NEW DELHI: Even before the courts have cleared former MP Jagdish Tytler of his involvement in the 1984 anti-Sikh pogrom, Congress has reinstated him

in the organisation by making him AICC in-charge of Bihar.

The development comes barely three months after the party was forced to withdraw Mr Tytlers candidature for Delhis North-East Lok Sabha constituency. The man at the centre of the storm will preside over the partys effort to rejuvenate itself in Bihar, replacing Iqbal Singh who has been appointed as the Lieutenant Governor of Puducherry.

Tytlers appointment, according to a section of Congress, may not be the news the Bihar unit was hoping for. There has been a clamour within the Bihar PCC for a change of the top leadership in the state. However, Mr Tytlers appointment could accord PCC chief Anil Sharma with protection that would ensure his continued tenure.

Congress leaders from Bihar have consistently maintained that the party has a window of opportunity to rebuild itself in the state, now that it is no longer in alliance with Lalu Prasads RJD. For this, the state leaders had suggested an overhaul of the Bihar PCC.

However, sources indicated that such an overhaul may be highly unlikely. Revival in Bihar is among the top priorities of Congress. In Lok Sabha elections it managed to win only two seats after being forced to go solo.

Restitution in the party is not all that is in store for the Delhi politics veteran. Sources indicated that Mr Tytler is likely to be given the Rajya Sabha seat from Delhi, which had fallen vacant after J P Agarwals election to the Lok Sabha.

The party was forced to withdraw Mr Tytler from LS race after a Sikh journalist hurled a shoe at home minister P Chidambaram, drawing fresh attention on the 1984 anti-Sikh pogrom. Mr Tytler along with fellow candidate Sajjan Kumar were withdrawn from the electoral race.
