵਾਦੀ ਤੇ ਭਾਈਵਾਲ ਜਿਵੇਂ ਤ੍ਰਿਣਮੂਲ ਕਾਂਗਰਸ ਤੇ ਡੀ.ਐਮ.ਕੇ. ਇਹ ਫੈਸਲਾ ਫੌਰੀ ਵਾਪਸ ਲਏ ਜਾਣ ਦੀ ਮੰਗ ਕਰ ਰਹੀਆਂ ਹਨ।

ਭਾਜਪਾ ਸਪਸ਼ਟ ਕਰ ਚੁੱਕੀ ਹੈ ਕਿ ਜਦੋਂ ਤੱਕ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਦਾ ਫੈਸਲਾ ਵਾਪਸ ਨਹੀਂ ਲਿਆ ਜਾਂਦਾ, ਸੰਸਦ ਦਾ ਕੰਮ ਨਹੀਂ ਚੱਲਣ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਲੋਕ ਸਭਾ 'ਚ ਵਿਰੋਧੀ ਧਿਰ ਦੀ ਆਗੂ ਸੁਸ਼ਮਾ ਸਵਰਾਜ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਅੱਜ ਰਾਤ ਨੂੰ ਹੀ ਇਹ ਫੈਸਲਾ ਵਾਪਸ ਲੈਣ ਦਾ ਐਲਾਨ ਕਰਦੀ ਹੈ ਤਾਂ ਫਿਰ ਸਰਬ ਪਾਰਟੀ ਮੀਟਿੰਗ ਦਾ ਕੋਈ ਮਤਲਬ ਹੀ ਨਹੀਂ ਰਹਿ ਜਾਂਦਾ। ਇਸ ਮਗਰੋਂ ਸੰਸਦ 'ਚ ਪਹਿਲਾਂ ਤੈਅ ਪ੍ਰੋਗਰਾਮ ਅਨੁਸਾਰ ਮਹਿੰਗਾਈ ਅਤੇ ਕਾਲੇ ਧਨ ਸਬੰਧੀ ਚਰਚਾ ਹੋ ਸਕਦੀ ਹੈ। ਸਰਕਾਰ ਵਿਚਲੇ ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਇਹ ਫੈਸਲਾ ਵਾਪਸ ਲਏ ਜਾਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਇਸ ਜਮੂਦ ਬਾਰੇ ਰਾਸ਼ਟਰਪਤੀ ਪ੍ਰਤਿਭਾ ਪਾਟਿਲ ਨਾਲ ਵੀ ਮੀਟਿੰਗ ਕੀਤੀ, ਜੋ 40 ਮਿੰਟ ਚੱਲੀ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਕਾਂਗਰਸ ਮਗਰੋਂ 18 ਸੰਸਦ ਮੈਂਬਰਾਂ ਵਾਲੀਆਂ ਵੱਡੀਆਂ ਪਾਰਟੀਆਂ ਡੀ.ਐਮ.ਕੇ. ਤੇ ਤ੍ਰਿਣਮੂਲ ਕਾਂਗਰਸ ਵੀ ਇਹ ਫੈਸਲਾ ਫੌਰੀ ਵਾਪਸ ਲਏ ਜਾਣ ਦੀ ਮੰਗ ਕਰ ਰਹੀਆਂ ਹਨ। ਵਿਰੋਧੀ ਧਿਰ ਦੀ ਕਮਾਲ ਦੀ ਇਕਜੁੱਟਤਾ ਨੇ ਸਰਕਾਰ ਨੂੰ ਸੰਸੇ 'ਚ ਪਾ ਦਿੱਤਾ ਹੈ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਾਂਗਰਸ ਦੀ ਪ੍ਰਧਾਨ ਸੋਨੀਆ ਗਾਂਧੀ ਨਾਲ ਮੀਟਿੰਗ ਕਰਕੇ ਇਸ ਮਸਲੇ ਬਾਰੇ ਵਿਚਾਰ-ਚਰਚਾ ਕੀਤੀ। ਉਹ ਰਾਸ਼ਟਰਪਤੀ ਪ੍ਰਤਿਭਾ ਪਾਟਿਲ ਨੂੰ ਵੀ ਮਿਲੇ ਤੇ ਮਗਰੋਂ ਸੀਨੀਅਰ ਮੰਤਰੀਆਂ ਪ੍ਰਣਬ ਮੁਖਰਜੀ, ਚਿਦੰਬਰਮ, ਐਂਟਨੀ, ਆਨੰਦ ਸ਼ਰਮਾ ਤੇ ਹੋਰਾਂ ਨਾਲ ਮੀਟਿੰਗ ਕੀਤੀ।

ਪਹਿਲਾਂ ਆਸਾਰ ਸਨ ਕਿ ਸਰਕਾਰ ਸੰਸਦ ਚਲਾਉਣ ਖਾਤਰ ਘੱਟੋ-ਘੱਟ ਹਾਲ ਦੀ ਘੜੀ ਇਹ ਫੈਸਲਾ ਰੋਕ ਲਏਗੀ, ਪਰ ਪਾਰਲੀਮਾਨੀ ਮਾਮਲਿਆਂ ਦੇ ਮੰਤਰੀ ਪੀ.ਕੇ. ਬਾਂਸਲ ਨੇ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਇਸ ਗੱਲੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਤਸੱਲੀ 'ਚ ਹੈ ਕਿ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਬਾਰੇ ਫੈਸਲਾ ਵੱਡੇ ਕੌਮੀ ਹਿੱਤਾਂ 'ਚ ਹੈ ਤੇ ਇਸ ਤੋਂ ਸਮਾਜ ਦੇ ਹਰੇਕ ਵਰਗ ਨੂੰ ਲਾਭ ਪੁੱਜੇਗਾ। ਭਲਕ ਦੀ ਮੀਟਿੰਗ 'ਚ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਇਸ ਬਾਰੇ ਜਾਣੂ ਕਰਵਾਇਆ ਜਾਵੇਗਾ ਤੇ ਪੰਜ ਦਿਨਾਂ ਤੋਂ ਸੰਸਦ ਦੇ ਕੰਮਕਾਜ 'ਚ ਆਈ ਖੜੋਤ ਤੋੜਨ ਦੇ ਯਤਨ ਕੀਤੇ ਜਾਣਗੇ।

ਇਸ ਦੌਰਾਨ ਅੱਜ ਵੀ ਸਿੱਧੇ ਵਿਦੇਸ਼ੀ ਨਿਵੇਸ਼ ਦੇ ਫੈਸਲੇ ਦੇ ਵਿਰੋਧ 'ਚ ਵਿਰੋਧੀ ਧਿਰਾਂ ਨੇ ਸੰਸਦ ਦਾ ਕੰਮਕਾਜ ਨਹੀਂ ਚੱਲਣ ਦਿੱਤਾ। ਉਹ ਸਖ਼ਤ ਸੁਰ 'ਚ ਇਹ ਫੈਸਲਾ ਫੌਰੀ ਵਾਪਸ ਲਏ ਜਾਣ ਲਈ ਬਜ਼ਿੱਦ ਹਨ।

