NUCLEAR SAFEGUARD AND USAGE FOR PEACEFUL PURPOSES: KEYS TO NATIONS SUCCESS said Mr. Milan Naidu, former Deputy Chief of Army Staff

Safeguarding Nuclear weapons, Technological Advancement and use of nuclear energy for Food, Agriculture, water processing and Power, Increasing the role of armed forces in reformed Security calculus, Evolving positive and constructive state behavior are the key issues needs to be addresses in context of nuclear security said Mr. Milan Naidu, Lt.Gen and Former Deputy Chief of Army Staff, Govt Of India while addressing the members of Ludhiana management Association on the topic "Nuclear Security and its implication in India" at hotel majestic Park Plaza. Dr K.N.S. Kang, General Secretary, Ludhiana Management Association, Mr.V.K.Goyal, President, Ludhiana Management Association, Officials from the Army, members of association were also present on the occasion.

Dr K.N.S.Kang, General Secretary, Ludhiana Management Association informed that India went nuclear in 1974 with Pokhran –I followed by Pokhran-II in 1998. After the tests lot of sanctions were imposed on India and the country had to face lot of critism at world forum. India faced these challenges with great zeal and endeavour. He further said that Present Govt effort of signing a deal with US was significant step in the direction of peaceful usage of nuclear energy. He said that present sources of energy like Hydal, thermal etc are not sufficient enough to meet the ever increasing demand of power in the country. In such a scenario nuclear energy will be the most suitable substitute for meeting the shortage of power in the country.

Mr Milan Naidu while speaking on the occasion said since 1947 number of treaties, associations, summits and agencies have been formed to carve the menace of nuclear power, but not much has been implemented effectively. He said that the world of nuclear energy is full of uncertain possibilities, to ensure individual national security we need to make collective efforts. India, china and Pakistan are the three nuclear powers in South Asia and Pakistan's record in nuclear proliferation has remained very poor. In that context, US President expression of confidence about the safety of Pakistani nuclear arsenal and saying that there is no nuclear crisis in South Asia is a matter of serious concern for India.

He further said that Pakistan has become the epicenter of all type of terrorism along with internal crisis, exposes its nuclear arsenal security more vulnerable. Iran is an other country who is a signatory of Non-Proliferation Treaty (NPT), but it has denied halting her nuclear enrichment programme. Iran and North Korea both are in India's extended neighborhood. Iran is more important for India because of its energy resources, (as we are already negotiating over IPI gas pipeline). Iran is also very important for the strategic access in Afghanistan and for the oil rich fields of Middle Asia and West Asia.

While highlighting the Indian Stand he said that India is raising her voice against nuclear proliferation since 1950, from various international venues. Discriminatory provisions of NPT and Comprehensive Test Ban Treaty (CTBT) and nuclear black marketing remained the major cause of concern for India. In spite of not signing the NPT the three major Pillars of NPT, to curve proliferation of nuclear Arsenals, to move towards disarmament and Exploiting Nuclear energy for peace full purposes had been followed by India as responsible state.

Mr. Milan Naidu further said that India does not want any more nuclear powers in her neighborhood, but it has always supported the peaceful use of nuclear energy for every country. America and china supported for sanctions against Iran. However, India opposed it because; such steps will not yield any positive result. It will only make Iranian government more hostile, weaken the democratic and reformist powers inside Iran and affect the poor people of the nation.

Further he said that India had been strongly advocating the Use of nuclear energy for peaceful and constructive purposes. He stressed that nuclear energy can be effectively used for food, agriculture, water processing, generating power, etc. several other steps had been taken and he quoted that Indian Prime Minister announced a global centre for nuclear energy partnership. The centre would be fully owned and managed by the government of India, but it will be open for all countries including IAEA for academic collaboration and research and development purpose. He informed that the centre will consist of four schools, respectively, advance nuclear energy studies, nuclear security, radiation safety and applications of radioisotopes and radiation technology in healthcare, agriculture and food sector. He said such type of initiatives will shows the maturity and responsibility of India, who is though not a signatory of NPT but it has true realization of its obligations as a nuclear power.

Mr. V.K.Goyal President, Ludhiana Management Association while giving his presidential remarks said that nuclear issue is quite contagious one from long time. He said that Use of Nuclear weapons on Japan has given lessons to the world regarding the deadly outcomes and since then except threats no nuclear use by any country has been there in the last 65 years. He said that we always have atmosphere of mistrust among world nations with out knowing how nuclear energy can be used for humanity. He advocated that we need to think positively to solve our major problems. We need peaceful mind and need to develop trust among states of the world. while highlighting the economic environment of the country Mr. Goyal said that In India only 3% of total energy is Nuclear energy and demand for the energy is going to increase many fold especially when India is barking on economic horizon and had to maintain growth rate of 8-10% to become economically powerful. In such a scenario nuclear energy is the best solution to fuel economic wheel. He also highlighted the need to bring about knowledge base and system to safeguard nuclear energy.
