PSHRC presses traffic cops against horns

LUDHIANA : Taking serious note of the problem of use of pressure horns in vehicles, Punjab State Human Rights Commission has directed SP traffic to ensure that owners of such vehicles are challaned.

Youngsters are increasingly installing such horns in their vehicles. Sources said there was litle check on the use of black films for car windowpanes, horns with shocking sounds and even high-beam lights, which could result in major road accidents.

This matter was brought to the notice of PSHRC by a city resident, Swaranjit Singh, who asserted that traffic was the biggest problem in Ludhiana and laxity in challaning people violating the rules had worsened the situation all the more.

Swaranjit alleged that people did not have traffic sense and had little knowledge of how to drive on the road adding to commuters' problems on city streets. He also informed the PSHRC that police personnel were not strict against such violations.

The SP traffic is to submit his answer with the commission before February 24, which is the next date of hearing in this matter.

"In a city, where number of vehicles is increasing rapidly, authorities should also concentrate more on

implementing the rules strictly. However, contrary to that, people are seen flouting rules," mentioned Swaranjit, who filed the complaint with PSHRC.

He also stated that youngsters created nuisance by using startling horns that could lead to major accidents as other commuters could lose control of their vehicles out of shock.

A college-girl, Gunjan, said, "Many of these people don't have any sense of driving and blow horns for

overtaking, creating problems for others on the road."

She added that there should be stricter action against such people, but the attitude of the police seemed lackadaisical.

"The so called VIPs and politicians are more into this kind of stuff," she mentioned. But Sumit, 18, who calls himself an auto-lover, stated, "Many of my friends are using hooters on their bikes and it is very popular in my group. Such horns are very useful as they allow a person to easily find way in high traffic situations,"

SP (traffic) said they had already initiated a drive and were taking into account the traffic violations since after the commissionerate system had been introduced in the city.