ਲੋਕ ਸਭਾ ਤੇ ਰਾਜ ਸਭਾ 'ਚ ਅੱਜ ਕੋਈ ਕੰਮਕਾਰ ਨਹੀਂ ਹੋਇਆ, ਜਿਸ ਕਰਕੇ ਦੋਵੇਂ ਸਦਨ ਭਲਕ ਤੱਕ ਉੱਠਾ ਦਿੱਤੇ ਗਏ। ਲੋਕ ਸਭਾ 'ਚ ਸਰਕਾਰ ਦੀ ਭਾਈਵਾਲ ਪਾਰਟੀ ਤ੍ਰਿਣਮੂਲ ਕਾਂਗਰਸ ਸਮੇਤ ਕਈ ਪਾਰਟੀਆਂ ਦੇ ਮੈਂਬਰ ਸਦਨ ਦੇ ਵਿਚਾਲੇ ਜਾ ਕੇ ਰੌਲਾ ਪਾਉਂਦੇ ਰਹੇ। ਖੱਬੀਆਂ ਪਾਰਟੀਆਂ ਵੀ ਇਹੋ ਕੁਝ ਕਰ ਰਹੀਆਂ ਸਨ। ਭਾਜਪਾ ਮੈਂਬਰਾਂ ਨੇ ਇਸ ਮੁੱਦੇ 'ਤੇ ਪੋਸਟਰ ਦਿਖਾਏ।

ਰਾਜ ਸਭਾ 'ਚ ਵੀ ਇਹੋ ਹਾਲ ਸੀ। ਕੇਰਲਾ ਦੇ ਮੈਂਬਰਾਂ ਮੁਲਾਪੇਰਿਆਰ ਡੈਮ ਤੇ ਤਿਲੰਗਾਨਾ ਦੇ ਮੈਂਬਰ ਵੱਖਰੇ ਸੂਬੇ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਰੌਲਾ ਪਾ ਰਹੇ ਸਨ। ਇਹ ਰੌਲਾ-ਰੱਪਾ ਜਾਰੀ ਰਿਹਾ, ਹਾਲਾਂਕਿ ਡਿਪਟੀ ਸਪੀਕਰ ਕਰੀਆ ਮੁੰਡਾ ਨੇ ਲੋਕ ਸਭਾ ਨੂੰ ਦੱਸਿਆ ਕਿ ਐਫ.ਡੀ.ਆਈ. 'ਤੇ ਸਾਰੇ ਕੰਮ ਰੋਕੂ ਸਪੀਕਰ ਦੇ ਵਿਚਾਰ ਅਧੀਨ ਹੈ। ਉਹ ਹੀ ਇਨ੍ਹਾਂ ਸਬੰਧੀ ਫੈਸਲਾ ਕਰਨਗੇ। ਭਾਜਪਾ ਦੇ ਮੁਰਲੀ ਮਨੋਹਰ ਜੋਸ਼ੀ ਤੇ ਸੀ.ਪੀ.ਐਮ. ਦੇ ਬਾਸੂਦੇਵ ਅਚਾਰੀਆ ਨੇ ਇਸ ਮੁੱਦੇ 'ਤੇ ਹੇਠਲੇ ਸਦਨ 'ਚ ਕੰਮ ਰੋਕੂ ਮਤੇ ਦਿੱਤੇ ਹੋਏ ਹਨ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਨੂੰ ਛੱਡ ਕੇ ਹੋਰ ਪਾਰਟੀਆਂ ਐਫ.ਡੀ.ਆਈ. ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੀਆਂ ਹਨ।

ਇਸੇ ਤਰ੍ਹਾਂ ਰਾਜ ਸਭਾ 'ਚ ਡਿਪਟੀ ਚੇਅਰਮੈਨ ਕੇ. ਰਹਿਮਾਨ ਖਾਨ ਦੇ ਬੈਠਦਿਆਂ ਸਾਰ ਬਸਪਾ ਮੈਂਬਰ, ਐਫ. ਡੀ.ਆਈ. ਵਿਰੁੱਧ ਰੌਲਾ ਪਾਉਣ ਲੱਗੇ। ਹੋਰ ਪਾਰਟੀਆਂ ਦੇ ਮੈਂਬਰ ਉਨ੍ਹਾਂ ਨਾਲ ਚਲੇ ਗਏ। ਰੌਲੇ-ਰੱਪੇ 'ਚ ਖਾਨ ਨੇ ਦਿਨ ਭਰ ਲਈ ਸਦਨ ਉੱਠਾ ਦਿੱਤਾ।

ਦੇਸ਼ ਭਰ ਦੇ ਯੂਥ ਕਾਂਗਰਸ ਡੈਲੀਗੇਟਾਂ ਦੀ ਕਨਵੈਨਸ਼ਨ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਨੌਜਵਾਨਾਂ ਨੂੰ ਸਿਆਸਤ ਵਿਚ ਆ ਕੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੀ ਲਾਹਨਤ ਖ਼ਤਮ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ। ਇਸ ਕਨਵੈਨਸ਼ਨ ਨੂੰ ਭਲਕੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮਨਮੋਹਨ ਸਿੰਘ ਅਤੇ ਸੋਨੀਆ ਗਾਂਧੀ ਸੰਬੋਧਨ ਕਰਨਗੇ। ਦੇਸ਼ ਦੇ ਸਿਆਸੀ ਢਾਂਚੇ ਵਿਚ ਸਭ ਤੋਂ ਵੱਧ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਹੋਣ ਦੀ ਗੱਲ ਆਖਦਿਆਂ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਇਸ 'ਸਿਆਸੀ ਢਾਂਚੇ' ਦੀ ਸਫਾਈ ਲਈ ਦੇਸ਼ ਦੇ ਵੱਧ ਤੋਂ ਵੱਧ ਨੌਜਵਾਨਾਂ ਨੂੰ ਰਾਜਨੀਤੀ ਵਿਚ ਸਰਗਰਮ ਹੋਣ ਦਾ ਸਦਾ ਦਿੱਤਾ। ਇੰਡੀਅਨ ਯੂਥ ਕਾਂਗਰਸ ਦੇ 8000 ਤੋਂ ਵੱਧ ਜਮਹੂਰੀ ਢੰਗ ਨਾਲ ਚੁਣੇ ਗਏ ਅਹੁਦੇਦਾਰਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਰਾਹੁਲ ਗਾਂਧੀ ਨੇ ਇਨ੍ਹਾਂ ਅਹੁਦੇਦਾਰਾਂ ਨੂੰ ਗਰੀਬ ਅਤੇ ਬੇਸਹਾਰਾ ਲੋਕਾਂ ਤਕ ਪਹੁੰਚ ਕਰਕੇ ਉਨ੍ਹਾਂ ਦੀ ਬਿਹਤਰੀ ਲਈ ਕੰਮ ਕਰਨ ਲਈ ਪ੍ਰੇਰਿਆ।

ਯੂਥ ਕਾਂਗਰਸ ਦੇ ਇੰਚਾਰਜ ਰਾਹੁਲ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਕਾਂਗਰਸ ਪਹਿਲੀ ਅਜਿਹੀ ਪਾਰਟੀ ਸੀ ਜਿਸ ਨੇ ਲੋਕਤੰਤਰ ਵਿਚ ਯੂਥ ਵਿੰਗ ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਅਤੇ ਇਕ ਕਰੋੜ ਤੋਂ ਵੱਧ ਨੌਜਵਾਨਾਂ ਨੇ ਇਸ ਦਾ ਸਾਥ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਪਿਛਲੇ ਤਿੰਨ ਸਾਲਾਂ ਦੀ ਮਿਹਨਤ ਦਾ ਨਤੀਜਾ ਹੈ। ਡੈਲੀਗੇਟਾਂ ਬਾਰੇ ਗੱਲ ਕਰਦਿਆਂ ਰਾਹੁਲ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਨੂੰ ਵੀ ਅਹੁਦਾ ਉਸ ਦੇ ਸਿਆਸੀ ਨਾਤੇ ਕਰਕੇ ਨਹੀਂ ਬਲਕਿ ਲੋਕਾਂ ਦੇ ਸਮਰਥਨ ਨਾਲ ਮਿਲਿਆ ਹੈ, ਇਸੇ ਕਰਕੇ ਕਾਂਗਰਸ ਦਾ ਯੂਥ ਵਿੰਗ ਬਾਕੀਆਂ ਨਾਲੋਂ ਅਲੱਗ ਹੈ। ਰਾਹੁਲ ਨੇ ਡੈਲੀਗੇਟਾਂ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਯੂਥ ਕਾਂਗਰਸ ਇਕ ਕਰੋੜ ਲੋਕਾਂ ਦੇ ਨੁਮਾਇੰਦੇ ਹਨ, ਜਿਸ ਕਰਕੇ ਉਹ ਗਰੀਬਾਂ ਕੋਲ ਜਾਣ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਸੁਣਨ।

ਭਾਰਤੀ ਮੂਲ ਦੇ ਕੈਨੇਡੀਅਨ ਸਾਇੰਸਦਾਨ ਡਾ. ਸ਼ਿਵ ਚੋਪੜਾ ਨੇ ਬਰੈਂਪਟਨ ਵਿੱਚ ਭਾਈਚਾਰਕ ਇੱਕਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਵੱਡੇ ਵਪਾਰਕ ਘਰਾਣਿਆਂ ਨੇ ਆਪਣੇ ਨਿੱਜੀ ਲਾਭ ਵਧਾਉਣ ਲਈ ਕੁਦਰਤ ਨੂੰ ਨਾਸ਼ ਕਰਨ ਵਿੱਚ ਹਰ ਹੀਲਾ ਵਰਤਿਆ ਹੈੇ। ਪੰਜਾਬ ਦੀ ਕਿਸਾਨੀ ਬਾਰੇ ਚਿੰਤਾ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਿੰਡਾਂ ਤੋਂ ਸ਼ਹਿਰਾਂ ਨੂੰ ਭੱਜਣ ਨਾਲ ਅਸੀਂ ਤਰੱਕੀ ਨਹੀਂ ਬਲਕਿ ਨਿਘਾਰ ਵੱਲ ਜਾ ਰਹੇ ਹਾਂ। ਸ੍ਰੀ ਚੋਪੜਾ ਅਨੁਸਾਰ ਖੇਤਾਂ ਵਿੱਚ ਲਹਿਰਾਉਂਦੀਆਂ ਫਸਲਾਂ ਸਿਰਫ ਦੇਖਣ ਨੂੰ ਹੀ ਹਰੀਆਂ ਭਰੀਆਂ ਹਨ, ਅਸਲ ਵਿੱਚ ਉਹ ਕੀਟਨਾਸ਼ਕਾਂ ਨਾਲ ਸੜੀਆਂ ਹੋਈਆਂ ਹਨ।

ਡਾ. ਚੋਪੜਾ ਨੇ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਜੇਕਰ ਵੱਡੀਆਂ ਕੰਪਨੀਆਂ ਨੇ ਕੀਟਨਾਸ਼ਕਾਂ ਦੀ ਅੰਨ੍ਹਾਧੁੰਦ ਵਰਤੋਂ ਨਾਲ ਧਰਤੀ, ਪਾਣੀ, ਹਵਾ ਅਤੇ ਮਨੱੁਖੀ ਖਾਣੇ ਵਿੱਚ ਜ਼ਹਿਰ ਘੋਲਣੀ ਨਾ ਛੱਡੀ ਤਾਂ ਇਸ ਦੇ ਸਿੱਟੇ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਨੂੰ ਭੁਗਤਣੇ ਪੈਣਗੇ।

ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਕਪੂਰਥਲਾ ਨਾਲ ਸਬੰਧਤ ਅਤੇ ਓਟਾਵਾ ਰਹਿੰਦੇ ਡਾ. ਸ਼ਿਵ ਚੋਪੜਾ ਸਿਹਤ ਵਿਗਿਆਨੀ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੇ ਕੈਨੇਡਾ ਦੇ ਸਿਹਤ ਵਿਭਾਗ ਵਿੱਚ ਹੋ ਰਹੀਆਂ ਧਾਂਦਲੀਆਂ ਦਾ ਆਪਣੀ ਪੁਸਤਕ 'ਕੁਰੱਪਟ ਟੂ ਦਾ ਕੋਰ''ਵਿੱਚ ਪਰਦਾਫਾਸ਼ ਕੀਤਾ ਹੈ। ਇਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਸਿਹਤ ਵਿਭਾਗ, ਕੈਨੇਡਾ ਵਿੱਚ ਆਪਣੀ ਨੌਕਰੀ ਦੌਰਾਨ ਦੀਆਂ ਯਾਦਾਂ ਨੂੰ ਲਿਖਿਆ ਹੈ ਕਿ ਕਿਵੇਂ ਕੈਨੇਡਾ ਦੇ ਸਿਹਤ ਵਿਭਾਗ ਵਿੱਚ ਹਰ ਪੱਧਰ 'ਤੇ ਭ੍ਰਿਸ਼ਟਚਾਰ ਫੈਲਿਆ ਹੋਇਆ ਹੈ। ਇਸੇ ਕਾਰਨ ਇੱਕ ਪਾਸੇ ਡਾ. ਚੋਪੜਾ ਨੂੰ ਸਰਕਾਰ ਵੱਲੋਂ ਉਸਦੀਆਂ ਖੋਜਾਂ ਲਈ ਸਨਮਾਨਤ ਕੀਤਾ ਗਿਆ ਸੀ ਦੂਜੇ ਪਾਸੇ ਸਿਹਤ ਵਿਭਾਗ ਕੈਨੇਡਾ ਵੱਲੋਂ ਉਸਨੂੰ ਨੌਕਰੀ ਤੋਂ ਕੱਢ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਮਨੁੱਖੀ ਜਾਨਾਂ ਲਈ ਨੁਕਸਾਨਦਾਇਕ ਦਵਾਈਆਂ ਦੀ ਕੈਨੇਡਾ ਵਿੱਚ ਵਿਕਰੀ ਖ਼ਿਲਾਫ਼ ਝੰਡਾ ਚੁੱਕਿਆ ਸੀ ਪਰ ਵੱਡੀਆਂ ਕੰਪਨੀਆਂ ਦੇ ਦਬਾਅ ਹੇਠ ਉਲਟਾ ਉਨ੍ਹਾਂ ਦੀ ਹੀ ਨੌਕਰੀ ਖੋਹ ਲਈ ਗਈ ਸੀ।

ਬਰੈਂਪਟਨ ਦੇ ਚੇਤੰਨ ਵਿਅਕਤੀਆਂ, ਪਰਵਾਸੀ ਅਖਬਾਰ ਦੇ ਰਜਿੰਦਰ ਸੈਣੀ ਅਤੇ ਕਮਿਉਨਿਟੀ ਨੇਤਾ ਰਾਜ ਝੱਜ ਵੱਲੋਂ ਸਾਂਝੇ ਤੌਰ ਉੱਤੇ ਕਰਵਾਏ ਇਸ ਸਮਾਗਮ ਵਿੱਚ ਬਹੁਤ ਸਾਰੀਆਂ ਸੰਸਥਾਵਾਂ ਦੇ ਸਰਗਰਮ ਮੈਂਬਰ ਵੀ ਹਾਜ਼ਰ ਸਨ। ਇਸ ਮੌਕੇ ਬਲਰਾਜ ਚੀਮਾ, ਜੋਗਿੰਦਰ ਗਰੇਵਾਲ ਅਤੇ ਸ੍ਰੀ ਸੈਣੀ ਨੇ ਵੀ ਵਿਚਾਰ ਰੱਖੇ।

ਡਾ. ਚੋਪੜਾ ਨੇ ਭਾਰਤੀ ਅਤੇ ਉੱਤਰੀ ਅਮਰੀਕਾ ਦੇ ਇਤਿਹਾਸਕ ਅਤੇ ਧਾਰਮਿਕ ਸਰੋਤਾਂ ਦੇ ਹਵਾਲੇ ਨਾਲ ਕਿਹਾ ਕਿ ਵੱਡੇ ਵੱਡੇ ਕਾਰਪੋਰੇਟ ਨਿੱਕੀ ਕਿਸਾਨੀ ਨੂੰ ਖਤਮ ਕਰ ਰਹੇ ਹਨ ਤੇ ਇੱਕ ਫੀਸਦ ਅਮੀਰ ਕਾਰਪੋਰੇਸ਼ਨਾਂ ਨੂੰ ਖੁਸ਼ ਕਰਨ ਵਾਸਤੇ 99 ਫੀਸਦ ਗਰੀਬਾਂ ਦੀ ਤਰਾਸਦੀ ਨੂੰ ਲੋਕਾਂ ਸਾਹਮਣੇ ਪੇਸ਼ ਨਾ ਕਰਕੇ ਮਨੁੱਖਤਾ ਨਾਲ ਬੇਇਨਸਾਫੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।

ਅੱਜ ਨਗਰ ਨਿਗਮ ਚੰਡੀਗੜ੍ਹ ਦੀਆਂ ਆਮ ਚੋਣਾਂ ਲਈ ਨਾਮਜ਼ਦਗੀਆਂ ਦੇ ਅਖੀਰਲੇ ਦਿਨ ਵੱਖ–ਵੱਖ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਤੇ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰਾਂ ਨੇ ਥੋਕ ਵਿੱਚ ਕਾਗਜ਼ ਭਰੇ ਤੇ ਨਿਗਮ ਚੋਣਾਂ ਲਈ ਕੁਲ੍ਹ 232 ਉਮੀਦਵਾਰਾਂ ਵੱਲੋਂ ਕਾਗਜ਼ ਭਰ ਕੇ ਨਵਾਂ ਰਿਕਾਰਡ ਕਾਇਮ ਕਰ ਦਿੱਤਾ ਹੈ। ਅੱਜ 164 ਉਮੀਦਵਾਰਾਂ ਨੇ ਕਾਗਜ਼ ਭਰੇ ਜਦਕਿ 69 ਵਿਅਕਤੀ ਪਹਿਲਾਂ ਕਾਗਜ਼ ਭਰ ਚੁੱਕੇ ਸਨ। ਸਭ ਤੋਂ ਵੱਧ ਵਾਰਡ ਨੰਬਰ 5 ਤੋਂ 18 ਤੇ ਸਭ ਤੋਂ ਘੱਟ ਵਾਰਡ ਨੰਬਰ 3 ਤੇ 15 ਤੋਂ 4-4 ਉਮੀਦਵਾਰਾਂ ਨੇ ਕਾਗਜ਼ ਭਰੇ।

ਅੱਜ ਚੁਫੇਰੇ ਢੋਲ–ਢਮੱਕੇ ਵੱਜਦੇ ਰਹੇ ਅਤੇ ਉਮੀਦਵਾਰ ਖੁੱਲ੍ਹੀਆਂ ਜੀਪਾਂ ਵਿੱਚ ਹਾਰਾਂ ਨਾਲ ਲੱਦੇ ਕਾਗਜ਼ ਭਰਨ ਲਈ ਚੋਣ ਅਧਿਕਾਰੀਆਂ ਦੇ ਦਫਤਰਾਂ ਵੱਲ ਜਥਿਆਂ ਦੇ ਰੂਪ 'ਚ ਪੁੱਜਦੇ ਰਹੇ। ਆਜ਼ਾਦ ਉਮੀਦਵਾਰਾਂ ਦੀ ਵੀ ਖੂਬ ਭਰਮਾਰ ਰਹੀ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਨਿਗਮ ਦੀਆਂ ਚੋਣਾਂ 17 ਦਸੰਬਰ ਨੂੰ ਹੋ ਰਹੀਆਂ ਹਨ।

ਇਸ ਵਾਰ ਸਟੇਟ ਚੋਣ ਕਮਿਸ਼ਨ ਯੂ.ਟੀ. ਚੰਡੀਗੜ੍ਹ ਵੱਲੋਂ ਚੋਣਾਂ ਲਈ 7 ਚੋਣ ਅਧਿਕਾਰੀ ਨਿਯੁਕਤ ਕੀਤੇ ਹਨ। ਇਸ ਅਨੁਸਾਰ ਉਮੀਦਵਾਰ ਸੈਕਟਰ 9 ਸਥਿਤ ਡੀ.ਪੀ.ਆਈ. (ਸਕੂਲ) ਸੰਦੀਪ ਹੰਸ, ਚੰਡੀਗੜ੍ਹ ਹਾਊਸਿੰਗ ਬੋਰਡ ਦੇ ਸਕੱਤਰ ਐਮ.ਐਮ. ਭਾਰਦਵਾਜ ਤੇ ਲੋਕ ਸੰਪਰਕ ਵਿਭਾਗ ਦੇ ਡਾਇਰੈਕਟਰ ਯੋਗੇਸ਼ ਕੁਮਾਰ, ਸੈਕਟਰ 17 ਸਥਿਤ ਸਹਾਇਕ ਮਿਲਖ ਅਫਸਰ ਰਾਹੁਲ ਗੁਪਤਾ ਤੇ ਭੂਮੀ ਗ੍ਰਹਿਣ ਅਫਸਰ ਤਿਲਕ ਰਾਜ, ਸਨਅਤੀ ਖੇਤਰ ਫੇਜ਼–2 ਸਥਿਤ ਉਦਯੋਗ ਵਿਭਾਗ ਦੇ ਡਾਇਰੈਕਟਰ ਮਹਾਂਵੀਰ ਕੌਸ਼ਿਕ ਤੇ ਸੈਕਟਰ 10 ਸਥਿਤ ਡਾਇਰੈਕਟਰ ਮਿਊਜ਼ੀਅਮ ਜਸਵੀਰ ਕੌਰ ਦੇ ਦਫਤਰਾਂ ਵੱਲ ਜਥਿਆਂ ਦੇ ਰੂਪ 'ਚ ਪੁੱਜ ਕੇ ਕਾਗਜ਼ ਭਰਦੇ ਰਹੇ। ਪਿਛਲੇ ਸਮੇਂ ਕਾਂਗਰਸ ਤੋਂ ਬਾਗੀ ਹੋ ਕੇ ਅਕਾਲੀ ਦਲ 'ਚ ਸ਼ਾਮਲ ਹੋਏ ਜਗਜੀਤ ਸਿੰਘ ਕੰਗ ਤੇ ਉਨ੍ਹਾਂ ਦੀ ਪਤਨੀ ਇੰਦਰਜੀਤ ਕੌਰ ´ਮਵਾਰ ਵਾਰਡ ਨੰਬਰ 5 ਅਤੇ 8 ਤੋਂ ਕਾਗਜ਼ ਭਰਨ ਪੁੱਜੇ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਅਕਾਲੀ ਦਲ ਹਾਈਕਮਾਂਡ ਨੇ ਇਨ੍ਹਾਂ ਪਤੀ–ਪਤਨੀ ਦੋਵਾਂ ਨੂੰ ਟਿਕਟਾਂ ਨਾਲ ਨਿਵਾਜਿਆ ਹੈ। ਉਂਜ ਜਨ ਮੰਚ ਨੇ ਵੀ ਵਾਰਡ ਨੰਬਰ 1 ਤੇ 2 ਤੋਂ ਪਤੀ-ਪਤਨੀ ਪਲਵੀ ਮੁਖਰਜੀ ਤੇ ਜੋਗਿੰਦਰ ਕੌਰ ਮੁਖਰਜੀ ਨੂੰ ਮੈਦਾਨ ਵਿਚ ਉਤਾਰਿਆ ਹੈ।

ਅੱਜ ਕਾਂਗਰਸ ਦੇ ਉਮੀਦਵਾਰ ਰਾਜ ਬਾਲਾ ਮਲਿਕ, ਅਨੂ ਚਤਰਥ, ਪ੍ਰਦੀਪ ਛਾਬੜਾ, ਪੂਨਮ ਸ਼ਰਮਾ, ਸੁਭਾਸ਼ ਚਾਵਲਾ, ਸੱਤ ਪ੍ਰਕਾਸ਼ ਅਗਰਵਾਲ, ਨੀਰੂ ਯਾਦਵ, ਦਰਸ਼ਨ ਕੁਮਾਰ ਗਰਗ, ਸ਼ੀਲਾ ਫੂਲ ਸਿੰਘ, ਹਰਫੂਲ ਚੰਦ ਕਲਿਆਣ, ਰਾਣਾ ਕਸ਼ਮੀਰੀ ਦੇਵੀ, ਚੰਦਰਮੁਖੀ ਸ਼ਰਮਾ, ਮੁਕੇਸ਼ ਬੱਸੀ, ਧਰਮਵੀਰ, ਸਤੀਸ਼ ਕੈਂਥ, ਇੰਦੂ ਸਿੰਗਲਾ, ਜਤਿੰਦਰ ਭਾਟੀਆ, ਅਨੀਤਾ ਤਿਵਾੜੀ, ਅਰਸ਼ਦ ਖਾਨ, ਕਮਲੇਸ਼, ਚਿਤਰੰਜਨ ਚੰਚਲ ਨੇ ਕਾਗਜ਼ ਭਰੇ।

ਦੂਸਰੇ ਪਾਸੇ ਵਾਰਡ ਨੰਬਰ 17 ਤੋਂ ਰੈਜ਼ੀਡੈਂਟਸ ਵੈਲਫੇਅਰ ਐਸੋਸੀਏਸ਼ਨ ਸੈਕਟਰ 21 ਦੇ ਪ੍ਰਧਾਨ ਬਲਜਿੰਦਰ ਸਿੰਘ ਬਿੱਟੂ ਨੇ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰ ਵਜੋਂ ਕਾਗਜ਼ ਭਰ ਕੇ ਕਾਂਗਰਸ ਨੂੰ ਨਵੀਂ ਚੁਣੌਤੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਉਧਰ ਕਾਂਗਰਸ ਤੋਂ ਬਾਗੀ ਹੋ ਕੇ ਇੰਟਕ ਚੰਡੀਗੜ੍ਹ ਦੇ ਪ੍ਰਧਾਨ ਕੁਲਬੀਰ ਸਿੰਘ ਨੇ ਆਪਣੇ ਭਾਰੀ ਸਮਰਥਕਾਂ ਸਮੇਤ ਕਾਗਜ਼ ਦਾਖਲ ਕਰ ਕੇ ਖੁੱਲ੍ਹੀ ਬਗਾਵਤ ਕਰ ਦਿੱਤੀ ਹੈ। ਭਾਜਪਾ ਵੱਲੋਂ ਵਾਰਡ ਨੰਬਰ 17 ਦੇ ਉਮੀਦਵਾਰ ਜਤਿੰਦਰਪਾਲ ਮਲਹੋਤਰਾ ਨੇ ਬੜੇ ਧੂਮ–ਧੜੱਕੇ ਨਾਲ ਕਾਗਜ਼ ਭਰੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਭਾਜਪਾ ਦੇ ਉਮੀਦਵਾਰਾਂ ਸਤਿੰਦਰ ਧਵਨ, ਸੌਰਭ ਜੋਸ਼ੀ, ਅਰੁਣ ਗੋਇਲ, ਆਸ਼ਾ ਜਸਵਾਲ, ਰਾਜੇਸ਼ ਕਾਲੀਆ, ਅਰੁਣ ਸੂਦ, ਰੇਨੂ ਬਾਲਾ, ਰਾਮ ਲਾਲ, ਚੰਦਰਾਵਤੀ ਸ਼ੁਕਲਾ, ਰਾਜੇਸ਼ ਗੁਪਤਾ ਬਿੱਟੂ, ਸਤਿੰਦਰ ਸਿੰਘ, ਰਾਜ ਕਿਸ਼ੋਰ, ਹੀਰਾ ਨੇਗੀ, ਦਿਵੇਸ਼ ਮੋਦਗਿਲ, ਰਾਜ ਕੁਮਾਰੀ ਮਿਸ਼ਰਾ, ਰਾਜਿੰਦਰ ਕੌਰ ਰੱਤੂ, ਜਗਤਾਰ ਸਿੰਘ ਜੱਗਾ, ਅਨਿਲ ਦੂਬੇ ਤੇ ਦੇਸ ਰਾਜ ਗੁਪਤਾ ਨੇ ਆਪਣੇ ਕਾਗਜ਼ ਦਾਖਲ ਕੀਤੇ। ਅਕਾਲੀ ਦਲ ਵੱਲੋਂ ਬੀਬੀ ਹਰਜਿੰਦਰ ਕੌਰ ਨੇ ਆਪਣੇ ਪੁਰਾਣੇ ਵਾਰਡ ਨੰਬਰ 15 ਤੇ ਮਲਕੀਤ ਸਿੰਘ ਨੇ ਵਾਰਡ ਨੰਬਰ 10 ਤੋਂ ਕਾਗਜ਼ ਭਰੇ।

ਬਸਪਾ ਦੇ ਉਮੀਦਵਾਰ ਸੰਜੀਵ ਬੱਬਰ, ਅੰਜ਼ਿਮਾ, ਹਰਮੁਜ ਸਿੰਘ ਜੱਸਾ, ਕਰਨ ਸਿੰਘ, ਬਾਲਾ ਦੀਨ, ਕੰਵਲਜੀਤ ਸਿੰਘ ਮਾਨ, ਰਾਜ਼ੇਸ਼ ਸ਼ਾਰਦਾ ਅਤੇ ਨਰੇਸ਼ ਕੁਮਾਰ ਨੇ ਵੀ ਅੱਜ ਕਾਗਜ਼ ਭਰੇ। ਜਨ ਮੋਰਚਾ ਦੇ ਬੁਲਾਰੇ ਕ੍ਰਿਸ਼ਨ ਚੰਦਰ ਆਹੂਜਾ ਨੇ ਦੱਸਿਆ ਕਿ ਮੰਚ ਦੇ ਉਮੀਦਵਾਰਾਂ ਨੇ 18 ਵਾਰਡਾਂ ਤੋਂ ਕਾਗਜ਼ ਭਰੇ ਹਨ।

ਡੱਡੂਮਾਜਰੀਏ ਭਾਜਪਾ ਤੇ ਕਾਂਗਰਸ ਵਿਰੁੱਧ ਡਟੇ: ਇਨ੍ਹਾਂ ਚੋਣਾਂ ਦੌਰਾਨ ਪਿੰਡਾਂ ਦੇ ਪੰਜਾਬੀ ਵਸਨੀਕਾਂ ਨੂੰ ਕਾਂਗਰਸ ਤੇ ਭਾਜਪਾ ਦੋਵਾਂ ਪਾਰਟੀਆਂ ਵੱਲੋਂ ਅੱਖੋਂ–ਪਰੋਖੇ ਕਰਨ ਦੇ ਰੋਸ ਵਜੋਂ ਪਿੰਡ ਡੱਡੂਮਾਜਰਾ ਦੇ ਵਸਨੀਕਾਂ ਨੇ ਵੀ ਇਸ ਵਾਰ ਇਨ੍ਹਾਂ ਪਾਰਟੀਆਂ ਨੂੰ ਸਬਕ ਸਿਖਾਉਣ ਦਾ ਮਤਾ ਪਕਾ ਲਿਆ ਹੈ। ਅੱਜ ਪਿੰਡ ਦੇ ਵਸਨੀਕਾਂ ਨੇ ਆਜ਼ਾਦ ਸਪੋਰਟਸ ਕਲੱਬ ਡੱਡੂਮਾਜਰਾ ਦੇ ਪ੍ਰਧਾਨ ਰਵਿੰਦਰ ਸਿੰਘ ਦੇ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰ ਵਜੋਂ ਵਾਰਡ ਨੰਬਰ 6 ਲਈ ਕਾਗਜ਼ ਭਰਵਾ ਕੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਕਾਂਗਰਸ ਤੇ ਭਾਜਪਾ ਦੇ ਆਗੂ ਉਨ੍ਹਾਂ ਉਪਰ ਬਾਹਰੀ ਤੇ ਕਾਲੋਨੀ ਦੇ ਵਸਨੀਕਾਂ ਨੂੰ ਥੋਪ ਕੇ ਧੱਕੇਸ਼ਾਹੀ ਕਰ ਰਹੇ ਹਨ। ਪਿੰਡ ਦੇ ਸਾਬਕਾ ਸਰਪੰਚ ਤਰਸੇਮ ਪਾਲ ਰਾਣਾ, ਸਾਬਕਾ ਪੰਚ ਹਰਜੀਤ ਸਿੰਘ ਤੇ ਮੇਹਰ ਸਿੰਘ ਗੁੱਡੂ ਆਦਿ ਨੇ ਰਵਿੰਦਰ ਸਿੰਘ ਦੇ ਕਾਗਜ਼ ਭਰਵਾਏ। ਇਸ ਮੌਕੇ ਸਪੋਰਟਸ ਕਲੱਬ ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਜਸਬੀਰ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਕਾਂਗਰਸ ਨੇ ਬਾਹਰੀ ਉਮੀਦਵਾਰ ਸੱਤ ਪ੍ਰਕਾਸ਼ ਅਗਰਵਾਲ ਤੇ ਭਾਜਪਾ ਨੇ ਡੱਡੂਮਾਜਰਾ ਕਾਲੋਨੀ ਦੇ ਰਿਜ਼ਰਵ ਵਰਗ ਨਾਲ ਸਬੰਧਤ ਰਾਜੇਸ਼ ਕਾਲੀਆ ਨੂੰ ਉਨ੍ਹਾਂ ਉਪਰ ਥੋਪ ਕੇ ਜੱਦੀ ਵਸਨੀਕਾਂ ਨਾਲ ਮਜ਼ਾਕ ਕੀਤਾ ਹੈ।

Anirudh Ravichander, a 21-year-old music composer, landed his first job when Aishwarya R Dhanush\'s roped him for her directorial debut 3, starring her husband Dhanush and Shruti Haasan. Now, the very first song he worked on for the film has become a rage not only in Tamil Nadu but across India and abroad too.



Young Japanese women are dancing to the song, youngsters all across India have just one playful question, \"Why This Kolaveri Di?\". The Kolaveri song went viral on the internet when it was digitally released by Sony music on November 16. It\'s been more than 10 days since but the song is only rising up in popularity charts.



In this interview with Shobha Warrier, the young composer talks about how Kolaveri started.



What came first, the tune or the lyrics?



The tune came first. Once I came up with the tune, Dhanush heard and sang the words. The entire process was over in 20 minutes.



What was Aishwarya\'s instruction to you when you were to compose the song?



She narrated the situation and said it was about failure in love. It\'s surprising how the tune came to my mind immediately, in just five minutes. After that, Dhanush heard the track and liked it. Then, he started singing, just for fun. The first line he sung was, why this kolaveri?

Pooja Bedi, the latest to be evicted from the Bigg Boss 5 house, says there is a lot of fun and happiness within than what is seen on TV. She says the house has just 20% aggression.



\"I want to tell the audience what has been shown on television is completely different from the inside atmosphere. There is a lot of happiness and fun inside the house, and the aggression is just 20%,\" Pooja told IANS after coming out of the house Saturday.



\"We used to laugh like mad people and there was no end to funny jokes. But, off late things had become critical and it was hard to survive in such situations,\" she added.



She is known for her Marilyn Monroe skirt act in Jo Jeeta Wohi Sikander, participated in many reality shows before including dance reality shows Jhalak Dikhhla Jaa 1 , Nach Baliye 3, Fear Factor - Khatron Ke Khiladi 1 and Maa Exchange.



The 41-year-old feels happy to leave the show at the right time adding: \"I am the happiest person in this world after leaving this house because I know a lot of aggression and negative atmosphere had started building up and it was the right time to leave the house.\"



According to Pooja, her best friends inside the house were Juhi Parmar and Akashdeep Saigal aka Sky, and claims Mehek Chahal and Amar Upadhyay are the ones who used to pick up fights.







\"Mehek and Amar bring along a lot of negativity inside the house while Juhi and Sky are my sweethearts. They both have very good heart, even though, they seem very aggressive and dominating people. But, they are exactly opposite and I wish them all the best and may they win the show,\" said Pooja.



Meanwhile, Pooja had also become a huge fan of the latest entrant of the show, porn star Sunny Leone, and says she is sweetest of them all.



\"She is sweet, bubbly and very polite. Her career should never be considered as an option to judge people and if she is doing great in the house, people will definitely vote for her,\" she said.



After coming out of the house, Pooja wants to spent quality time with her two children - Aalia and Omar.



\"I was so desperate to meet my kids and now I am with them, I don\'t want any third person between us. I want to spend quality time with them,\" said Pooja who is also looking forward to participate in many such reality shows in future.

‘Bad operating climate\' may ground us, airlines tell Manmohan

New Delhi, November 28, 2011(7starnews)

Taking their woes to Prime Minister Manmohan Singh, top bosses of India\'s airlines on Saturday sought his intervention to help them tide over the "bad operating climate" that has pushed all carriers into a deep financial crisis.



Dr. Singh gave them a "patient hearing" during the hour-long, high level meeting here and said the government would discuss their "legitimate grievances" to find ways and means of helping the ailing civil aviation sector, particularly airlines, come out of the crisis. Official sources, however, said Dr. Singh did not give the airlines any assurance.



A senior Civil Aviation Ministry official said: "We will await instructions from the Prime Minister\'s Office."



Those who attended the meeting included Jet Airways chairman Naresh Goyal, IndiGo promoter and CEO Rahul Bhatia and Aditya Ghosh, SpiceJet CEO Neil Mills, Kingfisher CEO Sanjay Aggarwal, Go Air owner Jeh Wadia and top officials from the GMR group, which has constructed new airports in Delhi and Hyderabad on the public-private partnership model.



Principal Secretary to the Prime Minister Pulok Chatterjee and other senior government officials were present.



Recently, the Federation of Indian Airlines (FIA), a representative body, warned that a "bad operating climate" might compel some domestic carriers to default on servicing their debt, bringing them to the brink of closure.



While the Indian civil aviation sector has been witnessing a high passenger and cargo growth rate, all airlines are burdened with a high rate of debt and have reported substantial losses.



Saturday\'s meeting came at a time when the Indian carriers, according to an FIA estimate, are likely to suffer a collective loss of Rs. 3,500 crore in the first six months of this financial year.



During the quarter ended September 30, Jet Airways posted a loss of Rs. 713 crore, while Vijay Mallya-owned Kingfisher\'s loss was put at Rs. 469 crore.



Ahead of the meeting, on Friday, Civil Aviation Minister Vayalar Ravi said the sector\'s huge losses were posing a "problem." He said Dr. Singh was concerned as it was the major institution of connectivity, supporting the country\'s development.

India, Nepal sign revised taxation agreement

India and Nepal on Sunday signed a revised Double Taxation Avoidance Agreement (DTAA), with the aim of encouraging Indian investment in Nepal, preventing fiscal evasion, and easing procedures for stakeholders with commercial interests in both countries. The treaty, based on modern taxation principles and in line with the current international environment, will replace the agreement on double taxation avoidance signed in 1987.



Finance Minister Pranab Mukherjee, who arrived here on Sunday morning, signed the pact with his Nepalese counterpart, Barshaman Pun 'Ananta,\' in the presence of Prime Minister Baburam Bhattarai.



Mr. Mukherjee told journalists, "The revised DTAA will provide tax stability to the residents of India and Nepal and facilitate mutual economic cooperation as well as stimulate the flow of investment, technology and services between India and Nepal."



Information sharing



The DTAA includes provisions for "exchange of information, assistance in collection of taxes between tax authorities and anti-abuse provisions." The exchange of information will extend to exchanging bank details, and could be shared with other law enforcement agencies with the consent of the information supplying country.



The agreement has been welcomed by the private sector. Sujeev Shakya, head of BEED, a consultancy and financial advisories firm, told The Hindu, "This is positive and was required as India is our biggest business partner. It will pave way for greater investment, transparency, and allow both countries to avail of each other\'s comparative advantages."



He said that since tax rates were lower in Nepal, investors who had paid taxes in India would not have to do so in Nepal and those who paid taxes in Nepal would only have to pay the differential amount back in India.



The pact comes soon after the two countries signed the Bilateral Investment Promotion and Protection Agreement (BIPPA) during Dr. Bhattarai\'s visit to India last month. Nepal hopes that the two agreements together would encourage further Indian investment in Nepal, which in turn would lead to greater exports and help bridge the growing trade deficit with India. India accounts for more than 45 per cent of foreign direct investment in Nepal, while two-thirds of Nepal\'s trade is with India.



Political meetings



In the course of his daylong visit, Mr. Mukherjee called on President Ram Baran Yadav, and Dr. Bhattarai. He also met Maoist chairman Pushpa Kamal Dahal 'Prachanda,\' Nepali Congress president Sushil Koirala and senior leader Sher Bahadur Deuba, and leaders of Communist Party of Nepal (Unified Marxist Leninist) and Madhesi Front.



Informed sources said the Finance Minister enquired about the current political situation, peace process and constitution writing in the light of the upcoming coming expiry of the term of the Constituent Assembly (CA) on November 30. Nepali leaders briefed him about the recent seven-point peace pact, ongoing process of categorisation of Maoist combatants, formation of a State Restructuring Commission, and plans to extend the CA by another six months.



Mr. Mukherjee said India welcomed the 7-point agreement, and had an abiding interest in "the success of Nepal\'s transition to multi-party democracy and the completion of the peace process." "India is committed to assist the government and people of Nepal in these processes of historic change in Nepal."

India Inc on Monday appeared to be divided on allowing FDI in multi-brand retail, an issue which has rocked Parliament and drawn stiff opposition from UPA-ally Trinamool Congress.



While FICCI extended an all-out support to the government, CII recommended "a calibrated approach for introducing FDI in the retail sector in terms of the percentage and minimum capitalisation requirements".



Addressing a press conference, FICCI Secretary General Rajiv Kumar said opening of the retail sector would create big employment opportunities in the country.



Without naming, he said those industry associations which are opposing the foreign direct investment in multi-brand retail have a vested interest.



"This is just a fear that has been created for some vested interest. FDI in retail will be a game-changer like telecom. I see only positive impact on employment," he said.



CII, on the other hand, said while it "strongly supports the introduction of FDI in multi-brand retail trading, it recommends a calibrated approach for introducing FDI in the retail sector in terms of the percentage and minimum capitalisation requirements."



Mr. Kumar said the associations which are raising concerns that global retail chains like Walmart and Tesco would wipe out mom-and-pop stores are following a "politically motivated argument".



Some traders' associations are arguing that about 40 million employed in this sector would loose their earnings because of opening of big foreign retail stores.



"In fact, foreign stores will generate employment and that will be higher quality employment. Small stores would also increase their employment to compete with the big retailers," he said.

FDI policy paralyses Parliament

New Delhi, November 28, 2011

The political storm over FDI in retail gathered momentum on Monday paralysing proceedings in Parliament for the second day amid vociferous demands to withdraw the controversial decision.



Both Lok Sabha and the Rajya Sabha could not transact any business and witnessed uproar over the FDI issue, leading to their adjournment till Tuesday.



Members of several parties, including Trinamool Congress, a UPA constituent, stormed the Well in Lok Sabha opposing the decision on FDI and on other issues. Left members were also in the Well as BJP members showed posters on the FDI issue.



In the Rajya Sabha too the Trinaool Congress members were on their legs.



The two Houses were rocked on Friday too, a day after government decided to allow 51 per cent FDI in multi-brand retail.



With several other issues including price rise, separate Telangana and safety of Mullaperiyar dam raising the political temperature, proceedings of Parliament remained a virtual washout since the Winter session began last Tuesday.



Some Congress members from Kerala were seen in the Well on the Mullaperiyar issue, while TRS chief K Chandrashekhar Rao and some other members from Telangana were pressing demand for a separate state.



It was a placards galore in the Lower House with members carrying posters 'Don't allow FDI in retail', 'Bring separate Telangana Bill' and 'Mullaperiyar Dam in danger: Save 30 lakh people in Kerala.'



The uproar continued despite Deputy Speaker Karia Munda informing Lok Sabha that "all the notices of adjournment motion on FDI in retail sector are under consideration of the Speaker. She will take a decision in due course."



Murli Manohar Joshi (BJP) and CPI(M) leader Basudeb Acharia had given notices of adjournment motion on the FDI issue in the Lower House.



Barring Shiromani Akali Dal, other Opposition parties are opposing the FDI move.



While BJP has announced that it would not allow foreign MNCs to set shop in states ruled by it, BSP chief and UP Chief Minister Mayawati, AIADMK supremo and Tamil Nadu Chief Minister J Jayalalithaa, BJD chief and Odisha Chief Minister Naveen Patnaik and Trinamool chief and West Bengal Chief Minister Mamata Banerjee are also opposed to the FDI move.



In the Rajya Sabha, the entire opposition and Trinamool Congress members were on their feet against the Government's decision when it reassembled at noon.



Immediately after Deputy Chairman K Rahman Khan took his seat, BSP members were on their feet, raising slogans like "FDI wapas lo (withdraw FDI)". They were supported by BJP, BSP, JD(U), AIADMK and AGP. Trinamool Congress members also stood up to demand withdrawal of the FDI decision.



Leader of the Opposition Arun Jaitley, whose party BJP had moved a motion for adjournment of the Question Hour on the issue, again made an attempt to speak but could not do so. As the din continued, Khan adjourned the House for the day.



Earlier, when the Upper House met for the day, BSP, JD(U), AIADMK and SP members raised slogans against the FDI decision soon after Chairman Hamid Ansari took his seat. Left MPs from Kerala moved into the Well holding banners on the safety of Mullaperiyar dam in the state.



The Chairman's appeals to members not to raise banners or to withdraw from the Well went unheeded, forcing him to adjourn the House till noon. The same scene prevailed when the House reassembled, forcing adjournment of the House for the day.
